A. E. LEE, JR. (author)—In addition to the paper we should like to make a few remarks. First, the seriousness of bending of the clay retort cannot be overemphasized. Not only did bending limit the length of the vessel, but it permitted corrosive fluid slags to concentrate in the belly of the retort and thus increased the possibility of boring. Bending also practically prohibited the use of cleanout machines and increased the danger of excessive fume losses by allowing furnace gases to escape around the top of the retort mouth. It will be noted that the Blackwell pottery practice places considerable emphasis on careful drying of retorts. Perhaps it is another smelter superstition, but traditionally the aging of retorts beyond a reasonable drying period has been considered important to long life. We are unable to give a good explanation of why aging should improve retorts. During the past fall in an attempt to prove a theory that the combined water in the clay decreased during aging, about 50 samples of wet retort collars were placed in a dry room when it was closed. Loss of weight, combined water and free moisture were measured each week over the 100 day drying period. The affinity of the dried retort for moisture makes difficult the accurate measurement of free water; however, there was a clearly defined free moisture change from about 12.5 pct when freshly made to about 2 pet at the end of 18 days, then a gradual loss to about 0.25 pet at 70 days and an apparent equilibrium near this figure through the 100th day. There was no appreciable change in the combined water. The change in weight of the average sample was, however, rather unusual, there being consistently a loss of weight throughout the entire 100 days. The outstanding event of the year 1929 in the Appalachian area was the intensive drilling activity in the Bradford and Richburg pools of northwestern Pennsylvania and southwestern New York State, particularly the former, in connection with the continued extension of the five-spot system of water-flooding. More new development work was undertaken and completed than during any previous year since reclamation methods were first applied. This was due in part to an excellent price for oil and in part to discovery of the fact that more intensive methods (five-spotting) yielded greater profit. While several oil wells of comparatively large initial production were completed, no new oil pools of significance were discovered in the Appalachian area during the year. A number of small gas pools were opened in areas already surrounded by producing wells and at least three others in areas located some distance from any producing pools. Petroleum Development According to statistics of the U. S. Bureau of Mines, 33,7,57,000 bbl. of petroleum were produced in the Appalachian field during 1929 as compared to 31,060,000 bbl. in 1928.' Of the total 1929 production, 23,391,618 bbl. consisted of Pennsylvania grade oil as compared to 21,096,710 bbl. in 1928. The 1929 Pennsylvania grade production represents an increase of 37.4 per cent. over that of 1924. This increase can be attributed largely to the rapid development of water-flooding in the Bradford and Richburg pools. The Bradford field of northwestern Pennsylvania and adjaccnt portions of New York State experienced the busiest year since the boom days of the early eighties. Wells completed during the year totaled 2679.2 In spite of the high prices asked for acreagc, which in some of the choicest territory has been as high as $6000 an acre, a considerable number of properties changed ownership during the year. There is at present a pronounced tendency to consolidate the great number of small individually operated properties into larger units.

Meeting, Aug. 20, 1913, B te, Montana, at 12.45 p.m.-On, the written request of 27 members of oft Institute residing in Montana, the Montana Local Section was established, and the following Committee was appointed by the President of the Institute to complete the organization : E. P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. There is as yet no pipe line outlet for this production, hence no productive history of the wells has been

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. It is not my purpose to write a lengthy article or to attempt the solution of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably be treated at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see and estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. In the paper the authors show [(Fig. 12)] in diagramatic form a "typical vacuum filtration system." This indicates a drum filter with two filtrate receivers-one for mother liquor and one for wash liquor. Have the authors ever found a drum filter that will adequately separate mother liquor from wash liquor? I recall in about 1957 being superintendent of a major copper leaching operation treating oxide flotation concentrates. The plan was being expanded, and filters installed to replace CCD following acid leaching and primary thickening of the pulp. The design of the expansion allowed the mother liquor to join the thickener overflow as feed for the electrolytic tankhouse. The water balance required that only pan of the wash liquor could be electrolysed direct, and the remainder had to be treated by lime precipitation. The design assumed the mother liquor would have the same copper content (about 50 gpl) as in the leach pulp solution, and the wash liquor about 50% of this (25 gpl from memory). You can imagine my horror when, on starting up, the solution from the mother liquor receiver contained somewhat under 40 gpl and, from the wash liquor receiver, somewhat over 40 gpl. The filters were provided by two of the most reputable manufacturers and, in the end I believe they agreed that never before had they supplied rotary drum filters that would segregate the filtrates. By changes to the valve design we made minor improvements, but eventually decided that insufficient segregation of the filtrates was possible to warrant trying to do it. On further consideration I concluded that, owing to the time delay between solution passing through the cake and entering the valve, segregation was impossible, though radical alteration of the internal piping of the filter might have improved it. I would be interested to know if anyone has found a solution to this problem using a drum filter. If not, why go on publishing information that infers that it is possible?

