The School of Mineral Industries is dedicated to education in mineral conservation and research by which the means may be found to make conservation effective. This includes diligent search for mineral truths and the energetic discovery, complete recovery, and maximum utilization of irreplaceable mineral resources. Standards of living depend upon two factors: human resources-intelligence, imagination, initiative, know-how, work; and natural resources-plants, animals, and minerals, including water, air, soil, heat and light from the sun, and all other such resources that are useful to man. Human relationships have not kept pace with scientific achievement; as a result man, in desperation, wittingly, premeditatively sacrifices freedom for security. Many natural resources, through overproduction, mismanagement, and greed, have definitely moved over into the exhausted or exhaustible category. The United States cannot maintain present standards of living on an agricultural economy alone, and serious harm can ensue if there are marked disproportions in numbers and relationships between city and rural populations. The most materialistic New Yorker must see virtue in bucolic loveliness. The United States is rated wasteful and inconsistent most of the time. It does not make sense to dole out through the keyhole what a wage earner can bring through the open door; to raise wages to lower the cost

W hen the blasts went off on West 11th St., just off 5th Ave. in New York City, James Michaels, editor of Forbes magazine, was in his office a few doors away reviewing color layouts with his production manager. Having once been a reporter, he grabbed his trench coat and dashed for the street to be con- fronted by the demolished townhouse which had been turned into a bomb factory by youths. To Michaels, this shocking episode supplied the exclamation point to thoughts he was formulating that an era had ended and a new one was beginning in the economic and social climate of the U. S. "For twenty years corporate profits, the stock market, middle income pay have gone up and up. . . The illusions of twenty years are in confrontation today with changed needs," he said. "International omnipotence is economically beyond our means, . . The anti-pollution and community renewal people are not nuts in tennis shoes who will go away. . . That corporation presidents can report an increase in earnings every year is an illusion that will be dropped. . . There has been a $200 billion shrink in value of stocks and bonds since Nixon came into office" were some indicators Michaels mentioned.

A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

An investigation of trends in exploration expenditures for a selected group of mining companies was undertaken for the interval 1968-1971. These trends were compared with financial factors that are associated with various groups of companies and the implications of these trends are indicated. The sample consists of 21 mining companies, of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the ex- traction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining, such as oil and gas sales. No companies which can be considered strictly as exploration companies are included in the sample. This definition held up in 1968, however, its strict application became more difficult through the years. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business and deriving a substantial part of their income from activities other than mining.

In a paper presented to the American Institute of Mining Engineers, September, 1904, entitled uImprovements in the Mechanical Charging of the Modern Blast-Furnace,"' I showed the great fault of mechanical charging-devices to be that the materials charged by the dumping of the skip were separated, the coarse materials having high velocity, and the fine, low— thus giving paths of low resistance through the stock in the furnace, which resulted in unequal distribution of the furnace-gases, unequal reduction, slips, scaffolds, irregular cutting of the inwall, "of" iron, and increased fuel-consumption. I showed how this could be prevented by rotary distribution, through which the irregular distribution in one layer charged is compensated by charging the subsequent layers from succeesively varied positions of the charger, and becomes practically eliminated when the angle between two successive positions is a little more or less than an even fraction of a full circle. Of all the devices then on the market, the nearest approach to the ideal arrangement was found in the Brown distributor, a full description of which was given. Vertical and horizontal movements beyond the perimeter of the open pit have resulted from the development of deep and extensive open pits; the surface point always moves towards the centre of the open pit. The surface movements are not only great in relation to the stability of the open pit slope and the safety of mining operations but also are of significance to the stability of structures and ser- vices on the surface beyond the perimeter of the open pit. Recently, some studies on factors contributing to the surface movements have been carried out. Particular attention has been paid to prediction of vertical and horizontal movements, differential subsidence and horizontal strain and careful assessment of their influences on existing structures in the adjacent area. In the application of the theory of stochastic medium, it is assumed that ground subsidence process has the property of Markov Process. Based on the superposit ion principle, surface movements due to open pit mining are derived from the Kolmogorov Equation, and calculated in a digital computer. Quantitative calculation of surface movements is made according to the method employed in this paper and compared with the results of measurement in Morwell Open Pit, Victoria, Australia and Baiyin Open Pit, Gansu, China. The method of calculation gives reasonably satisfactory results.

