Meeting, May 2,1913. The Annual Meeting of the New York Section was held at the Engineering Societies Building, Friday evening. May 1913, at 8 p.m. Dr: Kunz presided. The Annual Report of the Secretary-Treasurer was read and accepted. Mr. Colvocoresses offered the following amendments to the By-Laws: ARTICLE II: First paragraph amended to read as follows: "The officers of this Section shall be. a Chairman, Vice-Chairman, Secretary, and Treasurer." In the second paragraph the word "four " to be changed to " five." ARTICLE V : The following paragraph to be inserted: ' The funds of this Section shall be received by the Treasurer, and shall be paid out only by check signed by the Treasurer, and in case of his absence or inability, the Chairman, Vice-Chairman, or the Secretary may act for the Treasurer." On motion duly seconded the amendments were adopted as read. The Nominating Committee, appointed by the Chairman, recommended the following men for officers : Chairman., Louis D. Huntoon ; Vice-Chair-man, Arthur S. Dwight; Secretary, Thomas T. Read, and Treasurer, E. Maltby Shipp. There being no other nominations, Mr. Rand moved that the Secretary be authorized to cast the vote for the members in favor of the men nominated. Motion carried. In reply to the circulars mailed regarding the summer outing the Secretary reported that 89 members approved and 9 did not approve of such an outing. The Chairman introduced Dr. M. Belowsky, of the University of Berlin, who addressed the meeting in German. Following Dr. Belowsky, the speaker of the evening, A. H. Fay; of the Bureau of Mines, discussed Metal Mine. Accidents.

Encouraged by increased demand and higher prices for such metals as copper, lead, zinc, silver and tin, search was pressed in 1964 for mineral raw materials, especially in parts of the world that are relatively more stable politically and economically. New discoveries of metallic ores continued to be made, discoveries based on extensive geologic and geophysical work but nonetheless made in part because of good fortune.

The death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William -Blake, who settled in the Massachusetts Bay Colony about 1630. He was prs pared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, he started the Department of Mineralogy of the World's Fair at New York City. THE metallurgical fuel of Colorado, Utah, and New Mexico has been a very tardy member in the caravan of western industrial progress. The history of western coke has naturally been closely related to the development of the metallurgy of iron and steel and the precious metals, in the State of Colorado. It was at Leadville, with a population of 300 in 1877, that the Sentinel was published by Richard S. Allen. The Sentinel gave very full accounts of the various mineral discoveries at the new town of Leadville, which found their, way to the more widely circulated journals of the East, and attracted the attention of many people. At the close of 1878, a census showed a total of 5040 persons. The first smelter was established in 1877, at Malta, two miles from Leadville, by A. R. Meyer, but was not successful. It was succeeded by the Harrison Reduction Works, in 1878. The La Plata began with one furnace in June, 1878, and in 1879 had four furnaces in active operation. These furnaces used charcoal for fuel, and, because of hot tops, suffered a tremendous loss in lead and silver. This difficulty was overcome by the erection of 50 single-bank 10-ft. beehive ovens at Crested Butte, Colo., in 1880. The slack coal sent to these ovens was very pure, and yielded a coke carrying as little as 4.5 per cent. ash. Among the pioneers in the Leadville district were Grant, Eddy, James, Billings, Eiler, and Dickson. To these men the West owes the present expansion of its mining industry, and the erection of metallurgical processes for the treatment of precious metals.

The shaft-plant here described was put in operation in September, 1895, and the No. 6 slope-motor was started in May, 1896. The plant comprises : One Norwalk three-stage compressor l21/2, 91/2 and 5 in. diameters of air- and 20 in. diameter of steam-cylinder, all 24 in. stroke; capacity at 100 revolutions, 296 cu. ft. of free air per minute, compressed to 600 Ibs. per sq. in. A main pipe, 5 in. diameter, 4380 ft. long, with five charging-stations in No. 6 Shaft, and a branch of 3 in. pipe, 3100 ft. long, with three charging stations, in No. 6 Slope. These pipes on each line charge a Porter compressed-air motor, with 7 by 14 in. cylinders, and four 24 in. drivers, weighing about eight tons, with a tank-capacity of 130 cu. ft. of air at 550 lbs. pressure in the main tank, reduced to 160 lbs. in the 8-in. auxiliary tank of 4.2 cu. ft. capacity, supplying the cylinders. The No. 6 shaft run averages 4000 ft. each way on grades of $ to 23/4 per cent., and averaging close to one per cent. in favor of the loaded cars. The No. 6 slope run averages 2100 ft. with nearly the same grades. The mine-cars weigh 2800 Ibs. empty, and about 9800 lbs. loaded, and are hauled in trips of 12 to 20, averaging about 15 cars. The shaft-motor now hauls about 355, and the slope-motor 320 cars per day of 10 hours, replacing in the shaft 17 mules, and

A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.

