The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

Genstar's underground mine at Texas, MD experienced a failure of the mine roof and subsequent damage to an underground backfill caused by surface floodwaters. A hydraulic backfilling program was developed in house to stabilize temporary repairs to the mine roof, replace 2300 yards of pneumatically stowed backfill, and complete a permanent repair to the mine roof. A flowable backfill material was developed, tested, and later marketed as the result of experience gained during this project. In addition, Genstar personnel developed backfilling techniques to meet the requirements of the repairs and completed work without the additional expense of non company services or contractors.

During the period of 1973-79, an extensive period of research and development was undertaken by Klimpel and coworkers (1980, 1981, 1982a, 1982b, 1983. 1984, 1987) on the identification of a commercially viable chemically assisted approach to improving the efficiency of the wet grinding of coals and ores in tumbling media mills. The emphasis of the previous publications just listed was on the engineering use implications of controlling-slurry viscosity (rheology) in laboratory and plant scale grinding devices. In this paper, some discussion and results pertaining to the actual chemical screening phase will be presented.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.

The human requirements have increased rapidly depending on population density and urbanization thus industrialization has grown steadily. As a result of the situation, the greenhouse gas emissions into the atmosphere and the global warming have increased slowly. Today this effect has continued to increase. Therefore, the effects of greenhouse gases in all areas of production must be controlled. The study presents the methods of determination the CO2 emissions (CO2-e) and energy consumption in aggregate production. The aggregate constitute approximately 70% by volume of concrete that has widespread use as construction material in the world. One of the most important elements in today's terms is sustainable use of resources and minimum CO2 emissions (CO2 + CO + NOx + CH4.vb.) at every stage of production of aggregate. Therefore, these elements must be taken into consideration in the aggregate production standards. The choice of production method of aggregate is very important for optimum use of energy and effects of greenhouse gas emissions. So the properties of the aggregate material must be known well to obtain the target. Within the scope of this study, the unit value of CO2-e that release when the production of aggregate in different formations is determined for our country. Thus, the effects of green house gas emission can be evaluated according to the characteristics of material in aggregate production planning. In this study, energies consumed during the production of aggregates at a quarry in Istanbul Cendere region were investigated by taking the different formations encountered at the quarry into consideration. The unit CO2 emission values per ton of produced aggregates were calculated as a result of this investigation. Besides, energy consumption values of previous months at this quarry were taken and the unit CO2 emission values were also calculated.

In response to a request from the Mine Safety and Health Administration, the Bureau of Mines has recently completed a respirable dust survey of 18 U.S. coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure of workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than 2 hours.

The manual moisture determination methods employed today by mineral processing plants falls short in providing timely information required for automatic control. The costs associated with transporting and handling concentrates still represent a major portion of the overall treatment price. When considering the cash flow of a mining operation, that is governed by both the smelter contract, with moisture penalties and the quantity and quality of the concentrates shipped, an efficient method of on-line moisture content would be a welcome tool. A novel on-line determination system for ore concentrate moisture content would replace the normally tedious classic manual procedure. Since the introduction of microelectronic¬based control systems, operators have strived to reduce the treatment costs to the minimum therefore a representative and timely determination of on-line moisture content becomes vital for control set points and timely feedback. Reliable sensors have long been on the "wish list" of mineral processors since the problem has always been that you can only control what you can measure. Today, the task of moisture determination is still done in the classical technique of loss in weight utilizing uncontrolled procedures. These same methods were introduced in the earliest base metal concentrators. Generally, it is acceptable to have ore concentrate moisture content vary within a range of 7 to 9%. Many times, delays in manually achieving reliable feedback on the moisture content results in the moisture varying from 5 to 12% before corrective actions can be made. This paper first reviews the traditional and widely available methods for determining moisture content in granular materials by applying physical principals and properties to measure moisture content. All methods are in some form affected when employed on mineral ore concentrates. This paper describes a unique and promising on-line moisture sensor in two mineral processing applications, which not only automates the tedious tasks but also results in reliable moisture feedback that can be used in the optimization of the de-watering process equipment such as pressure or vacuum filters and fuel-fired driers. Finally, two measurement applications will be presented to indicate the usefulness and to summarize the measurement requirements for the proposed method of employing drag force and mechanical properties of the material itself to determine the moisture content.

In this study, the formation of zeolites around Kizkapan and Karlikoy villages (Sothwest Kesan) were investigated. In this region, stratigrafically, Upper Eocene Kesan Formation, i.e. sandstone and rarely shale are observed at the bottom. Early Middle-Oligocene Yenimuhacir Formation is composed of sandstone, marl and tuffs. The zeolitisation is determined in the dasitic tuffs of the Yenimuhacir Formation. In this tuffs' zone, alteration had primarily resulted in zeolites, mainly mordenite, heulandite-clinoptiIolite. Silicification and alteration to clay minerals are also common. The Miocene-Pliocene Ergene Formation and alluvium deposits are the top units in the area. In the studied area, zeolite occurences have economic importance. The results show that successively rapid and short term periods are responsible for the clinoptilolite-heuylandite formations. The homogene chemistry of the solutions may be evaluated for a possible successive zeolitisation period. Multi-periodic vocanic activity and also circulation of thermal water had resulted in a continous dissolution of volcanic glass; moreover, resulted in the formation of suitable conditions of zeolite formation. The mineral crystallization sequences and alteration products as zeolites within the wall-rock, circulated solution reaction depends on a serie of parameters such as chemical composition of both initial materials and volcanic solutions during rock¬solution interaction period. The previous researches and the chemical studies support our results and observations in the studied area. The aim of this study is to investigate the presence of zeolitisation and to explain the formation steps of zeolitisation in Kesan Area by considering the content and distribution of major and minor elements determined in zeolite bearing tuffs. The chemical structures of both zeolite bearing volcanics and zeolite minerals are compared to the results of previous studies. Two dimentional behaviours of major and minor elements were discussed in order to caracterize zeolitisation development and to postulate a probable formation type of zeolitic alteration.

