The perennial subject of comminution is deserving of a fresh approach if one can be found. This is attempted here by directing attention primarily to principles rather than to theories. While theories attempt to explain how a certain process acts, principles delineate the laws which the action-must follow. Comminution may be defined as the progressive separation of particulate matter. At the present time this is accomplished commercially by applying energy in the form of compressive and, shearing forces. Such forces strain and distort the particles they contact. When-the applied stress locally exceeds the breaking strength at the weakest flaw in the particle, a crack tip forms. The surrounding strain energy flows to the crack tip, which rapidly extends through the particle as a break. The minute changes in shape and the resulting energy flow cause the failure of other highly stressed flaws, with the consequent formation of a progeny (1) of new smaller particles out of its destroyed progenitor. The applied mechanical energy is transformed into strain energy as the particle is distorted, and then into heat when it fails. Only a tiny fraction of the order of 1/1000 of the applied energy necessary for breakage appears as new surface energy in the product particles. PolyMet Mining is developing the NorthMet property near Duluth, MN. Laboratory investigations have led to the development of the Platsol process to dissolve in one step the base metals (copper and nickel) as well as the gold and platinum group metals (PGM). To complete the prefeasibility study, a fully integrated, 10-day pilot plant trial was undertaken. The trial consisted of high-temperature (>220ºC or >428ºF) pressure oxidation in the presence of 5 to 10 g/L chloride (the Platsol process). This was followed by solid/liquid separation, gold plus PGM recovery from solution, conventional copper solvent extractions/electrowinning (SX/EW) and recycling of the copper raffinate to the autoclave. The concentrate tested during the trial period was a NorthMet bulk flotation concentrate. It assayed 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t (0.041 oz/st) Au, 2.2 g/t (0.064 oz/st) Pt and 9.9 g/t (0.289 oz/st) Pd Laboratory results were confirmed and, with minor adjustments of the laboratory Platsol conditions, the following leach extractions were obtained during the pilot plant trial: 99.6% Cu, 98.9% Ni, 96% Co, 94.6% Pd, 96 % Pt and 89.4 % Au.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

Through advanced technology and innovative thinking, the mining industry has become one of the world’s leading industries in environmental protection. But it only takes one Summitville, Omai or, most recently, the Aurul gold tailings retreatment operation in Romania to provide ammunition to the industry’s critics in their attempts to sway public opinion against mining. So for the mining industry to continue operating with the public’s support, it must continue to improve its tailings waste-disposal processes and the dams that hold this waste. In January, about 120 specialists in the mine waste management field gathered together to discuss the available technologies and materials for controlling mine waste and mill tailings disposal. “Tailings and Mine Waste’00” was held at Colorado State University in Fort Collins, CO. This meeting, begun in 1978, is a continuing symposium. It provides a forum for environmental professionals to discuss the state-of-the-art in mill tailings and mine-waste disposal methods.

For nearly two decades, MINExpo International has held the title to the biggest show in mining. The 2012 MINExpo is expected to be the biggest yet, with nearly 1,800 exhibitors rolling out the newest equipment and services across 12 halls. From September 24 to 26 in the Las Vegas Convention Center, MINExpo will present the newest in everything from automation and robotics to safety and communications equipment to reclamation services, and much, much more. The last MINExpo, in 2008, had nearly 38,500 visitors. The show?s sponsor, the National Mining Association, expects this year will be even bigger, with more than 40,000 visitors over three days. Twenty talks on the issues facing mining today are scheduled for Tuesday and Wednesday mornings, but the real action will happen out on the floor. That?s where ultra haul trucks big enough to carry as much as 363 t (400 st) of rock will be assembled next to underground loaders able to lift more than 20 t (22 st) in one scoop. Caterpillar, Komatsu, Liebherr, Sandvik, Atlas Copco: all the big names in mining equipment will be there. Their massive earthmoving equipment and mining machines are the centerpiece of the show. Preassembly for the largest pieces begins on August 6, 2012.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways, creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