The literature on the beneficiation of serpentine asbestos ore states that the specific gravity of the rock containing fiber and the fiber itself is the same so that specific gravity cannot be used as a basis for separation. An investigation of particles of asbestos ore ranging in size from 4 mesh to 5 in. revealed that the fiber-bearing particles generally had a lower specific gravity compared to essentially barren particles. The difference in specific gravity was sufficient to make an effective gravity separation of ore particles and reject a low grade tailings product. The results of laboratory tests are described that lead to the running of pilot plant tests with 20-ton ore samples using a heavy media separator. These tests indicated that a large amount of low grade material could be rejected from the raw ore at a coarse size. Although the process used is a wet separation, it can be added to a conventional dry asbestos mill. A gravity preconcentration would allow the mining of lower grade ore, increase the life of the mine, increase the value of the feed to the fiber recovery section, and decrease maintenance costs by removal of low grade tailings early in the flowsheet.

Arthur Launcelot Collins was born at Truro in Cornmall, England, July 8, 1868. His father, J. H. Collins, is well kuown as an engineer, and his books have been widely read in this country: Arthur was the third son. Three of his brothers are engaged, as is his father, in the profession of mining engineering. His education, gained partly at St. Austell, partly at Falmouth, and partly at Nuttall's Collegiate School in Truro, England, was supervised by his father, who was then Lecturer on the Mining Sciences to the Miners' Association of Cornwall and Devon. In 1881, J. H. Collins went to Rio Tinto, in Spain, as chief chemist and metallurgist, and it was there that Arthur began his practical work in the laboratory and continued his studies in chenlistry and mineralogy. To the latter science he was deeply attached; and he never lost an opportunity of adding to his cabinet of minerals, of which he was an ardent collector. In 1883, he became assayer and general assistant to Mr. Nicol, Manager of the Peña del Hierro copper-mines, ncar Rio Tinto. A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

In a mobile crushing unit system trucks are replaced by a conveyor, which results in a continuous, almost fully automated operation with all its attendant advantages. Because of new designs for large mobile crushing units that have been placed on the market, the use of these plants has increased significantly during the last three years. Gains in productivity and reductions in costs are vital to every mine operator, and the shovel-crusher-conveyor system is a powerful tool with which to achieve this goal. New Designs Increase Throughput While Reducing Size The basic concept of the shovel-crusher-conveyor scheme of operations is simple and sound, with the result that domestic operators are showing a growing interest in its application. A number of operators have been using small mobile crushing plants for several years, but large operators, in spite of considerable interest, have not been able to use this system because no mobile crusher capable of crushing 1000-2000 tph of rock loaded by a large shovel (6-12 cu yd) has been available. A suitable crusher must accept rock of the size handled by these large shovels, be simple in design, easily maneuverable, remotely controllable, and have price and maintenance costs not much higher than those for stationary crusher installations.

Graphite has been included in U. S. lists of strategic minerals since the problem of mineral deficiencies was revealed during World War I. Since 1918 the domestic graphite industry has led a precarious existence, and there has been much uncertainty as to the amounts of usable graphite of various grades that would be available from domestic sources in time of emergency. In 1950-1951 therefore, the writer, assisted by Paul L. Weis, undertook a review of domestic graphite sources for the U. S. Geological Survey. The conclusions of this study are presented here, with a discussion of some technologic and politico-economic factors bearing upon the problem. Uses of Graphite: Natural graphite as marketed exhibits a wide range of properties, which determine the uses to which it is put. The most essential uses are in the manufacture of crucibles and related refractory articles, in lubricants and packing materials, and in the manufacture of batteries, foundry facings, pencils, and carbon brushes. Numerous specifications covering the mineral in its various applications must be met by producers and processors of graphite. The problem of supply is therefore not simply one of procuring a sufficient total tonnage, but the more difficult problem of procuring enough of each different grade to meet foreseeable needs.