Total United States production for 1928 was 900,364,000 bbl. as compared with 901,129,000 for 1927, or 2,466,000 bbl. per day versus 2,468,000. The three major producing areas were Texas, Oklahoma and California. Texas production increased from 217,389,000 bbl. in 1927 to 256,888,000 in 1928—an increase of 39,499,000 bbl. following an increase of 44,500,000 bbl. in 1927. Oklahoma production amounted to 249,558,000 bbl. in 1928 as compared with 277,775,000 bbl. in 1927 and 177,650,000 bbl. in 1926. California production for 1928 was 231,982,000 bbl. as compared with 231,196,000 in 1927. Production increased markedly in Venezuela and declined in Mexico. Elsewhere no great changes or declines in production were noted. New discoveries occurred in nearly all districts. The many excellent reviews of the various districts of the United States presented at this meeting, are each fully summarized and tell their own story so well that little would be gained by attempting to repeat their content here. There are certain impressions to be gathered from these papers and certain trends that are indicated by them which may better be pointed out. OVERPRODUCTION Overproduction is the most serious one of them. Efforts to avert it resulted in a measure of cooperation in the oil industry more widespread in character and more beneficial in results than has ever been recorded in any previous year. These efforts were undertaken in the closing months of 1927 and enthusiastically effected before the spring of 1928 had passed. Unfortunately, slight advances in prices during the summer months accompanied by the letting down of this sort, of effort resulted in a marked increase of production during the latter half of 1928. THE third year of Government exploration for potash by the U. S. Geological Survey and the U. S. Bureau of Mines under the authorization of the act approved June 25, 1926 (Public 424-69th Cong.) is drawing to a close. The results thus far obtained are thought to be sufficiently interesting and satisfactory to justify the presentation of a brief preliminary account of the work. Review of Earlier Exploration The general geologic similarity of the Permian basin of Texas and New Mexico to the potash field of Germany had long ago suggested the possibility of the presence of potash salts somewhere in that basin, but petroleum exploration was then making little headway there and the necessary data could not be obtained. The discovery by Udden in 1912 of potash in brine from the Spur well in Dickens County, Texas, was the first direct evidence of its presence. In 1915-17 the U. S. Geological Survey drilled a test well with standard tools at Cliffside near Amarillo, but failed to find potash. Nevertheless, an observer has been kept in the field, at first in cooperation with the Texas Bureau of Economic Geology but since 1922 by the Survey alone, to secure data and samples from oil and gas tests. Since the discovery of oil in Reagan County in 1923 exploration by drilling has been rapidly extended to many parts of western Texas and southeastern New Mexico. The identification of the potash-bearing mineral polyhalite was first announced by the Geological Survey in June, 1921, the material having come from cuttings from the Bryant well in Midland County and the Burns well in Dawson County, Texas. Successive discoveries and announcements of similar purport aroused widespread interest in potash exploration, which culminated in the action by Congress already noted. I HAVE had an opportonity, within the last few months, of making a large number of physical and chemical tests of steel for boiler and ship-plate, which has been, and is now being, used principally for the United States Government cruisers, now building in Mr. John Roach's yard, at Chester, Pa. Through the courtesy of the Messrs. Houston, of the Chester Rolling Mills, I have the honor to lay before the members of the Institate the results of these tests. These results have developed some points in regard to the nature of steel, which are more or less new, and which, I hope, will prove interesting. The original specifications, as regards the manner of testing, were so inipracticable (when their severity mas taken into consideration), that the keel of the first vessel, which will be launched next month, would, had they been carried out, probably not have been laid until next year. At my suggestion, in order to simplify and expedite the immense amount of testing that had to be done, the Naval Advisory Board was induced, after considerable discussion, to alter the specifications, so as to test each heat, instead of each lot of twenty plates, but reserved the right of making the quenching-test on a piece from each ingot, after it had been rolled. This relieved us from the anxiety of having a lot of plates rejected, after they had beell rolled and sheared, by reason of the presence of one or two plates which might have been injured in heating or rolling, or which might not have been able to stand the tests; while it insured the Government in obtaining a uniform quality of steel, and prevented the temptation to introduce a half-dozen or more had plates in a lot, and run the risk of their being selected as the testplates. No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