As the 2009 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2009 issue of Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 326. A significant portion of the contribution that we as a society make is the publication of professional and technical papers that contribute to the advancement of scientific knowledge and information transfer. Communication within the mining community is the key to a successful society. Through the information-transfer mechanisms of books, magazines, meetings and electronic media, the technology exchange that is fundamental to the existence of the Society is accomplished. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, Pennsylvania, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume certainly satisfies that intent. In keeping with SME’s tradition of promoting technological developments while honoring the past, the 2009 Transactions represents an important milestone. It is the last Transactions to appear as a bound volume. Future volumes will appear as e-books only, with some of the Transactions-only papers appearing online prior to the ebook (exactly what form the new Transactions will take is still in development). The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which we hope will better serve the mining community, especially our international members. This 2009 Transactions of SME, Vol. 326, contains a total of 73 technical papers (510 pages), including all 23 papers (136 pages) that were published in 2009 in the Technical Papers Section of Mining Engineering magazine (Vol. 61) and all 32 papers (232 pages) that were published in 2009 in Minerals & Metallurgical Processing (Vol. 26). In addition, this volume contains 18 papers (142 pages) that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 73 technical papers were peer-reviewed and approved. The process of review and publication requires much hard work by authors, reviewers and publications staff. As the 2009 president of SME and on behalf of our members, I would like to extend our gratitude to all whose efforts contributed to the publication of this volume.

In September 1855, 55-year-old Noah Spencer Kellogg and his $3 jackass named Bill discovered what was known at the time as a “blow out” of high-grade lead and silver ore. The deposit was located on the side of a North Idaho mountain high above the South Fork of the Coeur d’Alene River. The ore was later assayed at 41,141 g/t (1,200 oz/st) silver. Kellogg named his discovery the Bunker Hill Lode, after the June 17, 1775 Revolutionary War battle of Bunker Hill. A thriving pioneer settlement sprang into existence around the resulting mine’s workings and was eventually— and appropriately — named Kellogg. The peak rising hundreds of feet above the mine’s adit was named “Jack-ass Peak” after Noah Kellogg’s hairy companion.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. To better understand the load shedding and the stress transfer on coal pillars due to room-and- pillar retreat mining in deep cover panels, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study. Two sites, at overburden depths of 1,000 ft (304.8 m) and 1,500 ft (457.3 m), were selected in a room-and-pillar mine operating in Southern West Virginia. The deformation and stress changes in the roof and two adjacent pillars at each site were monitored during the retreat mining process. The monitoring results and field observations were used to calibrate large-scale FLAC3D models for each site. The calibrated models were used to assess different sizes of roof bolts installed in deep cover areas. INTRODUCTION Deep cover room-and-pillar retreat mining is an important emerging issue that will intensify in the future as shallower reserves are depleted (Mark, 2009; Chase et al., 2002). During pillar retreat mining, the likelihood of local and/or global instabilities increases due to elevated stress levels near the pillar line because of the abutment loading. In the last decade, approximately 31% of the room-and-pillar mining groundfall fatalities in the United States occurred during pillar retreat mining. Between 2013 and 2017, this proportion increased to 55%, of which 50% of these fatalities were due to falls of roof and rib that occurred during pillar recovery (MSHA, 2018). One interesting piece of information about pillar recovery fatalities was that the victim was nearly always under bolted roof. Sheared and broken #5 (5/8-in), fully grouted rebar bolt failure contributed to three of four fatal roof fall incidents that have occurred in deep cover retreat mines (NIOSH, 2010). This claim raised the following question at the study mine: Is it safe to use a 4-ft long #5 (5/8-in) rebar bolt grade 60 at a depth of cover more than 1,000 ft (304.8 m)? There was some concern about shear failure of the #5 (5/8-in) rebar bolt at a depth of cover over 1,000 ft (304.8 m). To answer the question and to reduce accidents and fatalities caused by ground falls due to room-and-pillar retreat mining in deep cover panels, the National Institute for Occupational Safety and Health (NIOSH) monitored the roof and rib deformation and the change in vertical pressure within two adjacent pillars during pillar recovery. The study was conducted at two deep cover sites in a room-and-pillar mine located in Southern West Virginia that operates in the Lower War Eagle (LWE) seam. The monitored sites were selected at 1,000 ft (304.8 m) and 1,500 ft (457.3 m) depths of cover. In this paper, site-1 represents the monitored site at 1,000 ft (304.8 m) of cover, while site-2 represents the monitored site at 1,500 ft (457.3 m) of cover. For this study, large-scale FLAC3D numerical models were calibrated based on both field observations and instrumentation results. The calibrated models were then used to compare the ground response and the induced stresses of two pillars at instrumented sites 1 and 2. The maximum lateral displacement (roof shift) obtained from the calibrated large-scale FLAC3D models was applied to a small-scale FLAC3D bolted models, the safety factor for axial stresses of the simulated roof bolts was calculated at the deep cover sites.

