"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

The dynamic behaviour of plant circuits and the available instrumentation determine the control strategies that are appropriate for the duty of the mineral separation plant. Although steady state modelling is appropriate to provide the main requirements of grade and throughput capability of a plant, it is the dynamic characteristics that determine the tolerance of the plant to disturbances and also its controller ability. This paper explores these issues with respect to the additional use of dynamic modelling to achieve these objectives.

An analytical framework is formulated to assist mining companies in assessing the relative merits of mineral exploration and acquisition strategies. The anticipated costs, risks, and returns of each strategy are conceptualised using decision trees. Economic criteria - expected net present value, expected return per unit of investment, and the probability of success - for each strategy are derived(from the appropriate decision tree network. Application of the analytical framework is illustrated using the example of a medium-size company in the Canadian base metal sector.

In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

This case study shows that for a set of lognormal data with a low coefficient of variation the semi-variogram of the logs has almost the same shape as the semi-variogram of the raw data. This means that the variogram of the logs, which is numerically more stable, can be used to krige the raw data. This technique is tested on samples from a sedimentary gold deposit and the results compared to those obtained from ordinary and simple lognormal kriging.

Operations of the strip mine at Arnot Colliery are described, and the improved volumetric extraction of the in situ coal reserves that has been obtained by the application of strip-mining techniques is highlighted. An account is given of the major problems encountered during the early stages of the operation with particular reference to overburden removal. coal and parting handling, and transportation. The techniques used in dealing with the problems and the current degree of success in overcoming them are outlined.

The above paper is an important contribution to the field of physicochemical studies in ferromanganese production. The authors are to be congratulated on the well planned and competently executed experimental work and on the interpretation of the data. Although the paper is essentially descriptive, the results lend themselves to thermodynamic interpretation (but in such a complex system as that studied this cannot be done rigorously), as well as to an examination of the probable reduction mechanisms that operate at various stages.

This paper explores the behaviour of methane in the goaf during longwall mining, together with some methods for the control of methane emissions into the goaf, the working face, and the ventilation system. Experimental work done at Twistdraai Colliery, Sasol Coal, is referred to, as well as the gas-drainage system being practised at West Cliff Colliery in New South Wales, Australia. Gas drainage is discussed briefly, and certain suggestions are made in regard to coal mining in South Africa.

As a graduate with only Mathematics I in my curriculum, I am unable to comment on the mathematical treatment of the factors affecting his supply/demand model, but the logic does not escape me. The main conclusion is that any excess of supply to the spot gold market will depress the price in a normal market, and particularly in a falling market.

"Brick manufacturers supply a variety of uniquely coloured facebricks to the building industry, which requires a high level of colour consistency in the products. Colour variation in bricks is influenced by the composition and consistency of the white clay raw material. By blending varieties of naturally occurring white clay the manufacturers produce a unique range of facebrick products. Homogeneity of the white clay raw materials mined at Lenasia is crucial for producing bricks of consistent colour. Geostatistical investigations of the major element distributions (SiO2, Al2O3, Fe2O3, and K2O) and loss on ignition (LoI) were conducted. An analysis of the spatial continuity of these variables followed by ordinary kriging indicated that the upper white clay layer at Lenasia is richer in K2O and Fe2O3 than the lower layer. Consistency in the colour of facebricks depends critically on careful management of the variability in the K2O and Fe2O3 content of the clays. The geostatistical approach to understanding the distribution of elements in the clay allows miners to construct clay stockpiles of consistent quality for feeding the brick-making process. Geostatistical investigation of the chemical contents in other clay domains within the deposit is recommended, and could be extended to all facebrick manufacturers to assist in improving the colour consistency of their products. IntroductionMost clay in South Africa is used in the manufacturing of tiles, pipes, bricks, whiteware, refractories, and pottery. Bricks are manufactured from a wide variety of clay types, the behaviour of which during firing depends critically on the the clay mineralogy and chemical composition, but this relationship not well understood (Stein, 1982). The variety among clay deposits is related to the different processes of formation (Deer, Howie, and Zussman, 1992). The geochemical composition of the clay can vary between layers and within the same layer in an individual deposit (Lurie, 1984). The properties of clay minerals are determined by their structures and the different combinations of silicate layers, cations, and hydroxyl ions (Kingery, Bowen, and Uhlmann, 1976). South African clays can be classified as either kaolinite or montmorillonite and are seldom found in a pure form (Lurie, 1984). Different clay minerals affect the drying, forming, firing behaviour, colour, and quality of the brick product in different ways. Laboratory tests (full physical analysis) can indicate the suitability of a clay for the manufacture of ceramic products. The minerals most essential for the manufacturing of clay brick products are kaolinite, illite, and quartz (Stein, 1982)."

The aqueous chemistry of niobium and tantalum compounds with hydrofluoric acid is a mature field of investigation. In contrast, very little attention has been paid to reactions of these compounds in non-aqueous environments. Similarly, reactions of elemental fluorine with niobium and tantalum compounds have received little more than cursory attention in literature. This work discusses the isothermal reaction kinetics derived from thermogravimetry, using a less redundant approach than is currently the standard. We also discuss the most likely kinetic models for this reaction.

