"The use of helmets during the war has accentuated interest in the advisability of using stiff hats in mines to protect the miners against falling rocks. About forty per cent of the accidents in mines are due to falling rocks or roof. A large number of these accidents could be prevented if the miners wore stiff hats or helmets.The use of head protective devices in minas is not new, for they have been in use for many years in Europe and in the Lake Superior District in the United States. In practically all of the mining districts in Europe stiff hats of some kind are required by the mine management. George S. Rice, chief mining engineer of the Bureau of Mines, reported that in Germany, Belgium, and France stiff hats made of papier mache or felt rosin are in use. Similar hats are generally employed in the Lake Superior District. In building the subways of New York and Philadelphia it was the practice of engineers and workers to let the hair grow very long and to wear a close fitting cap or felt hat. In Germany the hats are high like the military helmets, whereas in France and Belgium they fit more closely to the crown. In England the practice is mixed. As a rule the miners use soft padded caps, but in Yorkshire many of the miners use sole leather, tight-fitting caps of jockey pattern with the seam forting a little ridge down the middle of the cap. These hats are very useful allow thin beds of coal, as in crawling one is very likely to strike his head a sharp piece of rock or on a timber. Of course, such mishaps are more likely to occur to a man not familiar with the mine. It must be admitted such hats do not stick on well, though this is usually due to their not being especially fitted. The German hat is particularly unsuited to an American-shaped head.It is interesting to note that on the continent tight cotton caps are generally worn over the hair and under the hard hat. This is a measure for cleanliness which is excellent. In low beds of coal share much crawling on hands and knees is necessary the dirt and coal dust sift down, making the miner black and dirty. In metal mines stiff hats are of especial use in shaft work; also in raises or high stapes. A small fragment of rock falling some distance either down a shaft or raise would kill a man if it struck him squarely on the head. A stiff hat or helmet may protect him and save his life. At a station in a shaft where men are loading the cage or skip, some kind of adequate head protector should be compulsory. A head-protecting hat or cup which is also a good insulator should be worn where there is danger of striking one's head against a wire carving an electric current."

"INTRODUCTION The Segerstorm-Heizer property was examined by engineers 3/ of the Bureau of Mines in May and June 1942 and Mach 1943. As a result of these examination, the Nevada State Department of Highways,constructed 9.3 miles of graveled road under the mine access-road program. A magnetometer survey was made by the Geophysical Division 4/ in October 1943, and as a result the Mining Branch set up and conducted a core-drilling,project. Work on the deposit started May 24, 1944, and was suspended on July 31, 1944, but was resumed on December 4, 1944 and continued until completion on March 27, 1945.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as it, primary objective the more effective resource to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch Lowell B. The techniques for direct initiation of detonation, developed by the Bureau of Mines, have been applied to gaseous mixtures of oxygen with methane, 'thane, propane, butane, or hexane. An exploding wire was used as the initiation source to determine minimum stored electrical energies required to effect detonation of mixtures between one-half and two times the stoichiometric fuel ratios. Detonations were obtained in the most easily initiated mixtures of ethane, propane, butane, and hexane for initiation energies between 24 and 33 joules at 1 atm and 28-43 joules at 0.5 atm initial pressure. Methane mixtures, at 1 atm, were not observed to detonate when initiated with up to 484 joules.

"The problem of signaling to the hoisting engineer from a moving cage in the shaft has been considered by many mine operators for a number of years. There are several methods in use in different mining districts, and so far as the writer is aware they have been further developed in Utah than in any other state. The latest installations are of interest because they use a very low-voltage circuit for the shaft wires and also because the wiring can be so arranged that the hoist can be stopped from the cage, if so desired.The first installation in Utah was in the shaft of the Centennial-Eureka mine under the management of C. E. Allen. It was placed in operation in the summer of 1899, end has been in continuous and satisfactory operation for 21 years. The arrangement consists or two bare wires down the shaft carrying a current at 60 volts potential, with a device on the cage for making connection between the two wires. This device is simply a short piece of wire which is thoroughly insulated from the cage and is operated by a short lever. Whenever the cage rider wishes to signal the engineer he pulls down the lever, forcing the short wire out against the two bare wires, thus making a circuit which rings the bell in the hoist-room. A similar device was planned in the Grand Central shaft at Mammoth, Utah, but was later abandoned. The cause of failure was reported to be that the shaft was very wet."