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be rehandled. Prior studies have shown that by only changing blasthole timing with the same blast design, fragmentation and throw alter. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum interhole delay for fragmentation has been found by studying timings from 0 millisecond (ms) to 45 ms. Instantaneous timing between holes increased the throw by more than 31 m (100 ft), but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw.Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.”Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is rehandled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators have allowed for precise delay timings to be used between rows, holes and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation."

This paper explains and discusses a computer program developed to determine the ventilation design parameters for complex auxiliary ventilation systems such as those found in the construction of long excavations with multiple headings. The program is based on the principle of partitioning the system into segments of finite length, and formulating and solving the resulting networks recursively. The application of the program is illustrated by the detailed solution of an auxiliary ventilation system proposed for the Exploratory Studies Facility (ESF) at the Yucca Mountain project, Nevada.

The conventional role of exploration, development and grade control is examined in this paper within the context of the many and varied types of gold occurrences which are found at the Dome Nine. The account endeavours to trace the development of the total ore evaluation process, from diamond drilling through the exploration and drifting stage, to the stope development and planning phase of the operation, with an emphasis on sampling techniques and assaying procedure. The concept of ore reserve calculations is developed and the practice of grade control is described. In summary, the role of the geological, the engineering and the mining department is presented in relation to the contribution each has to make in the evaluation and exploitation of ore from one of the world's classic Archean gold deposits.

Hand-transmitted vibration (HTV) exposure is associated with various health risks for operators of mobile mining equipment (MME). The case–control research was conducted to determine the musculoskeletal disorder (MSD) risks associated with exposure to HTVs in the exposed (case) and non-exposed (control) groups. HTV readings were measured at the interface between the hand and the steering device using the SV 105B triaxial hand accelerometer connected to the SV106 human vibration analyzer involving 40 MME operators in accordance with ISO 5349:2001 guidelines. A questionnaire survey was also carried out among both the study groups using Cornell Musculoskeletal Discomfort Questionnaire. The European Union's 2002/44/E.C. was used to assess the health risks posed to the MME operators. Twenty-eight out of the 40 MMEs were generating HTVs exceeding the stipulated daily limits of vibration, putting 70% of the operators at increased risk for developing MSDs. The case group was found to have an elevated risk of exposure with odds ratio (OR) 7.56 (95% confidence interval (CI), 1.159, 49.39) and OR 12.80 (95% CI, 2.436, 67.285) times more likely than the control group to suffer discomfort in the left shoulder and left wrist, respectively, indicating increased risk of exposure to HTV. Additionally, cases had elevated risk associated with exposure to tobacco, OR 9.35(95% CI, 1.856, 47.129) compared to those who did not use tobacco. MSDs were more prevalent in the case group compared to the control group. This observation was validated by the field investigations and the responses of MME operators to the questionnaires.

"The Cerro Verde copper-molybdenum mining complex is located near Arequipa, Peru. A 108,000 t/d copper concentrator (C1 concentrator) commenced operation in late 2006 and was debottlenecked to a 120,000 t/d capacity in 2011. A feasibility study, initiated in May 2010, assessed the potential for expanding the processing rate of the large Cerro Verde sulfide reserve via the installation of a second, stand-alone, concentrator (C2 concentrator) capable of processing a nominal 240,000 t/d ore. The feasibility study was successful and the project advanced through engineering, permitting and construction. Ramp up to nameplate capacity was ahead of schedule. The overall project was completed on schedule and within budget. The details of the project and supporting components are described. The design philosophy and design basis of the concentrator facilities are discussed as are factors that influenced the concentrator layout. Risk mitigation features included in the design are reviewed. The factors that drove the successful and rapid ramp up to nameplate capacity are discussed. Operational experiences in the first year of plant operation and project lessons learned are described. INTRODUCTION/BACKGROUND Sociedad Minera Cerro Verde S.A.A. (SMCV) operates a copper mine near Arequipa in southern Peru. Small scale operations operated intermittently until 1970 when the deposit reverted to the ownership of Minero Perú S.A (Peruvian government). Minero Perú S.A. commenced mining and processing of oxide reserves in 1972 and placed an SX-EW plant into production in 1976. The ownership of the property has changed hands several times over the years. Minero Perú sold Cerro Verde to Cyprus Climax Metals in 1994. Cyprus was acquired by Phelps Dodge in 1999. Freeport-McMoRan (FCX) acquired Phelps Dodge in 2007. Several studies were undertaken during the 1990’s that tried to establish the economic justification to process the large primary sulfide resource that underlies the surface oxide deposit. None of these studies produced an economic conclusion until a feasibility study was completed by Phelps Dodge and SMCV in 2004. This study provided the economic justification for the construction of a 108,000 t/d concentrator during 2005 and 2006. The key to the success of this study was identifying a water source that was sufficient to support processing economies of scale. Concentrator operations commenced in late 2006. The original design production rate of 108,000 t/d was achieved on a 30 day moving average basis on the 266th day after ore was first introduced. During 2009, studies and evaluations were performed that had the objective of addressing observed concentrator bottlenecks to allow a production rate of 120,000 t/d to be achieved. The 120,000 t/d figure represents the sustainable production limits associated with the installed primary crusher and tailing thickeners which would have been prohibitively expensive to upgrade. Debottlenecking activities were implemented during 2010 allowing sustained production rates of 120,000 t/d to be achieved."

