Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. REPUBLIC STEEL'S new iron blast furnace in Alabama, shown on the cover of this issue, is the first to be completed of those authorized by the Government last year when a shortage of scrap became acute. In addition to the furnace, the new equipment includes a new battery of by-product coke ovens, a boiler plant, a generating unit, a 3-mile-long 60-in. water line, a huge gas washer, and precipitators in which the dust from the furnace is washed, separated from the water, and fed back into the furnace as raw material. The new unit is a cylindrical steel giant reaching 130 ft. into the air above the ground level. Because of the high humidity in the deep South, the furnace has been air-conditioned to avoid blowing eighteen tons of water into the furnace daily. Designed by Republic engineers who also had charge of the actual construction, the new furnace incorporates the best in modern blastfurnace practice. Orders to proceed with the construction of the furnace were received Sept. 22, 1941. The engineering crew, which was immediately organized, made more than 1500 drawings. Excavation started the next day, and simultaneously work was begun on demolishing existing buildings and preparing the site. The first concrete was poured Oct. 7 and the first piece of steel swung into place by a giant derrick on Jan. 30, 1942. It began operating May 28. A total of 70,000 cu. yd. of earth was moved and 30,000 cu. yd. of concrete poured.

BORON as a hardenability agent of commercial importance has been the subject of extensive study in recent years. It has been suggested in the past that boron increases hardenability by combining with nitrogen, thus rendering it innocuous.&apos; More recently it has been proposed that boron increases hardenability by reducing the free energy of sites of ferrite and pearlite nucleation.&apos; The segregation of boron to grain boundaries, the primary site of nucleation, would account for the large hardenability effect of minute additions of boron in steel. This grain boundary theory has found general acceptance while the concept of boron as a nitrogen scavenger has been disregarded. However, the interaction of boron and nitrogen in steel is considered to be important to hardenability because boron may be made ineffective by combination with nitrogen.". * The present work was undertaken to examine some of the effects of boron and nitrogen arid their interaction in steel. A base composition of moderate hardenability was chosen. This was a 0.35 pct C steel containing 2.50 pct Ni and 0.30 Mo. This composition was used because it contained no strong carbide, nitride, or Table I. The other alloys examined were modifications of the base composition and contained nitrogen, boron, or nitrogen plus boron. The compositions of the four alloys used are listed in Table I. The alloys were vacuum melted from electrolytic iron, electrolytic nickel, ferromolybdenum, and fer-roboron. When required, nitrogen was added by admitting a partial pressure of nitrogen over the melt after vacuum melting. The alloys were cast into 21h-in. diam ingots and hot rolled to %-in. sq bars. No ingot pattern was discernible on the polished and etched cross sections of the hot-rolled bars. The alloys were normalized at 1650°F, then machined into standard %-in. diam end-quench hardenability test bars. Four different austenitizing treatments were used: 60 rnin at 1550°F, 45 rnin at 1800°F, 30 rnin at 2000°F, and 20 rnin at 2000°F followed immediately by 30 rnin at 1550°F. The 1550" and 2000°F treatments were carried out in duplicate for each of the four steels. In order to prevent surface oxidation the bars were austenitized while buried under charcoal in an atmosphere of argon. After quenching the bars in a conventional end-quench fixture, the hardness surveys were made in the usual fashion on parallel flats ground along opposite sides of each bar. These were ground 0.050 in. deep rather than the conventional 0.015 in., to avoid decarburized or deboronized regions.5 The austenite grain sizes which resulted from each heat treatment were observed metallographically using Vilella&apos;s etch for martensite. The criterion used as a measure of hardenability was the distance from the quenched ends of the bars at which a hardness of RC 35 was observed. This hardness represented the inflection point on the hardness vs distance plot. Fig. 1 shows the hardenability of each steel after the several heat treatments. The duplicate tests demonstrated excellent reproducibility; the distance to Rc 35 was reproduced within 1/16 in. for duplicate test bars. All four alloys had the same grain-coarsening characteristics. Neither boron nor nitrogen had any observable effect on grain size. The grain sizes resulting from the various austenitizing treatments were ASTM 7 at 1550°F, ASTM 4 at 1800°F, and ASTM 2 at 2000°F. The small amount of boron in the boron steel greatly enhanced hardenability when the samples were austenitized at 1550°F. The low hardenability of the boron plus nitrogen steel showed that nitrogen eliminated the boron contribution to hardenability. Both steels containing nitrogen, with and without boron, exhibited lower hardenability than the base composition when quenched from 1550°F.

