In this U.S. Bureau of Mines report, mine and mill cost models are presented to make quick estimates of the cost to develop mineral deposits in the desert region of the Southwest United States. Regression analysis was used to generate capital and operating cost equations for each model in the form Y = AXB, where Y is the cost estimated and X is the assumed daily capacity in short tons. A and B are constants determined by the regression analysis. Each is broken down into 11 subcategories to facilitate escalation of costs for inflation and to increase their versatility in economic evaluation work. This report contains 2 open pit models, 6 underground mine models, 11 mill models, and cost equations for access roads, powerlines, and tailings ponds. In addition, adjustment factors for variation in haulage distances are provided for open pit models and variation in mining depths for underground models.

The Bureau of Mines has installed passive water explosion barriers in two operating mines to determine their usefulness in U.S. coal mines. The primary objective of this field trial was to determine the effect of the explosion barriers on mining operations. Data were also obtained on the ability of the barriers to withstand the mine environment and on the effect of the barriers on belt operation, ventilation, worker travel, and rock dusting. Fifty barriers were installed at three separate beltway locations, and periodic inspections were made. A year after installation, no defects of the barriers or support hardware were detected, nor was any complaint as to the presence of the barriers made by the mine personnel. To date, 2-1/2 years after installation, the barriers have had no detrimental ef-fect on rock dusting, belt operation, or ventilation. Costs of material, fabrication, and installation are reported herein.

This report documents the design, fabrication, testing, and coal mine demonstration of a hopper-feeder-bolter during a four-phase program for the U.S. Bureau of Mines. The machine was designed to increase productivity and safety in under-ground room-and-pillar mining. It performed well as a hopper-feeder for continuous haulage during a coal mine demonstration. Testing in a simulated mine showed that the machine also has good roof bolting capability.

A preliminary program dated April 25, 1974 was prepared for Development Engineering, Inc. (D.E.I.) on research and development, laboratory; field and other engineering studies for the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included a discussion on the peculiarity of retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The proposed research and development program was divided into eight work phases as follows: I - Program Development II - Exploratory Laboratory tests on old U.S.B.M., retored shale III - Laboratory tests on Pilot Plant retorted shale IV - Laboratory tests on retorted shale from Semi-Works Plant, and field and test plots and ponds. Under terms of cooperative agreements, the Federal Bureau of Mines Inter-mountain Experiment Station assisted the General Services Administration (GSA) in operating the manganese-ore purchasing depots at Deming. N. Mex., and Wenden, Ariz. A resident metallurgist stationed at the depots directed sampling of the ore lots for assaying, took samples for amenability testing, calculated acceptances for payments to shippers, and served as technical adviser to the depot manager. The Intermountain Experiment Station at Salt Lake City, Utah, tested the amenability of the ores to determine how much of the manganese could be recovered in concentrates assaying a minimum of 40 percent manganese (Mn) and containing a maximum of 16 percent iron (Fe), 15 percent silica (Si02) plus alumina (AI203), 0.3 percent phosphorus (P), and I percent copper (Cu) plus lead (Pb) plus zinc (Zn). All chemical analyses of the ores and test products were done at Salt Lake City. In all, 567 ore lots submitted to the Deming depot were tested by flotation to determine their amenability to concentration into specification-grade material; 421 lots were amenable, and 146 were unamenable, primarily because of high copper content or excessive silica or iron in the flotation concentrate. Chemical analyses totaling 42,700 were made on the ores submitted to the Deming depot and on the products of the amenability-test program.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. The Bureau of Mines conducted a mineral investigation of the 10,500-hectare Cache Peak study area in 1992; the area had been proposed as wilderness. Bureau personnel examined and sampled prospect workings; 14 rock and 20 placer samples were taken during the investigation. The study area is centered about 40 km south-southeast of Burley. Idaho, in the Sawtooth National Forest. There were seven mining claims located inside the study area, and one additional historical mining claim location. Gold, silver, copper, lead, zinc: Possible resource, poor exposure precludes estimate. Marble: Several million tonnes may be suitable for a variety of uses; markets too distant to favor mining. Sand and Gravel: Several million m3, but markets and transportation costs do not favor mining. Quartzite: Several million tonnes may be suitable for metallurgical purposes; however, markets are too limited to mine. Slabs have been quarried at three localities adjacent to the study area, for decorative stone. Production: In 1979, two tonnes of ore were produced and a plan of operations was submitted calling for approximately 5 km of access road for the Last Chance mine. Decorative stone production was not recorded.

