A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

ABSTRACT: A three dimensional constitutive law for swelling rock is presented. It can be applied to the osmotic swelling of mudstone as well as to the swelling of rocks containing anhydrite. It describes the development of time-dependent strains and stresses due to swelling considering elastic and viskoplastic behaviour. Furthermore an anisotropic swelling behaviour can be considered. This constitutive model was implemented within a numerical computation program according to the finite element method and calibrated on the basis of the results of measurements in the investigation drift of the Freudenstein tunnel which is completely located in the unleached Gypsum Keuper. A parameter combination could be found which results in a good agreement between numerical solutions and results of measurements. Therewith an analysis procedure which enables the design of tunnels in swelling rock is available. ZUSAMMENFASSUNG: Im vorliegenden Beitrag wird ein dreidimensionales Quellgesetz vorgestellt, das nach derzeitigem Kenntnisstand sowohl auf das osmotische Quellen von Tonsteinen als auch auf das Quellen anhydrithaltiger Ton- beziehungsweise Schluffsteine anwendbar ist. Das Stoffgesetz wurde in ein Finite-Elemente-Programm implementiert und anhand von Meßergebnissen des im unausgelaugten Gipskeuper liegenden Untersuchungsstollens des Freudensteintunnels kalibriert. Es ist gelungen, eine Kennwertkombination zu finden, mit der alle Meßergebnisse gut beschrieben werden können. Damit steht ein Bemessungsverfahren für Tunnel in quellfähigem Gebirge zur Verfügung. RÉSUMÉ: Dans l'article présent un loi de gonflement à trois dimensions est présenté, qui peut être appliqué aussi bien au gonflement osmotique de l'argile compactée q'au gonflement de l'argile compactée ou du limon compacté contenant de l'anhydrite. Le loi de comportement était implémenté dans un programme numérique d'éléments finis et calibré avec des résultats de mesures de la galerie de recherche du tunnel de Freudenstein, situé dans le Keuper de gypse non lessivé. On est réussi à trouver une combinaison de paramètres avec laquelle tous les résultats de mesures peuvent être bien décrits. Par ce moyen, une méthode de dimensionnement existe pour des tunnels dans de la roche capable de gonfler.

Theoretically, the main driver behind a mining operations? sourcing decision should differ from company to company, and within a company from project to project, but in reality it often relates to cost. Research confirms that there are a number of factors, including cost, to consider when choosing between in-house and outsourced mining. While the literature is rife with factors to consider, little information exists on how to apply these in practice and the relative importance of the different factors to be considered. A study was conducted to determine whether mining is truly a core competency for a mid-tier commodity specialist mining company. Furthermore, a decision-making framework for mining operations sourcing was developed, and the critical success factors that should be adhered to if outsourced mining is chosen were determined. The research showed that owner mining is not a core competency for the mining company investigated. A decision-making framework was developed using the order winner/order qualifier structure, which can be used to facilitate the mining sourcing decision. The most important tools at the disposal of a mine owner?s team to manage a contractor miner are the social and output control mechanisms, according to the critical success factors study.

Keywords: drying, steam drying, concentrates, copper, lead During the past twenty years steam drying has become a prominent technology for drying of non-ferrous metals concentrate. This is mainly because of its low energy consumption and very low emissions. The first applications of significant capacity were stationary steam dryers, which however, faced severe challenges in maintenance costs and availability. That technology was soon replaced by Kumera?s rotary steam drying technology, which has been the dominant technology in new dryer installations world-wide for the past ten years, ever since the first installation in Hamburg in 1999. There are ten Kumera steam dryers in operation today and five more to be commissioned during 2011. Practically every dryer is different owing to continuous development, new innovations and operational experience with continuous feedback from the operators. Most significant improvements relate to capacity increase with the Kumera steam-dryer family, new feeder systems at the wet end, a completely new design of the dry material discharge with increased availability, heating element design and material selection, and control systems. This paper discusses the modifications and improvements introduced which have enabled the Kumera steam dryer to become the global leader in new dryer installations.

Mechanical rock breakers are used in block caving operations to reduce the size of ore fragments which are too large to pass through grizzlys at the load-haul-dumper tipping points. Several layouts of grizzly, rock breaker and ore pass are possible. The authors evaluated three different layouts at the Premier Mine Division of De Beers Consolidated Mines. The first layout consisted of a 15m surge bin before the breaker, which was located 15 m below the production level. The second layout had a 43 m longs urge bin, with the breaker located 43 m below the production level. The third layout did not have a surge bin, the breaker was located on the production level and operated at the tip. The ore throughput, availability and utilisation, delays, costs and operational experience with each system are discussed. It was found that the rock breakers did not represent a bottleneck in the ore transfer system and a surge bin did not significantly improve the production capacity. The mine has decided to make use of rock breakers situated on the production level, breaking rocks at the tip.