INTRODUCTION This paper traces the application of High Pressure Grinding Rolls (HPGR) at industrial and pilot scale in Australia. The Argyle Diamond Mine installed the first of two smooth segmented HPGRs during 1990 in an open-circuit secondary-tertiary crushing application to increase throughput. In 2002 a third HPGR was added to improve liberation and so increase the recovery of smaller diamonds. The latest improvements in wear technology (tyre with tungsten carbide studs) were incorporated in the design of this machine. Extensive HPGR pilot-plant trials were undertaken during the 1990s at both the Kalgoorlie Consolidate Gold Mine and the Boddington Gold Mine. The purpose of these trials was to evaluate HPGR as a method to increase throughput, as an alternative to SAG milling, and also to ascertain if downstream benefits existed. One of the challenges for HPGR circuit designers is to translate what occurs at small laboratory and pilot scale into what is likely to happen in a full-scale circuit. Scale-up from pilot machine results is normally recommended by manufacturers. However, such tests need relatively large quantities of material, particularly if meaningful data on wear are to be obtained. Laboratory tests are preferable, as they need relatively small quantities of ore, but may be questioned in terms of how they relate to full-scale operation. Modelling and simulation have played a particularly important role in this respect in Australia. Models are available which have proven to be very accurate at being able to scale throughput and specific energy response from laboratory to industrial machines. More recently, work in Australia has also been done in developing a model which has the potential to scale laboratory wear data as well.

Historically, Vanadium and Uranium have been precipitated together in carbonate sill circuits. A separation of the salts of the two metals was then made on the basis of the fact that the reduced, salts of vanadium are more solo to and those of uranium lose soluble than the respective salts of higher valence. In practice this was carried out by fusing the precipitated combined concentrate with salt, sodium carbonate and sodium hydroxide with oil soaked sawdust mixed into the charge as the reducing agent. Generally the fusion was carried out batch wise and the resulting slag or glass leached in water. A good, fusion and three or four decantation washes resulted in almost complete recovery of the vanadium in the liquid phase and a very high recovery of the uranium as a dense black U02 solid.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). The increasing volume of wastes being generated by industry is a legacy of the industrial revolution and subsequent industrial growth. Social and regulatory pressures have been mounting on industry to improve its waste management practices. In many industrial sectors, waste disposal has been the only method of waste management. Land farming, underground burial, deep wells and incineration are still practiced. Often, concentration and volume reduction of waste streams are also practiced to reduce the waste management costs. In the recent years, there has been emphasis on waste minimization. Since the 19th century, industry has practiced recycling of usable resources as a way of handling unwanted byproducts. The mining industry has recovered or extracted economic minerals from tailings for decades. For example, during the gold rush period of 1970s, extraction of gold from tailings dams became economically attractive. Similarly, when it was economical, coal and shale fractions have also been recovered from tailings and refuge materials for commercial uses. In the steel industry, with the development of new furnace technology, recycling of flue dust and scrap iron was practiced as early as in the 19th century. Before 1900, there was little incentive for the industry to reduce the waste volumes. Manufacturers, however, did see a rationale for adopting profit-increasing techniques. They made an effort to recover and recycle economic materials from waste sources. One of the pioneering examples of resource recovery is the coke making industry. As the industry was market driven, products recycled from coke batteries included ammonia for use in fertilizers, gas for power generation and heating, and tar for road construction, wood preservation and roofing. Tar had been avery troublesome waste byproduct. But it quickly became a valuable chemical raw material, providing the foundation for Germany's dominance of the world's dye and medicine markets before World War I. Similar trends evolved in the chemical industry. In the context of current environmental regulations and escalating mining and processing costs, recycling of re- [ ] sources is becoming economically more attractive. Solid and liquid wastes generated by industries contain a range of inorganic and organic contaminants. Among these contaminants, metals and hydrocarbons form major groups. Treatment of these wastes is essential to meet regulatory disposal requirements. In the recent years, based on the principles of chemical and mineral process engineering, processes have been developed to treat these industrial wastes. This article reviews some of the processes that have made impacts and have proven to be effective at commercial scales.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. If you have ever driven on the Autobahns of Western Germany, you are well acquainted with the "fast lane." There is no speed limit; there are only two lanes in the direction you are going, and if you choose to drive in the fast lane, you had better be prepared to drive faster than anyone or someone will tailgate you with a constant screeching horn until you move to the "slow lane." The prize for this mastery of the fast lane is some kind of a "macho" feeling and getting to your destination sooner than your competitor. This has some comparisons with today Is liquid-sol id separation. We've certainly had our moments in the fast lane but we've also had other countries forcing us into the slow lane at times. It can be very embarassing when someone almost runs over your back and then shakes a fist at you as you shakily scatter to the much slower and overcrowded lane. Because of necessity, there will be many new improvements and added requirements in the next decades into the 21st century and beyond. Those countries and industries that can maintain the pace in the fast lane will be successful while the others may well be relegated to the non-competitive lane. Before considering what will be the challenges in the future for competitive liquid-sol id separation performance, it would be wise to review progress over the past forty years in this area. The author has to admit his ancient age and believes he can act as an evaluator of these many advances.
