To prevent coal dust explosion propagations, rock dust needs to be lifted and suspended in the air with the coal dust during an explosion. The addition of anti-caking agents prevents caking of rock dust in the presence of water. Mining and rock dusting processes can frequently create alternating layers of rock dust and float coal dust on mine surfaces. For this test series, a thin layer of coal dust was distributed on top of a layer of either treated or non-treated rock dust in the Experimental Mine Barbara, Poland. The experimental results compare the effectiveness of treated and non-treated rock dusts to attenuate a propagating coal dust explosion initiated with either strong or weak methane explosions. Experimental results indicate that the treated rock dust performs better than non-treated rock dust in arresting a propagating explosion, especially in the presence of moisture.

The limited lifespan, ever-growing demand, and significant lithium and cobalt content are responsible factors for the immediate recycling of discarded lithium-ion batteries. Discharged batteries were dismantled, segregated, and size reduced to recover cathode and anode material. The active cathode material comprises LiCoO2 (65.8%) and LiMn2O4 (34.2%) and was carbothermal reduced with recovered graphite in a microwave furnace followed by water leaching and magnetic separation. A Box Behnken statistical experimental design is used for process optimization. Both cobalt and manganese report to magnetic fraction, whereas graphite and lithium carbonate report to non-magnetic fraction and solution crystal respectively. The final product comprises of cobalt 73% and manganese of 14% with process yield of 36% and saturation magnetization of 76 emu/g.

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. In this paper, the precise definitions for a number of commonly used subsidence parameters are given. The subsidence parameters have been determined using an integrated approach for 110 subsidence cases collected in the major US coal fields. Attempts have been made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally-held concepts should be changed.

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

The initiation of a panel cave is an extremely important and infrequent event in the life of a large underground caving operation. A new cave was initiated at the Henderson Mine in 1991, 15 years after its first cave had been developed in 1976. The original cave was started after a half billion dollars had been invested in the development of the mine, mill and 23 km haulage system. Many things had changed since 1976, the most significant of these being much lower realizations for molybdenum. In 1976 the high demand for molybdenum and uncertainty of caving characteristics, formed the basis for a very conservative cave initiation sequence with miles of boundary weakening and inspection drifting. In 1991 the highly competitive molybdenum market in conjunction with 15 years of caving experience made for a very different mining climate.

Carbon capture and storage (CCS) is an attractive area of research in such fields as CO2 mineral carbonation, global warming and sustainable energy systems. In this study, carbonation efficiency for aqueous mineral carbonation (MC) was achieved through two steps,which include leaching of calciumfrom cement kiln dust (CKD) followed by the reaction of pure CO2 with the calcium hydroxide precipitates formed by the hydroxylation using NaOH. Response surface methodology (RSM) with a Box-Behnken design (BBD) was applied to optimize the calciumleaching yield,while the carbonation efficiency from CKD was assessed using RSMwith central composite design (CCD). Optimization of calcium leaching is highly important, as it is a rate-limiting reaction step in MC and also influences and enhances carbonation efficiency. Different parameters including acid concentration (HNO3), leaching temperature, leaching time, and dose of CKD sample were considered in order to optimize the maximum yield of Ca leaching from the CKD sample. In addition, different CO2 flow rates and temperatures were used as parameters for optimizing carbonation efficiency. Two quadratic regression models were developed for each process, i.e. calciumleaching and carbonation. For calcium leaching, a maximum of 98.55% calcium was extracted under the optimal set of acid concentration 4.13 M, 90 °C, 28 min leaching time, and 13.8 g of CKD sample. For carbonation, the maximum carbonation efficiency of 89.2% was achieved for a CO2 flow rate of 1163 cm3/min at 90 °C. Calcium leaching results indicate that the leaching yield was significantly affected by all the input parameters except leaching time. For carbonation, both factors affected the carbonation efficiency, with the effect temperature shown to be greater than that of the CO2 flow rate. Additionally, the predicted results agreed well with the experimental values for both calcium leaching and carbonation processes, with errors of less than 1% and 5%, respectively.

Sutter Gold Venture excavated an exploration decline into a mineralized zone in the Sutter Creek gold mining district. Delays in obtaining the conditional-use permit resulted in 7 to 10 million gallons of water accumulation in the decline containing elevated dissolved arsenic. Sutter received a permit to land apply the water after reducing the arsenic concentration to 0.05 mg/L. Initially the water was treated by co- precipitation arsenic with ferric hydroxide. Operational difficulties of this treatment system resulted in Sutter pursuing alternative treatment methods. The activated alumina adsorpting was selected due to its flexibility and ease of operation. Operating and maintenance data and costs will be presented.

During design of a 550-foot rectangular shaft in alluvium, lateral support within the excavation was an anticipated construction problem. Actual experience showed that the nearly 9 x 14 foot excavation required no lateral support. A strain measurement program con- current with construction and for a 9-month period following completion of the shaft detected only minor strains. Shaft design included consideration of available geological information. Site exploration included a 754-foot drill hole, cored at selected intervals, and a suite of geophysical well logs. Generalized physical properties of the alluvium were developed from laboratory core testing. An elasto-plastic, finite element computer program (DAHLKE) developed by the Spokane Mining Research Center U.S. Bureau of Mines, has been recently used to analyze the behavior of the alluvium around the shaft. Analysis showed that yielding first develops in the shaft corners and progressively expands into the wall zones around the shaft as loading increases. Gradual growth of a plastic zone progressed outward from the excavation boundary at increasing loads but had limited extent and was surrounded at all stress levels by an infinite elastic zone. This design review, aided by computer analysis, confirmed that the shaft would have been considered theoretically stable as designed.

