In order to take full advantage of the use of manipulatable variables to effectively control the response of coal flotation circuits to disturbances and to optimize circuit performance, the effects of each manipulatable variable must be understood with respect to the mechanisms responsible for particle recovery. This paper pays particular attention to the critical role of the froth phase and its effect on circuit behavior and control and emphasizes that in order to optimize the separation of coal from gangue by flotation it is necessary to consider particle behavior in both the pulp and in the froth while developing a control strategy. Data obtained from the extensive sampling of the flotation circuits in two coal preparation plants are used to illustrate this concept; by showing first the effects of reagent addition levels on the mechanisms responsible for particle recovery and second how this information can be used for control strategy development.

C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

The present operation is located on Whitewood Creek about two miles downstream from Deadwood, South Dakota. Early day placer gold operations took place on this creek from Crook City to an area several miles upstream from Deadwood. Early discoveries were in the Deadwood area. In this particular zone, much of the early work was accomplished at stream level and at various elevations above. In the original operations, it was not possible to reach bedrock in many places due to the ground water level plus the existence of numerous large boulders in the same area. The bedrock in this area is approximately twenty feet deep, consisting of Cambrian and Ordovician sediments. Shortly after the early operations began, many small lode mines and several larger mines released mill tailings directly into Whitewood Creek. This practice continued for a full century, thereby limiting the amount of clean water available for sluicing. These tailings in the stream carried large amounts of heavy minerals along with the natural heavier minerals introduced from erosion and were immediately caught in the riffle boxes, resulting in the suspension of many small sluicing operations. No large scale sluicing or mining was ever done at bedrock level in this area, resulting in an almost virgin placer gold deposit. The old tailings cover much of the area, contributing an additional deposit carrying appreciable gold values. In recent years, a company known locally as New Era Mining Company attempted with some success to exploit the area at bedrock level. The equipment used included a Marian dragline with. a three- yard bucket, a washing trommel mounted on a 40 ft by 20 ft floating pontoon barge, together with two banks of Humphrey Spirals and a secondary spiral for collecting concentrate from the two primary

The entire War Minerals Relief Commission heard the case of the Chas. T. Pyrites & Chemical Company of Georgia on April 15 and 16. The Commission insisted on great detail with regard to the entire enterprise, although the main questions seemed to be of the amount involved. It is considered by the Commission that this claim comes unquestionably under the Act, it is one of the best examples that has been brought to the attention of the Government thus far. Testimony showed that operations were done on the property late in 1916 without request from the Government. Preparations were made to work the pyrites deposit on a comparatively small scale but , following a visit from a representative of the Secretary of Interior and a personal interview of the principal owner of the property and Secretary Lane, operations on a much larger scale were begun. The amounts expended prior to this interview were carefully separated from the expenditures thereafter. Testimony showed that it was the intention of the owners to transport their product by motor truck to the railroad-13 mi. away. This limited shipments to about 50 tons daily. Under the enlarged plan taken against the better business judgment of the owners, a railroad spur at a cost f nearly $200,000 was built to the mine. The operation included a concentrating mill with a capacity f 600 tons daily and an expensive dam to make possible the use of waterpower. With these improvements, the company was just beginning, operation under its enlarged program when the armistice was signed. This resulted in a greatly decreased demand and consequently lower prices, with all prospects indicating that the property could not operate profitably when Spanish pyrites begin to move.

