THE U. S. Bureau of Mines has recently reported on the development of a process for preparing pure ductile titanium in substantial quantities' and on the physical properties that may be attained in the metal, when consolidated by powder metallurgy methods and fabricated by certain hot and cold-working procedures.2 The high physical properties (Table I), combined with excellent corrosion resistance and light weight, will lead no doubt to appropriate applications of the metal. In any application, methods of joining will be of considerable importance. The relatively high activity of the metal toward the common gases raises the question of weldability and conditions that might be required for successful welding. Since hydrogen, oxygen, and nitrogen embrittle the metal, it should be protected from these gases at elevated temperatures. This was demonstrated by a few preliminary trials of arc, gas, and resistance welding. In these trials only the resistance method proved to be immediately applicable. While atomic hydrogen welding of titanium may be successful in some instances, a considerable amount of development work will be required to prove its worth. In addition, it would be suited only to small assemblies that could be heated subsequently in a high vacuum to remove embrittling hydrogen. Heli-arc methods likewise would be limited to small assemblies, which could be completely protected by a helium atmosphere. It was quite apparent that titanium required more protection than was afforded by the normal flow of helium gas used for welding magnesium and aluminum. The hot metal is attacked by oxygen and nitrogen, and the rapid diffusion of the oxide into the metal prevents the formation of a protective coating and requires the helium atmosphere to be maintained until the weld has cooled nearly to room temperature. The preliminary work indicated that titanium could be successfully spot-welded without deterioration of the metal and that the microstructures of the welds were normal, exhibiting good bonding, and no oxidation. The high resistivity of titanium (53 microhms per cu. cm.) suggested that it would behave somewhat like stainless steel and allow considerable latitude in the several welding variables. The results reported here are intended to give a general picture of the effects of varying welding current, welding time, and tip pressure on single spot welds made on several different thicknesses of titanium sheet. The work was undertaken to demonstrate the feasibility of welding titanium rather than as an exhaustive study of spot welding. There are, therefore, a number of factors that will require further investigation to establish the specific controls required for actual applications.

Some aspects of the policies developed by Saskatchewan with respect to the provincial potash industry are discussed. The provincial potash policy was developed initially to deal with problems associated with an excess supply and consisted of output restrictions and floor prices. Changing market conditions led to a situation of rapidly increasing prices and revenues for the potash producers, and the nature of the policy problem switched from one of stabilizing the industry to one of levying increased taxes to enable the government to capture a portion of the revenues. The first part of the paper explains why a provincial potash policy was developed, the problems it attempted to deal with and how. The second part is an attempt to examine, from a public policy point of view, the impact of these policies on the potash industry.

In the dry regions of the globe many silver-deposits display certain remarkable features, which at the same time are so totally unlike anything met with among ore-bodies elsewhere that they hare long presented exceptional dificulties, not only to a satisfactory explanation of their origin, but to economical milling. A most striking peculiarity of these ores is the haloid character of many of their bonanzas. To this fact more than to any other may be ascribed most of the unusual uncertainties of mining-operations in desert countries—the marvelous local richness of the ores under certain conditions and the often abrupt transition to utter poverty; the inadequacy of ordinary prospecting customs and the constant devising of new exploratory methods; the unaccountable losses in smelting and the continual change in treatment-practice. For these anomalies certain climatic conditions seem to be chiefly responsible.

