AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. Stress -induced ordering of carbon atoms is studied in a series of Fe-Mn-C alloys. A prominent peak is found in the vicinity of 280°C at frequencies of the order of 1.0 cps, with an associated activation energy of 37 kcal per mole. The height of the peak is linearly rekzted to the concentration of carbon in solution. The distortion of octahedral holes by manganese atoms appears to be predominant over carbon-carbon pair interactions. RELAXATION by stress-induced ordering of point defects is expected whenever the introduction of these point defects produces distortions which have a lower symmetry than that of the lattice. Under zero stress, the isolated point defects occupy the crystallographic-ally equivalent positions in the lattice, as these represent states of equal energy. However, if the defect sites are asymmetric, application of an uniaxial stress will split the energy states, and a redistribution of the defects among various states will take place. This is the case of the internal friction peak called the Snoek peak,1 resulting from isolated interstitials in bcc metals. The interstitial sites in this case have tetragonal symmetry. In the case of fcc and hcp lattices, such an effect is not expected from isolated point defects because of the symmetrical nature of the interstitial sites. However, internal friction peaks arising from interstitial diffusion have been reported both in hcp2,3 and fcc4-8 lattices. These peaks are often explained on the basis of stress-induced ordering of interstitial solutes, caused by the deviation of interstitial sites from their cubic symmetry through the presence of nearby defects. In the case of fcc lattices, evidence for interactions of both the substitutional-interstitial4,6,13 and interstitial-interstitial types5'798'14 have been presented by various investigators. The purpose of the present investigation was to study the internal friction peak attributed to the diffusion of interstitial carbon atoms in high purity austenitic manganese steels and to account for the peak in the light of the existing models. MATERIALS The Fe-Mn-C alloys used in the present investigation were made in two different ways, designated as Type I and Type 11. Type I alloys were made from high purity Fe-Mn alloys obtained in the form of 0.04- in.-diam wires from Materials Research Corporation, Orangeburg, N.Y. These alloys were carburized to different levels using gas mixtures of H2 and CH4 at 1000°C. Type I1 alloys were made in this laboratory starting with zone refined iron, spectrographically pure manganese, and spectrographically pure carbon. They were melted in an argon arc melting furnace and drawn into 0.04-in.-diam wires. All the wires were annealed at about 900°C for 3 hr prior to the internal friction experiments. After the measurements of internal friction, the phases in the samples were identified by X-ray diffraction and the carbon determined by the combustion method. EXPERIMENTAL PROCEDURE In the present work, a classical Ke-type pendulum was used. The details of the equipment were described previously by D. T. Peters.9 Dry helium at 40 torr was used in all the experiments. The internal friction, measured as the logarithmic decrement of the torsion amplitude of vibration was determined as a function of temperature, from ambient to about 500°C. The background internal friction was assumed to have the form of the exponential of the inverse temperature and was subtracted from the raw data. The height of the peak was measured at the position of the maximum in the plot of the internal friction versus temperature. The activation energies of the peaks were measured by the peak shift method. The internal friction values for an alloy were obtained as a function of temperature at different frequencies of vibration. The position of the peak changes with frequency, the higher the frequency the higher the peak temperature. The activation energy of the process associated with the peak is obtained using the formula

JUST as 85 per cent of the total ore produced annually in the United States comes from the Lake Superior region, so does one of its six producing districts-the Mesabi --dominate that region both as to production and total reserves; also in ore Treatment, Mesabi practice is dominant. Therefore, in discussing future reserves or ore treatment one may visualize one big district with five smaller districts as so many satellites. In considering the future less thought need be given to processes than to, economic policies. For thirty years experimental work has now been in progress and every possible ore-treatment process now known has been given attention. This work was started when there was no recognizable danger of running short of ore because of rapid consumption. Thirty years ago the annual production had just progressed beyond the twenty-million bracket for the first time. Today fifty million tons is considered a small production, and last year the aim was for 65 million. At the recent rate of production the life of the estimated reserves of good ore is about 35 years. All who know the local terrain are convinced that, unlike thirty years ago, the chances for discoveries of new big deposits are nil; treatment of lean ores obviously is to become an all-important topic.