The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

A 1,000-hour test with a gas turbine at 1,200° F showed a working fluid of 1 gr of ash per 100 scf of power gas (79 percent of the ash 7 to 35 microns in diameter) to be excessive for acceptable blade wear for commercial practicability. Blades in the turbine consisted of about 20 percent each of chromium, cobalt, and nickel; 3 percent molybdenum; 2-1/2 percent tungsten; and smaller amounts of manganese, columbium, and tantalum. Erosion of both the fronts and backs of the turbine nozzles was particularly heavy, the trailing edges being worn to a featheredge. Erosion of the buckets was less marked, although the leading edges were somewhat pitted. A refractory-lined combustor performed efficiently and with little abrasion of the lining by the ash-laden gas.

This report describes work carried out by the Federal Bureau of Mines in cooperation with the General Services Administration (GSA). Tests on nickel oxide reduction were conducted at the Pyrometallurgical Laboratory at Pitts-burgh and Bruceton, Pa., and at a rented plant at Canonsburg, Pa. Nickel oxide was reduced to sponge nickel, which was then melted to produce specification-grade nickel ingots containing a minimum of 98.50 percent nickel plus cobalt and a maximum of 1.00 percent cobalt. One purpose of this study was to determine if specification-grade nickel could be made from nickel oxide produced at the United States-Government-owned plant at Nicaro, Cuba, in pilot-plant scale operations involving direct reduction and melting processes. A second and equally important purpose was to obtain cost data on the pilot-plant operation to estimate the cost of producing ingot nickel at an annual rate of 12 million pounds. Laboratory tests verified that nickel oxide, in saggers and in the presence of anthracite fines and dolomite in the ratio of approximately 20:5:1, could be converted to sponge nickel when heated to approximately 1,900° F. for about 2 to 4 hours, depending on the size and density of the oxide charge. The tests also determined the type of saggers suitable for pilot-plant operations.

McCrone Associates, Incorporated has examined 71 samples of airborne mine dusts using the techniques of x-ray diffraction, electron microprobe analysis and light microscopy. This report details the procedures which were used in this work and documents the results which were obtained.

The Bureau of Mines reviewed current technology in the refractories consuming industries and evaluated the impact of changes in technology on the supply and demand of refractories. Literature was searched and contacts were made with leading consumers and producers of refractories. The distribution of refractories by value of shipments to users was surveyed. The report shows that the percentage distribution of refractories sales to the consuming industries has remained essentially constant during the last decade but that substantial changes have occurred in the relative distribution of types of refractories. The trend in pyroprocessing technology in recent years has been toward higher temperatures, which require more costly refractories. This fact is reflected in the impressive gain in the dollar value of refractories sales, which in 1968 was about one-third greater than in 1960, and the rapid growth of refractories based on high-alumina, magnesia, zirconia, carbon, and other materials, at the expense of fire clay, silica, and chrome- based refractories. An appendix to the report contains refractories value and shipment data tabulated in a manner by which trends in the distribution of refractory types can be observed from 1955 to 1968. In addition, unit values are presented on a per-ton basis for comparison.

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

This report describes experimental investigations made in the batchwise retorting of Colorado oil shale. Three heat-carrying mediums were used -hot shale gas, superheated steam, and hot flue gas. Using hot Shale gas for retorting, the several variables studied were retort-inlet-gas temperature, gas velocity through the shale bed, shale particle size, and grade of shale. In studying the effect of any one of these variables on oil yield, as and operability, the other variables were maintained essentially constant. Oil yields decreased with increasing in-let-gas temperature and increasing shale-particle size, and oil yield increased with increasing grade of Shale up to 50 gallons of oil per ton of shale, beyond which the process was inoperable because of swelling and caking of the shale during retorting. Changes in gas velocity had little effect on oil yield. Gas yield increased with increasing inlet-gas temperature, gas velocity, particle size, and shale grade. Oil yields of 100 percent of Fischer assay and from 1,600 to 1,800 cubic feet of 300-B.t.u. gas per ton of shale were obtained. Two runs only were made using superheated steam. Oil yields averaged 97 percent of Fischer assay, and gas yields averaged 4,00o cubic feet per ton of shale. Retorting with a hot flue gas produced from combustion in the shale bed, as in the N-T-U process, gave excellent yields using closely sized shale with recycling of flue gas. An excess of fine shale in the charge resulted in channeling and low oil yields. Using no recycle gas, good yields were obtained that tended to decrease with increasing air rate, and the retorting rate increased with increasing air rate over the range studied. Coking was not found serious with 30-gallon shale at the air rates used.