The concept of using powdered coal-in-oil-mixtures (COM) as a composite fuel to conserve oil resources and relieve import supply problems is being vigorously promoted by the Department of Energy via the sponsoring of various demonstration units (1). The idea of COM as a useful alternative fuel has been explored on and off for over 100 years (2). The approach must be capable of grinding, mixing, storing, and combusting COM with presumably only minor equipment changes on oil-fired boilers. DOE estimates that 56 000 m3 of oil (350 000 barrels) could be spared daily if a 50-50 COM was used to generate electricity. Of course, the ability of COM suppliers to prepare and deliver a stable suspension of COM at reasonable economic costs must be achieved if the concept is to be successful. This report reviews the various methods used to attain stable coal-oil mixtures. Various physical-chemical principles associated with each method of stabilization are also discussed.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. From some of the largest tunnel projects in the some of the most vibrant cities, to smaller projects in remote corners of the globe, the Robbins Co. announced two tunneling projects in which its tunnel boring machines will be used. Robbins earth pressure balance (EPB) machines undercut Downtown Zhengzhou. Zhengzhou, a city of 7 million people, is set to become a crossroads for rail commerce in China. The country?s future main routes, traveling between Beijing and Guangzhou (North-South), and between Xuzhou and Lanzhou (East-West), will intersect in the city. The plan includes up to four rail lines in Zhengzhou itself, which will eventually link up to the national lines. Excavation of Zhengzhou Metro?s new Line 1 tunnels began on Sept. 28, 2010, when the first of two 6.3-m (20.7-ft) diameter Robbins earth pressure balance (EPB) machines was launched from a 16-m- (52-ft-) deep shaft.

A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

This paper presents methods and results of environmental planning conducted for a proposed coal and iron ore transshipment terminal which would be located on reclaimed land west of Lisbon, Portugal. Oceanographic, navigational, marine, structural, material handling, and financial studies of the terminal were conducted along with the environmental analyses. However, because of the proximity of the terminal to heavily used recreational resources, residential areas, and biologically valuable habitat, anticipating and reducing the environmental effects of the terminal to minimum levels was a very important part of the overall project. The results of the study indicate that even the impacts associated with worst-case conditions would be acceptable because of appropriate pollution control measures and planning.

In New Caledonia, ultramafic formations occur on 7,000 square kilometers. Weathering of peridotites leads to profiles of alteration and nickel concentrations. Complete profiles are composed of two main groups of horizons: 1. Limonitic, mainly composed of iron hydroxides 2. Saprolitic, partly composed of magnesium and iron silicates Shape and mineralogical composition of saprolitic horizons are chiefly affected by the nature of the bedrock: types of peridotite and their degrees of serpentinization. On the other hand, morphology (plateau, terraces, slopes, piedmont) is an important factor. Ore-bodies are inside saprolites; their outlines are determined by the grade of nickel and tonnage economically mineable. Information about geology, morphology, geochemistry, and mineralogy are given in this paper.

This paper presents a review of the state of the art in coal preparation plant instrumentation and a discussion of automation practice that could be applied based on current mineral beneficiation experience and demonstrated foreign technology in coal washing plants. Specific e-mules of applications of remotely controlled slurry values, pneumatic and electronic field transmitters, computers for control and data logging, and on-line analytical instrumentation are given. A program, to demonstrate this technology is described.

"Testing was conducted to evaluate the effects of hydroacoustic cavitation (HAC) treatment on two bituminous coal slurries and the subsequent separation of each slurry in a classifying hydrocyclone. HAC treatment was performed using a pilot-scale circuit fabricated by Furness-Newburge Inc. The circuit was designed to induce cavitation by means of flow through an ultrasonic resonator chamber or enhanced cavitation by initial flow through a cavitation chamber followed by flow through the ultrasonic chamber. The test materials were nominal -1,500-micron and -150-micron Illinois-basin bituminous coal slurries, which were obtained from an operating coal preparation facility. After 5 sec of HAC treatment, the median size of the -1,500-micron material was reduced, with ash values for certain size fractions decreasing more than 5 percent compared with untreated samples. Extending treatment time led to greater degradation of the +1,180-micron material and an increase in the -25-micron material, with ash reductions occurring for material in the -850+150-micron size range. Size degradation was less for the -150-micron material. Subsequent separation of the treated slurries was carried out in a hydrocyclone with diameter of 102 mm. HAC treatment led to a decrease in the ash value and an increase in the heating value of the underflow stream compared with the feed material. For example, the ash value was reduced by about 16 percent for the -1,500-micron material and 25 percent for the -150-micron material with heating value increases of 7 and 33 percent, respectively, after HAC treatment. Overall, HAC treatment appeared to have a slight effect on the size selectivity curves.IntroductionUltrasound in the range of 20 to 1,000 kHz, referred to as power ultrasound, consists of high energy waves that can create zones of compression and expansion when used to irradiate liquids (Frederick, 1965; Leighton, 1994; Mason and Lorimer, 1988). This action generates varying pressure regions leading to cavitation or the formation, growth and near-immediate collapse of microscopic voids or bubbles (Frederick 1965; Leighton 1994; Mason and Lorimer 1988). Collapse occurs when the bubble reaches critical size and cannot absorb additional sound field energy, and the critical size is governed by the ultrasound frequency (Shchukin et al., 2011)."