The US Bureau of Mines (USBM) conducted research to develop improved guidelines for selecting the type and pattern of roof support in different geologic environments. The goal is to minimize the over and under design of mine roof support, resulting in more productive and safer mines. To obtain the necessary data on roof behavior and support performance, USBM conducted several field studies. Each study covers roof geology, stress regime, ground reaction, support interaction and mining environment. A consistent experimental design is being used. This includes measurements of roof bolt loads and roof movements. So far, 10 studies have been conducted in several geologic settings.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) ventilation gallery was used to study methane-air flows around a continuous miner mockup with water sprays and a scrubber fan. Methane gas was released from pipes located at the face to simulate face gas emissions. Methane concentrations and air velocities were measured while varying parameters such as airflow quantity, entry width (sump or slab cut), and face ventilation configuration (blowing or exhausting curtain). Test data showed a similar pattern of methane concentrations at both low and high airflow quantities, but a difference in the distribution of methane concentrations between narrow and wide entry widths. Most tests showed that blowing face ventilation was more efficient in diluting methane than exhausting ventilation, similar to observations made in previous empty gallery studies. The patterns of airflow and methane concentrations observed in this testing can further improve the understanding of airflow in and around the CM and face, promoting effective use of face ventilation to improve the health and safety of miners. INTRODUCTION Attaining an accurate understanding of airflow distribution at the continuous miner face is instrumental in maintaining a safe mining environment. US mining regulations require that sufficient airflow must be directed to the deepest penetration of the face and render harmless contaminant gases, as verified by the Mine Safety and Health Administration (MSHA). Currently, continuous miner face air readings can be taken in the last open crosscut and at the inby end of the curtain mouth. By measuring adequate airflow in a pre-determined area it is accepted that a sufficient quantity of that air exists to sweep the face of harmful dust and gasses. Unfortunately, due to the location inaccessibility, precise face velocity readings cannot be measured in situ. Face velocities may be estimated through computer-simulated programs based on laboratory models. Improving upon previous empty gallery testing and to more effectively determine representative face methane readings, a mockup of a continuous miner with water sprays and a scrubber fan was used in the current study to further refine face airflow conditions that would be closer to actual mining conditions."

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

In Part I of the work, gold and silver were shown to be efficiently extracted from Kupol samples using lead nitrate in a cyanide leach system. In Part II, a comparison of the technical and economic merits of a new technology called CELP (CANMET Enhanced Leaching Process) was made with the cyanidation/AVR(Acidification-Volatilization-Recycling) process using 8 metallurgical variability samples as well as a large composite sample which represented initial two years of Kupol mill feed. The composite sample had 33.4 g/t Au and 289 g/t Ag. The metallurgical demonstrated that the CELP produced very similar gold and silver leach extractions compared to the standard Cyanidation /AVR leach conditions at 1/2 the cyanide concentration (1000 ppm NaCN in CELP vs. 2000 ppm for cyanidation/AVR leach conditions). It was estimated that the total cost per ton, were approximately the same for the two technologies (total cost of the CELP with the use of Merrill-Crowe at $46.48/ton, with cyanidation/AVR at $46.13/ton). However, the implementation of the CELP would eliminate a capital expenditure of approximately $5 million. Eight variability samples used to confirm the previous results showed that on average the gold and silver leach extractions with the CELP and the feasibility leach conditions were very similar for gold extractions, but 4.6% higher for silver extractions compared to the conventional cyanidation. The decision was made to remove AVR cyanide recovery from the Kupol flowsheet and implement the CELP at Kupol. The ability to use conventional leach equipment with the CELP and simplify the flowsheet was also a factor, given the remote location of the Kupol Mine.

Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru's Ministry of Energy and Mines and presented workshops to Peru's mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.