"This paper describes the mechanism of coal and rock cutting from quasi-static indentation through dynamic indentation to rotary cutting. The results indicate that during quas~static indentation, a crushed zone, and subsurface fractures develop. The crushed zone is a potential source of dust generation. Dynamic indentation produces a crushed zone due to the frictional resistance offered by the coal or rock during penetration of the bit. Confining pressure changes the mode of failure from tension to mixed tension and shear. The wider bit causes larger crushed zone and more dust generation. The rotary cutting is a combination of quasi-static and dynamic indentation which results in chip formation. 1. INTRODUCTIONThe trend from conventional mining to continuous machine-cutting of coal, using more productive machinery is inexorable. Intolerable levels of dust generated at the face is an indication of inefficient coal or rock cutting by these machines. The Federal Government of the United States paid about 11.7 billion dollars workman compensation to more than 470,000 miners with Coal Workers Pneumoconiosis (Newmeyer, 1981). Bieniawski and Zipf (1985) reported that annual benefit payments were about 2 billion dollars. The need for research m improving coal cutting 1s therefore paramount. The enactment of Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanism and cutting tool design. The European countries were also engaged in the same area of research, however, their emphasis was in the use of wedge shaped bits. In 1981, the United States Bureau of Mines commissioned the South West Research Institute to investigate the effect of operating parameters mainly on airborne respirable dust in order to provide a healthier and safer atmosphere for coal mine workers.A research program by the Department of Mining Engineering, West Virginia University, USA was initiated to study the fragmentation mechanism during coal/ rock cutting. The research program was divided into three areas of research, namely quasi-static indentation, dynamic indentation and rotary cutting."

The Wood mine area was investigated by the Bureau of Mines in -1941 by a magnetic survey and a gravitational survey. Surface trenches were excavated, and diamond-drill holes were bored at the strongest anomalies developed in common by the two surveys. In the last century', several widely separated bodies of chromite with some magnetite had been exploited in a 'serpentine belt near its contact with schist. At one time this district held a virtual monopoly on the production of chromite. Known ore bodies now are exhausted. Owing to the relatively high specific gravity of chromate compared to normal rocks, a gravitational survey was run to determine which magnetic anomalies were worthy of diamond drilling. Linear feet of trenching totaled 1,710 feet. Ten holes were diamond drilled, which totaled 2,272 feet. The log of the drilling is shown in the text in a tabulation of drill-hole data.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

