The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

A major part of the European Union’s (EU) project Sustainable Intelligent Mining System (SIMS) is investigating the development of diesel-free/carbon–neutral underground mines in order to ensure sustainable underground mining in the future. Replacing diesel machines with electric vehicles in underground hard rock mines has been widely acknowledged by the mining industry worldwide as a critical step to improve working conditions by reducing diesel exhaust–related contaminants, to reduce mine ventilation electrical power cost by reducing mine airflow quantity, and to reduce mine greenhouse gas emissions. All of these are major requirements to achieve sustainable future underground mining practices. A field trial of Epiroc’s 2nd generation of Battery Electric Vehicles (BEVs) at Agnico Eagle Finland’s Kittilä mine was conducted during 2019–2020. Vehicles tested were MT42 mine truck, ST14 Load-Haul-Dump (LHD), and Boomer E2 jumbo drill rig. This paper outlines the improvement of the working conditions observed in the field trial, and the opinions of the mine personnel at Kittilä mine on using BEVs instead of diesel machines. Measurements of atmospheric contaminants and air temperatures taken during the field trial clearly demonstrated a significant improvement of working conditions when BEVs were operating as opposed to diesel machines. This field observation was supported by the opinion of the majority of the Kittilä mine workers. However, some remaining concerns must be addressed before BEVs can replace diesel machines.

Experience from Australia had identified what is referred to as nonconventional surface subsidence behavior. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence,” and far-field horizontal movements, occurring even beyond conventional “angle of draw” limits. This paper discusses such behavior recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam, leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900 ft to the north, mining at depths of 330 to 720 ft. Investigations, including a subsequent ground movement monitoring program, found a range of evidence in the vicinity suggesting that valley closure and farfield horizontal movements may have occurred, resulting from the adjacent mining. Besides discussing the phenomenon of nonconventional subsidence behavior and the Ryerson State Park case study, this paper includes an assessment of the mining, geology and subsidence impacts and suggested ground behavioral mechanisms.

The Kayford, Boone and Nicholas Division of Bethlehem Mines Corporation operates a modern coal preparation plant in Van, West Virginia. Since the start-up of the Van Plant in 1976 until the summer of 1980, the refuse handling system proved to be a costly maintenance problem and a material handling bottleneck. During the 1980 two-week miner's vacation the original system, which included two screw conveyors and a drag conveyor, was replaced by an installation utilizing two Flexowall steep angle belt conveyors. This paper describes the technical and economic analysis that led to the new installation and reviews its first year operating performance. The Van facility is a heavy media plant designed to handle 127 mm x 0 raw metallurgical quality coal from the Powellton seam at a maximum feed rate of 590 TPH (metric tons per hour). Depending on mining conditions, the clean coal recovery rate averages between 50 and 65%. The plant is set up with three types of cleaning circuits. Coarse material (127 mm x 12 mm) is cleaned in heavy media baths. Intermediate size material (12 mm x .5 mm) is cleaned in heavy media cyclones. Fine coal (.5 mm x 0) is cleaned in a hydrocyclone1 froth flotation circuit.

Increasing attention is being paid to laterite nickel ore as an alternative to nickel sulfide ore to act as a feedstock for nickel metal production. While laterite nickel ore accounts for a lion’s share of global nickel resources at approximately 72 percent, it accounts for only 42 percent of the world’s nickel production. In addition, the processing of nickel sulfide ore is confronted with enormous challenges due to deeper drilling requirements, higher production costs and depleting reserves. The nickel content in the nickel laterite ore associated with hydrated iron oxides and silicate minerals limits the application of physical beneficiation methods for the removal of iron. Thus, magnetic reduction roasting followed by magnetic separation has been regarded as one of the attractive routes to concentrate and separate the valuable metals from the impurities.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. Chalcopyrite extraction in an aqueous acid medium occurs through solid transformations into distinct intermediaries. As intermediates, mineral phases CuS, Cu2 S and Cu5 FeS4 may generate in the leaching solution before CuFeS2 completely decomposes to Cu2+, Fe2+ and S0. Oxalic acid is a common organic acid, and it dissolves easily in warm water. Due to the chelating feature of oxalic acid, it hinders iron precipitation by composing soluble complex anions in a wide range of pH. In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using hydrochloric acid (HCl). Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp= 4.43 × 10 −10) was performed by conventional leaching in the presence of HCl.