COMBUSTION of coal and transfer of heat from flames and gases to boiler surfaces continue to be of great interest to engineers here and abroad. Numerous investigations have been in progress to improve furnace and boiler performance and economy. The importance of better understanding of the processes and opportunities for improvement is apparent when it is remembered that heat from at least 500 million tons of coal a year the world over is being transferred to boiler water at efficiencies ranging mostly between 50 and 90 pct. Even slight gains in efficiency, economy, and labor saving become very significant when multiplied by the enormous quantity of fuel consumed. Also the competitive position of the large coal, oil, and gas industries in satisfying the fuel consumers is greatly affected by the achievements made through technical progress with each fuel. This paper is part of a continuing activity of Bituminous Coal Research, Inc., to extend the knowledge of coal utilization for steam generation and to seek promising directions for future research and development in cooperation with others. Particularly in the latter regard, numerous interviews were held during the last three years to seek the experience and advice of boiler and combustion-equipment manufacturers, electric-utility executives, and fuel engineers. A wealth of published information was also reviewed, which together with the interviews pointed to the advisability of further work on ash and sulphur control. For the present purpose a number of factors important to efficient heat liberation and recovery have been grouped as follows: 1—combustion, temperatures, and rates of heat liberation; 2—radiation, convection, and furnace and boiler configuration; 3—sponge ash, slag, and hard-bonded deposits; 4— low-temperature deposits and corrosion (cooling flue gas below dew point and air-pollution control); 5—the limitations of coal cleaning and boiler size and cost as related to fuel characteristics; 6—future possibilities and conclusions. The development of combustion apparatus for power boilers is progressing at a lively pace. There has been no letup in improvements in design of pulverized-coal-fired boilers, and there is a strong trend at present toward improving dry-bottom units. Spreader stokers with overfire jets and dust collectors as standard equipment are gaining favor. Less than 10 years in commercial use, cyclone burners are going into numerous installations here' and abroad.' Underfeed and traveling-grate stokers have long since been developed for heavy-duty operation, yet new developments in overfire jets and humidification of air blast have improved their performance. A water-cooled vibrating-grate stoker of German origin is being introduced into the United States and Canada." The primary objectives of an ideal coal combustion device are: capacity to burn the variety and sizes of coals likely to be economically available during the life of the unit; capacity to burn the coals automatically for a wide load range and rapid load fluctuations and to burn the coals completely to CO2, H2O, and SO2, which means without smoke and cinders, or carbon in the refuse; capacity to control and discharge all the ash in final granular form without ash adhesion to walls or tubes, and without flue dust; minimum furnace volume; minimum labor and maintenance; low initial and operating cost. Regardless of the method of burning, the gaseous products of coal combustion are N2, CO2, O2, H20, and SO?. By way of illustration, the coal analyses in Table I is assumed from an installation described by E. McCarthy.' When coal is burned with 20 pct excess air (theoretical air, 9.23 lb per lb of coal), the quantities of combustion gas shown in Table II are produced. In addition, the gases carry particles of fly ash, unconsumed cinders, soot particles, and small but significant amounts of vaporized oxides and sulphates of sodium, potassium, lithium, phosghorous, iron, and other metals. In recent years, germanium, one of the rare metals found in coal, has been shown to oxidize and vaporize at combustion temperatures and to be concentrated by reconden-sation at lower temperatures." Pulverized coal and cyclone flames" have peak temperatures of 3000' to 3500°F. Temperatures in fuel beds of large underfeed stokers reach maxima of 3000°F, sufficient to fuse almost any ash and to volatilize some of it. These peak temperatures are above the optimum necessary for rapid combustion, but they hasten heat transfer for ignition as well as boiler heat absorption. Furnace and gas temperatures increase with combustion air preheat. Low excess air has the same effect. Fine coal pulverization and highly turbulent combustion shorten the distance for fuel burnout, increase flame temperature, and speed up heat transfer. Rates of combustion of pulverized coal exceeding 200,000 Btu per cu ft per hr have been demonstrated in atmospheric gas-turbine combusters,

OF all the metals that have from time to time been called the "Wonder Metal," mercury, often called quicksilver, is probably the most deserving of this designation. A wonder metal it must have been to those workers of an earlier day who named it after that Latin god of commerce and gain, characterized as the fleet messenger of the gods and the conductor of souls to the lower world. The word mercury has been used to indicate a carrier of tidings, a bearer of news, a nimble or clever person, a hawker, and a skillful thief. All of these attributes, and more, are recognizable in this metal, the technical terminology of which is "Hydragyrum," meaning water-silver, and from which the chemical symbol "Hg" is derived. Fickle in its occurrence in nature, simple in its metallurgy, illusive in captivity, it serves man in life or death, in war or peace, in commerce, science and arts, in mining, agriculture, and forestry with a versatility found in no other element.

