Properly designed drainage systems can be of great benefit to many kinds of Civil Engineering works, including embankments, and often are the most economical way to protect such works from the damaging effects of water. To function properly, drains must be able to remove water without also removing soil or becoming clogged with soil or erodible rocks. The first criterion to be used in designing drainage systems, called the filter criterion, can prevent all such problems (erosion and clogging) when properly fulfilled in design and construction. The second requirement of drains is that they must be capable of removing all of the incoming water without the build-up of large amounts of head that can damage the protected works. To insure this kind of perfomance, the discharge capabilities of drains should always be verified by appropriate hydraulic and seepage calculations. This paper describes these two basic drain design criteria and also gives examples of application of seepage principles to the evaluation of the potential benefits of drains and to the design of drains for mine waste embankments.

THIS paper presents results on an exten¬sion into the realm of high-carbon steels of some work recently published' on the effects -of time at temperature, quenching temperature and prior structure on the hardenability of one 0.20 and four 0.40 per cent carbon alloy steels. It was shown at that time that unless the conditions of time, temperature and prior structure are substantially the same in performing the hardenability test as in conducting harden¬ing of parts in production, the correlation of hardenability information with the [ ] hardness and properties of production parts is often not of satisfactory accuracy. The general effects of these variables on the austenitic grain size, distribution of excess carbides and critical cooling rate have been known for many years and one or more have been investigated by Shepherd ,2 3 Davenport and Bain,4 Digges,5,6 Digges and Jordan,7 Post and associates' and Roberts and Mehl,9 to mention only a few. There has been no systematic investigation, however,' into the quantitative variations produced on the hardenability of commercial high¬carbon steels by changes in these factors of time, temperature and prior structure. PROCEDURE A plain carbon hypereutectoid steel, S.A.E. 52100 and Graph-Mo, a molyb¬denum-bearing high-carbon steel contain¬ing some graphite, were chosen for this investigation. The chemical analyses of these electric-furnace steels are given in Table I. [ ] The procedure used was exactly that reported previously,' hence the details will not be repeated here. Normalized (1650°F.) and spheroidized prior structures were utilized on all steels with hot-rolled and quenched (1600°F. oil) prior conditions added for the plain carbon steel. The end-quench test developed by Jominy10 was selected for use in this investigation and, with the noted exceptions, the American Society for Testing Materials standard. procedure was followed. The effect of time at temperature was examined at intervals of 0, 10 and 40 min. and 4 hr., and a few i6-hr. tests were run. Geologist, Pennsylvania Geological Survey THE following tables have been compiled from the annual reports of the Inspectors of Mines, to determine the percentages of fatal and non-fatal casualties from roof-falls and explosions of fire-damp. As we cannot assume that every accident has been recorded by the inspectors; as many casualties terminating fatally after the lapse of a considerable period, are inevitably recorded as "non-fatal;" and as clerical errors may have crept into the compilation,* the figures of these tables cannot be considered absolutely correct, but the summary is sufficiently reliable to show the features I wish to differentiate. Under the heading a Miscellaneous" are included all accidents not directly attributable to explosions of fire-damp, roof-falls or falls of coal. Prominent among the numerous causes included under this head are premature or delayed explosion of blasts, accidental explosion of powder or cartridges, accidents from mine cars, falls in shafts, machine accidents, sliding of loose coal in pitching breasts, sltffouration by choke-damp, etc., comprising in all 48 per cent of the total number of casualties. * Compiled by Mr. Maxwell Chapman

Recent studies of inelastic behavior and acoustic emission in geologic materials further validate the concept that such materials may be considered to consist of an elastic media containing an array of pores and cracks. In the present paper this concept is investigated further by experiments in which the mechanical behavior of a number of geologic materials were studied in detail at low stress levels using ultrasonic pulse methods. Experiments were carried out on cylindrical test specimens of Indiana Limestone, Tennessee Sand- stone and Barre Granite under relatively low confining pressures (0-5000 psi). Analysis of data from these experiments indicated that there existed a low-level critical stress at which there appeared to be a transition in the mechanical behavior of the material. Under triaxial stress, results indicated that the differential critical stress was relatively independent of confining pressure, i.e., the mechanism responsible for the transition in mechanical behavior was governed by a maximum shear stress criteria.