The annual meeting of the Mining and Metallurgical Society of America was held on Tuesday, Jan. 8, 1918, at the Engineers' Club, New York, to elect officers and councillors for the ensuing year, to receive the reports of its retiring officers, and for the transaction of any business which might properly be considered. As usual, the meeting was divided into two sessions; the first, more properly the business session, was called to order at 2:30 p.m., with an attendance of 17 members; the second session took place at 8:30 p. m., immediately following an informal dinner, at which 40 guests and members participated. The latter was particularly interesting because it gave the meeting an opportunity to absorb first-hand information regarding the present crisis in Russia. Messrs. F. W. Draper and J. P. Hutchins, the latter a member and long resident in Russia, were the speakers of the evening.

In November, 1926, the American Engineering Standards Committee (now the American Standards Association) called a meeting of representatives of various professional societies and industrial, educational and governmental organizations to consider what action, if any, should be taken on the classification of North American coals. This meeting was called because a system for the use classification of coal, proposed by George H. Ashley, had been referred to the committee by the Coal Mining Institute of America. This meeting, at Pittsburgh, was well attended and was definitely in favor of taking up the whole question of scientific and use classification of coals, including all the various ranks from lignite to anthracite. The American Society for Testing Materials was recommended as the sponsor organization to take charge of the work and organize the sectional committee according to the rules of the American Standards Association. The American Society for Testing Materials proceeded with the organization of the sectional committee, holding a meeting in Philadelphia, June 10, 1927. Officers were elected, regulations adopted, and general plans for carrying out the work were outlined. The total membership of 28 comprising the sectional committee consists of 8 producers, 2 distributors, 9 consumers and 9 members representing general and scientific interest. From this committee three technical committees of 10 to 12 members each were organized: Scientific Classification, H. J. Rose, chairman; Use Classification, W. H. Fulweiler, chairman; Marketing Practice, F. R. Wadleigh, chairman. The Technical Committee on Scientific Classification was requested to formulate a system of coal classification based on chemical and physical properties of coal and with reference to origin and constitution. The Technical Committee on Use Classification was charged with developing a system of classification, if possible, based primarily on the uses of coal and commercial practice; this system to be correlated with the scientific system as far as possible and desirable. The Technical Commitlee on Marketing Practice was formed to collect and collate information on commercial practice for the benefit of the other two committees. IT appears that in the earlier days of anthracite coal mining, 1824-25, the Lehigh region mined 76 per cent. of all the coal sent to market. During the same period Wyoming sent 12 and 5 per cent. respectively, whilst the Schuylkill sent 11 and 18 per cent., the number of tons marketed being in those days very small indeed. In the year 1828 the Schuylkill region mined over one-half of all the coal sent to market, and continued to do so for thirty years (with the exception of the year 1831), until 1858 ; since that date the pro¬duction has declined very steadily in comparison with the other regions, until, in 1876, it was only 34 per cent. Wyoming, in the year 1820, was mining 40 per cent., but the production of all the regions was very small ; in six years it declined to 5 per cent., increased to 34 per cent. in 1831, declined to 10 per cent. in 1838. Since which time the increase has been gradual, until 1873-75 Wyoming produced over 50 per cent. of all the anthracite coal sent to market. In 1867 the production exceeded that of Schuylkill, and has continued to do so since that time. In the year 1876, during the existence of the " coal combination," Wyoming lost 9 per cent. ; during the same time Lehigh gained 7 and Schuylkill 2 per cent. over their relative production of the preceding year, the decrease of Wyoming being two and a half million tons, the increase of the Lehigh one million, the decrease of the Schuylkill nearly three-quarters of a million. The extraordinary production of the Lehigh region at a time of decreased demand and in opposition to an agreement with the other regions to limit the supply to the supposed demand was the cause of the disagreement which ultimately broke up the combination of the great coal-producing and carrying companies. The Lehigh region produced very steadily, from 1829 to 1854, an average of about 22 per cent. of the whole production. From 1854