IN 1914, the officials of the Brundred Oil Corpn., faced with the problem of introducing new methods to increase production in the old and nearly depleted pools of Venango County, became interested in the Smith-Dunn (Marietta) process which was at that time being tried out in southeastern Ohio and which was already yielding very encouraging results. A license to use the process in Pennsylvania was secured from the owners of the patents. These patents were later declared invalid. The method was first used in Pennsylvania on a property consisting of about 434 acres, of which 300 are productive, at Hamilton Corners, 15 miles northeast of Oil City, in Cherry Tree and Oakland Townships, Venango County. The producing horizon is the First Sand of the Venango Group. A small oil pool was opened up in this vicinity in 1904. By July, 1916, when the compressed air was first introduced to restore pressure, the production had dropped to a point where it was no longer possible to continue profitable operation. From that time until March, 1927, over 100,000 bbl. of oil have been recovered from the tract. The property is being operated at present by the Brundred Oil Corpn. and Lux. The 1926 production, amounting to 10,650 bbl., was only 400 bbl. short of the maximum reached during any year of the 10-year period that the process has been in operation. Inasmuch as the Hamilton Corners pool is the first one in Pennsylvania in which the Marietta process was tried out, and the one in which it has been longest in continuous operation, considerable interest attaches to the results obtained. J: Brundred, officials of the Brundred Oil Corpn., all their data on this operation were made available to the writer in connection with an investigation of rejuvenation methods in the State for the Pennsylvania Geological Survey.

AMERICAN participation in the World Engineering Congress in Japan will be generous. Nearly seventy papers have been prepared and for- warded for printing and the A. I. M. E. is well represented in the list. At our San Francisco meeting four of these will be briefly reviewed by the authors for the benefit of those who are unable to go on to Tokyo. They constitute a group dealing with the present economic status as seen by engineers of the world's iron, coal, petroleum and non-ferrous metals. Messrs. Leith, Smith and Tryon, Requa, and Probert have written papers that constitute a notable series. Messrs. Jeffries, Sweetser and Kinney, and other Institute members have written papers dealing more closely with technologic progress. The latest list of delegates and members is printed below, names of A. THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

THE great work of Gorgas in stamping out yellow fever in Panama during the construction of the Canal was one of the chief factors contributing to the ultimate accomplishment of the task, two previous attempts having failed largely through the demoralization of workers by epidemics of contagious diseases. Mining camps, rapidly constructed during the boom days of the rushes to new fields, have been frequent sufferers from typhoid when, as so often used to be the case, little or no attention was given to bacterial examination of the water supply or to the method used for disposing of the sewage.

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module [(Fig. 1)]. The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information.

IN the Chihuahua district of Mexico the first smelting was that inaugurated by the early Spaniards for the production of silver bullion. The ores treated were high in silver and lead. Silver-lead bullion was first produced and the lead then cupelled to waste, with the slag produced running from 5 to 10 per cent in lead and about 25 to 40 per cent silica. The ore was mined by peon labor, often being carried out of the mine on the backs of the men, and then transported by burros. Furnaces were of primitive construction, adobe or rock being used in the earlier period and some iron later when it became available. Blast was originally supplied by bellows manually operated. Such smelting was carried on to a greater or lesser extent until the latter part of the last century, and so extensive was it that many hundred thousand tons of leady slag remained to be treated in modern furnaces. In 1908 a smelter was placed in operation at Chihuahua by the American Smelting & Refining Co. At that time the ore was practically all oxidized and by a little selection, self-fluxing mixtures could be made, but with an average lead content usually under 10 per cent and sometimes as low as 7 per cent. The bullion produced would carry from 150 to 300 oz. silver per ton. The slag made approximated 30 per cent SiO2, 42 per cent FeO, 21 per cent CaO, and perhaps 3 per cent Zn. The ores varied from hard, coarse material which was passed through a crusher, to a considerable quantity of fines which had to be smelted as it came, as crushing the coarse was the only preparation for smelting.

