There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

While the haematite concentrates produced in Eastern Canada and the magnetite concentrates that Australia will soon be producing are different feed materials, the pellets they produce have similar physical and metallurgical properties. This paper will examine the similarities and differences in the evolution of pellet microstructure for pellets produced from magnetite and haematite. The molten slag phase generated at high temperatures has a lower melting point when in contact with magnetite compared with haematite due to the higher divalent iron content. The presence of some slag is beneficial for bonding but too much can inhibit oxidation of magnetite, although slag generation at lower temperatures reduces energy usage. In pellets produced from haematite, magnetite is generated artificially from the combustion of the carbon particles added to the pellet feed as a source of energy. Maintaining the optimum production level and mineralogy of such æsecondaryÆ magnetite, allowing for its subsequent reoxidation, is important for the quality of haematite pellets. In both magnetite and haematite pellets, balancing the slag formation and oxidation (re-oxidation for haematite pellets) of the magnetite (secondary magnetite for haematite pellets) is necessary.

The resurgence of Silicosis and Coal Worker’s Pneumoconiosis (CWP) in coalmines has placed the spotlight back on the management of worker exposure to particulate matter across all mining sectors (Coal Workers Pneumoconiosis Select Committee, 2017). There already exists a substantial body of knowledge on particulate matter and its impacts upon human health (National Academies of Sciences, Engineering, and Medicine, 2018). The contribution of silica to respiratory disease is well known and there is a growing concern for exposure to diesel particulate matter. However, it is also clear that there are major gaps in our understanding. In part, those gaps relate to the contribution to adverse health effects of mineralogical constituents in the dust (LaBranche et al, 2021a). It is also becoming evident that the size and shape of the particulate matter can affect its potential impact on human health.The University of Queensland has developed a methodology for characterising respirable and inhalable dust samples using scanning electron microscopy. Multiple samples from numerous mining operations have already been analysed using the UQ methodology. The process has been successful in showing the variety of mineralogica lcomponents and particle size distributions presentin various areas of the mines.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

Evaluation of reserves on a production scale within a shear-hosted gold deposit is complicated by the nature of the mineralisation itself. The 'payable' ground seems to be confined to areas with intense shearing, while the remainder of the deposit is characterised by 'background' mineralisation at a very low level.

Discovered in 1896, the Sons of Gwalia orebody is located in a ductile mylonite zone within a sequence of Archaean pillow metabasalts and minor metasediments of greenschist facies which are variably sheared.The ore zone has good continuity, being 110 m wide and 500 m long, dipping 45 degrees east and plunging 70 degrees to the south to a depth of 1500 m downplunge. A strongly-developed foliation is present together with a prominent lineation paralleling the plunge. The mylonite zone consists of unmineralised chlorite schist and a 'U' shaped mineralised zone of chlorite-sericite schist with varying amounts of quartz-carbonate as veins parallel to foliation, boudins, and locally as massive quartz-carbonate. Pyrite is the dominant sulphide present.Grade control utilises RC holes on a 10 m x 10 m pattern, with infill blast rig holes 5 m deep where necessary.Some visual control of ore boundaries is present and, combined with good ore continuity and a knowledge of the structure of the orebody, enables cost-effective grade control to be achieved. To-date, over three million ounces of gold have been produced from the orebody.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Underground coal mining involves the disturbance of natural strata stresses formerly in equilibrium, the production of noxious and flammable gases and dust which can be both an explosion and a health hazard. It involves also the use of heavy, large equipment operating on natural floors and in confined spaces. Such operations are required to be carried out under artificial light. Much of the easier won coal, that is the shallower coal, from this State has already been extracted and in future workings will be required to go deeper. As the depth increases strata pressures will increase, gas production is likely to be greater and the production of dust will also increase. A further problem which has not yet reached significant proportions in Australia is the potential rise in working temperature. This will be occasioned not only by the use of large items of equipment which themselves generate heat, but due also to thermal gradients as the depths increase. The need for better employee training is now being widely recognised throughout the industry. Under present highly mechanised conditions new employees should not be required to work with or near heavy mobile machinery without proper training