John R. Lucas was born Apr. 15, 1866, at St. Louis, Mo. From his 19th year until his death on his 51st birthday anniversary, he was engaged in the mining industry, in which, however, he made his beginning and achieved his progress after a somewhat unusual fashion. Presumably without previous training as a mining engineer, he became in April, 1885, and remained until the end of 1892, bookkeeper of the Granite Metal Mining Co. at its St. Louis office. Then for a year he served as bookkeeper of the same company at its mine in Montana. This official of a mining company is at the very heart of its operations; and if he possesses ambition and intelligence, may learn the business thoroughly. It is not surprising, therefore, that Mr. Lucas, being that kind of man, assumed, in 1894, a position with the Hope Mining Co., another St. Louis corporation operating in Montana, which he retained for eight years, serving not only in the office, but becoming also successively mill foreman and assayer. This varied practical experience prepared him for important administrative functions. From April, 1902, he was for many years the business agent of the Goodhope Mining Co. In 1903, he became also the assistant superintendent of the Granite Bi-metallic Consolidated Mining Co., and subsequently its superintendent-a position which he retained until his health failed at the end of 1916. In addition to the other Granite Bi-metallic properties, he had charge of the sapphire mines in the west fork of Rock Creek, Mont., the Basin Gulch placer mines, the claims of the former Hope Co., etc., all of which he managed with skill, integrity and recognized business ability.

COMPOSITES containing cold-drawn, high-strength steel wires have shown promise for normal and slightly elevated temperature applications, particularly where strength-to-weight ratios or corrosion resistance are important.'-3 Although tensile strengths up to 500,000 psi may be obtained by cold drawing these wires, processing the composite at elevated temperatures will result in a rapid decrease of the wires' strength. In wrought maraging steels, high-strength levels can be obtained by aging at 900' . Because these alloys do not rely on heavy cold working to achieve their strength, and because they do not overage readily, they are of potential interest for use in composites. In view of this, the tensile strengths of composites containing The total heat effect thus represents the heat of formation, AHf of the compound at 273' . Since the heat of solution of tin in the tin solvent bath is zero, AHz = 3( - H273)Sn and Hf is given by: For LaSn3, AH3 had a measured value of 11,285 i 380 cal per g-atom while for La2Sn, the corresponding value was 33,658 870 cal per g-atom. Using the measured data for the compounds and pure lanthanum, a value of -15,150 200 cal per g-atom was calculated for the heat of formation of LaSn, at 273°K, while Hf for La2Sn3 was found to be -28,090 400 cal per g-i&om. RICHARDS, South Bethlehem, Pa.:-Mr. Chairman, I would like to call attention to one valuable feature of the paper which may interest some: I have worked a good deal with the Pitot tube, and have always had difficulty with what is called the static end of that apparatus, so much so that I became almost hopeless of securing good results with it. I find here, however, what is stated to be a perfectly satisfactory static end for the Pitot tube, satis factory under probably all conditions. I congratulate Mr. Klepinger on the design of that tube and the consequent improvement he has made in the technical measurement of the volumes of gases. I would also like to ask if the total volume coming out of the chimney per day could not be computed by chemical analyses of the SO and SO2 in the gases, and calculation on the basis of the known weight of.. sulphur going out in a day; so that the Pitot tube measurements . could be checked by a method independent of measurements in the flues. J. H. KLEPINGER :-I think the volume of gases could be determined in that way. Those of a chemical turn of mind would go. about it so, but I am not enough of a chemist to follow that method, and consequently I always look at the mechanical way to obtain the results.

The John Fritz Medal was awarded in January, 1916, to Dr. Elihu Thomson, "For -Achievements in Electrical Inventions, in Electrical Engineering, and in Industrial Development, and in Scientific Research." The medal will be presented to Dr. Thomson at a meeting, to be held in Boston on Friday evening, Dec. 8, 1916, in the Central Lecture Hall of the new buildings of the Massachusetts Institute of Technology. The program of the evening will include adresses by John J. Carty, Chairman of the Presentation Committee of the Board of Award, E. W. Rice, Jr., President, General Electric Co., and Dr. Richard C. Maclaurin, President, Massachusetts Institute of Technology. The presentation will be made by Dr. Charles Warren Hunt, Chairman of the Board at the time the award was made, and the ceremonies will conclude with the response of Dr. Thomson. The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement, and was provided for in a fund subscribed in memory of the great engineering pioneer, John Fritz. The award of the medal is made by a permanent board composed of four members from each of four American National Engineering Societies, namely, the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Mining Engineers and the American Institute of Electrical Engineers. General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

POTENTIAL differences between strata of shale and sandstone have been recognized for about 15 years, and they form the basis of the electrical logging of oil wells. Hitherto these potentials have been ascribed solely to electrochemical reactions caused by the disturbing effects of the water in the drill hole through which they are generally measured. Observations by the author in wells empty of water and in a mine shaft suggest that potential differences between sandstones and shales are natural and specific properties of the rocks, although they are modified to measurement by the disturbing effects of the water in the drill hole. The cause of these potentials probably is to be sought in the relative polar adsorptive capacities of quartz and clay particles.

