Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950&apos;s.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau&apos;s method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors&apos; view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. "Coal mines opting for longwall mining or its variations rely on the main and tail gates for production. Stability of these entries or crosscuts is crucial in coal mining operations. Roof or strata failure can be fatal, may lead to property loss and delay in production. Failure of the gates depends upon many factors including the mining method, panel dimensions, pillar width, mine depth, caving rate, dimensions of gates and roof strength properties. In Pakistan coal is mined through a variation of longwall mining method with almost no mechanization while using timber as a primary support. Timber support as chock is very useful in coal mines especially in overhanging face. Similarly gate entries and coal faces are supported by chock supports throughout their length. In this paper the stability of the longwall gate is assessed for a typical coal mine in Pakistan by using finite element code. Numerical modelling considerations for gate entries are discussed. A model parametric study is performed for key factors. The results showed that the existing mining practice is not suitable and there is a need to review the mining approach. INTRODUCTION Main and tail gate entries leading to longwall mining panel play a crucial role in production cycle. Failure of any of these may lead to loss of life, property and production delays. The stability of gate entries depends primarily on the nature of loading and stresses incurred. It is relatively easier to assess the ground response to production for common longwall mining panel. In thin-seam coal mines the gate entries are generally supported throughout their length by timber made chock supports. The tailgates receive huge deformations and stresses during the mining and backfilling cycle. The chock supports are required to take care of rock falls leading to blockage of entries causing production delays and loss of capital. A number of supports are available for supporting the gate entries (Hoek and Brown 1980; Brady and Brown 1985). The support system can be selected based on load-deformation characteristics including the yielding behavior, pre- and post-yielding behavior (Barczak, 2003). The principal of support selection is that the support characteristics must match the ground response in order to maintain the gate entries (Mucho, et al., 1999). It has been observed that thin-seam mining (<1 m) is very challenging and it is necessary to develop an understanding of ground mechanics before the selection of an efficient support system Dolinar (2003). The chock supports have been tested for load-deformation characteristics in the laboratory (Barczak 2003). But the ground and support interaction, response and loads must be assessed for individual site. This can be accomplished by in-situ testing and observations at few locations. The generated data is generally insufficient for complete understanding. Numerical models can combine the data generated in the laboratory and on-site to fulfill the requirements."

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

The mine’s economic life is dynamic by nature. Some factors that create this scenario are the need to recognize new exploitation areas, the evolution of the mineral prices and the development of new technologies to access them. The dynamics of mining development, especially in the underground environment, changes significantly as the stages unfold. In many cases the final solution differs greatly with the initial. The frequent presence of new conditions and factors often cause the mine to develop in a quasi-permanent transition stage, which could be characterized by the generation of dynamic micro-seismic events that could cause rockburst damage in some specific areas. Although they may be infrequent, these dynamic events can have an important adverse impact on mine safety and causes serious losses. Also, changes in the production schedule during exploitation could be a big issue if the problem is not effectively addressed. When the transition of the mine to an active micro-seismic environment begins as an unforeseen scenario, it is frequent to use static ground support systems as they are readily available. Traditionally, the support systems used are reinforced shotcrete with a middle layer of Welded Standard Wire Mesh (WSWM) and Chain Link Standard Wire Mesh (CSWM) of reduced gauges, i.e. wires less or equal than 4 mm in diameter. Although, this support system is used to control static instability problems, there is no good reference of its energy absorption capacity under dynamic load conditions, creating uncertainty in the effectiveness of controlling rockburst events. These support systems are analyzed at the present paper, testing the reinforced shotcrete layer with 4 mm diameter of WSWM and CSWN under dynamic load. Additionally, the influence of the use of high tensile strength steel wire in the meshes (HSWM) compared to the previous ones, is analyzed to assess the scope in controlling rockburst events and keeping the safety of underground environment.

With fuel costs unstable but escalating, solid fuels are playing an increasingly larger part in industrial concerns. Coal, petroleum coke and wood are examined from a burner system design viewpoint and from operational experience in kilns, hot gas generators, etc. The burner of today must also handle multi-fuel tasks and allow immediate, painless switching from one fuel to the next as well as the simultaneous burning of two or mope fuels. The paper discusses the principle of burning alternate pulverized fuels as well as the practice both in the United States and around the world.

At the termination of mining, the quality of ground water in the ore-zone aquifer must be returned to a condition predetermined by the permitting agency. To immobilize the redox-sensitive elements (e.g., uranium, arsenic, selenium, molybdenum), it has been suggested that a reducing agent be circulated through the leached ore zone. We have conducted laboratory experiments to test the ability of sodium sulfide as such a reducing agent. Sodium sulfide lowered the redox potential of the effluent such that insoluble minerals containing the redox-sensitive elements should be stable. The uranium concentration of the solution decreased by more than three orders of magnitude. In column experiments, by the time ten pore volumes of the sulfide solution had flowed through, sulfide minerals were forming. The experimental results indicate that the addition of sodium sulfide should cause the chemical reduction of the leached sediments, thereby producing long-term stability of the ground-water/sediment system.

This paper presents a case study of respirable dust characterization in a thin-seam coal mine in southern West Virginia. Samples were collected in various locations within the mine and analyzed using scanning electron microscopy with energy-dispersive X-ray (SEM-EDX), thermogravimetric analysis (TGA), and Fourier transform-infrared (FT-IR) spectroscopy. The study found high non-carbonate mineral content, particularly aluminosilicates and silica, in the dust. The results indicate that fine aluminosilicate particles may interfere with SEM-EDX analysis, leading to an underestimation of coal content. The findings highlight the importance of using multiple analytical methods to accurately characterize respirable coal mine dust.

