Progressive Design-Build is becoming a more common delivery method in the tunneling industry. This approach allows the Owner to select a design-builder primarily based on qualification instead of lowest price. The delivery method promotes flexibility and collaboration at all levels from the initial design stage through construction. Using the example of the Atlanta Airport Plane Train Tunnel West Extension, value-added risk management was added during the initial design phase with an independent reviewer. This paper presents the independent reviewer transitioning from constructability review in the very early stages of design to independent design verification to on-site supervision during construction.

"Numerous aspects of underground construction, from structural stability to construction costs, depended on the tunnel quality, including blast damage and the Excavation Damage Zone. Accurately quantifying the extent and severity of damaged rock is a problem. Recent technical developments in the field of Measurement While Drilling (MWD), including software for on-board logging and on-site analysis, have shown potential for rock-mass characterization. Ground Penetrating Radar (GPR) and P-wave velocity measurement have also improved and show similar potential. This paper explores the use of MWD, GPR and P-wave velocity measurements and uses them in techniques for excavation damage characterization and prediction. The paper is based on data collected from a small underground waste-collection site in central Stockholm, Sweden. The data is correlated against rock-mass characteristics and their responses are evaluated. Results indicate potential for excavation damage characterization for all tested techniques, which could minimize blasting damage and improve the over-all tunnel quality. 1 INTRODUCTION During underground excavation the rock mass is influenced in many ways. The Excavation Damage Zone (EDZ) is a result of these influences. The EDZ can be defined by an irreversible change in rock mass properties, for example increased permeability. EDZ is influenced by the excavation method, the rock mass properties and the in-situ stresses in the area of the tunneling. Since the 1990s research has been done on the EDZ by Emsley et al. (1997), Christiansson et al. (2005), Olsson et al. (2009), Ouchterlony et al. (2009), Ittner et al. (2014), and Siren et al. (2015). Based on past literature the EDZ have in this paper been separated in the following subzones: 1. Failure Zone or over-break is the area outside the planned tunnel profile, including the Look-Out and hole deviation. This zone consists of fracture networks (both natural and blasting-induced), that caused rock fall-outs. The extent of the over-break can be determined by volumetric scanning and photogrammetry and the half cast factor can be used as a damage indicator. 2. The Damaged Zone is split into three parts and but the quantity and depth of damage is difficult to measure. Although it can be visualized by sawing of rock slices in the tunnel wall (Olsson et al. 2009), diamond coring (DC) or P-wave velocity reduction (Jern 2001): a. Inner Damage Zone (Crush Zone): It is located directly around the drill hole, and is caused by the shock-wave energy of the detonation. The micro fractures in the Crush Zone produce a white-wash (rock dust) in the half cast. b. Transition Zone: This zone consists of micro fractures that connect and form macro fractures, both radially and parallel to the tunnel wall. The macro fractures are caused by the gas expansion during the detonation of the explosive; it increases the pressure in the (micro) fractures and creates the macro fractures. Seismic reflection, rock slicing and core drilling can be used for the examination. c. Progressing Zone: In this zone the existing radial fractures propagate due to the increase gas pressure inside these macro fractures. Examination methods are seismic reflection, rock slicing and core drilling. In addition, the Peak Particle Velocity (vibrations) could be used to estimate the depth (Tesarik et al. 2011)."

"INTRODUCTION Dramatic reduction in energy use and environmental impact can be achieved with sandwich belt high angle conveyors that serve as the vital link in any IPCC (In-pit Crushing and Conveying) system. These high angle conveyors are not new at all, but have not found wide use in IPCC systems where they can realize the greatest advantage. Reduced energy consumption and environmental impact, with IPCC systems, was already realized in the 1970s. With the bulk material haulage limited to conventional open trough conveyors the most direct path out of the open pit was precluded, requiring low angle spiral ramps and/or deep slots and/or tunnels through the high wall of the open pit. These excavations, to accommodate the low angle limitations, represented undesirable impact on cost and on the environment. Against this backdrop, a major study in 1979 sought to develop high angle conveying systems that could continuously haul the mined bulk material directly out of the pit, along the high wall – the shortest distance between the two end points. Between 1979 and 1982, that study developed sandwich belt high angle conveying systems that utilized all conventional conveyor equipment including smooth surfaced rubber belts that could be continuously scraped clean. These systems had all of the positive features of conventional conveyors but overcame the angle limitation. By hugging the bulk material between two belts, the material’s internal friction could be developed to facilitate conveying at any high angle up to 90 degrees (vertical). After an intense testing period (about one year) on the first large scale prototype system, commercialization began in 1983 with the installation of a 60 degree incline system at a western United States coal mine, elevating 2000 t/h of coal to a train load out system. It did not take a long period of scrutiny and acceptance before this high angle conveyor found use in the most rugged requirements of an IPCC system. This was only the second commercial sale, and after more than 150 commercial installations, it remains arguably the most significant high angle conveying system. In 1984, a copper mine in Serbia, already using pit perimeter crushing and conveying, decided to move their primary crusher deep into the pit and to use a sandwich belt high angle conveying system to elevate the ore continuously, directly out of the pit, along the high wall to the pit perimeter where it then transferred to a conventional conveyor for the remaining haul to the plant. The system had significant features including 2000mm wide belts that elevated 250mm coarse ore, at 4000 t/h, over six 15-meter high benches for a total 90 meters of net lift. The system was able to reduce the truck haulage fleet by ten 200 ton trucks realizing great cost savings, zero emissions to the air and greatly reduced traffic congestion in the pit. The system operated successfully until 2002 when the mine shut down. Many successful sandwich belt high angle conveyors followed with the current count of commercial installations at more than 150. Despite the great success with this system, its use has not been repeated as part of an IPCC system."