Brown iron ore deposits in Quitman County , Ga . , were investigated by the Federal Bureau of Mines in cooperation with the State of Georgia , Department of Commerce , and the University of Alabama . Ninety- one holes were drilled , having an aggregate footage of 2,188 feet ; seventy- one holes penetrated 248 feet of iron mineralization . Average thickness of the ore zone was 3.5 feet under an average thickness of 14.7 feet of overburden . The drilling developed inferred reserves containing nearly 30 million long tons of crude ore with an average analysis of 28 percent iron plus minor quantities of manganese . Test work done by the Bureau on the crude ore samples indicated that they would upgrade by current log washer practice , with the use of a 1 /8 - inch screen , and yield 4.4 million dry long tons of concentrate with an average analysis of 52.1 percent iron plus manganese . The weight recovery obtained was 14.7 percent . Research studies made by the Bureau showed that the weight recovery would be increased by changing the screen size without any appreciable sacrifice of grade . The average weight recovery was increased to 18 percent with a 10 - mesh screen and 22.8 percent with a 20 - mesh screen . Screen tests studies indicated that there was no appreciable interlocking of the iron and manganese minerals and the clay and silica waste particles of the materials retained on a 200- mesh screen . Clay was prominent in micron - size slimes . Silica was deleterious in the minus 20 - mesh size .

The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

The Federal Bureau of Mines designed, constructed, and operated a demonstration plant at Louisiana, Mo., to produce gasoline, liquid fuels, and organic compounds from coal by a modified Fischer-Tropsch gas-synthesis process. Satisfactory equipment was developed to produce and purify synthesis gas and convert it into the desired products. Coal or coke was gasified with oxygen and steam to make a gas consisting essentially of carbon monoxide, hydrogen, and carbon dioxide. Dust in the raw gas was removed by cyclone separation, water scrubbing, and electrostatic precipitation. Carbon dioxide, hydrogen sulfide, and organic sulfur were removed with diethanolamine, iron oxide, and activated carbon. The gas was passed over iron catalyst and was converted into synthetic liquids, which were then separated and fractionated into gasoline, diesel oil, other liquid fuels, and oxygenated organic compounds. A 39-day continuous run demonstrated the feasibility of the process. Addition of 3 milliliters of tetraethylead per gallon of upgraded (or finished) gasoline gave a product with an octane rating up to 90 by the research method. After a caustic wash, the diesel oil was of a superior quality; its cetane number was 60 or above.

Comprehensive field tests were made by the Federal Bureau of Hines at the Conda open pit mine near Soda Springs, Idaho, to determine whether surface geophysical techniques could be used to detect and delineate faults in phosphate deposits. The tests included seismic refraction, magnetometry, electrical resistivity, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling was the most effective method for diagnosing faults. The method is quick, inexpensive, accurate, and can be easily used by mining company personnel to detect and delineate faults.

The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.

"INTRODUCTION Preliminary examination of the Blue Ledge mine was made by O. H. Metzger, a Bureau of Mines engineer, in May 1943. A result of his recommendations; a Bureau of Mines sampling and exploration project was begun by J. R. Reynolds in October 1943 and continued to December when it was recessed for the winter. The project was resumed by the auther in May 1944 and was completed in November 1944. The Federal Geological Survey 3/ assisted by mapping the geology of the mine and logging the diamond-drill cores obtained from the Bureau's exploration Company maps, diamond-drill-hole records, several reports, and other data on the property were made available to the Bureau by D. C. Brown, of Towne Securities Corporation, owner of the Blue Ledge group of claims. E. A. White, general manager of the Tacoma Smelter of the American Smelting & Refining Co., supplied statistics for all ore that has been purchased from the Blue Ledge mine by his company."