A review of the application of geomechanics to open stope mining in Australia was recently undertaken for the Australian Mineral Industries Research Association (AMIRA). It compiled the current state of geomechanics and its application to open stope mining, and recommended avenues of research which should be supported by the industry. Information was compiled for eleven mines which use the method. This included their geological setting, the performance of the mining and evolution of the method, properties and behaviour of rock and backfill, and techniques for measurement and analysis. Open stoping accounts for about two-thirds of production from underground mines in Australia. In the future this proportion will progressively increase and the method will become more complex. Overall, the method is being sucessfully applied, but its full potential is not being achieved because a range of problems and limitations are evident within the mines. Many of these are common to several or more mines. These include: zones of poor ground conditions that delay access and stope development; crown pillars that are irrecoverable; substantial overbreak from the walls and backs of stopes; and lack of a widely accepted method to design systems of stopes. Considerable progress has been made during the past year throughout the Russian petroleum industry. Perhaps the most remarkable achievement is the execution of the programs set out by the Central Planning Bureau of the Department of Commerce. These programs have been increased twice during the past operating year, necessitating drilling the richest reserves, instead of developing gradually as originally planned. The fulfillment of the set-out programs during the past few years makes therefore the present five-year plan of considerable importance to the international oil statisticians in approximating actual supply conditions up till 1933. The production of all Russian fields increased by 14,200,000 bbl. as compared with the 1927-1928 operating year, while the next year's program anticipates a further increase of 15,700,000 barrels. It appears therefore that production for 1932-33 will total 187,000,000 bbl., or approximately double that of the operating year just closed. It is also evident that the old fields are counted upon to produce only about 67 per cent. of the total, the new fields, not yet discovered, to furnish the balance of 33 per cent. The iron formation of the Iron River, Crystal Falls, and Florence districts probably is not of one geologic age only but of at least two ages. The ores, therefore, are of different characteristics. But in general the geologic conditions that occasioned the development of the orebodies have been essentially the same throughout the district and the types and structures of the orebodies are very similar in different parts of the area. In general, the iron formation of this area has been folded into a series of close pitching synclines and anticlines; minor folds of many orders are included in the major folds. The pitching synclines have been particularly favorable places for the circulation of ground waters, which in such troughs have developed orebodies through the familiar process of leaching out the silica in the iron formation, oxidizing and concentrating ferrous iron compounds in the rocks. The iron formation of this area is interbedded with and has interbedded in it certain slate or slaty layers that, in addition to the foot wall of the iron formation proper, act as impervious layers in the pitching troughs, to direct and control the flow of underground waters. In most places, the entire iron formation in a structural trough is not altered into iron ore; the orebody may be lens-shaped and exhibit no folding in its layers, outline, or shape, but almost without exception such bodies have been developed in folds and because of the influence of folds, and structurally they occupy only one limb of a fold. Many orebodies occupy the entire trough of a minor fold and the structure of the fold can be traced throughout the orebody. Many definitely recognizable horizon markers in or associated with the iron formation occur in this district and serve as valuable guides to the engineer or geologist in exploring an orebody whether by drilling or underground mining development. Among such markers are the talc schist (an altered dolomite) and the Traders slate at the base of old Menominee iron formation proper, and the interbedded Brier slates and overlying Hanbury dates; and certain graphitic slates and gray-wackel in the Iron River and Crystal Falls area.

