Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

AMAX Coal Company's Belle Ayr coal dryer is the first industry attempt to commercialize sub-bituminous coal drying which has been the subject of laboratory and pilot plant tests for almost two decades. This paper presents the historical background, construction, start-up and operation of this adaption of fluidized bed coal drying technology to Powder River Basin coal. The flowsheet and operational problems encountered during plant start-up are discussed together with general material balance and product quality.

Computer simtiation is a technique that has beers around for many years. The past four years since the 2008 MINExpo have been a roller coaster ride for the mining industry, with highs and lows and everything in between. One of the natural consequences of this uncertainty has been a number of significant consolidations and mergers, and this trend has trickled down into the crushing industry. And while there have been some significant changes to this sector of the mining industry, many of the big players have weathered the storm. The following is a look at some of the mineral processing companies that will be at MINExpo. McLanahan Corp. McLanahan Corp. is an example of the changes in the sector. The crushing and grinding stalwart acquired Universal Engineering, expanding its traditional focus on soft mineral crushing to hard rock crushing. Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

The Bismark Mine is located in northern Chihuahua, 150 km southwest of Ciudad Juarez. The ore deposit was discovered in 1979, and was placed in production in 1992. The production rate is about 2400 tpd from an ore reserve of 8.5M tonnes. Grades average about 8 % Zn, 0.5 % Pb, 0.2 % Cu and 50 g Ag per tonne. Substantial inflows of water into the under-ground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark was operated through a joint venture, Minera Bismark, S.A. de C.V., with U.S. and Mexican partners, but since early 1993, it is wholly Mexican-owned and operated.

Pattison Mine is a small sandstone mine located in Iowa. The sandstones produced by the mine are not common construction and aggregate materials. The stones are used to produce a special type of sand for hydraulic fracturing, a critical technique for recovering tight gas and shale gas. These sandstones are very different from the minerals and rocks which have been studied extensively in mining. On the one hand, they are brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, they are friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, a research program was set up by the mine and Missouri University of Science and Technology. This paper discusses the preliminary results of this investigation.

A two-step flotation scheme was employed to beneficiate a low-grade, cherty-calcareous rock phosphate ore from the Jhabua district, Madhya Pradesh, India. In the first stage, apatite and calcite ire floated together to remove silica, and, in the second stage, calcite is floated and apatite is depressed. The reagent scheme consists of sodium oleate, sodium silicate, orthophosphoric acid and sulfuric acid. The effect of reagent dosages on the efficiencies of separtition in each stage was studied systematically. A flowsheet was proposed for the processing of a low-grade phosphate ore containing 12.5% P2O5, 26.5% SiO2 and a CaO/P2O5 ratio of 2.64 (=32% calcite). The proposed flowsheet would produce a composite phosphate concentrate containing 27.2% P2O5, 6.37% SiO2 and a much reduced CaO/P205 ratio of 1.66. The total P2O5 recovery for the composite concentrate would be 73% .

Tailings dam failures have been occurring in recent years. They are considered more vulnerable than hydraulic dams due to the lack of regulations on specific design criteria, and stability requirements regarding monitoring during the construction and maintenance process. Thus, monitoring the dam is essential to know the dam's existing state and ensure its safety. One of the reasons tailings storage facilities fail is slope instability caused by moisture content. A relationship does exist between moisture content and surface strength, early detection of seepage would help to assess the physical condition of the dam. Moreover, to cover the tailings dam area in an efficient way Unmanned Aerial Vehicles (UAVs) are suitable because of their versatility and high-resolution data acquisition. Mounted with a high-resolution RGB camera, and thermal, or hyperspectral sensors UAVs can acquire good quality images that combined with image analysis and machine learning algorithms yield a good estimate of soil moisture.

Flotation reagents are critical to the optimum performance of flotation circuits. How a flotation reagent performs within the first few cells of a flotation train is a key indicator of how well it will perform throughout the entire circuit. A method to compare reagent performance was recently developed by Ashland Water Technologies. The procedure involves collecting a timed sample of concentrate from each cell and then measuring the volume of the settled solids. An estimate of the percentage of concentrate collected from each cell can then be mathematically determined, providing an understanding of the recovery changes in each cell. Data from trials at a coal flotation circuit are used to demonstrate the method's validity.

