Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal supports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. 'Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.

The performance of the world economy improved significantly in 1984. Real world output!/ grew 4.3% (compared with 2.6% in 19831, the highest since the 4.4% increase recorded in 1978 (table 1). The output of industrial nations rose 4.9%, while that of the developing nations rose 3.7%. The United States and Japan had the largest increases in output of the major industrial nations, with respective increases of 6.8% and 5.8% (table 2). The components of real output with the most significant growth in the industrial countries were gross fixed investment (9.2%), consumer expenditure (3.1%), and public consumption (2.5%) (table 1). Industrial output, as measured by industrial production indices, has returned to about the 1980 level for most of the major industrial nations (table 2). Exceptions to this were industrial production in Japan and the United States; Japan's industrial production rose steadily throughout the 5-yr period and is now more than 16% above the 1980 level, and the industrial production index for the United States reached 11 1.2 (1980=100.0). Real total domestic demand grew at 8.7% in the United States, more than double the rate of Japan, which, at 4.0%, had the second-largest growth. Average demand for all industrial countries was up 5.1%. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services and even larger negative net exports of the merchandise sector. While growing U.S. imports helped spread the benefits of the recovery, they also led to a widening of current account imbalances and growing trade tensions throughout the world.3/, 4/

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

This report covers the activities of a feasibility study of fiber optics technology fur use in mines. The objective of the study was to evaluate, both technically and cost-wise, the possible use of fiber optic technology for underground mine communication and monitoring systems. The first phase of the study was devoted to the collection of information on the present underground mine communication systems and monitoring techniques, and the status of applicable fiber optic technology. In the second ph se of the study, a communication and monitoring system for a hypothetical underground coal mine was designed and the costs estimated. The significant findings and conclusions are presented.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

Dielectric constants and dissipation factors were measured by the Bureau of Mines for 13 simulated lunar rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Measurements were made at room temperature and normal atmospheric pressure. Results are presented and some comparison is made with data reported by others. The rocks used include a broad range of physical characteristics and chemical compositions from the large areas of volcanism in Oregon and northern California, and two nonvolcanic types. These rocks make up a suite of rock standards used by a group of laboratories engaged in lunar research. The data presented will add to the basic scientific and engineering knowledge needed to utilize extra-terrestrial mineral resources for support of future space missions.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Therefore, this bibliography is not claimed to be all-inclusive nor does it purport to be an exhaustive search of all sources.

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. "Lee, Yu-Chen, and D. Eugene Rannels. Alveolar macrophages modulate the epithelial cell response to coal dust in vitro. Am. J. Physicl. 270 (Lung Cell. Mol. Physiol. 14): L123-L132, 1996.-The response of the alveolar epithelium to coal dust exposure is poorly understood. Coal or other dusts may act on the epithelium directly or indirectly through nearby alveolar macrophages (AM) that produce cytokines and other soluble products. AM and type II pneumocytes (T2P) were thus exposed to dust in coculture to evaluate their possible interactions. Anthracite coal dust PSOC 867 increased synthesis of extracellular matrix (ECM) components by T2P. AM alone did not produce ECM. Similarly, coculture ofT2P with AM (3.75:1) had little effect on epithelial ECM synthesis. In contrast, coculture ofT2P with AM significantly increased PSOC 867 effects on T2P rates of ECM synthesis, ECM fibronectin content, and T2P levels of fibronectin mRNA. AM-conditioned medium did not change the PSOC 867 effect on T2P. Neither control nor PSOC 867-treated AM on Falcon culture inserts (0.45-µm pore size) over T2P stimulated ECM synthesis by either untreated or dust-exposed epithelium. Thus AM-mediated changes in ECM synthesis by PSOC 867-treated T2P require close cell-cell interactions, suggesting a role for cell-cell contact or for short-lived soluble mediators of the AM effects. DEVELOPMENT OF PNEUMOCONIOSIS, a chronic disease of coal workers that results in pulmonary fibrosis and low lung compliance, is associated with inhalation of mineral or coal dust in the work place (14). Although the pathology of pneumoconiosis has been studied extensively, cellular mechanisms that cause changes in lung structure and function are not fully understood. Particulate matter that enters the respiratory system distributes according to size, with larger particles being removed in proximal airways. Dust components of small size may enter distal alveolar region, which is populated by two types of epithelial cells, type I and - type II cells, and by alveolar macrophages (16). Each of these cell types may interact with inhaled particles, but only the effects of coal dust on alveolar macrophages have been studied extensively. Less is known regarding the response of the alveolar epithelium, or of effects on epithelial cell-alveolar macrophage interactions, in the dust-exposed lung.Function of the alveolar epithelium is well known to be influenced by the underlying basement membrane, or extracellular matrix (28). Alveolar epithelial cell extracellular matrix interactions, which may involve modulation of cell migration, attachment, or differentiation (17), are reflected in type II cell morphology, metabolism, secretory activity, hormone responsiveness, lamellar body content, and gene expression (21). The extent to which basement membrane modulates differentiation of the overlying epithelium is determined by both molecular composition and three-dimensional structure of the matrix. Type II epithelial cells in vitro synthesize, secrete, assemble, and degrade a variety of basement membrane components, including laminin, fibronectin, type IV collagen, and thrombospondin (22, 27). How expression of these components is regulated, directly or indirectly, upon exposure of the alveolar epithelium to injury by coal dust or by other particulates remains to be resolved."

