In June 1992, the Mine Safety and Health Administration (MSHA) published the 'Report of the Coal Mine Respirable Dust Task Group; Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in- mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently developed a series of models utilizing computational fluid dynamics (CFD) to study airflows and respirable dust distribution associated with a medium-sized surface blasthole drill shroud with a dry dust collector system. CFD models were constructed in ANSYS FLUENT Version 15. Previously run experiments conducted in the NIOSH full-scale drill shroud laboratory were utilized to validate the models. The setup values in CFD models were calculated using experimental data obtained from the drill shroud laboratory and measurements of test material particle size. Subsequent simulation results were compared with the experimental data for test scenarios, including 0.14 m3/s (300 cfm) bailing airflow with 2:1, 3:1, and 4:1 dust collector-to-bailing airflow ratios and 0.24 m3/s (500 cfm) bailing airflow cases with 2:1, 3:1 and 4:1 dust collector-to-bailing airflow ratios. For the 2:1 and 3:1 ratios, results showed the calculated dust concentrations from the CFD models were within the 95% confidence intervals of the lab experimental dust concentrations. This paper describes the methodology used to develop the CFD models, to calculate the model dust input, and to validate the models based on experimental data. Problem regions were identified and revealed by the simulation of a dry dust collector system. The simulation results could be used for future development of dust control methods for a surface mine blasthole drill shroud. INTRODUCTION In surface mines, production drilling is an essential process in blasting which fractures the hard rock overburden for removal. Holes with a predetermined pattern, diameter, and depth are drilled into the overburden to introduce explosives. During the drilling process, considerable amounts of respirable dust are produced. Past research conducting area sampling at blasthole drills has documented time-weighted average respirable dust concentrations ranging from 8.68 to 95.15 mg/m3 [1] and 1.04 to 52.30 mg/m3 [2]. These high dust concentrations, which may contain silica, can lead to respirable dust over-exposures for the drill operator, drill helper, and other personnel in the vicinity. These over-exposures can lead to silicosis, an occupational lung disease that has no cure and is ultimately fatal. In order to prevent the development of silicosis to mine workers, the Mine Safety and Health Administration (MSHA) regulates the exposure to respirable dust. For metal/nonmetal (M/NM) mines, MSHA has adopted the threshold limit values recommended in 1973 by the American Conference of Governmental Industrial Hygienists (ACGIH) [3]. The total airborne dust standard is 10 mg/m3. However, if the sample contains greater than 1 percent quartz (the most common form of crystalline silica), a respirable dust standard is calculated with the following equation: Respirable dust standard = (10 mg/m3) / (% respirable quartz + 2)"

Assessment of the potential for mining induced subsidence and determination of ultimate design requirements for a mining operation should be based on a number of assessment approaches. Although the rock mechanics engineer has a variety of limit equilibrium and numerical modeling tools available for assessment and prediction of subsidence effects, empirical approaches based on precedent experience provide a powerful tool for calibration/verification of analytical models and prediction of subsidence. Three separate analyses approaches have been applied to the assessment of potential subsidence for a proposed block caving mine in eastern Canada. The investigations have included an assessment of documented historical information from previous block cave mining at the site, deterministic analyses using limit equilibrium approaches to assess kinematically possible failure mechanisms, and three-dimensional numerical modeling techniques. Analyses results have been used and compared with precedent experience and documentation of subsidence behavior from previous mining to optimize the subsidence predictions for the proposed mine.

The 2-mile Beach Interceptor Sewer Tunnel was constructed in 1954 to then-current mining and construction standards. Due to its lifespan and deteriorating condition it is now being stabilized and rehabilitated using conventional excavation and ground support. At its southern end, below the prestigious Three Arch Bay community, the original tunnel alignment passes under a historic landslide where the tunnel was sand-backfilled and capped by bulkheads in 1957 due to severe and caving ground conditions. Video footage of the existing 21- inch clay pipe showed that the pipe is severely damaged, which could potentially cause a catastrophic pipeline failure and sewage spill into the Pacific Ocean. This paper summarizes the thorough investigation and design process, tunnel realignment construction and monitoring, and the notable cooperation between all parties to overcome the project risks.

This paper discusses the evolution of a modeling methodology for explaining price behavior in the aluminum industry. Three generations are described, each utilizing as a foundation a microeconomic stages-of-processing approach. The second generation represents an improvement over the initial version, by incorporating more rigorous specifications of energy cost, and market strength (demand-supply balance) as well as endogenous treatment of market strength. International linkages across prices, costs, and markets, are the major extensions in the third generation. The discussion covers theoretical considerations, data problems and limitations, and model specifications. Simulation and forecasting properties of the models are also addressed.

