Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

Copper and cobalt are generally electro-won from their aqueous sulphate solutions. After optimised leaching of their ores, concentrates or calcine bearing minerals, the leachate is clarified and suitably purified prior to the electrolytic extraction of the metal of pursuit (Pearcy, 2006). Solvent extraction (SX) using appropriate organic solvents and ion exchange (IX) with relevant resins are known purification processes used for copper and cobalt recovery (Stanely, 1970).As zeolites in general and natural zeolites in particular, demonstrate ion exchange properties (Korkuna et al., 2005), an attempt has been made to use Southern African natural clinoptilolite in the recovery of copper and cobalt from their aqueous sulphate solutions. Initially, synthetic Co and Cu solutions were prepared. Preceded by laboratory ore leachate, plant solutions are to be used. AAS, XRF, XRD, Mossbauer spectroscopy and BET were characterization techniques used. Natural clinoptilolite was used as-received as well as acid activated; and cobalt and copper extractions were performed at room temperature.

The assessment of landslide instability and risk has become a topic of major interest for both geoscientists and engineering professionals as well as for local communities and administrations in many parts of the world. In this paper, based on a new developed Geographic Information Systems (GIS) grid-based 3D deterministic model and taken the slope unit as the study object, the landslide hazard is mapped by the index of the 3D safety factor. Assuming the initial slip as the lower part of an ellipsoid, the 3D critical slip surface in the 3D slope stability analysis is obtained by means of a minimization of the 3D safety factor using the Monte Carlo random simulation. The failure probability of the landslide is calculated by an approximate method in which the distributions of f,c and the 3D safety factor are assumed to be in normal distributions. The assessment of the earthquake triggered landslide hazard is done by the dynamic displacement analysis using the index of the Newmark displacement. All the calculations are implemented by a computational system call 3DSLOPEGIS in that a GIS component is used for fulfilling the GIS spatial analysis function. Besides the results of 3D safety factor and probability, the possible landslide body and boundary can be three-dimensionally quantitatively identified. Dans cette étude, basé sur un modèle de maillage 3D et une approche déterniniste couplée au Système d'Information Géographique (SIG), étudiant la stabilité des versants , le lieu d'étude à risque est maillé suivant le facteur de sécurité calculé en 3D. En supposant que le glissement initial soit la partie inférieure d'un élipsoïde, l'analyse de stabilité pour le glissement critique 3D d'un versant 3D est obtenu grace à une minimisation du facteur de sécurité en 3D utilisant la méthode de simulation aléatoire de Monte Carlo. La probabilité d'un glissement de terrain est calculée par une méthode approximative, supposant la distribution de c, f et du facteur de sécurité 3D normale. L'estimation d'un risque de glissement de terrain causé par un tremblement de terre est faite grace à une analyse du déplacement dynamique suivant l'index de Newmark. Tous les calculs sont effectués par le biais d'un système de calcul appellé 3DSLOPEGIS dans lequel te GIS est utilisé pour gérer l'analyse spatiale. En plus de cela, les résultats du coefficient de sécurité en 3D, des probabilités, le terrain susceptible de glisser, et ses limites, peuvent être quantitativement évalués en trois dimensions. Die Bewertung von Erdrutsch-Instabilität und risiko sind zu einem Thema von großen Interesse für sowohl Geowissenschaftlern und Ingenieuren als auch von Gemeinden und Verwaltungen in vielen Teilen der Welt geworden. In dieser Arbeit, basierend auf einem neu entwickelten Geografische Informationssysteme (GIS) gitterbasierten 3D deterministischen Modell und mit der Böschung als Untersuchungsobjekt wird die Erdrutschgefahr durch den Index des 3D-Sicherheitsfaktors kartografiert. Unter der Annahme, dass der erste Rutsch der untere Teil eines Ellipsoiden ist, wird die 3D kritische Schlupfoberfläche in der 3D-Böschungsstabilitätsanalyse mit einer Minimierung des 3D-Sicherheitsfaktors mit der Monte Carlo Zufallssimulation erhalten. Die Fehlerwahrscheinlichkeit des Erdrutschs wird mit einer Annäherungsmethode berechnet, bei der die Verteilungen von f,c und dem 3D-Sicherheitsfaktor als innerhalb normaler Verteilungen angenommen werden. Die Beurteilung der Erdbeben-ausgelösten Erdrutschgefahr wird mit der dynamischen Verdrängungsanalyse mit dem Index der Newmark-Verdrängung gearbeitet. Alle Berechnungen werden mit einem Berechnungssystem mit der Bezeichnung 3DSLOPEGIS ausgeführt, bei dem eine GIS-Komponente zum Erfüllen der GIS räumlichen Analysefunktion verwendet wird. Neben der Ergebnissen des 3D-Sicherheitsfaktors und der Wahrscheinlichkeit kann der mögliche Erdrutschkörper und der Umfang dreidimensional quantitativ identifiziert werden.