In the experimental work for this comparison of wet and dry grinding, it was found that the size distributions for wet grinding operations are characterized by a constant value of the distribution modulus, (a; whereas, for dry grinding the distribution modulus decreases slightly with increased size reduction. Wet grindability seems independent of the weight of material in the mill while dry grindability depends on weight. Experimental data and eqmtions for each process are presented for noncleavable isotropic material, for cleavable or material in which there is some form of internal stress, and for energy consumption. The equation ED/EW=BK-? (where ED and Ew are, respectively, energy for wet and dry grinding, k is the size modulus, and B and ? are constants) was found to give the ratio of energy. Dry grinding is generally considered to require more energy than wet grinding. Taggart&apos; states that power consumption in wet grinding ranges from 60 to 90 pct of that required for dry grinding. Bond&apos; states that dry grinding requires one third more power than wet grinding. It is interesting that Rose and Sullivan&apos; note this same difference in power required for wet and dry grinding, but they state that on purely mechanical grounds it is difficult to see any great difference in fundamental principles between wet and dry milling, since dry milling may be regarded as wet milling with a fluid of low viscosity (i.e., air vs water). Yet it must be the viscosity of the fluid that is responsible for the differences between wet and dry grinding. Probably the most comprehensive investigation comparing wet and dry grinding has been that made by Coghill and Devaney. They compared the grind-ability of both chert and dolomite in a 19x36-in. batch ball mill under both wet and dry conditions. In these tests the weight of ore in the mill was varied from 35 to 200 lb and each grinding test was carried out for such period of time that the amount of -200-mesh material in the product was essentially the same for each test with a given material. Cog-hill and DeVaney&apos;s data for the grindability of dolomite, which are reproduced in Fig. 1, show that a comparison between wet and dry grinding is com- plex. The comminution of a material by a wet grinding method is characterized by a constant grindability over a wide range of mill loadings. Since grindability is the weight of material comminuted per unit of energy expended, it is equivalent to (w)/ (p)(t), where W is the weight of material being ground, P is the power, and t is the grinding time. In the case of wet grinding, the grindability of dolomite in the Coghill and DeVaney experiments was 0.546 * 0.009 ton per hp-hr when the load of dolomite in the mill ranged from 50 to 200 lb. On the other hand, for dry grinding no such simple relationship was found to exist between power, time, and weight of material in the mill. THREE surface activity procedures are in com--L mon use for the determination of diffusion coefficients in solids. In the oldest of these&apos; the activity observed at the original surface is compared before and after diffusion, where all the activity is in a thin, plated layer on the surface before diffusion. Partial absorption of the radiations from active atoms which have diffused below the surface reduces the effective activity after diffusion. The formula employed to calculate the diffusion coefficient is where F, is the ratio of final to initial activity at the surface, measured with identical counting geometry; Z=u3Dt, where D is the diffusion coefficient; t is the diffusion time; and u is the absorption coefficient for the radiation in the solid as defined by Lambert&apos;s law. This absorption law implies that all the rays are parallel to each other and normal to the specimen surface. This assumption of a collimated beam used by Steigman, Shockley, and Nix has been adopted by all other investigators and, although it gives results which are approximately correct under restricted physical conditions, it does not represent many actual circumstances. It is the purpose of this paper to show the importance of the divergent rays and to indicate a procedure for taking them into account. In the residual activity method the activity is determined on a series of surfaces ground on the specimen at progressively greater depths in the diffusion layer parallel to the initial surface. Gruzin2 has de- rived a formula for this procedure, which may be put in the form where I is the ratio of the activity measured at a newly ground surface at distance k below the initial surface to the activity at the initial surface measured after diffusion, and K= k/2p Dt. A third procedure involves the autoradio-graphic determination of activity on a plane ground at a small angle to the initial interface through the penetration zone. Aut oradiography can be particularly sensitive to the oblique rays. Unlike most counters which detect essentially all ß particles or X-rays which enter the active volume as a single event, the photographic emulsion may be thin enough so that oblique rays with longer path length in the emulsion produce more darkening than rays which move normal to the film plane. Consider a plane containing a source of radiation uniformly spread over a circle and a point counter located on the perpendicular through the center of the circle. As the counter moves along this line, the total angle 6, at the counter subtended by the specimen will vary. Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world&apos;s land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