Doctor David Yang has presented an important new flotation development in the area of fine particle flotation technology; at the same time Dr. Yang presents an explanation for the effectiveness of this improved new fine flotation system in terms of an optimum dispersion state. The same statement is made for the case of carrier flotation (ultraflotation), in the removal of anatase from kaolinite by addition of calcite (selective flocculation of the anatase - calcite system and dispersion of kaolinite). Dr. Yang's data and statements raise some important questions, and I will adress myself to the more fundamental aspects of this new flotation system. The addition of sodium silicate, well known as a good depressant-dispersant agent for siliceous gangue minerals, is proved to be greatly enhanced by the incorporation of polyvalent metal salts into sodium silicate prior to flotation, producing in this manner a condition, as described by Dr. Yang, of optimum dispersion, which in the case of fine-grained oxidized taconite can be described as selective flocculation (coagulation) of hematite and almost complete dispersion of siliceous gangue components. Dr. Yang recognizes that the main mechanism, while not completely understood at this time, seems to operate by modifying the surface characteristics of the gangue slime particles so as to prevent collector from bonding there to, and making the particles strongly hydrophilic so they will become fully dispersed and consequently will not float during froth flotation. At the same time it appears that the conditioning reagent also modified the surface characteristics of the floated minerals (hematite and spodumene in this case) so that they will aggregate and tend to more readily adsorb the collector, resulting in an improved flotation kinetics and selectivity.

In the extending employment of open-hearth steel for structural purposes, it is a matter of prime importance that the test-piece shall represent with practical accuracy the characteristics of every portion of the heat from which it comes. In ordinary practice this homogeneity is assumed; but inasmuch as leading exponents of the revolving-hearth system have claimed that a reasonable uniformity could be obtained by their method alone, it may be pertinent to offer a few facts on the subject. The following heats made by the Pennsylvania Steel Company, for bridge-work, were tested by casting two four-inch ingots, one being taken during the first third and the other during the last third of the cast. Test-pieces obtained from these small ingots usually give results inferior to those obtained from larger sizes; but for purposes of cornparison they are equally conclusive. Many of the tests were made for experimental purposes within a few hours of the time of rolling, and before sufficient time had elapsed for the usual molecular redistribution necessary for the best results. All the tests were made on 3/4-inch rounds just as they left the rolls and without annealing; the results, therefore, are subject to the errors caused by variations in the diameter, and in the temperature at which the bar was finished. The tests from any one heat, however, were always nude as nearly as possible under the same conditions; and inasmuch as these data include the results of every heat so tested, and inasmuch as the errors could not by any chance always support any single theory, we may be certain that the unanimons testimony of the experiments indicates a valid conclusion.

The object of this paper is to reduce to the simplest possiblc discussion the recent developments in refinery technology without resorting to detailed technical descriptions of the various items. During the year 1929, the most noteworthy tendencies have been towards the installation of more flexible plants, more unified operations, more balanced performance and greater fuel economy. In no other year in the history of petroleum refining has the industry witnessed to as great a degree the crystallization of so rnany developments in almost every phase of the art. Economic pressure has been the controlling factor, supplemented however by a market demand for more volatile anti-knock gasoline and higher quality of lubricating oils, resulting from the extended use of high-compression motors. Catalytic Hydrogenation Possibly the outstanding achievement during the year has been the beginning of construction of plants by the Standard Oil Co. of New Jersey for the catalytic hydrogenation of the so-called heavier and inferior petroleum oils to produce therefrom not only high yields of anti-knock gasoline, but also lubricating oils equal in quality to the best grades obtainable. It is reported that the plants will operate at a pressure of 4000 lb. or higher and temperatures in excess of 900" F. will be used. The hydrogen required for the conversion will be produced from refinery gases. This type of processing will doubtless be an important factor in balancing future operations; in other words, it can be used to eliminate present waste products and permit production of high-grade products from low-grade crude. Activity in the oil fields of the state was at a low ebb during the year because of the longest period of low prices that has yet prevailed, which has been detrimental to both the eastern and western sections of the state. Production for the state as a whole shows a drop of 209,192 bbl. during 1939, the total being 5,356,963 bbl. The loss is in the production of the western division, where a loss of approximately 300,000 bbl. more than offset a gain of approximately 100,000 bbl. in the eastern division. The loss in the western division can be attributed to decline in drilling activity due to the low prices prevailing, which were caused by flooding of the normal markcts with cheap Illinois crude. The gain in the eastern division is the result of repressuring operations begun in previous years and now showing results, and not to any renewed drilling activity. Gas development in western Kentucky during 1939 was of minor importance. In eastern Kentucky approximately 50 producing gas wells were drilled, which were sufficient for present market with excess reserves already developed. With the severe winter and additional industry load every gas well connected has been on line for the past three months. Although all demands are being met, development will be greatly increased during 1940 to meet depletion. From the geological point of view, the drilling activity in the western division developed additional information of benefit. Several wells on blocks of acreage assembled in previous years were drilled in the deeper parts of the Western Coal Basin—southern part of the Illinois Basin— giving for the first time accurate information about the Pennsylvanian and lower formations down to and through the Devonian.