This paper illustrates the importance of failure mechanisms identification in order to define properly how to manage the residual risk. Testwork was done with two different adsorbents, Dowex-Minix gold-selective resin and activated carbon, to detemine their relative performances with regard to gold recovery from clarified low-grade solution employing a fixed-bed operation. The mill discharge from the milling-in-cyanide operation at a Witwatersrand gold mine was used as feed to the adsorption columns. A small amount of gold was leached during the milling process, so that this solution simulates, to a certain extent, a low-grade solution representative of a heap-leach operation. A speciation of the feed solution was done to establish which metal complexes were present in the milling-in-cyanide solution. This information was necessary to interpret metal loadings on the resin, as base metal cyanide species and their respective charges have an effect on the final gold loading capacity of the resin. Equilibrium isotherms were established for both adsorbents to estimate the rate of adsorbent flow anticipated for this specific feed solution. Breakthrough profiles were obtained at two different superficial linear velocities for each adsorbent. Mass transfer zone heights determined from the test work and the elution/regeneration time requirements were used to size a 150 m3/h full-scale plant for both adsorbents. A counter current configuration of adsorption columns, using three columns, should be suitable to recover gold effectively and to produce an effluent with a gold concentration below 0.01 mg/l. Based on the results obtained from the breakthrough tests, a preliminary techno-economic comparison was done between the resin-in-solution and carbon-in-solution options for the recovery of gold from low-grade solutions. This study indicated that the capital expenditure for a carbon-in-solution plant would be about 33 percent higher than that of a resin-in-solution plant. The operating expenditure for a resin-in-solution plant is expected to be only 60per cent of that for a carbon-in-solution plant. Keywords: resin-in-solution, carbon-in-solution, heap leach.

Accurate determination of platinum group metals (PGMs) and gold (Au) has always proven to be a difficult task, due to their low concentrations in platiniferous ores. The most common preconcentration technique used in analysis of these metals is fire assay with a flux containing nickel or lead. This technique can be improved by using co-collectors. Here we hypothesise that Fe, Co, and Cu can be used as co-collectors to enhance separation and preconcentration of PMGs and gold by fire assay. To test this hypothesis, geological exploration samples from Siyanda Union Mine (Northam, South Africa) were analysed by an inductively coupled plasma-optical emission spectrometer (ICP-OES) for PGMs (Pt, Pd, and Rh) and Au. A control sample (certified reference material AMIS 0426) was also analysed by the same technique. The PGM and Au recoveries from the control sample ranged from 83% to 105% for all three co-collectors, with relative standard deviations less than 10% for the control sample and 7% for the geological samples. The PGM and Au recoveries by Fe and Co co-collectors were modestly higher than that of the Cu-collector. These results indicate that Fe and Co are better co-collectors than Cu, presumably due to the loss of analyte when using Cu. Taken together, Fe and Co co-collectors can be viable alternatives for analysis of PGMs and gold using the fire assay method.

Examples are given of studies and investigations involving mineralogy in chemical-looping combustion, feed monitoring to platinum-smelting furnaces, and losses to slag in base metal and platinum smelting.

It is estimated that the tailings dam of the Mouteh Gold Mine, in Iran, contains more than 770 kg of gold. Microscopic analysis reveals that sulphide minerals and active carbon are the main sources of the gold in the tailings residue. Flotation and cyanidation tests on the samples of tailings were conducted. Flotation concentrates, containing around 87.79% of the gold, which were associated with sulphide minerals, were recovered. By regrinding, roasting, and cyanidation of the flotation concentrate, the gold dissolution recovery was in the range of 87.8 to 98.4%. Heavy metals and sulphates in acid mine drainage (AMD) can beadsorbed onto bentonite clay, leaving clean water and a heavy metal loaded clay precipitate as products. Due to the toxicity of heavy metals, the clay could not be disposed of safely in the past. A method was thus required to remove the heavy metal content from the clay. Acid leaching was proposed to liberate the heavy metals from the loaded clay. Sulphuric, nitric and hydrochloric acid were considered as lixiviants. Loaded clay samples were leached over a range of pH values from 1 to 3.5 to identify an optimum leaching condition. From the results it was found that metals can berecovered from loaded bentonite clay by means of acid leaching and the optimum pH for heavy metal liberation was found to be 2.5, with uranium as an exception, being optimally leached at a pH of 3. This allows for the possibility of selective leaching. Furthermore, X-ray diffraction analyses indicated that the clay structure did not deteriorate significantly during acid leaching, suggesting that the bentonite could be reused. The treatment of AMD with bentonite clay, and subsequent acid leaching of the clay, is a sustainable solution, and current outcomes could possibly lead to industrial implementation of the process during water purifying and metal recovery from waste streams. The gold mining industry in South Africa stands to benefit much from the implementation of the self-directed work team concept. Its introduction implies flatter hierarchical structures, empowerment of the workforce and increased participation. Research indicates that half of the initiatives to implement self-directed work teams, however, fail, and it is therefore imperative for companies to be aware of the factors impacting on the effectiveness of self-directed work teams in order to focus on these early in the implementation phase. The objective of the study was to qualitatively determine these factors. Semi-structured interviews based on the phenomenological method were carried out. The sample included members of, and individuals involved with, self-directed work teams (N= 26) from a large gold mining company in South Africa. Results show that most respondents rated the availability of resources to do their work as the most important factor affecting their effectiveness.

