U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

This is the third in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

Many oil-producing formations contain significant amounts of clay. Because of the large surface area and reactivity of such surfaces, the response of the formations to various recovery processes may be dominated by the reactions of fine-grained minerals, including clay minerals, in the formations. Thus, the success or failure of enhanced oil recovery (EOR) methods may be controlled to a large extent by the amount and nature of these minerals in the formations to which the methods are being applied. One of the deterrents to the successful application of chemical EOR methods is the loss of chemicals injected into the formation, to non-oil recovery processes. These chemical loss processes include adsorption onto mineral surfaces, chemical reactions with rock and fluids in the formations, possibly leading to precipitation and plugging of the formation, and trapping of chemicals in parts of the rock structure so that they become unavailable for displacing oil. Chemicals that may be injected include surfactants, polymers and caustic solutions which react with organic acids in the crude oil to produce surfactants in-situ. These losses are most pronounced in fine-grained reservoir rocks containing substantial amounts of clays.

"Statistics show3 that in 1927 the United States consumed 60 per cent of the world's production of chromite and produced none. The uses of chromium are rapidly expanding, and a dependable supply is essential to our industries. Since the political and commercial control of our supply of chromite is now in foreign hands it is prudent to determine how this nation can best prepare to supply its need for chromium if the imports were cut off or restricted and whether it is now possible and desirable to stimulate production of chromium from domestic deposits. We have only small amounts of chrome ore of high enough grade to meet present trade requirements. Therefore the Bureau of Mines is making a study of methods for beneficiating our low-grade ores.Chromite (Cr203.Fe0), is the only commercial source of chromium. For refractories, a minimum of 40 per cent Cr203 and a low silica content (5 to 8 per cent) is usually specified. In most instances bricks or lumps having a physical structure that will not crack when heated are required. The only way an inferior ore could be adapted to this use world be to concentrate it and develop a satisfactory binder to make bricks out of the concentrates.For making ferrochrome the requirements are a minimum of 45 per cent Cr203 and an iron content not exceeding one-third of the chromic oxide. On some low-grade ores gravity concentration will give a product meeting these requirements; other ores yield concentrates containing too much iron or other impurities to be saleable."

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

Electric shocks are a serious problem in the mining environment. Because of extremely wide ranging use of electrically powered equipment in the mining industry, the hazard to personnel due to electrical shock and related injuries are not restricted to any single area but cover the entire spectrum of mining activity. Electrical accidents, resulting in personal injury, due to im- proper or complete lack of grounding of electrically operated mining machines, form a significant percentage of the overall electrical accident picture. The object of this paper is to describe methods of detection of unsafe electrical conditions with respect to the grounding of electrically operated mining equipment. It also includes a discussion of prototype instruments which effectively monitor the condition of the grounding safety devices currently in use on mining equipment and warn of dangerous conditions as soon as they appear. The paper is based on work accomplished under USBM Contract Number 50357115. The contract was initiated under the Pittsburgh Mining and Safety Research Center Program. It was administered under the technical direction of PM and SRC with Mr. Roger L. King as the Technical Project Officer. Mr. Daniel B. Dawkins was the Contract Administrator for the Bureau of Mines.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard's Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. Preliminary cleaning and separation of the sand and gravel at the dredge site with subsequent transportation to separate plants and the production and disposal of the various grades of aggregate material are also described. The geology of the deposit is summarized. A tabulated summary of costs in units of labor, power, and supplies is included.