South Africa is reliant on coal for the generation of almost all the electricity used in the country, and several large industrial concerns such as Sasol are also coal based. Research relating to the mining, beneficiation and utilization of coal is important in order to ensure the optimal exploitation and use of coal within the country. The Fuel Research Institute (FRI) of South Africa was established in 1930 to investigate all aspects of coal beneficiation and utilization in South Africa. The FRI went on to conduct world-class research and in 1957 a pilot coal preparation plant was constructed in Pretoria to enable large-scale practical experimentation. The pilot plant played a pivotal role in the establishment of South Africa?s low ash coal export project. Political and economic factors contributed to the eventual closure of the FRI and South Africa experienced a period of about 10 years between 1990 and 1999 during which very little public coal preparation research was done. This changed for the better towards the end of 1999 when Coaltech 2020, a collaborative research program was established. Participants included the CSIR, universities, the government and the major coal producers. Coal preparation research conducted under Coaltech thus far include dewatering and drying of fine coal, size classification of ultra-fine coal and dense-medium fine coal beneficiation. Currently, the Coaltech focus is on the beneficiation of low-grade coal reserves and is investigating existing as well as new techniques that can be utilized to provide cost-effective beneficiation of low-grade raw coals and reject coals.

A study of the dissolution of gold from a pyrite concentrate and from various calcines is reported. The percentage extraction of gold was found to decrease with increasing sulphur content in the material leached because of the porosity of the materials, and particularly because of the passivation of the anodic dissolution of gold when the gold was In contact with other conducting minerals. This is explained in terms of the current-potential curves for the oxidation of gold and the reduction of dissolved oxygen.

This paper presents a method that enables one to estimate the risk-adjusted discount rate. that should be used In project discounted cash-flow analysis. The risk-adjustment process is carried out via the capital asset pricing model of modern finance theory, in which the appropriate measure of risk is the beta coefficient of the project concerned. The resulting discount rate thus depends on the properties of the project Itself, and not on the nature or cost of the capital of the firm considering the investment.

The role of large, ultra-high-powered arc furnaces in a fully integrated steelworks for the production of flat products is outlined, and an account is given of the technological improvements that have been implemented over the past few years to enable the arc furnace to remain competitive against the conventional route using blast furnaces and top-blown-oxygen steelmaking (LD). Modern secondary refining facilities have been installed, enabling the arc furnace to operate at high production rates in the manufacture of high-quality flat products.

Tuzla Coal Basin in Bosnia and Herzegovina is the largest coal area in the State. Regional mining industry sensed the need for mining machinery database development in order to achieve easier planning purposes and equipment selection for open cast mines in Tuzla Coal Basin. Several databases for mining machinery used on the bituminous deposits, i.e. on brown coal and lignite mines, were developed at the Faculty of Mining, Geology and Civil Engineering, Tuzla. System Development Method was used as the approach to the database development, generating relational structure of database. First database was established for trucks and was presented as simple table, drawn and filled on the paper sheet. In the next phase, data were stored in spreadsheet type software (Quattro Pro and Excel). Lately developed database is Bucket Wheel Excavator database designed in MS Access. Two concepts, spreadsheet and Access, were integrated into one large database, enabling manipulation of hundreds of data at one place. Required adaptations of existing database in MS Access, enables Access to be used as an integration resource. Database is designed to reserve free memory for input data for mining equipment not considered so far, such as spreaders, crushers, belt conveyors, tripper cars, etc. New, integrated database, at this stage, can be imported to any type of commercial or individual software where needed. Mining machinery integrated database for open cast mine operations is under going testing in a State company, Coal Mines Tuzla. Lebowa Platinum Mines has been in operation since the late 1960s and is a relatively small producer compared to Anglo Platinum?s other operations. The mine has never had substantial capital investment to expand its production scale even though its resource base is estimated in excess of 100 years at current mining rates. It is forecast that the mine will become unprofitable after 2008 due to the workings of the ageing infrastructure, the Merensky Reef operations being further from the shafts, decrease in productivity and increase in operating costs. In order to reverse the forecast decline in operational inefficiencies and profitability the replacement of the Merensky Reef operations at Vertical and UM2 shafts with the development of a 120 Ktpm Brakfontein Merensky Reef Mines is in progress. This paper covers the operational readiness framework developed from the control budget estimate and outlines an integrated business process adopted to ensure that the requirements of the investment proposal are met. The operational readiness framework, which addresses the transition process, will ensure that at operational start-up, all appropriate operating systems, procedures, information and legal requirements are in place, whereas the business integration process will aim to develop and sustain an organization with the appropriate infrastructure and workforce equipped with the necessary skills to meet Brakfontein?s requirement, and where possible embark on an optimized accelerated production initiative to ensure that the objectives of the investment proposal are sustained. The Bond standard grindability test provides a Work Index that is widely used to estimate the energy required for grinding, but the test cannot be applied to fine materials such as plant tailings and middlings. For such materials, a comparative grinding test must be used in which a reference material from an operating plant is ground in a laboratory mill to determine the 'equivalent' energy consumption per revolution of the laboratory mill. As the Bond grindability test mill and its operating conditions are specified, its equivalent energy consumption per revolution should be a constant, here designated as B. Once B has been determined, the mill can be used to estimate the grindability of fine materials without the need for reference materials. A value of B can be calculated from any Bond grindability test, and 245 tests that were conducted at Mintek were examined to determine its value. A wide range of values was found, but most of them were grouped around 198 x 10- 7 kWh/rev, which is taken as the best estimate of B that is available at present. Values of B that are not close to this figure are obtained from materials for which the Bond grindability test gives misleading or 'spurious' Work Indexes. These spurious Work Indexes lead to the apparent departure of B from its true value. Some limitations of the Bond grindability test arise from its use of a mill without litters and of screening, instead of classification, to close the circuit.