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

Southern Peru Copper Corporation (SPCC) has recently completed the construction of copper leaching, solvent extraction, and electrowinning facilities at their Toquepala and Cuajone plants in Southern Peru. Much of the ore for these new operations is the result of the existing mining operations that have been in existence as early as 1959. At Toquepala, pre-conditioning and bacterial dump leaching of the sulfide ore that was too low in copper content to be processed through the copper concentrator began in 1987. The Cuajone heap leach operation is treating copper oxide ore that has been stockpiled since the Cuajone concentrator began operation in 1976. The pregnant leach solutions from the dump leaching at Toquepala and the permanent pad heap at Cuajone are combined into one plant feed solution. Adjacent to the large dumps at Toquepala, a solvent extraction and electrowinning facility has been constructed. The electrowinning facility has a planned annual production rate of35,000 metric tons per year Grade A cathode copper. Initial production of the cathode copper began in November 1995.

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

In our previous work, a population balance model describing the simultaneous processes of size reduction and mineral liberation has been developed. The experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, the estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple composite class model has been developed. Emphasis is placed on the direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

In Pennsylvania there are two distinct coal regions, bituminous and anthracite, in which the mining conditions and production trends are different. Bituminous mining is more mechanized, and production is increasing. This report is concerned specifically with the bituminous area. The bituminous coal industry apparently is facing a shortage of miners and mine officials which may become acute by 1970. Since 1949, when Pennsylvania had more than 100,000 bituminous coal miners, the number has steadily decreased. There are two principal reasons for the decrease of certified miners and mine officials. These reasons are the fact that apprentices are almost a thing of the past and the fact that the image of the coal miner is a poor one to people in general and to parents in particular. This has contributed greatly to the high average age of our miners today. The average age of all those employed in the mines is 50. Yet it is known that the progress in mine mechanization requires younger and more alert men to operate the newer type equipment.

Assessing the occurrence of natural ground-water recharge at mine and mill waste disposal sites may be crucial to addressing regulatory agency concerns regarding the potential impact of waste seepage on ground-water resources. Recharge has been shown to occur even in semi-arid areas where annual lake evaporation exceeds precipitation. Permanent storage of waste seepage in the unsaturated zone is not to be expected if recharge occurs under natural conditions. Establishing the direction and rate of fluid movement in the vadose zone by field measurements is an important element that should be included in the site selection process.

The technique of linear kriging as a grade estimation method of mining blocks is reasonably established in the mining industry. Because of the nonbias condition imposed in kriging which requires that the kriging weights (?i) add up to one, negative weights are sometimes used in kriging. The use of negative weights is not justifiable from the practical standpoint. Also, negative block grades can be obtained in some extreme situations which makes no practical sense. To guarantee non-negative weights an additional constraint is required in the kriging system of equations. Unfortunately, the nonnegative weight constraint results in a set of non- linear system of equations. In this paper, a derivation of the resulting set of nonlinear equations is presented and a numerical algorithm is developed for the solution of the equations. Because the algorithm developed does not remove negative weights arbitrarily, optimal nonnegative weights are always guaranteed. Results obtained using the developed algorithm were compared with those using the standard linear kriging, in terms of computer time and the estimation results. Both the computer time and the kriging variance were found to be higher with nonnegative constraint, as expected. However, some systematic pattern was observed in the kriged values (i.e., over or under estimation) with or without the nonnegative constraint. The study also demonstrated when one should generally expect negative kriging weights in practice, and what practical impact the negative weights can have on the kriging estimates.

