In 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylliill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was • to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about fire inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satisfaction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. The opening session was held on Tuesday evening, October 23d. Mr. J. F. Lewis, on behalf of the local committee of arrange ments, made a short address of greeting to the members assembled, and then introduced Gov. A. H. Holley, of Lakeville, Conn. Gov. Holley addressed the Institute as follows: Gentlemen, we give you cordial welcome to a mining, manufac turing, and agricultural country, of which we are not a little proud. We welcome you as an association, and as individuals. We invite you to an inspection of our resources, and to our methods of im proving them. We appreciate the results of your efforts in past years, and we anticipate good from your advice and counsel in the future. You are in the vicinity of some of the oldest mining and manufacturing operations in iron in our country. It will be our pleasure to conduct you to a mine which was worked for more than a half century before our country achieved national inde pendence, and to point out to you the spot where the products of this mine were wrought into cannon and shot during the progress of our Revolution. We can show you also a far larger area of mining country than was supposed to exist in this vicinity at that early day. There are, within a radius of thirty miles from this spot, ten mines at least that have been extensively worked, and there are as many more that have been occasionally worked, with a fair degree of success. All the mines that are wrought to any extent produce excellent qualities of iron, while many of them in various combinations produce as good material for the manufacture of steel, car wheels, axles, and many other purposes, as can be found in ally country. The old Salisbury iron retains its reputation for tensile strength unsurpassed, when made entirely from the ore of the old mine. In reviewing available vacuum filtration equipment in this paper, several types of filters have been included which are probably not familiar to operators in the mining industry. However, it was felt that these units might be of interest in the event that an application should arise for the filtration of a product in the future that does not exist today. In addition, exposure of our industry to equipment used in other industries might have a tendency to be thought provoking and perhaps lead to the development of equipment and/or applications in our industry which do not necessarily exist at this time. Most innovations in filtration equipment have been confined to the improvement or design change of components and accessories, particularly reflecting the availability of materials of construction that have been developed. Recent developments in the application of horizontal belt filters have been innovative. The application of this unit as a substitute for or an adjunct to thickeners in a CCD circuit can certainly be innovative and perhaps provide a basis for reduction in capital and operating costs in this area. For example, mill tails are generally pumped at the highest possible density that will adequately flow. Tailings ponds and dams with their attendant design requirements are based upon this estimated water volume.