This paper describes the design of an expert system used as a part of a diagnostic system for diesel hydraulic drives. A PC-based diagnostic system ruDi (KeBler and Burgwinkel, 1993) was developed to minimise the time for diagnosis and repair work of vehicles with diesel hydraulic drives used in the mining industry. One part of ruDi is an expert system that helps to locate errors in any of a vehicle's subsystems, and supports technicians in removing the cause of a malfunction. Apart from the standard knowledge of diesel engines and hydraulic transmissions, the expert system supports the interpretation of the data obtained during sophisticated engine analysis tests such as high-resolution speed analysis or high-pressure analysis of the diesel injection system. The expert system is designed to diagnose various vehicles of the same type. Data for each vehicle is stored separately allowing checks to be carried out individually for each machine. An additional feature of this system is a database interface to a Maintenance Planning and Control System (MPCS) that allows an automatic generation of work orders for the defects found during the expert system sessions.

Concentrating lower and more variable grade ore resources to meet acceptable concentrate quality criteria requires removal of significant amount of gangue minerals. Monitoring plant feed mineralogy and concentrate by on-stream analysis has significant economic benefits in concentrate quality and recovery optimisation. There is a need to develop a sensitive slurry on-line analyser for silica, aluminium, magnesium and other light elements.On-line XRF elemental analysis technology, which is a routine practice in base metal concentrators is not able to measure lighter elements than calcium from slurry. Too much of the X-ray fluorescence signal from lighter elements is absorbed by water. The limitations in the direct measurement of silica and other light elements have restricted its use in some applications. Some light element slurry analysers have been developed based on prompt gamma neutron activation (PGNAA) method but they have not performed up to the expectations. Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c. 0.28 m' s'. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera- forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust, that precludes the development of long- term magmatic cycles at Taupo.Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.

The current extraction method of the Platinum Group of Metals (PGM) from an ore concentrate and the subsequent separation of one PGM metal from another is a timeconsuming complicated multi-step process. The use of the Chemical Vapour Metal Refining (CVMR) process for the extraction and separation of PGMs is a simple and economical alternative. The paper covers the CVMR process, which is based on the formation of volatile metal compounds, followed by extraction and thermal decomposition into the pure metals and reagent gases. In the case of PGMs, CVMR does not use CO, and hence, the process is quite different from the carbonyl process previously attempted by a number of organisations and test facilities. CVMR extracts PGMs via synthesis of trifluorophosphine complexes at low pressures and low temperatures (80 to 100¦C). These two facts alone make the process highly economical, compared to other methods available. This paper presents a comparison between the process of extraction of PGMÆs and CVMR proprietary carbonyl process for the extraction of nickel and cobalt. In the carbonyl process, CVMR also uses very low pressures and temperatures, compared to those other processes currently use.

Ore samples from the South, Central and North ore-bodies of the King Cassilis Mine, near Omeo, Victoria, were broken and transported to Melbourne for experimental metallurgical treatment. A microscopical examination of individual unoxidised specimens, selected from these samples, was undertaken in order to thro'w as much light as possible on the occurrence of the gold which forms the valuable economic mineral in the ore.The following descriptions are the outcome' of this examination and show that very minute particles of free gold are mechanically associated with the sulphides. While the gold may be separated from the transparent gangue minerals by the flotation of the sulphides, the, actual size of the particles indicates that it is impossible to separate all the gold from the sulphides by grinding the ore to pass through a screen of 200 mesh in which the average width of the holes is 0.063 mm. Chemical disintegration of the sulphides is essential to free all the gold particles and render them available to the attack of chlorine or of a solvent.It is interesting to recall that a metallurgical investigation on the Cassilis ore in the same district by K. Rapid access longwall mining' or 'longwail punch mining' is a proposed extraction method whereby longwall gate roads are driven into a seam directly from an opencut highwall. The longwall panel thus formed is retreated back to within 40 m of the highwall providing an extremely simple, reliable and therefore highly productive longwall mining system. The concept is of particular benefit for the recovery of isolated pockets of coal (adjacent to a highwall) not easily accessible from a conventional underground mine. As panel gate roads are driven directly from the open strip, minimal delays are incurred between the end of open cut and start of underground production, allowing the method to bridge the gap between open cut mining and a total underground commitment. The study was specific to the Bowen Basin, and given the likely conditions, no significant operational or geotechnical hinderances to the concept could be identified. It was therefore concluded that longwall punch mining would not expose the operator to any additional risks above that normally associated with the introduction of longwall mining. Thus, longwall punch mining is an attractive option, both operationally and financially, for open cut mines reaching their maximum economic Death.

