In an article published in the Iron Trade Review,' I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has placed the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests14 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. THE hot-milling process for reconditioning rock-drill bits is not new. It has been employed by a few mines for years and in the past decade it has been widely adopted, as its advantages have become better known. Because of the extensive commercial development in England and Canada of machines to operate on this principle, general acceptance has been largely in the British possessions and until recently has been chiefly in the field of conventional steel. In the past two years there has been a definite trend toward hot-milling of detachable bits in Canada, t but only in the past year has any considerable attempt been made to build special machines for this type of work. Generally a machine designed for con-ventional steel has been used and special holders employed to manipulate the bit. As early as 1934 at least one operator in the United States had adapted hot-milling to conventional steel with a substantial saving in resharpening costs. Several other operators have taken it up but there has been no widespread adoption of the method in this country by users of conventional steel. This may be partly explained by the fact that until recently no American manufacturer produced this equipment and operators have been obliged to build their own hot-millers or import them. Several years ago a few machines were built in Seattle, Wash-ington, and operated in some mines in the northwest, but, for reasons not generally known, the effort was abandoned.

The objectives of the investigation herein reported were to determine: (I) the S-curves for certain selected cast steels, (2) whether or not the published S-curves for wrought steels are satisfactory for use on cast steels of similar composition, and (3) to prepare hardenability curves of the selected cast steels. In order to make the final comparisons between cast and wrought steel more completely tangible, it was deemed advisable not only to determine S-curves for the steels submitted in the cast condition but also to roll some of the cast-steel test bars and determine comparison S-curves on such wrought material. This procedure eliminates the composition variable and makes it possible to reveal the differences resulting from plastic deformation of the cast structure in addition to providing the comparison with published data on wrought steels. Cast Steels The cast steels selected for the preparation of S-curves, or time-temperature transformation curves, were similar to S.A.E. series 1030, 2330, 4130 and 4330. Of these the 1030 was supplied by The Crucible Steel Casting Co., Cleveland, Ohio, and the other three by The Sawbrook Steel Castings Co., Lockland, Ohio. The steels were furnished in the as-cast condition. The manufacturers supplied the chemical analyses and the properties that could be obtained in the heat-treated condition—all of which is summarized in Table I. First, the reasons why only silicon and sulphur were specified and not phosphorus, manganese and carbon; and second, why but little was said concerning the presence of iron oxide in the material.

PACIFIC COAST steel and iron industries can now take care of all the western and export demands except for heavy structural shapes, thick plates, rails, alloy tool steels, and a few other items. In. 1902 all of our steel came from St. Louis and Milwaukee and points still farther east. A small quantity at that time came from foreign countries. Early mining in the West was, broadly speaking, prior to the steel age. 'Wood for structures and iron for castings were almost exclusively used. Forgings were made of rolled iron that came from the East and foreign countries. San Francisco was, from the early days of mining, the manufacturing center for mining and milling machinery of all types and held that position until the .nineties, when eastern competition began to be felt. Even today in the old mining camps of the West, and many abroad, you will find machines and equipment with familiar San Francisco manufacturers' names. ..Iron, either rolled or cast, entered into their manufacture, for steel castings did not come into general use :until the nineties.

All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.

WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

JET-PIERCING experiments were first conducted over ten years ago underground at the Soudan mine of the Oliver Iron Mining Co. Results were successful enough to encourage further research. The next field tests were made on the Reserve Mining Co. property at Babbitt in 1941. These tests showed that blastholes could be produced in taconite ore by the use of a flame and proper fluxing agents. The war put a stop to the experimental program shortly after these tests. Extensive field tests were resumed at Babbitt in 1946. In these tests nominal 6-in. blastholes were produced at an average rate of 10 ft per hour. Rates as high as 17 ft per hour were obtained for short periods. The experimental equipment used resembles a portable rotary-drill rig mounted on a truck. The standard steel mast has been extended to 46 ft to accommodate a blowpipe capable of producing holes over 30 ft deep. All auxiliary equipment including winch for raising and lowering the blowpipe, drive motor for the rotary table, pumps and tanks for process fluids, electric power plant, and control instruments are mounted on the truck. In answer to inquiries from members, Mr. Sheafer said that the culm-banks of which his paper gave the shipments were of about the average quality of the banks in the Mahanoy region of the Schuylkill field,.made prior to 1881 or 1882, when the practice of preparing buckwheat coal was introduced; but that in a very old hank, made about 1849, no coal above pea-size had been found. Apparently it was then the practice to ship everything. In reply to an inquiry concerning the utilization of the fine coaldust, Mr. Sheafer said that it was not utilized in connection with the washing described in his paper, but was carried away in the water as waste; that during Mr. Corbin's presidency the Reading Company built at Mahanoy City an extensive plant for making artificial fuel, but difficulty was encountered, due to the circumstance that the small coal from different collieries varied in its combustible quality and also in the amount of pitch required to be mixed with it, and he believed they concluded that from some varieties of the coal-dust a very good fuel could be made, but at a cost entirely too great for successful competition with cheap coal. Of course, the anthracite dust was not so well suited to this manufacture as bituminous slack. R. W. Raymond, New York City : I believe that was the practical outcome of the enterprise of a member of the Institute, Mr. E. F. Loiseau, now deceased. It was found, I think, as an additional drawback, that the manufacture of artificial compressed fuel from anthracite dust could not be successfully practiced with material so impure as that of the culm-banks. Consequently, the manufacture could be based on that source of supply only when accompanied with a preparatory washing. The most favorable location for it would be at large yards where the waste from the handling of coal, which is comparatively pure material, could be thus treated. I believe the manufacture of compressed fuel from bituminous coal was at one time a profitable business in Nova Scotia, but was destroyed by the indirect effect of the general introduction of watergas for illuminating purposes. THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

MATTERS pertaining to mine ventilation were, taken up at the annual meeting Wednesday morning with E. A. Holbrook in the chair. In the absence' of its author, G. E. McElroy, the first paper, entitled "Economic Size. of Metal Mine %Airways," was read by title by the chairman. The second paper, "Intermittent Mine Ventilation," by Oscar A. Glaeser, was 'abstracted by Dan Harrington. It related to metal-mining practice, being inapplicable to coal mining, of course. B. F. Tillson asked how the ,quantity of air was measured and con- trolled in the different splits and Mr. Harrington stated that an anemometer presumably was used and that split- ting was controlled by adjusting the steel doors to the desired position by means of screws. George 'S. Rice asked if the fan were underground, and Mr. Harrington replied that it was. Although he had at, one time recommended that it be placed' on the surface, certain factors led the management to keep it underground, a. location that has several advantages in this particular case.

AN outstanding development in the field of education for the mineral industries during the past year has been an unprecedented eagerness by young men for college training in this field. The enrollment of students in the 53 mineral technology schools in the United States in 1936-'37 reached the all- time high of 7190. This represented an increase of 43 per cent in two years and was about ten per cent of all engineering students. Of these 7190 students only 980 graduated and were available - for positions in the industry. That the supply of graduates did not equal the demand can be substantiated by every school dean and by the personnel agents of many mining, metallurgical, and petroleum companies. A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

THE first session of the production engineering group on Wednesday, morning, with J. B. Umpleby as chairman, recorded the principal developments since the Fort Worth meeting. Added to this was a lively discussion of pressure maintenance. Recent advances in the air-gas lift have resulted from the need of applying the method to smaller wells at lower costs. In many places intermittent flow has given excellent results, and numerous mechanical de-vices for its automatic control have been, developed. Papers by C. V. Millikan on the Mid-Continent field and by A. H. Bell on California, fields formed the basis for discussion. The maintenance of initial sand pressures was ably discussed for two Texas fields by t. V. Foran in a paper that not only outlined the technic of operation and the results obtained but also contained noteworthy cost data in terms of increased ultimate production. Mr. Foran recommends the use of air in the first stages of pressure maintenance as a means of determining sand conditions and directions of flow, later turning to gas, if available, because of its greater solubility on oil. A round table discussion on petroleum engineering educational problems, with H. G. George as chairman, brought out much interesting discussion that is difficult to summarize. The other Wednesday morning session was a refinery engineering symposium with T. G. Del-bridge as chairman and the economical application of heat for the general topic. A paper on the modern pipe -still, by H. S. Bell, and another by C. W. Stratford on the modernization of the cylindrical still elicited a lively discussion.