The slow, tedious and costly method of reducing copper matte to metallic copper in the reverberatory furnace, commonly known as the Welsh process, was displaced by the rapid and inexpensive converter process about fifty years ago. The art of refining copper was for many generations a carefully guarded secret among the Welsh furnacemen and was handed down among them from father to son. An attempt was made to apply it at Butte when the smelting of copper ore first started there but it proved too difficult and expensive under local conditions, and until the introduction of the converter process the entire output of copper was shipped to Swansea in the form of high-grade (60 per cent) matte. Before the construction of the Manhes converter, attempts had been made to reduce copper matte in the bessemer steel converter, but these failed, chiefly because the air was blown through the bottom of the vessel. The air holes became clogged with chilled copper as soon as the reduction started. Manhes partially overcame this difficulty by placing the tuyeres in the side of the vessel, some, distance above the bottom, thus allowing space beneath them for the copper to accumulate. Nevertheless the first attempts to operate such a converter at Butte were not successful, as no means had been provided for clearing away obstructions, which formed to some extent in front of the tuyeres. In his paper on the calculation of harden-ability from chemical composition, Gross-mannl discussed the effect of most of the alloying elements used commercially. The purpose of the work reported in this paper was to determine the effect of several other elements on hardenability—arsenic, antimony, beryllium, cobalt, columbium, germanium, tellurium, tin, aluminum, and titanium—and to extend the range of composition of some of the elements studied by Grossmann—chromium, copper, manganese, molybdenum, nickel and silicon. Experimental Methods To determine the effect on hardenability, suitable amounts of the alloying elements were added to experimental heats and the hardenability determined by means of end-quenched hardenability specimens. The steels were melted in a high-frequency induction furnace with a basic crucible, using ingot iron as a base for some of the heats and S.A.E. 1015 for others. The alloying additions were made as ferroalloys or as metal, depending on the alloying element. Hundred-pound heats were split and poured into square, tapered, cast-iron ingot molds with hot tops. Aluminum was not used as a deoxidizer in most of the heats. The ingots were homogenized for 12 hr. at 1260°C. (23oo°F.) and forged into rounds of I½ -in. diameter. BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. Substantial stocks, reputed to be somewhere between 20,000,000 to 30,000,000 bbl., built up largely between V-E and V-J day pending organization of the larger Japanese war program envisaged after Germany gave up, were in the Government's hands in this country, in addition to working stocks in the war areas. Toluene and Lubricating Oil Requirements for toluene for T.N.T. increased rapidly as bombing speeded UP with increasing control of the air by the Allies in Europe and Asia. Production in excess of T.N.T. requirements which had been going into 1000-Octane aviation fuel blending during 1943 and 1944 was again drawn into explosive manufacture early in 1945. In anticipation of the war continuing into 1946, two new plants were ordered constructed, the decision being announced in April, plans calling for one of them to get into production about the end of 1945, the other in the first quarter of 1946. IN the latter part of the summer of 1913 the Conservation Commission of the State of Louisiana, under presidency of M. L. Alexander, decided to stop the waste of natural gas going on at the "burning gas-well," located about 3/4 mile southeast of Oil City, La. On several occasions, both in newspapers and in reports, comment had been made on the condition of this well, its harmful effect on the Caddo gas field, and the considerable loss, estimated at several thousand dollars each month, caused by the escape of the valuable fuel. But nothing had been done to bring the well under control and prevent further waste of gas until the State Conservation Commission took the matter in hand. The gas fields of Louisiana are among the greatest in the country. So far most of the gas has been found in the Caddo field proper, although considerable development has been done in and around the city of Shreveport and near the town of Mansfield in DeSoto parish. To extend the life of the gas fields and to prevent the quick exhaustion of the supply of the natural fuel are matters of vital importance for this section of the country. Four gas companies have entered the Caddo field and supply the surrounding towns and cities with gas. The Arkansas Natural Gas Co. has pipe lines to Little Rock, Ark., and supplies gas to the following cities and towns in that State: Texarkana, Hope, Garland, Emmet, Prescott, Boughton, Beirne, Gurdon, Arkadelphia, Gum Springs, Malvern, Donaldson, Gifford, Perla,- Beaton, Beauxite, Mabelvale, Bryant, Sheridan, Pine Bluff, Little Rock, Argenta, Pulaski Heights, and Hot Springs. The Southwestern Gas & Electric Co. transports gas to Mooringsport, Blanchard, Caddo, Rodessa, Oil City, Vivian, Bloomburg, Hosston, Ida, Dixie, Belcher, and Shreveport. The Marshall Gas Co. supplies gas to the town of Marshall, Texas. The Louisiana Co. has a line to Shreveport.

Christopher R. Corning was one of the ablest mining engineers and geologists in America and one whose name was well known also in Mexico, Cuba, South America and many European countries. He was educated at Zurich, Switzerland, and at the Bergakademie, Freiberg, where he was graduated in 1883 with the degrees of Markscheider and Bergingenieur. He continued his studies at Heidelberg until 1886, chiefly in chemistry, under Bunsen, and mineralogy and petrography under Rosenbusch. Although he received a Ph.D. in chemistry, he never used the title. During holidays of 1883-86, he traveled, seeing mines and studying geology in Spain, France, England, Italy, Germany, and Austria. In 1886, he returned to America and in 1887 he was in the Lake Superior iron ore country on the staff of John F. Stevens, then building the Duluth South Shore and Atlantic Railway. In 1889, Mr. Corning was at the Bunker Hill & Sullivan mines at Wardner, Idaho, with John Hays Hammond, and there met E. E. Olcott. Although Mr. Corning was not long connected with the Bunker Hill & Sullivan mines, he left the imprint of his ability and splendid personality upon the men and the property. That his friendship was cherished was manifested by the cordiality, hospitality and frequency of letters of good counsel and cheer. In 1897, Mr. Corning, with E. E. Olcott and Prof. Robert Peele of Columbia University, formed the firm of Olcott, Corning & Peele, consulting mining engineers. Pressure of university duties compelled Professor Peele to withdraw in 1904, and later Mr. Olcott was forced to retire by reason of other important business interests, but the friendship and high mutual regard of the three men continued undiminished. About 1902, Mr. Corning and Professor Peele translated into English Riemer's book on "Shaft Sinking under Difficult Conditions." Mr. Corning's knowledge of structural geology, mineralogy and ore deposits was extensive and accurate. He was a close and intelligent observer. When he became interested in a problem, no amount of trouble was too great in endeavoring to reach a satisfactory solution. He had professional experience in the West, notably in the Coeur d'Alenes, Mexico and South America, and several times was called on to attempt to straighten up mismanaged properties. In 1912, at the request of a large number of members, Mr. Corning headed the "Committee of FiveJ' that investigated the affairs of the American Institute of Mining Engineers and brought about beneficial changes in the organization and its policies. Some years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples representative of good and bad tube-piercing quality. The Ce-Cu phase diagram was investigated by differential thermal analysis and rnetallography. Two congruent melting compounds, CeCu2 (817°C) and CeCua (938°C), and three incongruent cornpounds, CeCu (516°C), CeCu, (796°C), and CeCu, CERIUM and copper have been suggested as possible diluents in a liquid-plutonium fueled reactor. As part of the determination of the Ce-Cu-Pu ternary phase diagram, a review Of the Ce-Cu system (798°C), are present in this system. Eutectics exist at 28 at. pct Cu (424°C), 74 at. pct Cu (756°C), and 91 at. pct Cu (876°C). The purity of the cerium used has an important effect on the results obtained by differential thermal analysis. was considered necessary. Previous work by Hanaman was conducted with relatively impure metal: 96.7 pct Ce with 2.5 pct other rare earths and 0.5 pct Fe as major impurities. The metal had a melting point of 715°C as compared to the melting point for pure cerium of 804°C as reported by Spedding and Daane.2 Results presented in this work were obtained primarily by differential thermal analysis (DTA) and metallographic examination of slow-cooled or quenched samples.

Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

The recovery of arsenic was started at the Washoe Reduction Works (later called the Anaconda Reduction Works) in 1904, when an arsenic plant was constructed adjacent to the lower end of the 60-ft. main flue.' This plant originally consisted of a Brunton roasting furnace for treatment of flue dust and a small reverberatory furnace for treating the crude arsenic produced in the roasting operations, together with the necessary kitchens for condensation of the fumes and grinding and barreling apparatus for preparing the refined white arsenic for market. The Brunton furnace was fired with wood. It was 14 ft. 6 in. in diameter with two outside fireboxes. The hearth revolved upon a central shaft. The charge was fed through a dust-tight hopper on to the center of the hearth and slowly moved to the outer edge of three rows of stationary rabbles fastened in the roof of the furnace. There was a 3-ft. space between the hearth and roof. A crude arsenic was condensed from this furnace. The hot flame from the fireboxes passed directly over the charge, vaporizing the As203 that was carried through brick flues to the condensing chamber. This chamber was 8 ft. high, 16 ft. wide and 240 ft. long, divided into small kitchens by partitions spaced every 7 ft. It was connected with the main flue system to provide draft and to receive any losses from the chamber. The small kitchens were connected by openings in such a way that the fumes took a zigzag course, causing them to come in contact with the cold walls and ceiling and condense the arsenic. There was an opening from the outside into each kitchen, for the removal of the deposited arsenic, which was closed by a wooden door. The refining furnace was a small coke-fired reverberatory having a hearth 10 by 20 ft. in dimensions. It had three hoppers through which the crude charge was introduced, and one firebox placed at one end. The hot gas from the burning coke passed over the charge, volatilizing the arsenic and carrying it to the kitchens.

The flotation operation can be analyzed in terms of three groups of variables. The first, largely independent of control by the operator, embraces the fixed physical and chemical properties of the ore minerals. The second includes all chemical and physical effects imposed on an ore after mining that influence its floatability. These can be either purposefully or accidentally applied. The third embodies the flotation-machine characteristics which realize the potential floatability of selected ore minerals in terms of grade and recovery levels. The machine effectiveness thus depends not only on its own contribution, but on the prior influence of all other variables on floatability. HISTORICAL DEVELOPMENT From the earliest days, flotation mills used many types of machines. Hoover 20 in 1914 mentioned as then important the Potter-Delprat tank for gas generation by acid, the DeBavay cones for skin flotation, the Elmore mixer and separation chamber for vacuum flotation, and his own modification of the Mineral Separation cell for the agitation froth process. Less important at the time were the MacQuisten tube and the Hyde cell. By 19274~ scores of machines had been developed and dozens had found their way into mills. From then on, however, under the scrutiny of competitive tests, many fell into disuse. Taggart in 19454~ classified processes broadly as skin flotation and froth flotation, dividing machines for the latter into the three categories: bubble column, pulp body, and combination.* Under 'bubble column' he listed all pneumatic, cascade, and subaeration cells; and under 'pulp body' those cells in which gas was generated by boiling, chemical action, and pressure reduction, as well as the agitation-froth type. At that writing skin flotation, the cascade machines, and all pulp body and combination machines were said to be extinct, leaving pneumatic and subaeration types dominant (u. S. practice). The process of elimination has continued to the present, with almost all pneumatic cells succumbing to the pressure of competition from subaeration machines. The only new machines to appear in recent years have been double-impeller types f and these have met with only limited acceptance.