The great advantage to he gained by a careful inspection of all materials used in construction, in regard to safety and permanency, and to accuracy of workmanship, has been longer recognized in Great Britain and on the Continent than in America. This is probably owing to the way in which great enterprises have been " rushed" in the United States. Time and cheap first cost, in too many instances, have been considered of more importance than absolute safety and durability; the structures being afterwards strengthened if this was found necessary. This has been most noticeable in railroads built through " new " country, where the object in view has been to reach the terminal point and get to work. Mississippi Valley-type ore deposits contain significant quantities of minor elements, which are present partly in the form of separate mineral phases and partly in solid solution in the major sulfide phases for which these deposits are exploited. These elements, as separate phases, are: copper, mainly in chalcopyrite and enargite; cobalt and nickel, chiefly in thiospinels and bravoite; rare earth elements associated with certain fluorites; and native gold. Many economically important minor elements occur in solid solution in sphalerite, including silver, cadmium, iron, germanium, gallium, indium, thallium, cobalt, nickel, and mercury. Significant amounts of silver and antimony, and perhaps very small amounts of gold, are present in solid solution in galena. Chalcopyrite may contain small amounts of silver, molybdenum, bismuth, cadmium, cobalt, and nickel. Marcasite and pyrite may contain silver, thallium, cobalt, and nickel. Although some of the minor elements contained in the Mississippi Valley-type deposits are currently recovered at the smelters and refineries, many are lost in tailings, sludges, and slags; consequently, important quantities of these elements are potentially recoverable as non-conventional resources.

In March 1962, over three months ahead of schedule, production began from the Ventersdorp Contact Reef of the Western Deep Levels Ltd. mine on the West Witwatersrand. Few mines have captured the interest of mining men and the public as has Western Deep Levels. It has presented the gold mining industry with a challenge which involved the opening of an ultradeep mine with the attendant problems of exceptionally heavy capital commitments ($77 million to start of production), high rock temperatures and pressures at great depths, cementation and pumping in an area notorious for the volume of subsurface water, and the necessity for entirely new thinking and the application of new ideas. HISTORY Not all the problems facing Western Deep Levels were, however, new. Situated 43 miles from Johannesburg, just off the main road to Potchefstroom, Western Deep Levels was the sixth company to undertake mining operations on what is known as the West Wits line and it could draw on the wealth of experience gained by other pioneer mines in the area.

CARLTON mill in the Cripple Creek district, 45 miles southwest of Colorado Springs, Colo., has been in operation for approximately three years, treating the custom sulpho-telluride ores formerly handled by the Golden Cycle mill in Colorado Springs. At the new mill the pyrite-telluride flotation concentrates have been roasted, prior to cyanidation, in a Dorrco FluoSolids reactor, which has proved capable of yielding calcine readily amenable to cyanidation. Incoming ores are crushed at Carlton to 5/8 in. and sampled in 30 to 75-ton lots before the individual lots are mixed in the fine ore bin. The composite ore then goes to the grinding circuit. Classifier overflow from the grinding circuit is treated by flotation to produce a concentrate containing approximately 85 pct of the values in 5 pct of the weight. The flotation concentrate goes to the FluoSolids reactor prior to cyanidation. Cyanide solution values are recovered by zinc dust precipitation. Flotation tailings are thickened and cyanided, the values from this part of the circuit being recovered from solution by activated carbon.

I have not before had the honor of offering to the Institute a communication on the subject of the variety of asphaltum which I described as uintahite; but several disconnected notices of it have appeared in the Transactions, and much additional information regirding it and its relations to other varieties of the asphalt group has been gathered together. Dr. Henry Wurtz has also discussed the nature of uintaite, and has endeavored to show that it should be considered a variety of grahamite.* We have also had an interesting paper upon."Asphalt and its Uses," from Captain F. V. Greene, containing much important technical information and a scheme of classification of the varieties of bitumen and of bituminous compounds. A conventional technique used to process auriferous sulfidic concentrates involves a pre-leach oxidative-roast step. The structural characteristics of the calcine have a strong influence on the eventual recovery of gold by cyanidation. Surface analytical techniques such as scanning electron microscopy and BET gas adsorption have been utilized to determine quantitatively the structural morphology of calcined pyrite and arsenopyrite samples in the range of 450 to 750 °C under an oxidizing atmosphere. In the case of. pyrite calcines a highly porous hematite product was found below 500 °C; at higher temperatures, a coarser oxide network , was observed. The surface area of these calcines was found to decrease sharply with increase in temperature. In contrast, the surface area of arsenopyrite calcines was found to follow a bimodal-type behavior with roasting temperature with maxima at 500 and 625 °C. In the case of pyritelarsenopyrite mixtures, the surface area was observed to increase dramatically as the content of pyrite increased. The appearance of pyrrhotite as an intermediate phase in the oxidation reactions is postulated to have important structural implications.