Overexposure to airborne respirable crystalline silica dust can cause disabling or fatal respiratory disease, and mine worker exposure to silica dust continues to be an ongoing occupational health concern. Exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern. On surface coal mine drills, bailing air flushes the cuttings out of the drill hole. Conveyor belting material is typically used to fabricate a shroud around the drill deck in an effort to contain the drill dust so that it can be captured by a collector. Dust leakage from the drill shroud is usually the worst dust source problem on most drills. The focus of this work is drill shroud dust leakage and the relationships of various drill parameters on this leakage. Experimental data were obtained and used in combination with dimensional analysis to establish these relationships. In general, it is found that airborne respirable dust (ARD) concentrations vary in a direct relationship with shroud leakage area and in an inverse relationship with drill deck cross sectional area and shroud height. This work expands the testing and dimensional analysis previously reported for collector/bailing air flow ratios ranging from 2:1 to 4:1 to include ratios approaching 1:1. A semi empirical mathematical model has been developed and expanded to describe ARD generation on surface coal mine drills. Geometric parameters included are drill deck height and cross sectional area, shroud leakage associated with the deck shroud, and the operational parameters of bailing airflow and dust collector airflow. The relationships can be described by logarithmic functions and yield predictive ARD values, which fall in the range measured on operating drills for collector/bailing air flow ratios greater than 2. However, at values of collector/bailing air flow ratios of approximately 1.1, the amount of ARD shows minimal response, if any, to drill deck shroud improvements that do not result in near perfect seals. This is a condition that can occur in actual operation and is a substantially different result than previously expected and reported. Application of these results should provide mine operators with sufficient information to determine (1) the relative magnitude of their dust emissions, (2) where they should focus their efforts to reduce ARD emissions and (3) the improvement they could reasonably expect to achieve. Given that exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern, substantial reductions of airborne silica dust during drilling may be estimated and achieved through use of the analysis presented. Wire saws have been used for many years in European travertine, marble, and slate quarries. This method of sawing found very limited use in America until 1927 when it was accepted as standard equipment in elate quarries in Pennsylvania where it has been remarkably successful. Details of its operation in slate have been published in a recent bureau report.3 The very limited extent to which the wire saw has been employed in limestone and marble quarries in the United States and the seeming lack of interest even in experimental work to determine its advantages are difficult to explain in vied of its wide use in cutting similar rocks in Europe and its unquestionable advantages in sewing slate in America. In order to encourage improvement in quarry practice the United States Bureau of Mines has endeavored to obtain information as to the extent to which wire saws are used in Europe together with data on the rate and cost of sawing. The information at hand is by no means complete either in territory covered or in details of operation; it nevertheless brings out certain significant features that may be of interest and advantage to quarrymen in the United States.

In overview, the world's mineral industry in 1989 registered gains over its 1988 performance, but these gains were by no means as pronounced as had been those of 1988. The traditional statistical measures of mineral industry performance, namely production, trade, and consumption levels, reflected significant growth in most industry sectors from crude material extraction through the gamut of down- stream processing. Growth in market economy countries generally exceeded growth in the centrally planned economy countries as a result of a variety of causes that will be covered subsequently, but even among the centrally planned countries there were some upturns. In contrast to these measures of the soundness of the industry, the situation for nonfuel mineral and metal prices was less satisfactory than in 1988, and low crude oil prices continued as a problem for the all-important petroleum sector, despite some gains during the year. The oil price situation mitigated against price increases for competitive fuels. Although this was unfavorable for fuel producers, it remained advantageous to consumers, including nonfuel mineral producers, processors, and transporters. Thus it cannot be viewed as a negative factor for the whole of the global mineral industry. Global crude mineral output value was estimated at nearly $1,420 billion in current dollars, an increase of 9% over the 1988 level, and an increase in current dollar terms for the seventh consecutive year. Measured in terms of constant dollars, however, adjusting for inflation, the increase was only 4.7% compared with the 1988 level. Despite the prolonged growth trend, the 1989 crude mineral output value level was still 3.2% below the record high set in 1980, which was $1,467 billion in terms of 1989 dollars.

The Bureau of Mines conducted ignition, flammability, and decomposition experiments on gas mixtures containing ethylene to determine its flammability characteristics at elevated pressures and ambient temperatures. Pure ethylene was found to propagate a decomposition reaction at 1,000 psig and ambient temperatures when ignited with 1 gram or more of guncotton in a 2-inch-id bomb. The decomposition products were primarily carbon, methane, and hydrogen.

The Bureau of Mines combined preconcentrating techniques and mass spectrometry to develop a parts-per-billion general analysis of impurities in helium. The impurities are preconcentrated using a Bureau trace-impurity analyzer; 35-mm Hg pressure of helium is left in the concentration trap to sweep the impurities into the mass spectrometry and provide a 10-mm Hg sample pressure.

"Nearly every piece of electrical equipment used in mines ""breathes."" In other words, motors, controllers, rheostats, switches, and other similar equipment, even though encased in seemingly tight compartments, breathe in the atmosphere that surrounds them.As the apparatus is used, the temperature of metallic parts is changed generally in positive direction through the heat by friction and the heat due to the electric current. When the apparatus is idle it gradually cools down to the temperature of the surrounding atmosphere.This increase of temperature during operation and return to normal temperature when operation stops alternately raises and lowers the temperature of the atmosphere within the compartments which, in strict accordance with Charles' law -will expand or contract in proportion to any given temperature change.As compartments are not gas-tight, such expansion and contraction will force the atmosphere out of the compartment =on expansion and suck the surround¬ing atmosphere into the compartment during contraction, hence the term ""breathing.""Investigators2 of explosion-proof equipment have recognized that such an interchange would take place and have designed their equipment to safeguard possible explosions within the compartments."

