The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

The preparation of coal-water slurry fuel (CWSF) has the potential to be a commercially viable technology for the coal industry. The technology base required to prepare stable CWSF using grinding circuits has been developed over the past decade and is now being applied to the preparation of CWSF from wet coal fines which are generated during coal beneficiation. When preparing CWSF, the optimum CWSF formulation must be determined to ensure that the fuel will be stable while having acceptable atomization and combustion properties, and the production run must be monitored closely to ensure that the CWSF quality is maintained. This paper describes the CWSF formulation process, CWSF preparation circuits, and some of typical problems encountered in, and solutions to, the transportation and storage of CWSF.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

This paper presents preliminary results of a Bureau of Mines study of potential costs of compliance with the federal Resource Conservation and Recovery Act for copper heap and dump leaching. Specifically, estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the co lit of compliance with present state requirements for terrain a typical of those found at existing copper leach sites in the Southwestern U.S.A. Incremental compliance costs are found to widely exceed screening criteria used by the Environmental Protection Agency to denote significant economic impact.

The requirements of the International Mineral Property Valuation Standards Template (IMVAL Template) (includes Petroleum), 4th edition of April 14, 2021, are based on six principles: 2.1.1 competence, 2.1.2 materiality, 2.1.3 transparency, 2.1.4 objectivity, 2.1.5 independence, and 2.1.6 reasonableness. The IMVAL Template describes “reasonableness” as, “The Valuer must ensure the Reasonableness of the Valuation. Any Valuation, assumptions applied, and any method relied upon should be reasonable within the context of the purpose of the Valuation and the Basis of Value. A method applied to the subject Mineral Property should be within the expected capability and consideration of an assumed likely buyer or lessee of the property.” The IMVAL Template’s Guidance 3.6 on Reasonableness states, “The test of Reasonableness is to consider what appropriately qualified and experienced Valuers, acting reasonably, would conclude in the circumstances. The Valuer must form an opinion that is reasonable in the circumstances, that is, what a Valuer believes is rational and plausible in the circumstances and would be viewed as such if considered by other appropriately qualified and experienced Valuers with the same information and at the same time.” Finally, the IMVAL Template’s Definition 4.26 states Reasonableness “[m]eans that other qualified and experienced Valuers with access to the same information for the same Valuation Date and Basis of Value would consider the Valuer's estimate of Value to be within a reasonable range.”

In a country richly endowed in mineral wealth, Climax Arimco Mining Corporation's (CAMC) Dinkidi porphyry Au?Cu deposit in Nueva Vizcaya province, Philippines, represents the most significant mineral discovery in the country in recent times. The deposit is located within a belt of young intrusive and volcanic rocks in the Sierra Madre mountain chain of north Luzon a region previously unassociated with porphyry-style mineralization. Since 1989, drilling of the Dinkidi deposit has outlined a resource of 124 million tonnes of 1.0 g/t gold and 0.41 % copper. Regional exploration throughout CAMC's 37,000 hectare FTAA has identified a further sixteen potential porphyry-related deposits. A new mining law was passed in March 1995 but prior to that CAMC had the first Financial and Technical Assistance Agreement (FTAA) granted by the Philippine government allowing 100% foreign ownership of mining projects.

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

It is an update of a paper of the same title which was presented by Sass and Mansanti at the AMC conference in San Francisco in 1987. New practices, new equipment and variations of older practices that have been introduced in the last five years are discussed in each of the following categories: process selection trends, comminution, gravity concentration, flotation, oxidation, agitated and vat leaching, heap leaching, solution concentration and purification, zinc precipitation, electrowinning, tailings disposal detoxification, and reclamation.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

Secondary Ion Mass Spectroscopy (SIMS) was used to study adsorption of sulfide collectors such as modified thionocarbamates and thioureas, xanthate, dithiophosphate, and dithiophosphinate, on galena, chalcocite, chalcopyrite, and quartz under flotation related conditions. In the case of the adsorption of modified thiourea on chalcopyrite, chalcocite and Cu-activated quartz, and of dithiophosphinate on galena, SIMS measurements have provided direct evidence for the presence of metal-collector (1:1) complexes on surfaces. In the other systems, only the collector molecular ion and its fragments were detected. The distribution of adsorbed species on the surfaces was obtained by using SIMS in the imaging mode. On chalcopyrite, only the copper-collector complex was found; there was no evidence for iron-collector complex. In the case of quartz, adsorption of selective collectors was observed only after activation by copper ions.

Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

This paper presents the unique design and construction challenges for the Technoparc Station, located in downtown Montreal as a part of Réseau Express Métropolitain (REM), a light rail rapid transit system. The station is located 15 m below the street with rock-bearing secant pile wall as the primary structural system working as both the retaining and gravity structure. The paper highlights the challenges related to the support of excavation structure, invert slab resisting high hydrostatic forces, waterproofing tightness etc. It also focuses on the importance of Building Information Modeling (BIM) in underground tunneling projects for effective coordination, clash-free, optimized design and costs.