The Tri-State district comprises an area of about 2000 square miles in southwestern Missouri, southeastern Kansas, and north- eastern Oklahoma. The part that is in and contiguous to Missouri is still sometimes designated as the Joplin district (Fig. I). Early Operations Mining operations in what is now the Tri-State district date from about 1848 and have been continuous to the present. Apparently the first discoveries of ore were made about the same time near the present sites of Joplin, Oronogo, and Granby. Lead minerals were found at grass roots, probably in shattered rock in shallow excavations, then these minerals were followed in shear zones to deeper horizons. The mining of zinc followed. Before 1874, zinc ore was worthless and discarded as waste. According to published records, the total production of lead to that date was 49,000 tons of metal from 70,000 tons of concentrates. A recent research study performed under US Bureau of Mines Contract No. J0199088 "Modular Irrigation Equipment for Reclaimed Strip Mined Lands" investigated the feasibility of irrigation as a reclamation tool in the arid and semi-arid regions of the Western United States. Review of mined land characteristics, evaluation of irrigation systems, and assistance from the mining industry resulted in the design of two strategies for the implementation of reclamation irrigation using solid set systems. It is not the intent of this paper to suggest the generalizations made on the basis of a six state area can extend to the design of an irrigation system for a specific mine site. The purpose is to present two irrigation strategies that may be implemented with solid set irrigation in this six state area. The reader should note that the following is the result of research and, therefore, original concepts were presented. The ultimate validity of these concepts will be determined by future field tests.

The wire-line tubing perforator is a mechanically operated tool that is run on an ordinary steel measuring line into the tubing of a well, under pressure, to drive into the wall of the tubing, and securely lock in place, a tapered, cylindrical insert containing an orifice. Use of the perforator obviates the necessity of pulling and rerunning the tubing to install jet collars or flow valves, reduces the cost, and simplifies the task, of placing an oil well on gas-lift operation. More important, however, is the use of the tool with a removable check valve and stop, to provide a means of washing drilling mud from the annulus between the tubing and casing, and to complete the well for gas lift operation without exposing the producing formation to the mud column and without moving the tubing string. This paper discusses the origin, development, and mechanics of the wire-line perforator, the various purposes for which the tool was designed, and the method of selecting orifice sizes for any depth, and gives the results obtained thus far in practical application. Origin and Development Several years ago, a tool that could be lowered on an ordinary steel measuring line into the tubing of a well under pressure was designed and constructed for the purpose of punching a hole in the tubing walls above a shale bridge that had completely plugged the tubing of a well in the Long Lake field, East Texas. The well was in a low, swampy area, which excessive rainfall had caused to be in- accessible by car or truck for about four months. The only equipment at the well site consisted of an ordinary steel wire line that had been carried there to measure the depth of the bridge. Since a pulling unit could not be moved to the well site, and as the pressure on the casing was 2100 lb. per sq. in., it became apparent that the only way out of the predicament was to make a perforating tool that could be lowered into the tubing on a measuring line and operated under Pressure. Thus, the first wire-line tubing perforator was designed and built as an expedient, and was not used extensively until it had been redesigned to meet more frequent and increasingly urgent needs. Until recently, it was necessary to pull the tubing to install jet collars or flow the when a well was to be placed On gas lift. Because most companies either maintained or had access to pulling units and crews for this work, little or no thought had been given to eliminating or even simplifying this task. When the manpower and steel shortage became so acute, however, many operators suddenly found themselves without facilities to equip their wells for gas lifting. The wireline tubing perforator already had been tried and proved successful, therefore operators immediately requested its use to punch gas-jet holes in the tubing, to eliminate the pulling and running of tubing strings. The first deficiency revealed by more general use of the perforator lay in the inability to regulate the size of the hole punched through the tubing. THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public&apos;s knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner&apos;s work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

OUR colleges and universities have met many difficulties during the past year. From a period of small enrollments and depleted faculties, the educational institutions have passed quickly to a period of the largest enrollments in their history with inadequate facilities and staffs. The results of the shortsighted policy of the Selective Service system which drained the technical schools and universities of many of the students who were potential teachers are now being felt. The movement of faculty members into positions in industry during the war years has resulted in many of them forsaking permanently the educational field for the higher salaried positions they now occupy. Competition is keen between the educational institutions, and between the institutions and industry, for technically trained men. Dean Holbrook&apos;s statement in last year&apos;s annual review that he thought it would take three or four years to restore our engineering departments to their former level in quality of instructors is even more convincing today. Somehow, the institutions must not only reach their former level in quality of instruction but they must also increase the quantity of their staffs to meet the demands of the ex-service men and the high school graduates for engineering education. The enrollments in the mineral industry fields of mining, metallurgical, geological, petroleum, and ceramic engineering, although greatly increased, are not expanding as much as in the more widely known fields of electrical, mechanical, aeronautical, and civil engineering. In fact, many educators are tremendously worried about the segregation of so many young men in a relatively few fields while the needs of others will remain unanswered.

When the National Forests were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claims in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment work on a mining claim, but, of course, patent to the ground cannot be obtained in this manner. If mineral were discovered on the land covered by a Special Use Permit, it would ordinarily be the policy to cancel the permit if it were clearly

Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. This must be taken into account in plans for work in the country. While skilled workmen can be found it is to be noted that most of them have been trained

The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as com- pared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams. Coal at Wales, in Sanpete county, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it "rock that would burn." In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the old Spanish Trail from Santa Fe. New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.