THE increased service demands on some of the products of the National Malleable Castings Co. prompted it about eight years ago to investigate the electric furnace, both in America and in Europe. The process bad' already been sufficiently developed in Europe to lead us to believe that the electric furnace would most nearly meet our requirements. After further investigation and consultation with the highest authorities on the subject, we decided upon the Heroult type as the simplest and most practicable. In 1910, we built a furnace of this type, of 300 lb. capacity, for experimental purposes, and although it was crudely constructed the quality of the material we were able to make justified the installation of a 6-ton Heroult furnace in 1912. This furnace has three electrodes, 17 in. in diameter, uses three-phase, 60-cycle current, and is equipped with Thury regulators, which give us good regulation and a uniform load on the line even when cold melting. The power factor of the furnace is 94 per cent. Since July, 1912, the furnace has been in continuous operation, producing up to the present time, over 20,000 tons of both carbon and alloy steels of varying analyses and of exceptional quality. Both cold-and hot-metal charges have been used, with a power consumption of about 150 kw-hr. per ton in the case of hot-metal charges and from 500 to 600 kw-hr. per ton in the case of cold charges. The electric energy consumed varies according to the final analysis of the steel and the amount of refining required. Too much cannot be said about the refining possibilities of the electric furnace, for no other method of steel manufacture can compete with the electric in this respect.

DURING the year just ended we have had three great fires in the mines in the Wilkes-Barre district. One at the Empire Colliery, one at the Prospect shaft, and the other at the Baltimore old mine. It is proposed in this paper to give a brief history of the fire at the Empire Colliery, and the methods employed in extinguishing it. The fire was first discovered breaking out in the air-stack, alongside what is known as the " Kidder Plane," about one o'clock on the morning of December 31st, 1873. Subsequently it was ascertained that the fire originated in the return airway somewhere near the steam boiler, located inside the mine, near the head of No. 5 slope. The coal from this slope was hoisted to the shaft gangway, at a point nearly four thousand feet distant from the foot of the shaft. As there were from four to five hundred mine cars hoisted per day from this slope the steam boilers were located at this place. The mines being of considerable extent required a large volume of pure air for ventilation, and no fan having been erected at this slope at the time, the heat from the boiler was made use of to assist ventilation, by conveying the return air from No. 5 slope into the large airway made from these boilers to the surface through the old "Kidder slope" to the stack where the fire was first discovered. The length of this slope or airway was about one thousand feet, with a sectional area of about sixty feet. WHEN Mr. Cameron, the President of the Santa Cruz Portland Cement Co., returned from Europe in 1929, he brought first-hand infor-mation about a very versatile type of hydraulic cement. It was not a new cement, many articles having been written about it in foreign journals, but in this country the record of this type of cement had been either neglected or minimized. Using local materials, and applying the information brought back by Mr. Cameron together with many data in numerous publications, the Santa Cruz Portland Cement Co. developed the Santa Cruz high-silica cement. This cement is manufactured by grinding with portland cement clinker a properly calcined mixture of siliceous material and lime. It has all the utility of portland cement, together with an increased resistance to the destructive action of many aggressive solutions. To explain the necessity for the development of a cement having these characteristics, the history of hydraulic binding materials may be reviewed briefly. The materials used as binding media by primitive people were mud, lime, gypsum and bitumin. Due to its utility, ease of preparation, and its common occurrence, lime was the most widely used. Fat lime, when used by itself or with an inert sand, hardened only on the outside surface, where the carbonate was formed by absorption of carbon dioxide from the air, while, the interior of the mortar remained soft. It was quite early discovered that the incorporation of proper siliceous material with the lime increased its ability to harden, and for this purpose various natural siliceous powders were used, such as puzzo-lana in Italy, trass in what is now Germany, and santorin in Greece. These powders reacted with the lime forming a permanent cement and rendered unnecessary the access of carbon dioxide to the mortar.

The Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville & Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper" ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was adopted. In 1908, the companies operating in the district, on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of eyplosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

ALTHOUGH enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co. started a 250-ton mill in northern Peru, to treat a high grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania International Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corp. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill.

THIS work was undertaken with the object of collecting plant data on rod milling, making laboratory tests on representative samples of the various ores, and arriving at a basis for comparing the relative efficiencies of different mills operating on widely different materials and under varying conditions. These efficiencies consider only power consumption and do not include the other elements of operating costs. The over-all economic efficiency may be quite different from the consumption efficiencies with which this paper is concerned. It is hoped that these collected data will be of value in indicating the most favorable conditions of rod-mill operation. Operating-plant data on 14 different installations from 11 plants throughout the United States and Canada were collected, and laboratory tests were made on samples of these ores. The plant rod mills were all operated wet, and either in open circuit or with circulating loads so small as to be negligible. Data were obtained on one roll-crushing operation at the Utah Copper Co., for comparison. The rolls were operated wet in closed circuit with 10-mesh vibrating screens, and with a high circulating load averaging about 600 pct. This particular roll operation can be considered as a model of efficiency. The collected plant data are necessarily incomplete in some instances. Each ore was assigned a code number, and the name and location corresponding to the code number are listed in Table I when permitted. [ ] The power data in every instance refer to motor input. Net power was reported by the operator for samples I-39 and I-45, and this was increased by 20 pct to compensate for motor losses and power factor. The Clapp and Griffiths steel-process may be considered a pneumatic system, similar to the Bessemer, with the difference that the converter is fixed or non-tilting, and that the blast is introduced around the lower section of the converter instead of through its bottom. Mr. Griffiths was engineer-in-chief of the Gilchrist & Thomas basic dephosphorizing process during all the time those gentlemen were experimenting and working up their system, as Mr. G. communicated to me. After separating from these gentlemen, he began developing the present Clapp and Griffiths type of converter. Dr. Clapp, of Nantyglow, Monmouthshire, was a prominent physician in a large iron district. Previous to his association with Mr. Griffiths, he took out some patents on a process of his own for the manufacture of steel, which patents stood in Mr. Griffiths' way; hence the consolidation. Early in the summer of 1883, my attention was called to the experiments of Messrs. Clapp & Griffiths in Great Britain by a friend who had just returned from England. Later in that summer I went to Newport, on the border of Wales, where I met Messrs. Clapp and Griffiths and their friends. After visiting two small converters of their type which were in operation at different works, and spending a few days in the iron-districts of Wales, I went to London, where I met my friend Henry W. Oliver, Jr., who had already heard of the new steel-process. We decided to revisit Wales and examine more fully the process, more especially that Mr. Oliver might have the opportunity of coming practically in contact with the men and die process himself, so that his judgment might not be influenced by my sanguine feelings. THE importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying tip pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. MaNY intermediate phases are solid solutions which have a solute-solubility range greater than 3 at. pct. These phases, which are generally very strong and often have simple crystal structures, are usually extremely brittle so that specimens of simple shape cannot be produced by the usual mechanical-deformation techniques. Furthermore, single crystals of reasonably uniform composition are difficult to grow by the Bridgman technique because the phases generally form by a peritectic reaction, which causes pronounced segregation. In this note, a technique is described for the preparation of thin-rod specimens of brittle intermediate phases, which may be used for physical-property studies such as resistivity changes' and for the conversion of such rods into single crystals. The method has been used for the preparation of rod single crystals of the phases and Ingots, of about 100 g weight and 11 mm diam, were made by melting together the appropriate amounts of high-purity materials (usually 99.999 pct) in sealed