On. Tuesday, Apr. 8, the Rocky Mountain Club held its 12th annual dinner at the Waldorf-Astoria, New York. In reporting the dinner the Evening Telegram says: "General Coleman du Pont was sort of master of ceremonies, and he conducted the affair at the end of a Colt .45. It was the General's `forty-five' which filled the banquet hall of the Waldorf-Astoria with the brand of smoke which Uncle Sam showered so generously upon Germany's hordes. It was General du Pont's `forty-five' which bellowed and thundered and echoed through Fifth avenue, scaring horses and shell shocking pedestrians: But no one was hurt or badly shocked except those who could not discern the artistry of Miss Doraldino's dance. "There were Western men around the table who have just come hack from over there. For instance, there were Brigadier General G. H. McManus, General Shanks and a score of others. And there were Thomas H. Watkins, who is said to own half the State of Pennsylvania and is known as the `Coal Baron'-of Pennsylvania,, and Alba B. Johnson, president of the Baldwin Locomotive Works, each one a Westerner, with personality and type suggestive of some of the wonderful men Bret Harte wrote so much about. "It seemed as though General du Pont, who was chairman of the Reception Committee, tried to eclipse all former meetings, and he succeeded if congratulations are a criterion. " General du Pont startled the management of the Waldorf and surprised the diners by staging a three-round bout between Frankie Fay and Phil Wagner. The clash between these two featherweights made Waldorf history, because it was the first boxing contest ever held in the hotel. Tex Rickard, who is going to chaperone Jess Willard and Jack Dempsey in a fight in the near future,-was scheduled to referee the contest, but at the last moment, for some obvious reason, M. E. Schermerhorn was sent in as third man. The bout was a slashing one. Miss Amparito Farrar, lately returned from France, where-she sang for the 'dough-boys;' Eleanore Wetmore, the Rath Brothers and Phil Baker were among the others who entertained.

The Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected. the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938; with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

With returning prosperous conditions in all industries, oil-refinery engineering has found opportunity for the more extensive application of improvements developed during the several years of depression. The year has brought out little of an entirely new nature, but much in wider application of previous worth-while developments. The greatest volume of work done has been in modernizing the distillation and cracking units of existing refineries, particularly by substitution of combination skimming and cracking units for older equipment, and the installation of cracking plants in smaller refineries where formerly only skimming was practiced. A number of entirely new refineries were installed during the year, two of the most important being the 20,000-bbl. refinery by the Atlantic Refining Co., at Atreco, Tex., and a 12,000-bbl. plant by the Wilshire Oil Co., at Norwalk, Calif., these two embodying some of the latest developments in cracking and treating. Total refining capacity for the United States is now reported as being something over 4,000,000 bbl. per day, but a movement is on foot looking to a complete revision of these figures, as experience has indicated not only some overstatement of capacity of equipment but that considerable equipment is included which because of obsolescence and location will probably never be run again. The 3,000,000-bbl. figure which the industry reached during the year's high consuming period required the operation of probably 95 per cent of the country's efficiently usable capacity. Cracking and Polymerization There were no new outstanding developments in the cracking field, progress being made largely in the further refinement of known principles. Improvements in furnace design and operation have been largely in permitting closer control of the heating curve through the cracking-tube system, assisting in more uniform yield and in the lessening of coke deposition, and permitting longer trouble-free operating time as well as reduction in furnace-maintenance cost. Actual operating polymerization capacity has been increased little during the year, but a number of projects have been started, some nearing completion, the production from which will be available during 1937.

PRIOR to July, 1919, the sampler at each mine of the Anaconda Copper Mining Co. in Butte did his work in his own way and was responsible to the mine foreman only. At that time, the sampling at all the company's Butte mines was placed in charge of a member of the geological department and stand-ardized methods of doing the work, were adopted. These standards were incorporated in a set of instruc-tions accompanied by blueprints representing typical conditions. The main features of the instructions were as follows: All samples to be cut at breast height and horizontally, regardless of dip of vein, and the horizontal width reported. A single sample to include not more than a 5-ft. width of the breast and to weigh not less than 4 lb. for this width. Where the vein is made up of two or more streaks of different hardness or mineral content, each streak is to be sampled sepa-rately and the average value of the combined width figured. If two streaks of ore are separated by a streak of waste, which is not sampled, in obtaining the average value of the breast the waste must be figured in with a zero assay. Drifts to be sampled in the breast after each round. Raises to be sampled for each floor raised. Each end to be sampled separately and the average width and value of the two ends to be used as the average of the floor. All veins cross-cut to be sampled along the side of the cross-cut, at breast height and horizontally. Where the vein strikes at an acute angle to the line of the cross-cut, the width of sample must be corrected to show the horizontal width at right angles to the line of strike of the vein. Rill stopes must be sampled across the full mining width. In square-set stopes, each set must be sampled separately along the line of the caps. Waste portions of the vein which are mined for filling must not be included in the sample.