THE presence of carbon de terre along the banks of the Illinois river was noted by the members of the Joliet and Marquette expeditions in 1673, and that may be referred to as the birthday of coal in the Middle West. The march of progress in the majority of indus-tries radiating from Chicago-one of the phenomena of history-is due in no small measure to this same carbon de terre and to the development and exploita-tion of the vast coal resources, which nature in a generous mood spread so lavishly over almost the en-tire state. The geological records indicate that coal-bearing rocks underlie three-quarters of Illinois, in-cluding 85 of the 102 counties and the entire area is estimated at from 36,000 to 42,000 square miles. Not all of the coal in this great area may be mined under the conditions existing today; producers are now taking the "cream" since industry demands the best quality and the lowest cost, thereby forcing competition among operators, which, in turn, com-pels the development of mines in those areas where the coal may be most readily .won, leaving the coal that is more difficult and expensive to mine to pos-terity. This is not such a bad arrangement, since the engineers of succeeding generations will enjoy the advantage of the experience of their ancestors, where-by they should profit and know how to mine a 2-ft. seam with as much economy and dispatch as we today work coal of thrice that thickness. During the period between 1830 and 1850, Illinois coal-mining progressed from the art of scratching along the outcrop to the development of small mines, mostly slopes, drifts and shallow shafts, but the real progress in the industry was coincident with the con-struction of railroads.

IN all branches of the chemical industry, corrosion plays a very costly part unless it is suitably com-batted, and as a result it is probably correct that chemical and design engineers are more corrosion conscious in the field of chemical industry than in others. Most metals occur in nature in combination with other elements. The refined or reduced state to which man converts them for his use, by removing the combining elements, leaves them in an unstable condition. Therefore in most of the media to which the metals are exposed they are constantly combining with the constituents of their environment, or in other words they are continually being corroded. Similarly, nonmetallic materials are corroded by undergoing chemical change. The rate at which corrosion takes place varies widely from metal to metal and medium to medium. In practically all cases the corrosion of metals in solutions (electrolytes) is electrolytic in nature and the rate of corrosion is dependent on many factors such as temperature, pressure, internal stresses, galvanic action, metal-ion concentration, and so on. In the chemical industry substances must be handled which are particularly corrosive to materials of construction. At the chemical plants of The Consolidated Mining and Smelting Co. of Canada, Ltd. (otherwise known as Cominco), situated at Trail, B. C., Canada, the following are some of the materials that have to be handled: Gases. Sulphur dioxide, sulphur trioxide, carbon dioxide, carbon monoxide, oxygen, hydrogen fluoride, ammonia, hydrogen sulphide, and oxides of nitrogen. Liquids. Solutions of ammonium sulphate, ammonium sulphite, ammonium nitrate, caustic soda and potash, sulphuric acid, nitric acid, hydrofluo-silicic acid, hydrofluoric acid, phosphoric acid, aqua ammonia, and formic acid. Solids. Gypsum (containing phosphoric acid), ammonium sulphate, ammonium nitrate, phosphate rock, caustic soda, potash, and phosphate fertilizers.

The brief comments made in this chapter deal mainly with shaft sinking, but don&apos;t assume that freezing techniques apply only to shaft sinking. They can be used on tunnel work, on such things as liquid gas storage in sediment, and I think you will probably see other applications for it as we go along. The method was first developed in 1883 and was used to sink shallow shafts through water-bearing overburden in Germany and in England. One of the early shafts was in Germany and was sunk by freezing to 310-ft depth. The project required 17 months for drilling, roughly 5 1/2 months for freezing, and another 7 months for sinking, giving an average progress of 10 ½ fpm. Fortunately there have been numerous improvements and new developments in this technique through the years. With equipment and techniques available today, we can take a 20-ft-diam shaft down through 2000 ft of water-saturated overburden and the time schedule runs roughly 4 months for site preparation, freeze-hole drilling, installing the casings, and setting up the plant; 4 ½ months for freezing; and 6 months for excavating and installing permanent linings. This gives a progress rate of about 140 fpm, on average. I might qualify that a little in that the special linings that are required for some formations can affect the time. If it&apos;s straightforward sinking where one can use a heavy concrete lining, up to 630-640 fpm may be achieved in a shaft; but with special cast-iron tubbing or types like that, 5 fpd is pretty good progress, so the lining does affect the time. The freezing method is used mainly for sinking shafts through unstable water-bearing formations which cannot be grouted either effectively or economically and which are too deep to enclose in pile casing. Even with overburden, grouting methods available today can handle roughly 100 lb water pressure; in the range of, say, 100 to 150 ft from the surface, it&apos;s very often best to grout 40 or 50 ft. You normally drive a pile casing and go through it. Below that range, freezing is very often the economical
