The production of petroleum in Mexico during 1933 totaled 33,430,-000 bbl., or 625,000 bbl. more than in the previous year. This is the first time since the peak in 1921 that the declining trend of output has been reversed. Drilling activity in the proven areas of the Isthmus of Tehuantepec and the Northern fields increased substantially during the year. The completion of two producers in the Poza Rica area south of Tuxpam and a shallow gas well in the Camargo district near the American border were the outstanding features of development. Late in September the Northern fields and the oil port of Tampico were swept by a hurricane followed by floods which caused loss of life and heavy damage to the City of Tampico and to transportation, tank farms and refineries. For three weeks, owing to the silting of the Tampico Bar and destruction of terminal facilities, no oil could be shipped for export. About half the wells of the Northern fields were closed for a period of 30 days. The prompt and effective steps taken by General Macias, chief of military operations, prevented the spread of epidemics and any serious aftermath of the catastrophe.

During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. Yazoo County, with 19, received the largest number. The average depth of all the wells was 5333 ft. The shallowest well completed as a dry hole was in Yalobusha County, aban-doned at 1392 ft. in the Selma. The deepest well drilled was in Scott County, abandoned at 10,365 ft. in the Lower Cretaceous Paluxy. G. C. Grasty drilled the Kentucky Lumber Company No. I well, sec. 7, T. 10 S., R. 10 E., Itawamba County, to a depth of 3530 ft. and bottomed his hole in the Ordivician. IT will hardly be worth while to spend time over the discovery of this mine, how lumps of galena, were picked up and brought to town, and how legends were told of an old mine from which Revolutionary bullets were made. This is an entirely new mine, with no evidences of former or ancient workings in its immediate vicinity to guide or attract the prospector. The first pit was opened in May, 1874. In August I made a visit to this pit, which was 6 feet wide in the northwest direction, 12 feet long north 80° east, and 6 feet deep. About 4 tons of a galena carrying gray copper, siderite, and quartz, had been taken fron this pit. The lumps were all of them evidently float specimens, and varied from 8 to 12 inches thick, and showed very distinct indica- * An abstract of this paper was kindly presented by Dr. T. Much work has been done recently on the lead-antimony system' in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann,2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,7 as well as the somewhat earlier works of Hofman (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

BAUXITE, at first considered as a mineralogical curiosity without importance, now attracts daily increased attention from mineralogists, geologists, and manufacturers. The metallurgy of aluminum, which has entered with the advent of electrolysis upon a new phase within the last few years, requires every day larger quantities of pure alumina, and this can only be obtained from bauxite, which is, of known substances, the richest in free alumina. Bauxite has been mined since 1872 in France, whereabout 200,000 tons have been produced, and where, as a natural consequence, its deposits, qualities, and applications have become known. Within a few years past, discoveries of important deposits of bauxite have been made in the United States and Canada, and this almost entirely new subject has thus acquired an additional interest for the mining engineers and metallurgists of the American continent. A brief summary of the available data concerning it appears likely, therefore, to be appropriate and valuable.* I.—HISTORICAL. Pyrite, pyrrhotite, chalcopyrite, and sphalerite from deposits distributed within the Piedmont and Blue Ridge provinces of North Carolina and adjacent areas were examined by atomic absorption spectrophotometry for cobalt, nickel, manganese, lead, tin, chromium, molybdenum, and gold. The ore samples were also examined petrographically. Cobalt and nickel, in general, enter pyrite and pyrrhotite rather than chalcopyrite and sphalerite. Manganese generally enters sphalerite rather than the other phases where an alternative is possible. The presence of tin in sulfide minerals was noted in a group of deposits east of the known occurrences of tin oxide (cassiterite) in the Kings Mountain belt, which may indicate the presence of a more extensive tin belt in the southeastern Piedmont than was previously recognized. Pyrrhotite from a group of four deposits in Jackson and Clay Counties, North Carolina, differs from pyrrhotite from other Ducktown-type deposits in having cobalt/ nickel ratios less than one, finer grain sizes, and colloform texture. These differences suggest that that this group of deposits has had a history different from that of the other Ducktown-type deposits studied. No significant conclusions could be made based on the distribution of lead, chromium, molybdenum, or gold.

The iron ore province of Quebec and Baffin Island trends from the southern shore of Baffin Island northeasterly through the Labrador Trough to Matonipi Lake, approximately 185 miles northwest of Seven Islands, but future geologic field studies will very likely extend the limits of the province to include the ferruginous and associated rocks of the Lake Mistassini area. Recent improvements in the beneficiation of low-grade iron ore have stimulated widespread exploration for deposits amenable to concentration, particularly along the southwest extension of the Trough. GENERAL LITHOLOGY Pleistocene and recent deposits of clay, sand, gravel and erratic boulders cover roughly 60% of the land surface. All of the bedrock is of Precambrian age (Table I). Paragneisses and paraschists together with metasedimentary iron-formation, marble and quartzite are abundant and, for the most part, appear to be metamorphic equivalents of the relatively unmetamorphosed rocks of the Labrador Trough to the north beyond the "Grenville Front." Bodies of amphibolite are widely scattered. A large portion of the metamorphic rock shows some degree of permeation by granite material as well as alteration by hydrothermal solutions. The youngest bedrock consists of a complex containing slightly altered ultramafic to monozonitic intrusives.