A geomechanical rock mass classification or RMR is currently being used for the evaluation of an LHD mechanized mining system versus the conventional block caving method. The successes and failures of a Panel lS-19 LHD test block on the 2315 level can be attributed to the geologic and geomechanical zonation present. Trench blasting, caving procedures, and sequencing are other factors that were also considered. Lessons learned from the P.lS-19 test block have been used to alter the design for future LHD production blocks on the 2615 level. These modifications are designed to maximize the pillar and insure an adequate draw connection.

GEOLOGICAL NOTES The area under discussion is situated approximately 150 m north of Loraine No. 3 shaft at ± 1500 m below surface. The block being mined extends from about halfway between 50 and 52 levels to just below 48 level (see Fig. 1). The EB reefs form the lower portion of the EB zone of the Elsburg series and in the 81 line area the various conglomerate bands show the best development. Up to 18 separate reef bands are developed and the distance from the bottom conglomerate band to the top is ± 26 m. The thickness of the quartzite which forms the middling between the various reef bands varies from 0.1 to 2 m. The strike is roughly north-¬south. The reef bands are payable individually. However, owing to the steepness of the reefs and their close prox¬imity, conventional mining would prove very difficult. The nonpayable reef bands all carry varying amounts of gold and the whole area is a massive payable reef body approximately 26 m wide and 60 m high at 300 to 400 m on strike. The major structure of the area consists of a north¬-south trending syncline. The western flank of the syncline has a steep easterly dip, in places approaching the vertical. This flank cuts out against the overlying rocks of the EA zone. The latter forms a noncon¬formity with the underlying EB zone. The eastern flank of the syncline dips to the west at an average dip of 0.17 rad (10°). The 0.1 rad (6°) north-plunging syncline was sub¬jected to severe faulting. The most important are the Nos. 4 and 10 faults, both of which have a roughly north-south strike. The No. 4 fault dips to the west at an angle of 1.04 rad (60°) with a downthrow of approximately 150 m to the west. The dip of the No. 10 fault is 0.69 to 0.81 rad (40° to 50°) west, with the western block having moved 150 m updip relative to the eastern block. The EB reefs are being mined by the sublevel stoping method down from the sub-outcrop position to the cutoff against the No. 4 fault. On the downthrow side of the No. 10 fault, that is just above the 54 level, two reef bands are payable and will be mined conven¬tionally. ROCK MECHANICS From the section in Fig. 1, it can be seen that the area under consideration is surrounded by stoped-out areas. This will naturally change the stress distribution extensively. The only way to calculate the stress field for such a geometry is to use the finite element method. It was established that this method worked for the present geometry and so the method was applied to predict the stress behavior of the final geometry. From the results, it appeared that the effect of the old stopes was to destress the area. There are, however, some areas-such as the 50 and 48 north footwall haulages-which will require continuous attention. Refractory copper ores (CROs) in central Africa contain copper minerals that are locked up in a micacious solid matrix or associated with carbonate, sulfide and phosphate minerals. Several researchers have reported that the recovery of copper from CRO material by an acid-leaching process is not economically feasible, due to the presence of excess gangue-acid-consuming minerals such as calcites, dolomite, asbolane and iron oxides. Since the proportion of acid-insoluble copper (CuS) is about 28% of total copper and total free sulfur is extremely small, sulfide flotation was considered unfavorable. Consequently, hundreds of millions of tons of CRO material have been stockpiled specifically at the Nchanga Mine of Zambia. In terms of copper distribution in CRO material, a significant portion of total copper exists as carbonates (39%) and oxides (17%), while 28% of the copper is acidinsoluble (CuS). The rest of the copper is in the form of carbonates (16%) and (hydr) oxides (17%). This means that only about 72% of total copper is recoverable through the non-oxidative acid-leaching process. In this study, batch leach tests were performed on CRO solids (d95 = 95%) to establish the gangue acid consumption values at different feed pH values and to evaluate the leaching characteristics of copper, manganese and iron within the CRO material. Subsequently, continuous leach tests were performed on CRO solids (106 um, 80% passing) using optimum leach conditions derived from batch tests. This paper aims to show that sustainable copper recovery can be achieved by selecting leaching conditions whereby gangue acid consumption (GAC) values become significantly small and the final concentration of manganese and iron in the leach solution are appreciably low.

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). Pluor Utah has been closely associated with the engineering and construction of earth bottom thickeners for porphyry copper operations, for the counter-current decantation circuit of a gold cyanide plant and similar applications in mineral processing. During the past 13 years, some 18 of these thickeners have entered service and the bottoms have proved to be watertight structures with no particular problems encountered. In the course of this work, technological advances have been realized in the procedures for engineering and construction of these units to assure watertight basins and achieve all possible economies in construction. This paper describes the successful application of engineering and construction techniques for a number of these thickeners.