In these days of intense competition for the domestic fuel market much is heard of the low efficiencies with which solid fuels, and most particularly bituminous coal, are burned in domestic heating equipment. In contrast to the every-day operating efficiencies of 85 and 90 per cent in large, central, electric-generating stations, efficiencies of 50 per cent and lower are cited for the hand-fired home furnace. Just as the miles per gallon of gasoline is only one of the factors that determine the cost of operation of an automobile, so the thermal efficiency is only one factor in the cost of domestic or other heating. The purpose of this paper is to analyze the total costs of domestic heating by various fuels and types of equipment, to determine the relative importance of efficiency and other factors, and to discuss what this signifies relative to the future of the use of fuels in the home. Factors That Govern the Choice of Fuel and Burning Equipment A rational, intelligent selection of fuel and equipment for heating the home would consider two groups of factors: Cost Factors Convenience Factors 1. Cost of potential heat in fuel 1. Attention 2. Efficiency of combustion and heat transfer 2. Dirt 3. Fixed charges 3. Noise a. Interest b. Depreciation c. Repairs 4. Power costs 5. Cost of handling ash and refuse. As just stated, the purpose of this paper is to analyze the relative importance of the five cost factors and not to discuss particularly the relative total costs of different methods of heating. However, to arrive at the percentage costs and to show clearly how they were determined, a statement of the total costs is unavoidable. One example only will

THOSE of us who have been following rock drilling work for the last 15 or 20 years can recall some of the problems that were encountered with the old piston type of rock drill and the solid steel which it used. There was frequent trouble in keeping a straight hole in badly broken ground when using the ordinary four- point bit that had a flare on the wings of about 14". The drill steel, when pounding down its hole, would follow the line of least resistance and draw away from the desired line when it encountered a weak side in the ground through which it was drilling. Some would overcome the difficulty by making long winged bits to prevent the steel crowding over; this would relieve the troubles to a great extent. There was trouble with the rifling of drill holes and inability to drill round holes in some ground. The cure for these ills was to use the "X" bit, rather than the crossbit. The "2" bits were brought out in an effort to make it easier to drill a round hole in bad ground. Most of these troubles were before the days when the mechanical drill sharpener was in as common use as it is today. It was not until the introduction of the Leyner type of rock drill, requiring hollow steel that the users of rock drills found themselves confronted with more difficult prob- lems than they had ever encountered before with drill steel because the steel had to stand more severe service.

CHANGES in industrial practice, in plant design, and in research methods which are so clearly to be seen on every hand, have affected the mineral industry as well as others. In particular, ore dressing has passed through a revolution in practice brought about by the introduction of flotation and other quasi-chemical methods, until it has ceased to be solely the mechanical preparation of ores. In fact, the term "ore dressing" itself is obsolescent, and "mineral dressing" has been growing in popularity. This assures adequate recognition of the fact that mineral substances other than ores, e.g. coals, clays, and cement rock, are treated by the same general methods. As a result of these industrial changes it was felt that a complete rearrangement of the curriculum and laboratories at the Massachusetts Institute of Technology would be ad-vantageous. Such a rearrangement would allow instruction and research to proceed in wider accord with industrial evolution and the needs of our times.

MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

ANTHRACITE was first mined in the Wyoming Valley and sold as an article of commerce in 1808. As some preparation has always been necessary to make it ready to burn, the preparation of anthracite must date back over a hundred years. Two vital factors have determined to a large extent the degree and method of anthracite preparation. These are, first, the character of the beds worked and the methods by which they were mined and, second, the equipment used and practices followed in the burning of the coal. It is not the intention here to go deeply into these phases of preparation as a paper of no mean length could be prepared on the history of either. Rather, the intention here is to point out the main considerations and to show the influence they have exerted on the preparation of anthracite. MINING METHODS AND THEIR RELATION TO PREPARATION In the beginning f the nineteenth century, the coal beds were virgin with the possible exception of some outcroppings that had been worked, to a slight extent, by the Indians. It is known that the American aborigines had a knowledge of the use of this fuel, because when the Wyoming Valley was purchased from them, in 1754, they mentioned the fact that, by selling the land, they would lose their coal.