The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

Production of ferro-chromium in the submerged-arc furnace is highly energy-intensive. Several process rates have been attempted to reduce the specific energy consumption in the production of this alloy. An exhaustive understanding of the thermo-chemical features of the production process can be used to reduce the specific power consumption significantly. The knowledge can be used to reduce the energy drain through undesired reactions in the process can be minimised. Plant trials have shown that specific energy consumption up to 100kWh/tonne of hot metal can be obtained by adopting this strategy. The process requires modification in operation practice and does not require any capital investment unlike other processes adopted for reducing power consumption. The principle of thermo-chemistry involved in this process development and results of plant trials are discussed in detail.

LKAB’s Kiruna Mine, located above the Arctic Circle in northern Sweden, is the second-largest underground mine in the world today. The orebody is a world-class high-grade magnetite deposit, from which three raw ore products are extracted. We use mixed integer programming to determine a production schedule, i.e., which production blocks to mine, and when to start mining them, so as to minimize deviation from planned production quantities while adhering to the operational constraints of the mine. The resulting model contains thousands of binary variables and a commensurate number of constraints, precluding us from obtaining a schedule in a reasonable amount of time. The first and second editions were published in 1976 and 1980 respectively, and both contained nineteen chapters. The second edition brought the operating data and process descriptions up to date. The third edition covers comprehensively the changes that have taken place in the primary copper industry over the past two decades. For example, reverberatory furnaces now make up only a third of the major primary smelting furnaces, compared with about three-quarters in the 1970s. Control of air and water pollution and recycling are given much more emphasis, along with novel and emerging technologies.

Primary lead production using the lead blast furnace in conventional practice is carried out using sinter feed. At YMG, China, the sinter plant has been replaced with a lead ISASMELT furnace. The ISASMELT furnace produces lead bullion plus a high-lead slag, which is cast into lumps to provide a suitable feed for the blast furnace. In the present study the relative microstructures and reduction characteristics of industrial lead sinters and synthetic ISASMELT slag in CO/CO2 gas mixtures have been measured and compared. The microstructure and property changes, and the mechanisms of reduction in each case are examined and discussed. The results of the study are used to explain the successful implementation of cast slag feed in commercial ISASMELT- lead blast furnace practice. Reference materials have always been important for validating and controlling analytical methods. They have recently become even more important as quality requirements have become more stringent and customer demands for properly verified and controlled results increase. Clients, especially from the resource exploration industry, demand critical validation of all results reported. Mintek has been producing geological and semi-processed ore references since the early 1970s and recently, due to increase in demand, other manufactures have entered the South African market. This paper describes analytical challenges from the customers? perspective, the customers being metallurgists, mine geologists, environmental scientists and geologists from resource companies. The zinc recycling is assuming more and more importance. A lot of zinc secondaries and wastes are ready to be collected and converted to zinc metal. The impurities present in these materials and the technical and economical problems that some traditional ways of treating these materials are facing, call for new technologies. The EZINEX Process, a fully hydrometallurgical process industrially proven to convert oxidised zinc bearing materials directly to zinc cathodes, is an innovative process that can deal with any kind of zinc waste/secondaries in a very powerful way. In this paper the highlights of this process will be shown and discussed to demonstrate the robustness of the process and its economic viability.