As a factory-like method, sublevel caving consists of development activities, stockpiling and production activities that are carried out on different levels independently. Therefore, considering the operation from the development phase to the plant will lead to more reliable production scheduling. This paper presents a mixed integer linear programming framework for the long-term production scheduling of sublevel caving that maximizes the net present value while satisfying development activities, mining, and processing capacities, continuous mining, the allowable number of active mining units, grade blending, and vertical and horizontal sequencing. The model is coded in Jupyter Notebook and is solved using the CPLEX solver.

Many recent projects have been developed and mined based upon imaginary reserves. Imaginary or "geo-fantasy" reserves have cost many companies millions of dollars. The significant and varied technological advances in the mining arena have done little to curb reserve calculation problems. These advances may have served to increase the prevalence of reserve problems by putting more tools in the hands of personnel not properly trained or experienced in reserve estimation. This paper will discuss potential problems related to calculating reserves, which include: SAMPLING ERRORS -obtaining a representative sample. -Decay analysis of wet RC drilling -Bias introduced by sample preparation. -Assay bias; Coarse gold. -Specific gravity samples. Nearly every community in the United States is dependent on aggregate (sand, gravel, and crushed stone) resources to build and maintain its infrastructure. Unfortunately, developing aggregate resources to meet societal needs causes environmental impacts. Most environmental impacts associated with aggregate mining are benign. Extracting aggregate seldom produces acid mine drainage or other toxic effects commonly associated with mining of metallic or energy resources. The most obvious environmental impact of aggregate mining is the conversion of land use, most likely from undeveloped or agricultural land use, to a hole in the ground. This major impact is accompanied by loss of habitat, noise, dust, blasting effects, erosion, sedimentation, and changes to the visual scene. Some of the impacts are short-lived, and most are easy to predict and easy to observe. Most impacts can be controlled, mitigated, or kept at tolerable levels and can be restricted to the immediate vicinity of the aggregate operation by employing responsible operating practices and available technology. The intensity of environmental impacts generated as a result of mining are determined in large part by the geologic characteristics of aggregate deposits (geomorphology, geometry, and physical and chemical properties). Mining deposits that are too thin, or contain too much unsuitable material, results in the generation of excessively large mined areas and large amounts of waste material. Mining aggregate can lead to serious environmental impacts in some situations. Some geologic environments such as active stream channels, slide-prone areas, and karst terrain are dynamic and respond rapidly to outside stimuli including aggregate mining. Some geomorphic areas and (or) ecosystems underlain with aggregate serve as habitat for rare or endangered species. Similarly, some geomorphic features are themselves rare examples of geologic phenomena or processes. Mining aggregate might be acceptable in some of these areas, but should be conducted only after careful consideration, and then only with extreme prudence. Failure to do so can lead to serious, long-lasting, and irreversible environmental consequences, either in the vicinity of the site or at locations distant from the site. Environmental impacts caused by irresponsible aggregate mining can compromise mining in an entire region.

This paper will discuss the strategy and processes used to determine contract packaging and contracting delivery methods for the various project elements with an emphasis on the tunnels and trenchless crossings. Prior Authority experience and the rigorous risk-based approach to develop the preferred alignments played a large role in determining the outcomes along with schedule concerns and permitting and easement acquisition.

Unlike most other minerals, electrokinetic measurements of calcium montmodonite (a clay mineral) and u1exite (a boron mineral) exhibit an unusual behavior. While the addition of monovalent salts such as NaCI and KCI is expected to compress the electrical double layer with a resultant less absolute charge, an opposite trend is observed. A set of systematic experiments with monovalent and multivalent ions has been carried out to understand the mechanism of this phenomenon Examination of the results reveals that the behavior of montmorillonite is dictated by the exchangeable divalent cations at the edges which undergo an exchange process with monovalent cations resulting in the reduction of positive charges. The solubility of ulexite, on the other hand, is found to decrease with increasing monovalent cation concentration leading to again an increase in the absolute negative charge.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27 percent of respirable coal mine dust can be attributed to longwall shield movement, and developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine the ability of the foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used: compressed air and blower air. Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For compressed air foam in 3.3 m/s (650 fpm) ventilation, 98 percent of agent A was intact while 95 percent of agent B was intact on the roof at three minutes after application. At 30 minutes after application, 94 percent of agent A was intact while only 20 percent of agent B remained. For blower air in 3.3 m/s (650 fpm) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 min after application, 74 to 92 percent of foam agent A remained, while 3 to 50 percent of foam agent B remained. Compressed air foam seems to remain intact for longer durations and is easier to apply than blower air foam. However, more water drained from the foam when using compressed air foam, which demonstrates that blower air foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able to withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control.