Heat transfer to a fluid flowing through a rough duct has been shown by many researchers to be a function of surface roughness. The effect of roughness asperities on the duct surface is to turbulate the fluid as it flows through the duct, increasing frictional pressure losses and convective heat transfer rates, and also increasing the surface area per unit length available for heat transfer. These factors combine to increase the total costs to the mine in terms of refrigeration and fan power requirements. A measurement system designed to automate the collection of tunnel roughness information and based on an infra-red timed pulse laser has been developed at the Royal School of Mines in London. The system allows accurate, high resolution digital recordings of tunnel surfaces to be made in two or three dimensions. Software for analysing the data has been written, and the description of a complex surface via single numerical term has been explored. A relationship between the numerically measured surface roughness and the pressure loss of the ventilating air is being investigated with a view to establishing an alternative method of describing tunnel roughness. The paper describes the roughness measuring technique developed and the analytical techniques explored so far.

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

Since the late 1970&apos;s, the Roof Control Division (RCD) of MSHA&apos;s Technical Support has been performing linear analyses for the enhancement of miners&apos; safety. This remote sensing process uses Landsat data to predict areas of potentially hazardous ground conditions in underground mines. To date approximately 700 analyses have been completed by the RCD, with nearly 75 being performed with the current equipment, software and methodology which was updated in early 1995. While success is difficult to measure, requests for linear analyses continue to come from large and small mining companies which suggests the industry&apos;s acceptance of the process.

To evaluate the effects on groundwater of a proposed in-pit disposal operation at an east Texas lignite mine, the local geologic, hydrogeologic, and geochemical features were thoroughly characterized. Resultant data were used in a flow and transport model (SWIFT) to simulate migration of the ash leachate. Computer simulations indicate that the leachate plume will travel 61-152 meters from the disposal area in 100 years after resaturation of the spoils. A 61-meter buffer zone of mine spoils without ash will surround the disposal area. The proposed landfill operation received regulatory approval and is currently operating as a Class 2 non-hazardous landfill.

Energold specializes in mineral exploration in remote locations with limited infrastructure. Such locations require the smallest footprint possible going in, leaving as little or no evidence on their way out. Energold?s rigs can be transported by helicopter or manually on footpaths as narrow as 1 m (3.3 ft). They set up quickly and then are struck and packed out, with any sign of their presence quickly disappearing behind them. Energold has teamed up with Atlas Copco and its team of engineers in North Bay, Ontario to design small rigs capable of drilling to a variety of depths, as required for each project.

Poirier was an underground copper and zinc mine located in Northern Quebec that operated between 1965 and 1975. There are 5 million tonnes of acid-generating tailings, which have contributed acidity and metals to the Kananewesig and Kistabiche Creeks. The final closure plan incorporates the placement of all reactive material into the tails basin, installation of a geomembrane liner over the tailings deposit and a one metre soil layer to protect the liner. The environmental effect of the residual seepage was assessed from an ecological risk perspective. The Reclamation Plan has been accepted, and work commenced in 1998 to restore the site.

The purpose of the project is to divert flood flows of North Potato Creek. The project is located in the southeast corner of Tennessee near Copperhill, approximately 160 kilometers north of Atlanta, Georgia. The project consists of: a 28-meter high dam, a 90-centimeter diameter outlet conduit; an emergency spillway; and a 4.0-meter diameter hard rock trans-basin diversion tunnel. This floodwater management system was part of Cities Service Company mine safety program for the Cherokee orebody which is partially located within the stream channel. The following paper describes the entire project development from feasibility studies to design and construction management.

Employing the combination of two types of polyelectrolyte might become necessary to enhance both settling rate of the flocs and water clarity of fine particle suspension in high capacity thickening process. The sequence of addition, mixing, type and dosage of polymer affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance including high settling rate of flocs, underflow density and overflow water clarity, by either adjusting pH prior to anionic polyelectrolyte flocculation, or using a combination of polymer flocculant and coagulant (dual polymer system). The dynamic thickening testing results showed that only the approach using a dual polymer system is able to meet the required performance. The effects of polyelectrolyte dosage, the sequence and numbers of polyelectrolyte addition, feed concentration, bed level and rake speed on the settling rate, underflow solid, and water clarity were studied in cylinder test and a laboratory dynamic thickening unit with various conditions related to the thickening process. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively, using total suspended solids in supernatant, underflow density and capacity per unit settling area per unit time as the measure of effectiveness. The objective of this study is to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

As part of other work related to the studies of kinetic factors that influence the flotation of specific sulphide minerals, specially designed kinetic flotation experiments at Cominco included work done on -65 + 100 mesh and -100 + 150 mesh, high purity galena. The flotation collector used was sodium isopropyl xanthate containing radioactive sulphur-35. Radiation monitoring of the galena fractions from stage flotation tests indicated that the adsorbed radioactive xanthate was uniformly distributed among the floated fractions and the non-floated, or residual portion of the galena. This anomalous behaviour could not be correlated to changes in Seebeck coefficients, to lattice distortions, or to the nature of the mineral surface as revealed by infrared spectroscopy and by microscopic measurements.

The metallurgical processing industry is in the midst of a hydrometallurgical revolution with mining companies looking for low cost, energy efficient and environmentally friendly technologies for processing sulfide ores and concentrates. The Intec Copper Process is one of the most advanced of these technologies and has the potential to greatly change the way copper concentrates are treated in the future. Specifically, the Intec process has the ability to be built on a small scale and at mine sites while being much more economic than conventional smelting. Intec Copper has constructed a I tonne of copper per day demonstration plant in Sydney, Australia designed to verify metallurgical and operational performance. This paper will describe the process in more detail and provide preliminary results of the process based on the plant&apos;s performance. It will also compare the Intec Copper Process with a few of the competing technologies and evaluate the relative economic merits of Intec.

"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50&apos;s, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."