To Install Waste Heat Boiler at White Pine White Pine Copper Co.'s smelter 18 miles southwest of Ontonagon, Mich., will have a six story high boiler utilizing what otherwise would be waste heat from a copper reverberatory furnace. Designed and under construction by the Babcock & Wilcox Co., the boiler will supply steam to a turbo-generator furnishing power for the projected development. The boiler will be in line with and following the reverberatory furnace. Using waste heat from the furnace in place of fuel for steam generation, about 50 pct of heat in the fuel originally supplied to the furnace will be recovered by the waste heat boiler. Exploration conducted over the past 15 years at White Pine, wholly owned subsidiary of Copper Range Co., has disclosed reserves of 309 million tons averaging 21.3 lb of copper per ton. Ore mineral is chiefly chalcocite (Cu2s).

INTRODUCTION THE object of this paper is to discuss the factors and conditions that affect the observed values of the melting points of refractory materials and to describe practical methods for the determination of these points. While it appeared to be necessary to discuss some of the general properties of silicates and refractories, these subjects have been entered into only in so far as they relate to the melting point and its determination. Refractory materials such as fireclays, firebricks, and minerals generally, may be considered to be composed of compounds of metallic oxides, solid solutions of the oxides, the pure oxides, or mixtures of the three classes together with small amounts of a variety of chemical compounds. The oxides of silica and alumina occur most commonly in refractory materials; in combination with. these, oxides of the alkali earth, the alkali, the iron group, and the rare earth metals are frequently found.

Two reagents have been proposed for the commercial extraction of copper from leach liquors, namely LIX64N produced by General Mills Chemicals, Inc. and Kelex 120 produced by Ashland Chemical Company. Each of these reagents consists of an active extractant and an additive. In the LIX system, the additive improves the kinetics of the extraction reaction whereas for the Kelex system, the additive acts primarily as a third phase inhibitor. Equilibrium and kinetic studies have been conducted with both systems. In general, the Kelex system effectively extracts copper at a lower pH than LIX64N; furthermore, the rate of extraction with Kelex is considerably faster than with LIX which indicates that systems employing the Kelex extractants might also be able to employ agitated columns rather, than mixer- settlers which are absolutely necessary for effective extraction with the LIX reagents.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

The lodes of Cripple Creek, Colo., partake of the composition of the geological formation which they traverse. The prevailing rocks are andesitic breccia, lying upon granite, and also bodies of phonolite, trachytic phonolite, nepheline-basalt, etc., penetrating both the granite and the breccia. At Kalgoorlie, in West Australia, the prevailing rock is schistose, and has not been certainly identified, though microscopic sections indicate the probability that it was originally an acid eruptive. The lodes are essentially bands, more highly schistose than the encasing rock, and impregnated to a notable degree with disseminated pyrites and secondary calcite. During 1899 Cripple Creek produced 425,590 tons of ore, having a gross value of $15,658,254; during the same period the output of Kalgoorlie was 467,048 tons, valued at $17,724,587. In chemical composition, the ores at Cripple Creek and Kalgoorlie, respectively, present differences equally interesting to the petrographer and the metallurgist. In both cases we have to deal with altered eruptives as the matrix of the ore; but the much older rock of Kalgoorlie has undergone more decompo-