Early in 1990, Pancontinental Resources (Base Metals) Pty Ltd commenced flotation treatment of ore from the complex copper-lead-zinc sulphide orebody at Thalanga, 65 km west of Charters Towers in North Queensland. The orebody consists mainly of primary sulphide ore but also contains a substantial proportion of supergene ores which are being processed during the first year of operations. The supergene ores are of three main types, designated as A, B, and C. Supergene A ores are essentially copper ores, containing little lead and zinc, while B and C ores are copper-lead-zinc ores with different degrees of alteration of the original chalcopyrite and different ratios of copper to zinc content. Copper is present in the supergene ores mainly as chalcocite, digenite and covellite. Lead and zinc occur mainly as galena and sphalerite respectively. This paper describes the development of flotation plant practice, aided by laboratory testing, to process the supergene ores. The major challenge in treating these ores is that a varying proportion of the sphalerite is naturally activated and is not easily depressed in flotation by the conventional zinc depressants.

High interest to basic-ultrabasic rocks is ex-plained by their specific, sutural, geotectonic po-sition and by deep level of generation of ultraba-sic magmas. These two factors allow us to treat this group of rocks as valuable source of informa-tion about the lower crust and upper mantle of the Earth. Basic-ultrabasic xenolith series is another source of information about the interior of the Earth. Detailed studies of the xenolith series give valuable material to geologists as to how endogenic deposits are fed and what is their source.Besides, the interest is explained by attempts to understand the relationship between basic-ultra-basic complexes and deposits of metalliferous and non-metalliferous mineral material.Absence of genetic boundaries in manifestation of metalliferous and non-metalliferous minerals, their temporal and spatial relationship allow us to treat the minerogenesis of ultrabasic complexes as a result of one ore-forming process manifested in Koryak-Kamchatsky, Sakhalin-Japanese, Ryukyu-Korean and Taiwan-Philippines island arc systems which re-present, in the opinion of the authors, one eastern Asian chain of the Pacific ore belt (Radkevich, 11)87).

Before proceeding to the main portion of the above subject, a few remarks as to the general question of our mill slimes seem called for, and, with this in view, it is intended to briefly refer to the salient, points connected with their production, treatment and disposal at the mills.It is well known that, owing to the inticate mixture of the constituents of our sulphide ore, 'a very great deal of crushing and grinding is required to detach the particles of galena from the zinc blende and gangue of the ore, and it will be readily understood that, in this operation, a considerable amount of the material is converted into a slime which consists of minute, but ,(as can be see~ under a glass) well definied particles of all the constituents· 6f the ore arid combinations thereof, the relative proportions of which depend on the dual characteristics of hardness and abundance of the different constituents. The economic climate of the Canadian mining industry forced an increased interest in rapid, continuous excavation techniques for hard rock formations. The potential applications and advantages of continuous mining over the present drill- blast-muck labour intensive cyclical methods are considerable. Noranda investigated an electrical technique, Plasma Blasting showing considerable promise for mining hard rock. The background of the technology and the theory of blasting rock with electricity is described. The Plasma Blasting process is based on the fast discharge of stored electrical energy into a small amount of electrolyte, suitably located in the rock. The electrical energy converts the electrolyte into high pressure plasma, which expands very quickly, thereby, generating a shock wave. This shock wave produces a stress field inside the rock, resulting in a blast similar to that made by chemical explosives, but without the deleterious fumes. Noranda is currently blasting boulders of 4-5 tonnes and is at present constructing a mobile, autonomous secondary rock breaker for underground and open pit applications. Tests on in situ hard rock formations will lead to the development of a continuous mining machine. Production rates of 500 tonnes per man-shift could be obtained with such a machine.