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. This report describes the redesign, development and field demonstration of a remote shotcrete lining system, capable of operating in shafts and mines from 8 to 16 feet in diameter at depths up to 1000 feet. The original contractural scope of work outlining problems and remedial measures associated with a previous unit proved inadequate. Significant additional effort was necessary in order to fulfill the project objectives of producing a functionally reliable remote shotcrete lining system. Included with the engineering and technical description of the system, is a comprehensive technology package. Included with this material is ancillary equipment, materials selection procedures, mix-design data, quality control and assurance program, selection and training of personnel and the organizational aspects required to operate the entire system. The report concludes with details of a successfully completed borehole lining operation at the Nevada Test Site. An irregular 104 inch diameter borehole was lined at a rate of 4.8 feet per hour and 20 feet per hour respectively for 8-9 inch and a 2 to 3 inch shotcrete thickness.

This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

After evaluating preceding studies and designs of lightweight supports, ESD selected the all-hydraulic and the hydromechanical concepts for detailed design and fabrication. Further analysis and testing showed that the all-hydraulic design was economically justified and met all the crucial engineering, manufacturing, and design criteria identified during the evaluation phase. Following Bureau of Mines approval of the detailed design, four all-hydraulic support models were fabricated. Once functional and structural testing was successfully completed, 40 additional units were constructed and distributed for in-mine testing. The units were very well-liked by all three demonstration mines. The wide- spread interest in supports for seam heights greater than 8 feet led to expansion of the design data package. ESD designed four basic models to cover the new height range, but no hardware has yet been fabricated for the new design.

THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

Control of respirable dust produced by auger type continuous mining machines is normally attempted by water sprays from fixed nozzles mounted on the frame of the machine. In tests conducted under this contract, a 'wet auger' system was used, where the spray nozzles were mounted on the rotating auger itself. The tests were conducted at the Hunter mine of Smith and Stover Coal Company using a Jeffrey 1.00L auger miner. Operating the mining machine in the wet auger mode, it was found to produce 47 pct less respirable dust than when the fixed conventional sprays were used. On section dust levels were reduced too 3.5 mg/m3 which is equivalent to approximately 2.0 mg/m3 for a full shift portal to portal sample. The major difficulty that had to be overcome was the development of a simple reliable water transfer mechanism to get the water into the rotating augers. This was successfully achieved by the development of a water-through-the-shaft water system. This system can be retrofitted to existing machines and is available in kit form.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.