Increased competition in today’s global economy has put mineral industry under excessive pressure to effectively manage production assets to generate business wealth. Capital intensive industry (CII) organizations are seeking ways to manage skill resources, internal processes, and organizational networks with a view to reduce the cost of ownership of assets and increase efficiency of operations and service. The emerging concept of Enterprise Asset Management(EAM) is a collection of business processes that allow CII with right focus on return on investment on assets, to make right decisions on planning, acquisition, maintenance, operation, rehabilitation, and disposal of assets. Information technology (IT) can drive significant returns if the infrastructure covers seamlessly all business processes and all systems, like geographic information system, maintenance management, investment management, laboratory information management, and supervisory control and data acquisition system. The simple approach to IT in the past with disconnected silos of technology, information, and business processes cannot deliver the expected benefits under the modern business environment. Identification of business and application component is a prerequisite for the development of an asset management system that links effectively disciplined processes having characteristics of agility, speed, and integration. This paper discusses various issues and outlines the steps for developing an asset management roadmap in an organizsation. It also presents major business and application components of the system. Vibration levels on a variety of equipment in a South African opencast mine were measured in this study. The well-established ISO 2631-1 (1997) standard methodology was used for the computation of weighted root mean square (WRMS) and vibration dose value (VDV). This method was used to evaluate the whole-body vibration (WBV) on a wide range of equipment in the opencast mine using the two main parameters, namely the daily exposure A(8) which is based on the WRMS concept and the VDV which measures shocks. The results obtained show that while the majority of the equipment rendered exposure levels that are below the exposure limit value (ELV), exposure levels on about half of the equipment do exceed the exposure action levels. The study also highlights the importance of shock in the observed responses.

Finsch Mine is a kimberlite diamond mine located at Lime Acres in the Northern Cape Province of South Africa. The mine was founded in 1961 and started surface mining in 1964. Underground production commenced in 1990 using a modified blast-hole open stoping method for the mining of Blocks 1, 2 and 3. Block 4 is currently being mined as a block cave. The process of identifying and optimizing a method to mine the Block 5 orebody started in 1991, and in 2006 incline caving was identified as being technically feasible. This paper aims to document the process employed in developing this method by the Block 5 prefeasibility team as well as discuss the technical challenges encountered during this process. The paper commences with a history of Finsch Mine and highlights the complex geology and threat of sidewall failure that prompted the decision to use block caving as the mining method for Block 4. A literature study of mines that implemented mining methods upon which the incline cave was conceptualized is then presented. These practices were then used to form the basis for the designs on which the initial geotechnical modelling was done and built upon through an iterative process of modelling and design changes. The ventilation of the mining area, initial productivity simulation results, and the applicability of automation and comminution processes in the incline cave are also presented. The paper concludes with an investigation into some of the challenges of the mining method, and shows that that incline caving is a technical option available for further investigation in determining the optimal mining method to be employed at Block 5, Finsch Diamond Mine. The introduction of Extra Low Profile (XLP) mechanised equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations to achieve injury free sustainable production and cost effective mining technologies. The method allows for the introduction of a suite of XLP and Low Profile (LP) equipment in a narrow reef (1,2m) mining environment. For the first time it is now possible to achieve total trackless mechanisation at these stoping widths and XLP Breast mining has the potential to add more value when benchmarked with conventional mining and other mechanised methods. Various types of XLP equipment were tested at different sites within Anglo Platinum and this paper describes the XLP equipment evolution to-date. It concludes with recommendations on our future strategy regarding implementation and roll out of the XLP technology within Anglo Platinum.

Keywords: Pyrometallurgy, furnace, Bindura, nickel The smelter at Bindura Nickel Corporation processes concentrates from its own mines and other external sources. Concentrates are dried, smelted, and converted to a desulphurised matte (leach alloy) for further processing at the refinery. The smelter comprises a drying plant, submerged arc electric furnace, electrostatic precipitator, and three Peirce-Smith type converters capable of treating 150 000 tonnes of concentrates per year. Concentrates are dried in a rotary coal-fired kiln, blended with fluxes, and smelted in a six-in-line submerged-arc 15MW electric furnace. Slag is tapped and granulated for disposal, and matte is tapped at regular intervals for blowing in Peirce-Smith converters. The paper details the 37-year history of the smelter, including furnace rebuilds and operating parameters as they have evolved in response to changing feed compositions. Special challenges, particularly relating to the treatment of high talc concentrates, are also described.