THE environmental conditions under which coals are deposited are revealed by the stratigraphy of the coal basins and coal beds and by the details of the structure and the physical constitution of the coals themselves. THE LAND SURFACE Generally Low Relief or Base Level In the Paleozoic coal fields, which have longest been worked, are most important, and are best known, we find relations, in general, as follows A post-Mississippian uplift with, in most cases, very moderate deformation, followed by erosion by which the uplifted regions, especially the bolder of the new topography, were largely worn down, while the older and less deformed regions were more or less extensively base leveled. Base leveling of most of the region continued as the deposition of coal measures proceeded. Consequently, in most coal fields the Pennsylvanian, or upper Carboniferous, lies unconformably on the Mississippian or on older formations. There are but few regions in which sedimentation is seen to have been apparently continuous from the Mississippian into the Pennsylvanian ("Coal Measures").

WET-PROCESS coal-washing tables as we know them today have been in use in this country for approximately 25 years. The literature records only a few table installations worthy of note prior to adoption of the present-day differential-motion table. According to Phillips,' six Campbell bumping tables were being operated by the St. Bernard Coal Co., Earlington, Ky., in 11893. As late as 1923, according to Richardson, 2 72 such tables were in operation in the Rosedale washery of the Cambria Steel Co., at Johnstown, Pa. Bumping tables probably were not used to any considerable extent except in the plant at Earlington, and at two or three plants in Pennsylvania, but they may be considered as forerunners of the present-day coal-washing table. The transition from bumping tables to the type of tables now in use signalized a revolutionary change in table design. The advantages of the new design over the old were so outstanding as to make its adoption inevitable. BUMPING TABLES Bumping tables, as the name implies, utilized a bumping action for conveying the refuse and discharging it over the refuse end. The tables were hung from rods attached to overhead supporting beams. A shaft and cam arrangement at one end of the table served as the actuating mechanism and imparted to the table an endwise, back-and-forth, swinging motion. A bumping block was fixed in the proper position at the shaft end, so that the table would strike against it at the end of each backward swing. The hanger rods or stirrups were so adjusted as to give the table a slight uphill slope toward the refuse end; that is, the end next to the driving mechanism. The feed box was near the upper end, of the table and designed to spread the mixture of coal and water over the width of the table. Wash water was added a short distance below the feed box with the table in motion and coal mixed with water being fed to it through the feed box, a certain amount of stratification took place, depositing heavy refuse at the bottom of the bed in contact with the surface of the table. NOT every organization on reaching the relatively ripe age of three score and fifteen can say with truth that its purpose and objects remain precisely the same as prescribed by its founding fathers. Of course, constancy of purpose may be something else than unalloyed virtue. It could merely reflect slavish worship of tradition, intellectual stagnation, or sheer inertia. On the other hand, it could establish the fact that the founders were men possessed of broad outlook, of prophetic vision, and of an acute sense of direction. In addition to charting the course with precision, the founders of the A.I.M.E. surely showed a flair for expressing clearly in a few words what others might say obscurely in many words. To quote verbatim from the "call" for the meeting, in 1871, the proposed organization was to have: "two great objectives: "First, the more economical production of the useful minerals and metals. "Second, the greater safety and welfare of those employed in these industries." This text underwent some refining on several subsequent occasions but today the ultimate product, as set forth in the Constitution reads: "to promote the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by all lawful means." The original call was dated "Wilkes-Barre, Pa., April, 1871," and was signed by Eckley B. Coxe, of Jeddo, and by R. P. Rothwell and Martin Coryell, both of Wilkes-Barre, each of the three subscribing himself as "mining engineer." The authors proceeded to explain briefly just how it was proposed to achieve these objectives: "In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed, as the free interchange of experience among those actually engaged in these industries; and this object has been accomplished mainly through the medium of `Institutes,' `Associations,' or `Societies,' composed of those engaged in these occupations, and by the periodical publication of `essays' or `papers' communicated to such societies by their members. In recent years the Homestake mine has been served by three shafts, the B. &. M., the B. & M. No. 2 and the Ellison, supplemented by an inside shaft, the Milliken, extending from the 2000-ft. level to the 3200-ft. level. In 1932, when a new operating shaft was under consideration, the bottom of the mine was at the 3200-ft. level. The B. & M. and the B. & M. No. 2 shafts were down to the 1550-ft. level and the Ellison was being deepened from the 2600 to the 3200-ft. level. All ore was hoisted at the B. & M. and Ellison shafts. Levels below the 2600 level, which were under development only, were served by the Milliken shaft. Below the 1550-ft. level, the mine was served only by the Ellison shaft from the surface. Within a few years, when ore reserves above the 1550-ft. level would be depleted, operation would be limited to the Ellison shaft and the auxiliary underground shaft. The Ellison shaft alone was not adequate for hoisting the entire output from the deeper levels and also handling all men and supplies. Furthermore, assurance of safety and uninterrupted operation required two fully equipped shafts to the deeper levels. Therefore a new operating shaft was authorized in November, 1932, and was named for A. J. M. Ross, the mine superintendent. Plans for New Shaft The B. & M. shaft, begun in 1878 before much was known of the form and extent of the orebodies, was too near the ore and was endangered by ground movement. In 1924 this shaft was seriously threatened and sinking of the B. & M. No. 2 shaft, to supplant it, was begun. The latter was completed to the 1550-ft. level in 1928. THERE is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. The analyses here presented are from samples, of not less than fifty pounds each, obtained by myself during the summer of 1875, and may be regarded as representing very fairly the average run of