Dowding, Reynard and Associates Mineral Projects (DRAMP) was approached by the ARM/Lion Ore JV during July 2006 to conduct a feasibility study and control budget estimate for a new greenfield project for their NKOMATI Nickel mine 45 km east of Machadadorp. The scope included the evaluation and review of previous studies as well as a techno-economic trade-off on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous milling. The following document encapsulates the thought process, decisions and the references used in selecting the final comminution route for the new 375 ktpm MMZ concentrator. Apart from the pilot test work performed, design simulations from a number of sources, performance results from a recently commissioned 100 ktpm MMZ concentrator, together with an understanding of the geology and mineralogy of the orebody and possible variations in the characteristics of the orebody over the life of mine were assessed. The results from all the above-mentioned work indicated that it would be possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding (ABC-type) circuit. Autogenous milling is generally considered to be one of the higher risk milling circuits. This is mainly due to the fact that the ore, which is utilized as the grinding media, could be variable in terms of hardness and mineralogy/geology. Nevertheless, it is a very popular route as the cost benefits, more specifically the operating cost, are normally very attractive. This is especially the case when large low grade orebodies are evaluated. In North/South America, autogenous and semi-autogenous grinding circuits have been successfully employed during the past 20 years on large scale low grade operations. Taking all the above factors into account, the DRA/Nkomati project team recommended an autogenous circuit with the option to add steel to both the primary and secondary mills (if required) for the new operation in order to create the opportunity for significant operating cost savings. One has to bear in mind that all the new design simulations and decisions are based on previous work and potential unknown variations within the orebody will never be fully understood until the pit is operational for some time.

Arising from the sea floor in a span of 55 million years, the enchanting Himalayas had remained one of the most potent factors influencing the Asian region. The challenges of the mighty Himalayas notwithstanding, it continues to provide opportunities for the humankind in optimum usage of the natural resources and sustainable development. Optimal management of natural resources in mountain areas through decision support tools offered by remote sensing will go a long way in realization of the Ganesh Himal Zinc-Lead Project. The authors have a real life endeavor spanning over 37 years in developing a mining industry in a mountainous region of Nepal and an attempt to integrate with the development of other natural attributes of the region. With rapid acceleration of science and technology, humankind has acquired power to transform his environment countless ways and on an unprecedented scale. While mineral resources are the pillars on which we have built industry and infrastructure, industrial countries in the North have been in the forefront of technological advancements, the developed countries of the South have been at the receiving end of exploitation of mineral resources worldwide. A relationship with natural environment, re-crafted by the civilizing impulse, to meet human demands are upcoming challenges for management of natural resource in sustainable manner for a livable world.

The development of feedforward semi-empirical control models for furnaces and the evaluation of mass balances are based on plant data. The models can only be as good as the data and it is therefore required to know the inherent uncertainty associated with the plant data. This uncertainty stems mainly from the fact that the slag, alloy or dust, have a distributed nature that depends on the degree of mixedness. It is commonly accepted that melts from open bath furnaces are well-mixed, and submerged arc furnaces less so. The impact of this assumption is significant, as a reasonably homogeneous melt could be represented by one sample only. As so much of metallurgical control depends on the assay information of the alloy and slag melts from furnaces, it was decided to characterise the possible variation in melt chemistry and temperature. Sampling campaigns and continuous temperature measurement of the melts were performed for different alloy and slag taps at a major ferrochrome producer. Both a submerged arc furnace and open arc furnace are evaluated in this way, by way of comparison. The slags of both open arc and submerged arc furnaces were found to be of similar degrees of homogeneity, with much spatial variance in the reducible iron and chromium oxides. However, it was found that the alloy melts deriving from open arc furnaces were significantly less homogeneous than the alloy derived from submerged arc furnace alloy production. The compositional variance could be related to the furnace operating conditions and it affects both metallurgical accounting and process control. In all cases it was found that the variance in melt solute components are larger than can be ascribed to analysis instrument error. It will be shown how this predetermined variance in melt composition could be included in process modelling and control.