RESIDUAL stresses in metals operate under a cloak of mystery, as they have neither been seen in the laboratory nor detected by means of the microscope. In spite of their phantom-like nature, they frequently exert metallurgical effects that cannot be ignored. In some cases the results have been detrimental, causing rejections or premature failures, but frequently the effects have been highly beneficial to the producer or consumer of metal products. First, however, what is a residual stress? When a metal is plastically deformed by bending, rolling, pressing, or by a phase transformation or precipitation from solid solution, or by a sharp temperature gradient resulting from nonuniform cooling, quenching, or welding, it remains in a state of strain. The strains or strain gradients produced by such operations and retained after all external forces are released are known as residual strains, and the accompanying stresses as internal or residual stresses. Many defects or failures in metal products have been ascribed to residual stresses, sometimes erroneously, because there was no other apparent explanation after the usual metallurgical tools of diagnosis had been applied. For example, during World War 11, the forged aluminum alloy aircraft cylinder head in the reciprocating engine began to replace the cast head with the familiar cooling fins. The fins were machined in the solid forged head by an ingenious milling operation. One plant reported an epidemic of excessive distortion during the delicate high-speed milling. A thorough examination revealed that the composition, heat treatment, mechanical properties, and metallurgical quality of these heads were comparable to those of forgings that machined satisfactorily. It was then claimed that the cause of the machining difficulties was connected with residual stresses resulting from the quenching during the solution heat treatment. An elaborate stress analysis actually demonstrated, however, that the magnitude of residual cooling stresses was lower in the cylinder heads which machined poorly than in those which were satisfactory in this respect. Subsequent tests proved that the machining problems in this case originated from variations in the tools and tool design. Sources of Residual Stresses in Metals Residual stresses are of two origins—mechanical and thermal. Thus, stresses may be produced in a metal by any cold-working process. The distribution and magnitude of these mechanically produced stresses can be calculated in a satisfactory, although approximate, manner for such simple cases as bending, torsion, and expanding of tubes. However, most manufacturing processes are too complex, and the original stress-strain relations in the products are not sufficiently known to permit calculation of the resulting residual stresses. Also, a specific process, such as wire drawing, may vary in complexity or uniformity of working, and large or small residual stresses may result, depending on the conformation of the dies and other features of the working process. September 20, 1917. As this meeting terminates the year's agreement under which the Engineering Foundation has appropriated its income to the National Research Council, a brief summary of what has been accomplished seems called for. The Research Council was organized Sept. 19, 1916. The Executive Committee was appointed at that meeting; since that date two other meetings of the Council have been held, one in Boston, on Nov. 13 and 14, the other in Washington on April 19. During the intervals between the meetings of the Research Council, the Executive Committee has conducted all of the business of the Council. There have been 29 meetings of the Executive Committee, 13 in New York up to the first of May, 15 in Washington subsequently, and one in Boston. The meetings in New York were devoted to the organization of the Research Council and especially to appointment of committees. At the outset, the Council had no very clear idea of the way in which it was to organize; there were several other groups of scientific men at work, among them, the Research Committee of the American Association for the Advancement of Science and the Engineering Committee of the Advisory Commission to the Council of National Defense. Time was spent in straightening out these two principal complications, both of which were satisfactorily adjusted. The upshot of these negotiations is to leave the Research Council as the only representative, national body of research men, assisting the Government. During the period up to May, the Executive Committee in New York selected carefully the personnel of some 25 principal committees, and of a large number of sub-committees; so carefully were these chosen that of the entire number, several hundred, there have been only one or two declinations. Some of the important steps in the development of the Research Council are the establishment of the Military Section, composed. of the members of the Council connected with the Government and resident in Washington. This Section put the Research Council into close contact with the most important officials of the Army and Navy. From it has grown the Washington office of the Council, and the recognition of the Research Council as the "Department of Science and Research of the Council of National Defense; " and the establishment of the Washington office after the Council of National Defense had officially recognized the Research Council. About this time Dr. Hale, Chairman of the Council, appointed Dr. Millikan to be Vice-Chairman to represent the Council in Washington, and Dr. Millikan has since then been in charge of the work of the Council. At the request of the Secretary, Dr. Millikan has prepared a brief report of some of the work of the Research Council during its first year, which is appended to this report. It shows that the Research Council has been active in much of the important work. under way in our preparations for war, and that it has rendered effective services to the Government.

ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

In 1936 the Institute established the Anthony F. Lucas Gold Medal, which will be awarded from time to time "for distinguished achievement in improving the technique and practice of finding and producing petroleum." These awards will be sponsored by the Petroleum Division. Captain Lucas was a pioneer in the oil industry, one of the early wildcatters and a leading mining and petroleum engineer. He was famous as the discoverer of Spindletop. He became a member of the Institute in 1895 and in 1913 was the first Chairman of the Petroleum and Gas Committee of the Institute, the forerunner of the present Petroleum Division. He also headed the Committee in 1914, 1917 and 1918. The first medal was presented at the annual dinner in 1937, Feb. 17, to J. Edgar Pew. Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.