Boron, estimated to comprise about 0.001 percent of the earth's crust (Fleischer 10), as an element is never found free in nature, although its compounds are found in many localities. the borates are the most important. Sassolite (B(OH)3) and boracite (Mg6C12B1406), non-borates, are-of-minor importance. The crystal structures of most natural borates are still unknown. A classification based solely on the ratio of boron to the total number of cations has been devised (Palache 28). This classification divides the borates into four, sub-groups; anhydrous borates, hydrated borates, borates containing hydroxyl or halogen and compound borates. Only four or five minerals of the hydrated borates group have ever been used commercially. In more recent years, the sodium borates have comprised all but a 'small fraction of all borates used. Borax, the hydrated borate compound, is the most important of all boron compounds. It has been used so long and so often that the layman often confuses borax and boron and, applies the terms synonymously.

Starting in 1980, a committee of the National Research Council studied the question of why some underground coal mines are safer than others and what could be done to improve the ones with poorer performance. The results indicated that safety is improved by management commitment to safety, by cooperation between labor and management on safety matters, and by quality training of employees and managers. Younger mines have higher accident frequencies, but are less likely to be killed or permanently disabled by a lost-time accident. Methods for improving safety performance are proposed.

Implementation of post-closure draindown estimates for tailings facilities are important predictive tools for reclamation planning and often influence jurisdictional bonding. Simplified estimates of draindown have been proposed in the past but these methods are not able to capture many of the site-specific nuances as well as operational and material parameters that influence robust draindown estimates. This paper discusses an iterative approach that relies on unsaturated flow models to predict draindown rates and associated pond inventory water balances that track inputs into underdrain pond systems, solution storage volumes, implementation of active evaporation, and necessary recirculation of solution back to the tailings facilities. Specific design criteria such as climate, facility geometry, material properties, and initial conditions, as well as active closure operational considerations that can influence draindown estimate will be discussed. Concepts presented will be valuable for operators, designers, and regulators to guide closure planning and predictive analytical analyses that support draindown estimates.

Under a Section 319 Water Quality grant from the U. S. Environmental Protection Agency, a working group of government agencies, mining industry representatives, and University of Alaska researchers undertook reclamation of an abandoned mine site on Birch Creek, near mile 101 of the Steese Highway. Stream hydrology, water quality, and the extent and nature of natural revegetation, were measured before the site was then recontoured to decrease the bedload deposition and bank erosion of the streams. Methods for stabilization of streams and rivers appear to have much in common with those for locations further south, but are subject to complications unique to the North, such as the formation of aufeiss, and to a lack of accurate climatological data. Natural revegetation appears to be possible for most northern placer mine sites. However, it may take place more slowly than required by public perception. Preliminary data indicate a surprising lack of nutrients in the floodplains of mined areas. Natural revegetation may be enhanced by selective planting of grasses and willows, which will contribute variously to soil quality, bank stabilization, and short-term appearance. Monitoring of hydrologic and water quality data, and of natural and artificially placed vegetation will continue at the .Birch Creek site through the summer of 1995,

In the analysis of comminution processes, it is necessary to have a detailed knowledge of such sub-processes as: (i) The transportation of the particles to the zone where they are stressed, (ii) The stressing of the particles to a level high enough for breakage, (iii) The removal of the fragments that are smaller than the limit size from the grinding zone, and (iv) The prevention of agglomeration of the fine fragments. The breakage phenomena of particles is the most difficult sub-process to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. It is not only of academic interest to know how a particle breaks, but also it is important for practical applications because it provides a basis for evaluating both the direction and limitation for any potential comminution improvement.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

The ability to estimate that support is unnecessary for various dimensions of opening in certain rock mass environments is of particular relevance in the mining industry, where most excavations are not expected to remain open indefinitely. As Hoek1 observes: "the basic aim of any underground excavation design should be to utilize the rock itself as the principal structural material, creating as little disturbance as possible during the excavation process and adding as little as possible in the way of concrete or steel support". Approximately two hundred case records have been analysed for the purpose of determining the amount of permanent support normally used when a given span is excavated in known rock mass conditions Some thirty cases concerned unsupported openings. Excavations that can stand unsupported appear to have certain common characteristics as regards rock mass quality. However, the mechanical properties of the rock mass are not the only factors controlling the choice of design. The dimension of the opening (span or height) and the type of excavation are two important variables.

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.