He was ably assisted by Jens Lichterof Allis Mineral Systems, who described some interesting examples of pilot-plant testwork and summarized South African milling practice. The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. Abstract : The deformation monitoring data of the middle pier of the in permanent ship lock in Three Gorges revealed several interesting deformation phenomena. Conclusions and explanations are made concerning the phenomena in this paper, based on the finite element and engineering geology analyses. Firstly, the fluctuation of the horizontal transformations can be attributed to the alternate excavation of the two neighbouring ship lock rooms. Secondly, the rock mass discontinuities result in the displacement breaks. Lastly, the main reasons for the one-sided leaning phenomena are the natural stress, which is not evenly distributed, and the presence of discontinuities. This paper presents a valuable reference for studying the ‘individual phenomena’ in geotechnical engineering. ZUSAMMENFASSUNG: Die Beobachtungs claten an der Mittelpier deformation bezüglich Permannenter Schiffsschleuse in den Drei Schluchten offenbaren einige interessante Deformationsphänomene. Die Schlußforgerungen und Erklärungen dazu in dieser Arbeit basseren methodisch anf der ‚’ ‘Endlichen-Elemente-Analzse’ und der ‘Ingenieurnissen-Geograhnie-Analzse’. Erstens kann die Fluktuation der horiyontalen Transformation durch die ungleichzeitige Ausgrabung der zwei benachbarten Schiffsschleusenräume verursacht werden. Zweitens resultzert die Diskontinuität der Felsenmasse ans dem verlagerten Bruch. Drittens: Die Hauptgründe für das Zu-einer-Seite-Neigung-Phänomen in manchen Stellen sind der ungleich eigeteilte natürliche Druck und das vorhandersein der Diskontinuität. Diese Arbeit präsentiert eine wertvolle Referenz für die Untersuchung der Sonderfälle in geotechnischen Bau. Résumé: Cet article a analysé sérieusement et profondément , en utilisant des procèdes d’étude par exemple l’analyse d’éléments défini et celle de la condition géographique de traveaux , des règles typiques de la déformation montrées dans les données surveillantes à propos de la déformation des pierres centrales dans les écluses éternelles du Trois Gorges , on en a tiré une conclusion : 1) le changement des chiffres des déplacements horizontaux des pierres centrales est causé par les creusages séquentiels des cannelure voisines ; 2) l’inclinaison au Nord de toutes les pierres centrales entre les deuxième et troisième chambres d’écluse est causée par la différence de la gravitation entre les deux chambres d’écluse et par l’existence de la surface structurale ; 3) l’existence de la surface structurale cause le changement des chiffres des déplacements horizontaux des pierres centrales au niveau profond . Cet article donne une référence utile pour l’étude du ‘ problème d’indivudualité’( ou les situations anormaux) dans les données surveillantes de la déformation des pierres centrales de la génie civile.

Mr Janisch' s comment' in the August issue on Dick Stacey's remarks about safety factors indeed requires wider debate. The example he quoted to illustrate the successful application of the safety factor concept in coal mining, namely the Salamon formula, is to my knowledge the only recognized application of that concept. Not only that, but that particular formula should be used only for what it was intended, namely to prevent major disasters. It was never intended to indicate long-term pillar stability, and it should not be used for that.

The stability of slopes is a crucial problem not only in open pit mines, but also in civil engineering situations. The deformational behaviour of slopes is in general monitored during/after the excavation by carrying out field measurements where displacement measurements are commonly adopted. In monitoring the slope stability it should be emphasized that the measurement results must be properly interpreted so as to assess whether the slopes are stable or become unstable in the future. In order to interpret the data, back analysis is extremely useful. In this paper a slope stability monitoring system is described. It consists of displacement measurements by GPS, and a back analysis of measured data. The use of GPS has a great advantage, because of the fact that continuous displacement measurements with high accuracy for a large extent of concerned area can be easily achieved. On the other hand, the back analysis can reveal the mechanical characteristics of the ground, which make it possible to assess the stability of slopes quantitatively.

Block Cave mining is one method used to extract ore from underground diamond mines as well as other massive orebodies such as copper. This necessitates the excavation of many kilometers of tunnel within the ore body. The integrity of these excavations needs to be maintained over a number of years. Most Kimberlites and weak orebodies are extremely susceptible to degradation when exposed to moisture and the atmosphere. It is therefore essential that some form of weathering protection is applied as soon as possible after exposure. Conventional methods of weathering protection such as shotcrete do not easily fit in with the production schedule, hence the need for a more efficient system that could be applied immediately after exposure and serve as a temporary support or even as a permanent support medium. The main advantages of thin sprayed liners (TSL) compared to shotcrete are the ease of application, speed of application, early strength, much reduced transportation of material, less labour intensive and cost effectiveness. Several Thin Sprayed Liners suitable for various mining environments and geotechnical conditions are available and could be well suited as additional support the undercut level development in a block cave where this may be required. TSL offer a cost effective support solution as an alternative to shotcrete in areas where the building of a support structure is not a requirement.