GEORGIA, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowl-edge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged.

The First Conference of the Powder Metallurgy Committee convened in the East Foyer of the Hotel Waldorf-Astoria, New York City, at 9:45 a.m., on Feb. 21, 1944, Mr. John Wulff, General Chairman, presiding. THE CHAIRMAN.-In behalf of the American Institute of Mining and Metallurgical Engineers I welcome all members and guests to this conference on Powder Metallurgy. We hope that this meeting will give expert and novice in the field a chance for discussion. Unfortunately, the subject has been overemphasized by some, and, of late, severely criticized by others. We have here today powder producers, fabricators, and engineers of different viewpoints, who can make the meeting a success. Such success depends not only on the caliber of the papers presented but more so on the discussion. To give you time for a free exchange of views, the papers have been shortened purposely. With the hope that you will all benefit by this conference, I shall turn the meeting over to the Chairmen of the morning session, Mr. Roland P. This case study compares the actual production figures for the No. I and No. 2 copper orebodies of the Société Miniére Louvem, Val d'Or, Quebec, with the preproduction estimates and a postmortem geostatistical estimation using kriging techniques. The deposits considered are small subvertical sulphide orebodies which were mined from August 1970 to April 1973, producing 648,000 tons at 2.04% Cu versus the 1968 computed reserves of 671,000 tons at 2.51% Cu (with 20% dilution), thus showing a 25% overestimation of the copper contained. The postmortem geostatistical estimation based on the same 44 D.D.H. intersections available in 1968, shows 2.24% Cu (no dilution), compared to 3.23% Cu (no dilution) given by the conventional section method. Block by block kriging techniques were used, but within the ore contours as determined by the geologist. In this case, Characterized like many sulphide deposits by highly dispersed sample values, geostatistical kriging techniques permit a more realistic estimation of the metal contained within a given volume, than the conventional methods which overestimate it. This study has been conducted by the Mineral Exploration Research institute (IREM-MERI) for SOQUEM, and is one of the few case studies released with all pertinent data. More postmortem of this kind are required for geologists and geostatisticians to improve their methods and their "batting average".

Forty-sixth Meeting The forty-sixth meeting of the Boston section was held at the University Club on Monday evening, Jan. 28, 1918. Thirty-six members and guests were present, which is a record for this Section. After a good dinner, President Philip N. Moore, of the Institute, was introduced, and spoke of the many problems of the Institute. The topics covered were the progress and growth of the Institute during the administrative year, the efforts to stimulate the local sections and to bring them more in touch with the policies and problems of the parent body and, last but not least, of the constructive results and patriotic work of the Institute in the national service of the war. The other guest of the Section, Mr. Thomas Nelson Perkins, Counsel for the Priority Board, spoke most entertainingly of recent experiences in Russia, England and France. After considerable discussion during which Mr. Perkins most obligingly answered innumerable questions, the meeting adjourned at about 10 p. m.