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

Lying to the east of the Rio Grande, in central New Mexico, is a long N. and S. mountain range, broken into separate ridges at several points. These have received separate names; the mountains at the south end, near El Paso, being known as the Franklin mountains, and then, following successively, to the north, the San Andreas range, Sierra Oscura, Manzano and Sandia mountains. At the eastern base of the Sierra Oscura there are several low ridges, remarkable for their red color. All of these red ridges contain reefs of copper-ore. The eastern flanks of the Sierra Oscura are composed of limestone. Some fossils in the limestone were examined by Prof. J. P. Smith of Stanford University, who says they are Fusulina and indicate an Tipper Carboniferous age. The sandstones and shales containing the copper-reefs directly overlie this limestone (Fig. I), and are very likely of Permian age, like the similar beds in Texas, described by Mr. W. F. Cummins.* Overlying the copper-beds are red sandstones and shales in which very little copper has been found. The cupriferous zone and the red sandstones and shales are everywhere associated, and as one stands on a high point, he will see that these rocks form three main belts or lines of hills. These may be referred to as the northern, middle and southern belts. The northern belt was not visited by me, but is known to contain copper-deposits. The middle belt has a trend of N. of W. and S. of E. The copper-reefs have been traced for a distance of more than 2 miles. The southern belt has a trend of about N. 30' W. and S. 30°

IN 1855, Franz Uchatius patented, in England, his process of manufacturing cast steel. The first experiments, on a practical scale, were made at the Ebbw Vale Iron Works, Monmouthshire. The charge consisted of a mixture of cast iron with about 20 per cent. of a pure iron ore, and with or without other ingredients. In order to obtain the cast iron in a subdivided condition, Uchatius granulated molten pig-metal by running it into water, which during the operation was kept well agitated, and found that "the finer the iron is granulated, the softer will be the resulting steel." The writer is not aware that granulated iron has been used practically, otherwise than in the above-named process ; and until 1866 no other process of subdividing iron than by granulation was known. In April, 1866, an English patent was obtained by the writer for subdividing blast-furnace and other slags and metals in a molten condition, by passing the same through one or more pairs of rolls. In reference to iron the idea was, in following up the direction pointed out by the Uchatius process, to obtain better results in the puddling process by means of a thorough amalgamation (not simply a mixture) of the iron with the oxides and other ingredients in the charge itself. Experiments were made. A quantity of iron direct from the blast-furnace was subdivided (or laminated) by passing it through a pair of plain rolls. The rolls were hollow, and water was made to pass through them to keep them sufficiently cool. Without giving differential speed to the rolls, sheets were obtained about one-sixteenth inches thick, and from about one hundred square inches surface, downwards. The manufacture of fire-brick represents one of the oldest branches of the clay-working industry in New Jersey, and is of more importance than is commonly imagined. The New Jersey clays were first used for fire-brick after the war of 1812, and one of the earliest records, according to Professor Cook, shows that clay was taken from Woodbridge to Boston in 1816, arid used for that purpose. The value of the clays of the Woodbridge district does not seem to have been well and widely recognized for some years, however, although in 1855 the statistics, given in the Geological Report, show that clay for making 50,000,000 fire-bricks was then taken annually from the pits at Woodbridge, Perth Amboy and South Amboy. Perhaps the oldest works in the State was that known as the Salamander works (no longer in existence), where brick were made as early as 1825. A little later, in 1836, John R. Watson established a factory at Perth Amboy, and in 1858 Sayre & Fisher began the manufacture of fire-brick at Washington. The works of W. H. Berry at Woodbridge began operations in 1845, and have continued up to the present clay, although in 1896 the name was changed to J. E. Berry. The works of Henry Maurer & Son were established in 1856, and those of M. D. Valentine & Brother in 1865. These latter were started for making bath brick; later, sewer-pipe, and, finally, fire-brick and other refractory shapes were produced. A branch-works, located at Valentine on the Central railroad of New Jersey, was started in 1887. Even in the last two years several works have begun the manufacture of fire-brick. THE results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and II. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a a inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston,* to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solution as he states in his description of the apparatus, as many as 50, and sometimes 60, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to cause any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge. * See Transactions, II, 226; V, 487, 621.