"SUMMARY Taru-Toge tunnel is being constructed using drilling-blasting technique as a part of expressway project connecting Shin-Tomei Expressway and Chuo Expressway at the boundary of Shizuoka and Yamanashi Prefectures in the Central Japan. The maximum overburden is about 400 m. The authors have been carrying out a monitoring program to measure dynamic and multi-parameter responses of tunnel during and soon after the blasting operations using a multi-parameter monitoring system (Acoustic Emissions (AE), Electric Potential (EP), Temperature (T), Humidity (H) and Air Pressure (P)) and stand-alone type compact accelerometers developed by the first author. The measured response involves dynamic vibrations and other measurable parameters caused by blasting as well as by stress-redistribution around the tunnel face. This is one of the first attempts in the world to measure the response of rock mass caused by blasting at a very close vicinity of the tunnel face. In this paper, the authors present the outcomes of this unique monitoring study on the dynamic responses of the Taru-Toge tunnel during excavation and discuss their implications in actual applications. INTRODUCTION The real time monitoring of the stability of tunnels are of great importance when tunnels are prone to failure during excavation such as rockbursting or squeezing (i.e. Aydan et al. 1993, 2001). Experimental studies by the authors showed that rock indicates distinct variations of multi-parameters during deformation and fracturing processes (i.e. Mizutani et al. 1976; Aydan and Daido 2002; Aydan et al. 2003, 2011). These may be used for the real-time assessment of the stability of rock structures. An application of this approach was done to the Taru-toge tunnel a part of expressway project connecting Shin-Tomei Expressway and Chuo Expressway at the boundary of Shizuoka and Yamanashi Prefectures in the Central Japan (Imazu et al. 2015). The parameters measured involve electric potential variations, acoustic emissions, rock temperature, temperature and humidity of the tunnel in addition to the measurements of convergence and loads on support members during the face advance."

This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service's Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

A process for producing reductive bleach in-situ in kaolin slurries has been developed. The bleach is formed by mixing an iron sponge powder (-325M) with slurry treated with SO2. The process has been successfully demonstrated in production, and applied to several grades. The color, brightness, and viscosity of the bleached product is equivalent to or better than that of product bleached with commercial sodium hydrosulfite . The tested products can be bleached at a cost, which is 38-54% of those associated with the use of commercial bleach.

The study explored a new combination amine collector (XK-28) that can obtain better flotation index and defoaming rate for magnetic iron ore. A pure quartz mineral test indicates that dodecylamine, XK-I, or XK-II has good collection effect on quartz and their best flotation pH is in the range of 6–7. The experimental results of a combination collector (XK-I:XK-II = 2:8.) show that the separation effect for quartz and magnetite is better than that of a single collector. The single factor for actual mineral test shows that when the combined reagent is used as the collector, the best conditions are pH = 7, 90 g/t dosage, and XK-I:XK-II = 2:8, which is consistant with the pure mineral test. The difference for dodecylamine as a collector is that the optimal dodecylamine dosage is 60 g/t. Under the best conditions of actual ore test, dodecylamine and XK-28 are respectively used as the collector to compare the flotation indexes. Study results indicate the magnetite grade using XK-28 as the collector is higher by 3.02% than that of using dodecylamine, recovery is increased by 1.92% over that of using dodecylamine. Based on the measurement results of zeta potential, uses of XK-28 can slightly increase the zeta potential difference of quartz and magnetite to enhance the flotation effect. The mechanism of action between the XK-28 collector and the actual ore from the Gongchangling plant is physical adsorption, and this adsorption also has hydrogen bond formation. Contact angle results shows that XK-28 improves the hydrophobicity of quartz better than dodecylamine. Compared with dodecylamine, XK-28 is more sparsely arranged on the surface of the foam. The foam produced by the XK-28 collector has better air permeability and it is more likely to merge and disappear with bubbles.

Coal production in the United States in 2009 de-creased to 972.8 Mt (1,072.8 million st), according to preliminary data from the U.S. Energy Information Administration (EIA). This is a decline of 8.5 percent, or 90 Mt (99.1 million st) below the 2008 record level of 1.06 Gt (1,171.8 million st) (Table 1). In 2009, U.S. coal consumption decreased in all sectors while total coal stocks increased for the year. Coal consumption in the electric power sector in 2009 was lower by 10 percent, while coking coal consumption decreased by 30.6 percent and the other industrial sector declined by 16.6 percent. The commercial and institutional sector (which prior to 2008 had been called ?residential and commercial?) is the smallest of all the coal-consuming sectors and it declined by 8.4 percent in 2009. (Note: all percentage change calculations are done at the short tons level.) U.S. coal exports fell from the 2008 levels, while coal imports decreased for a second year in a row. The decline in coal consumption during the year was the consequence of the domestic economic conditions combined with the weather in 2009, which resulted in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2009. Coal-based generation also decreased, resulting in a 94-Mt (104-million st) drop in coal consumed in the electric power sector. Coal use in the non-electricity sector decreased by 20.1 percent to a level of 57.9 Mt (63.9 million st). The international coal markets for most of 2009 were reflective of a worldwide economic slowdown. U.S. coal exports and imports both declined for the year. U.S. coal exports totaled 53.6 Mt (59.1 million st). This is a decrease of 20.3 Mt (22.4 million st) from the 2008 level.