IT was noted that variations existed in the magnetic properties, namely, coercive force, He, and rema-nence, Br, of 18/8 stainless steel wires of the same analysis when these wires were given the same percentage of reductiori of area at different rates of reduction. In order to determine the extent of these variations, a program was initiated whereby commercial 302 and 304 stainless steels were drawn with a wide variation of speeds. Ultimate tensile strengths and specific resistances, as well as the Hc-BT measurements, were determined. If variations of considerable magnitude were found, it was thought that the knowledge accrued from the investigation could probably aid in determining the particular drawing speed required to obtain desired properties for a given specification for a particular analysis of wire. Drawing Procedure Two specimens (set I, No. 302 and No. 304), the chemical analyses of which are given in Table I, were drawn at different speeds, namely, 45 to 3900 ft per min, directly from 0.016 in. diam wire to 0.004 in. diam wire, a 93.7 pct reduction of area. To obtain this high percentage of reduction, the wire at 0.016 in. was softened by annealing at 1150°C. It was then strung in a No. 16CF variable speed Vaughn drawing unit and passed through 13 B.&S. gage dies of successively smaller diameter, as shown in the accompanying table. Following this step, several hundred feet of the wire was drawn, at a particular speed, through the dies and wound upon a spool. Once the sample of wire was drawn at the desired speed, the spool with the finished sample was removed, tagged for later identification, and an empty spool was placed in the machine. Another wire sample was drawn at a different speed, after making the necessary adjustments upon the Vaughn unit. At the greater speeds, several thousand feet of sample were drawn to insure that the wire to be used for testing would be uniform. This was done because the desired speed was not reached instantly; the wire taking a short while to attain the required drawing rate. All speed measurements were made by placing a tachometer against one of the machine's pulleys during the actual drawing of the specimens. 84.4 pct reduction of area. The 0.072 in. diameter wire was also annealed at 1150°C. The process of obtaining samples was the same as described above. The only difference between the two was that the rates involved were not as extensive, set II covering a range of 625 to 1150 ft per min. Tensile tests were carried out for the 0.004 in. diam wires on a horizontal Scott Tensile Tester, while tensile tests for the 0.028 in. diam wires were made on a vertical Scott Tensile Tester. Each value listed in the tables represented the average of five samples with a maximum deviation of approximately 3 pct among the samples. Resistance per foot of the wires was determined by use of standard bridges accurate to the nearest hundreth of an ohm for the 0.004 in. wire, and to the nearest thousandth of an ohm for the 0.028 in. wire. The resistances per foot were then converted to resistivities by use of the following equation: P = RxCM where R is the resistance per ft in ohms per ft; CM, the area in circular mils; and P, the resistivity in ohms—CM. W. R. CHEDSEY first saw the light of day in Boulder, Colo., in 1887, and will celebrate his birthday on Feb. 11. Mining early attracted him, so he went to the Colorado School of Mines, from which he received his E.M. in 1908, and an honorary doctor's degree thirty years later. The next three years he spent at the University of Idaho, doing special work in mechanical and electrical engineering and serving as associate professor of mining engineering. Leaving Idaho in 1911 he went to Central America as chief engineer and general superintendent of the Central American Development Co. The next year he jumped several thousand miles to the north to become chief engineer and assistant general manager of the Alaska Exploration Co. But teaching was Chedsey's choice so he returned to his alma mater, serving on the faculty at Golden from 1913 to 1916. Then to Penn State where he was professor of mining for 21 years, until going to Rolla to become director of the Missouri School of Mines and Metallurgy in 1937.

George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.