IN October last, I was call upon to examine a copper deposit in the South Mountain, near the Pennsylvania and Maryland boundary. The specimens shown me contained oxides and carbonates with native copper, and were similar to some that had been described to me some years ago as existing at the Luray Gap in Virginia. An examination of Rogers's Report on the Geology of Pennsylvania, led me to expect to see his so-called "Primal Formation," such as exists throughout the southeastern district of the State. I was therefore much surprised on arriving at the summit of the Western Maryland Railroad to find myself on familiar ground. Instead of the "Primal" as I had known it in Southeastern Pennsylvania, I soon decided that the rocks were identical with the "Lake Superior Copper Formation." My visit was unfortunately a short one, part of two days, and in that time I had to pass over a good many miles, but I saw sufficient to convince me that instead of the Lake Superior Copper Formation being a local geological feature, it would have to be considered as a widely extended series of rocks. I was unable to even approximately estimate the thickness either of the trap zone or other members, schists and slates, of the series. In an article on the Copper Range of Michigan, prepared by C. P. Williams and myself in 1862, and published, in vol. xxxiv of the American Journal of Arts and Sciences, we endeavored to divide that range into zones, according to the character of the traps. The depletion of most high-grade ore reserves coupled with growing demands for metals and fuels has made it necessary to bring into production increasingly lower grade deposits. Improvements in technology have made lower grade ores economically recoverable in spite of major increases in labor and material costs and the initial investments required to open new mines and build their metallurgical and service plants. To remain competitive, managements of mining companies must keep abreast of and exploit these often complex technical developments. The proper application of these improvements in technology requires extensive and detailed study. In addition, managements of mining and other industries are becoming more deeply involved in public affairs and the myriad of other nontechnical problems common to all industries. These involvements, plus the demands of evaluating technological developments as well as the necessary work related to the routine administration of operations, have required mining managements to delegate additional study and review functions to staff services. To help overcome the problems involved in adopting the best technologies, managements have generally expanded their engineering and research staff services. Integrated, base-metal-producing companies, having open pits, concentrators, smelters, and refineries, are generally more research and engineering oriented than are most smaller mining companies and quarries. However, mining methods for even the simplest open pits and quarries are improving rapidly, and installations of these improvements are essential to combat increasing costs. Because of this, the managements of smaller operations may also require enhanced engineering staff services to realize the potential benefits.

THE stored energy and microhardness of a Au-Ag alloy deformed by explosive loading were measured previously as functions of shock pressure' and compared with corresponding data for drawn wires.' The difference of the two processes has been explored further by investigating the annealing behavior of explosively loaded specimens and drawn wires. Sheet specimens, 0.042 in. thick, of a Au-Ag alloy containing 82.6 wt pct Au were explosively loaded in stacks of four.3 Wires prepared from the same melt of alloy were drawn through dies.' The annealing kinetics were determined by microhardness measurements on separate specimens for each annealing temperature and time. Several values of the stored energy were measured by tin-solution calorimetry Experimental details are given elsewhere. Wires were drawn until the microhardness or stored energy equalled the corresponding values of the explosively loaded specimens as nearly as possible. Wire drawn to a true strain 7 of 0.09 had approximately the same hardness and stored energy as specimens explosively loaded to a shock pressure of 70 kbar. The microhardness of specimens

ON the 19th December, 1833, a patent was granted to F. W. Geisenheimer, for smelting iron ore with anthracite. In his claim he says: "Sixthly, though I cannot, and do not, claim am exclusive right of the use of heated air, for any kind of fuel, nevertheless I believe to have a right to claim the use of heated air, applied upon, and in connection with, the said principle and manner discovered by me, to smelt iron ore in blast-furnaces with anthracite coal, by applying a blast of air in such quantity, velocity, and density, or under such pressure, as the compactness, or density, and the continuity of the anthracite requires, as above amply and fully described and illustrated." Dr. Geisenheimer made experiments in smelting iron ore with anthracite at the Valley Furnace, near Pottsville, but he failed to carry out to good practical results the principles enunciated in his patent. In the Journal of the Franklin Institute for February, 1838, a communication was published that was made by Mr. George Crane, of the Yniscedwyn Iron Works, South Wales, to the British Association, in September, 1837. On the smelting of iron with anthracite coal, Mr. Crane states therein, that he began the use of an¬thracite with hot-blast on the 7th February, 1837, in a cupola blast-furnace, 41 feet high, and 10' feet across the boshes ; product, 34 to 36 tons a week. Mr. Crane goes on to say, "It may not be uninteresting to be informed in what matter the idea first occurred to me of applying a heated blast to anthracite coal. Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

In the limestone area of Tintic and other mining districts of the Great Basin region of Utah, it has been observed that surface-outcrops of ore occur but seldom, and are mainly confilled to points of relatively low elevation, where the veins cross some basin or ravine. Nowhere does a considerable body of ore outcrop on the tops or high up on the slopes of the hills. Mining operations, on the other hand, have shown that large and continuous ore-deposits frequently occur in depth in the limestone, beneath large masses of barren rock. Such orebodies, when followed upward in the lodes, are found to terminate at well-defined levels, without reaching the surface. Yet the minerals-bearing fissures themselves extend above the top of the ore, being often traceable, though barren of all valuable minerals, for hundreds of feet above the stopes in the mines, and even observable in outcrops at the surface. This abrupt cessation of the ore at a uniform horizon does not appear to be connected with any change in the countryrock adjacent to the lodes. The strata above and below this horizon seem to be in every way equally favorable to ore-deposition. Explorations above it have developed an open-fissured country, barren not only of ore, but also of indications that minerals bearing gold, silver, lead or copper were ever deposited in the strata at that elevation. The height reached by the ore, while usually constant throughout the length of a given lode, may vary in particular sections, from the operation of local causes.