Barrick Goldstrike Mines, Inc. Betze-Post open pit operations, located in northeastern Nevada, have experienced slope instability attributed to the presence of generally weak rock mass conditions, local adverse structural geology and perched groundwater. Ground movements are monitored with acombination of optical survey, extensometers, inclinometers, and time domain reflectometry (TDR).The slope monitoring system at Goldstrike includes two robotics theodolites, which provide real-time coverage for all highwall areas. Survey instruments are housed in specially designed climate controlled shelters in locations where all slopes can be observed. A “remote” computer housed with each theodolite collects data. The “base” computer, located in the mine offices, is used to access data from the remote computers via radio modem.

This paper describes the microbiology basics underlying heap and tank biooxidation of metal sulfide ores and concentrates. The primary organisms are identified and described along with the reactions they catalyze and their growth requirements. Also described is the interaction between ore leaching bacteria and the leaching environment in terms of solution chemistry, temperature, and mineral precipitation. Specific factors and agents that stimulate or inhibit growth and activity of ore bioleaching will be identified. Some of these factors are organism-specific and others are generic for microorganisms that grow under acidic conditions. Current knowledge of the limits of bioleaching in terms of dissolved ions in leach solutions, pH, and temperature will be summarized.

Vermiculite is currently mined from shallow (less than 25 m or 80 ft) surface deposits throughout the world. The largest producers are Palabora Mining of Phalabowra, South Africa (ore stock is a phlogopitemica), Xinjiang Yuli Xinlong Vermiculite of Korla, China, and W.R. Grace of Enoree, SC (ore stock is a biotite mica). Smaller operations are in Australia, Brazil, Russia and Zimbabwe. They also produce vermiculite on a continuous basis but do not export any significant amounts of product to North America. Intermittent and poorly documented production on a minor scale is reported from Argentina, Egypt, India and Uganda. Worldwide vermiculite production in 2004 increased1.7 percent to 432.8 kt (477,000 st). North American production declined, while African and Chinese production continued to increase.

The authors previously had developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the Safe Performance Index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

"Specialized numerical modeling codes have been developed over the years to estimate ground stresses during the excavation of coal in underground mines. One of these tools, MULSIM, a displacement discontinuity boundary element code, was last developed by Zipf into a version called MULSIM/NL [USBM 1992a, 1992b]. The code was used frequently in years past, but closure of the Bureau of Mines in 1996 marked the beginning of a pause in its development. A similar tool with distinctly different treatment of overburden idealization, LaModel, was subsequently developed [Heasley 1997] and largely displaced MULSIM/NL in the literature. However, recent work modeling deep western longwall coal mines [Larson and Whyatt 2013] has demonstrated that MULSIM has distinct advantages for regions with relatively stiff and strong overburden. This work required that MULSIM be revived and updated into a version called MulsimNL/Large. Updates include larger array sizes, greater precision, greater number of materials, and the addition of a five-point, six-segment pillar load/displacement model that provides the user a more flexible coal-strength model allowing hardening and softening before a final residual strength. MulsimNL/Large has the ability to calibrate to large load transfer distances observed in some western U.S. coal mines that appear to be caused by strong, massive units in the overburden and/or floor of a coal mine. Also, it provides the ability to calibrate gob stiffness to simulate measurements or estimates of overpanel weight distribution between gob and abutment, while still maintaining load transfer distance with minor adjustments. MulsimNL/Large can easily implement material strengths calculated from various pillar strength models. The five-point model gives MulsimNL/Large the ability to easily simulate pillar behavior that is extracted from detailed pillar models, such as FLAC3D. MulsimNL/Large or similar approaches should be considered for evaluating mining layouts where stratigraphic conditions are known to cause overpanel weight to transfer to an extent significantly longer than the empirical method widely used to calculate load transfer distances in the U.S. [Peng and Chiang 1984; Mark 1987; USBM 1990]."

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

Introduction The post World War II nuclear arms race and interest in nuclear power generation resulted in a significant demand for uranium in the 1950’s. This led to the development of uranium solvent extraction technology and uranium became the first metal to be recovered on a large scale by solvent extraction (SX) (1), interestingly more than 100 years after the extraction of uranium from an acid nitrate solution using diethyl ether was first reported by Peligot.(2) For a variety of reasons discussed elsewhere (3,4) there have been upheavals in the supply demand picture and price for uranium since the 1960’s. (Figure 1) The low price of uranium from the mid 1980’s until 2004 resulted in a depression of new resource exploration and mine development along with uranium mine / mill closures and decommissioning. People with skills in uranium processing could not find suitable employment and many experienced engineers and metallurgists took jobs elsewhere or retired. This resulted in a significant brain drain with respect to uranium processing technology.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.