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

During the testing of porcelain insulators with a " 60 - cycle flash - over apparatus " , gases are liberated having an odor greatly resembling that of ozone . Since the two main constituents of normal air are nitrogen and oxygen , and high voltages (approximately 90,000 volts ) are used during the tests , the conditions are favorable for the production of ozone or oxides of nitrogen , and perhaps both simultaneously . The presence of these gases is only noticeable during the testing period . They soon disappear after the test is over . No fatalities have ever resulted from these gases at the plant visited nor are there any records of any of the men who worked on the tests being confined to their homes from this cause . New employees sometimes complain of a depressed feeling and shortness of breath , which is most noticeable after leaving work and getting into fresh air , but they som become accustomed to it and no ill effects are noticed . In view of previous work*** which the Bureau of Mines has done on oxides of nitrogen in connection with mine gases and problems in gas analysis , tests were made at the plant of the Westinghouse High Voltage Insulator Company at Derry , Pa . to determine the kind and amount of gases liberated .

Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.

The Bureau of Mines has constructed a miniature oxygen deficiency alarm system using an electrochemical cell as the sensor. Distinct audible signals are produced at either of two preselectable oxygen levels which can be varied from approximately 10 to 20.9 percent oxygen. The high or cautionary range produces a 500-cycle-per-second tone pulsed at about a 1-cycle-per-second rate, whereas the lower or more dangerous oxygen level produces a continuous 500-cycle-per-second tone.

"As the US coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity.Room-and-pillar mining accounts for approximately 68% of the nations underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-mid-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.IntroductionThe ultimate goal for any coal mining company is to effectively use its human and financial resources to maximize its profits through the extraction of its reserves. Although recent workforce reductions in the industry have resulted in a more efficient use of labor and increased productivity, there comes a point in time when further reductions in the numbers of workers in each operating section are impossible with existing equipment. For example, Farinelli and Bise (1987) found that labor cost constituted 62% - 73% of the cost per ton of coal at the mining section, with a minimum crew size. Thereafter, efforts to increase productivity must focus on more efficient mine plans and technology.The fact that an increase in productivity can be realized by reducing non-productive time (change-out and tram time) and converting it to productive time has been known and demonstrated for quite some time. What has not been demonstrated frequently is the quantification of the potential productivity increase of currently emerging technology or ""add-on"" equipment. It is one thing to be able to say that a piece of equipment will make an operation more productive, but it is another thing to be able to quantify the productivity increase that will justify the purchase of the new equipment. Not only is a financial benefit possible in room-and-pillar mining with an increase in productivity, but a decrease in the time necessary to develop a longwall panel can also occur.The purpose of this paper is an analyze the impacts of a changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to several scenarios incorporating emerging technology. To do this, four cases will be developed. A base case, consisting of the typical manner in which continuous-miner sections are currently operating, is compared to three layouts incorporating: (1) flooded-bed scrubbers on radio remote-controlled continuous miners, (2)a continuous miner with side-mounted roofbolters, and (3) a continuous miner with side-mounted roofbolters used in conjunction with a continuous-haulage system."

All state mining laws require that flame safety lamps be used in gassy mines; the laws of some States require that safety lamps be kept for emergencies at every coal mine, whether gassy or nongassy. The use of the flame safety lamp has been widespread because it is the only defice readily available for detecting both the presence of methane and deficiency of oxygen. This paper reports the results of an investigation by the Electrical Section, in cooperation with the Gas Section, of the Pittsburgh Experiment station relative to the behavior of permissible flame Safety lamps in mine atmospheres deficient in oxygen and the effects of methan5/ on the detection of oxygen deficiency.
