European industrial policy seeks to provide the right framework conditions to allow companies to develop and innovate and to make the EU an attractive place for job creation. This includes providing the basis for a competitive manufacturing industry which provides around 20% of EU economic output and employment for about 34 million people. The EU non-energy extractive industry with an annual turnover of around ?40 billion and a direct workforce of about 270,000 people is considerably smaller, but it plays a vital role in providing much of the manufacturing sector with raw materials. It also supplies very large quantities of minerals such as aggregates and natural stone to the construction industry, facilitating the development of modern infrastructure such as roads, railways, houses, schools and hospitals. However, despite an active extractive industry, Europe is increasingly dependent on imports of raw materials and particularly metallic ores and concentrates. In 2005, the trade deficit for minerals was in excess of ?11 billion, of which ?10 billion related to metallic minerals. Such import dependency is not a new phenomenon, but the rapid industrialisation of developing countries such as China and India has significantly increased global demand, resulting in large price increases for downstream industries and at times, bottlenecks in supply. The impact of this and other competitive pressures on some sectors of the European manufacturing industry, including the possibility of them being lost to lower cost countries outside Europe, has moved the issue of industrial policy and access to raw materials up the political agenda. A number of measures have already been announced by the European Commission to address these issues including: - The analysis of the competitiveness of individual industrial sectors, in order to understand their specific needs and take account of the particular opportunities and challenges they face.

Along with the inexpensive availability of computing hardware, a proliferation of powerful personal computers is being realized throughout the mining industry. People from every arena within the industry are designing, developing, and/or applying mining specific software, which is increasing at a rapid rate. In this section applications (or potential applications) that are being made in the analysis and design of mine systems are discussed, including the design of compressed air networks, the simulation of hoisting operations, analysis of longwall face maintenance, and a summary of computer and software applications for analysis and design of coal operations. In "Computer Aided Design of Mine Compressed Air Networks" the authors describe software, called CompAir, and the underlying theoretical and mathematical foundations of it that can be used to make accurate, cost-effective designs of compressed air systems for mines. It includes algorithms for network analysis and the optimization of pipe diameters. The techniques embodied in the software replace traditional rule-of-thumb approximations which have been used in the past and avoid the operating problems that often result from using average, steady-state parameter values, estimated for ideal operating conditions. CompAir, coded in Turbo Pascal for personal computer use, bases calculations on compressible fluid theory, which gives more accurate results than incompressible fluid theory whenever high flow rates or long line distances are involved. The net- work and pipe diameter analysis is formulated as a nonlinear programming problem. The solution technique requires a trial and error approach that iteratively applies the unconstrained optimal pipe diameter algorithm to successive solutions of the constrained network problem until the diameters become "fixed." The authors conclude by recommending the use of a mine-wide monitoring system to improve cost control and provide a better understanding of flow regimes in compressed air networks.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. INTRODUCTION Coal is forecast to be an increasingly important and economical source of energy for the future as the supply of oil and gas declines relative to overall energy demand and perhaps in absolute quantities produced. With the decline in productivity, especially in underground mining, in the early seventies coinciding with the need to produce greater quantities of coal for market, a gradual change from room-and-pillar mining to longwall mining has been taking place in the United States. Consolidation Coal Company (Consul) produces about 50 million tons of coal per year with approximately 66% being from underground mines. Most of the mines are located in the Appalachian Region in the States of Pennsylvania, West Virginia and Virginia, and in Ohio and Illinois. Coal is produced by the room-and-pillar mining method with continuous mining machines in addition to an increasing number of longwall mining faces. Continuous mining machines will continue to be used for driving longwall development entries as well as in areas where partial extraction must be practiced in order to support the overburden rock because of surface structures or in areas that cannot be subsided, or where unfavorable geologic conditions limit the application of the longwall mining methods. ROOM-AND-PILLAR MINING METHOD Some background in the room-and-pillar mining method may be helpful to provide perspective. This method has been widely practiced since the beginning of coal mining in the region. It is a flexible system because it can provide either partial or nearly complete extraction, and coal pillars can be left where needed to support surface structures or oil or gas wells or because of unfavorable geologic conditions (Choi, Dahl and McCain, 1980).

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

Ion-exchange fibres (IEF) were prepared by the ir­radiation grafting of styrene onto polypropylene, which was then subsequently functionalized. Strong- and weak-base exchangers were prepared and evaluated Tor their ability to extract gold cyanide selectively. The IEF prepared had loading capacities similar to those of the corresponding resins and they had good selectivities for gold cyanide when contacted with a mixed metal-cyanide solution. The expected advantage of IEF over granular exchangers, that of faster kinetics, was illustrated. The strong-base Iibre in particular seemed to be very effective for the extraction of gold cyanide from dilute solutions such as return-dam waters.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

The Iron Ore Company of Canada has now been operating a computer for the grading or blending of direct shipping ores for two years. This paper deals with the computer application pertaining to the grading of direct shipping ore. It consists of five sections. The first part deals briefly with a description of the operation of the Iron Ore Company of Canada; the second with the source and flow of the various data required to grade or blend ore; the third briefly outlines the computer programs used in this application; the fourth illustrates the mathematical approach used to properly blend ore. The final section briefly describes other technical computer programs.

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. "Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

INTRODUCTION The role of comminution and related unit operations in mineral processing applications is of major importance. This is especially true in terms of operating costs, since these unit operations represent the major fraction of the overall processing costs. Due to the broad scope and the large number of unit processes and machines involved, Section 3 is divided into five subsections. In Section 3A, General Aspects of Comminution, topics covered include history, terminology, particle¬size distributions, classes of comminution machines, testing and calcu¬lation procedures, and simulation and modeling. In Section 3B, Crush¬ing. the subjects include jaw crushers, gyratory crushers, cone crushers, hammermills, and impactors. The chapters of Section 3C, Grinding, cover aspects common to tumbling mills, ball mills, rod mills, autogenous mills, pebble mills, roller mills, fluid energy mills, other types of grinding machines, and grinding costs. Section 3D, Classification, coverage includes classification theory, hydrocyclones, and mechanical classifiers, and in Section 3E, Screening, the topics presented are classes of screens, selection of vibrating screens, sieve bend screens, and screening media. About five years after the Handbook was begun, Section 3 was unfortunately without an editor or contributors for over half of the chapters. A committee was then organized to expedite completion of the section. When this committee contacted the persons who had agreed to contribute to the section, it was found that many of them wished to resign from their earlier voluntary obligation to AIME. Therefore the committee had to find new contributors for these chap¬ters in addition to other chapters in Section 3. Since there had been no previous effort to locate contributors for Air Classification, Dust Collection, and Washing and Scrubbing, it was agreed to delete these subsections. In Section 3, equipment availability, capacity, and performance data from various manufacturers and users are provided for engineer¬ing use. Selected data from existing installations are also included. The machines that are being used in comminution, classification, and screening are described in detail, and drawings, photographs, and diagrams are presented to supplement the descriptive material. The editors thank and acknowledge the generous effort of the many contributors, some of whom were called upon five or more years after the Handbook was started. It is regretted that Fred C. Bond, who was a member of the committee formed to complete this section, was deceased before the section was finished. During the time that he worked with the committee, he contributed a great deal as an author and councilor.