Anthracite is widely known as a domestic or space heating fuel. The prevailing market ratio of domestic to industrial consumption was about 80 to 20 up until 1950. Since then it has been shifting until now the ratio index is about 50/50, exclusive of overseas export. Despite a declining domestic space heating market, the demand for industrial anthracite remains good. However, as a result of stringent air pollution regulations, there is a renewed interest in this low sulphur coal which cannot smoke under any conditions. Anthracite serves other important industries such as power generating, metallurgical, cement, ceramic, chemical, water sewage and industrial wastes filtration. Anthracite is an excellent natural source of carbon and may be utilized in many processes.

The growing demand and a diminishing supply of conventional crude oil in North America are bringing about an ever increasing interest in the so-called "synthetic fuels". With one commercial plant already in full production, another in the planning and engineering stage, and still others being seriously considered, the Athabasca tar sands is proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.1 This major source of new oil is about ready to play a significant role in the filling of ever increasing market demand. When and if fully developed, the Athabasca tat sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulphur synthetic crude, is beginning to enter the market place at a most favourable time.

The major copper loss at Mount Lyell is in the coarsest particles presented to flotation. An analysis of data collected from the five primary and six secondary ball mill circuits showed that grinding was limited by low breakage rates in secondary mills, possibly due to oversize balls. For 5 months, the make-up ball size for one secondary mill was reduced from 50 to 30 mm. Frequent steady-state tests indicated that overall average breakage rates could be increased by about 70% using smaller balls. A mathematical simulation of the whole circuit with increased breakage rates showed that the resultant finer grind was likely to improve copper recoveries by about 22.

In oil sands mining, tailings are voluminous unwanted byproducts generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining, (2) dyke construction schedule, (3) size, shape and location of tailing cells and (4) mining and processing production targets. The results show that in creating in-pit tailing-cell designs, decreasing the mining-cell volume and increasing the number of mining cells improves the net present value (NPV) of the operation due to increased operational flexibility.

"As human beings, we have managed risk since the dawn of the ages and have been adept at doing so. In order to survive, we hunted or gathered. If we did not take enough risk, we died. If we took much risk, we died (Fig. 1). As individuals and tribes, risk had to be optimized to maximize our chances to thrive, as individuals and as tribes.In today’s world, the risks are vastly different, but in order to thrive, these must be managed. And no industry knows this as much as mining. In fact, the International Council of Mining & Metals (ICMM) has proposed the Critical Risk Model (Fig. 2) as a means of identifying critical risk, critical controls and associated performance standards. The ICMM focuses on sustainable development performance in the mining and metals industry. It has 23 members, representing some of the largest mining companies in the world.This approach is going to help the mining industry. But it must be applied effectively, with the acknowledgment that the system alone cannot be effective. We can say this confidently, as even companies known for the strength of their risk and safety management systems continue to experience significant incidents, and, in some cases, catastrophes. Why does that happen when all safety metrics, including injury rate, are pointing in the right direction? In the view of the author, it is only when leadership, culture and systems work in complete harmony that the resilience of an organization to manage its significant risk is at an optimal level. It remains an ongoing leadership challenge to maintain that balance and the optimal mindset in the organization. So how do you maintain that special balance?Let’s start with a basic premise. Leadership, supported by simple effective systems, creates culture which creates outcomes. Everyone going home safely is an outcome, as is cost effective operations, and to achieve those outcomes efficiently, the organization must focus on the inputs. And those inputs include effective leadership, effective systems (for the purposes of this article, risk and health, safety and environment (HSE) systems), good planning, stable operations and competent workers. This article will focus on gaining maximum performance from your risk management system."

The former Northern Pacific Railway, the Great Northern Railway, the Chicago, Burlington and Quincy Railroad and the Spokane, Portland and Seattle Railway merged in 1970 to form the Burlington Northern Railroad, with Lou Menk as its first President. "Mineral deposits require substantial amounts of energy to transport and be processed into usable form and, as such, present a real processing challenge in that the deposits are never homogeneous and orebody compositional characteristics are all over the map. Extracting the desired mineral(s) from the deposit at sufficient profit margin, despite severe fluctuations in market price, requires process automation architecture capable of supporting an integrated enterprise solution. Such an architecture will encompasses the activities of individuals, process units, process areas, plant level activities, mine management and business planning, and accounting systems. Key to the automation process is the aspect of value generation. This article brings together the various requirements for the automation of a mining enterprise and presents the different aspects of how to obtain value across the entire mining operation.Minerals’ processing sites are historically long lived, with 20-year life-of-mine not uncommon and 75 years not unheard of. Considering that hardware technology advancements are introduced every six months, or less, it is prudent to select process automation systems that adhere to “open” industrial standards versus proprietary based systems. In the minerals processing industry, the key to survival is driving the cost of production per unit volume to the lowest possible level and provide enough profit to sustain operations. Control system architecture and business information technology are rapidly becoming important tools in the quest for productivity. Getting key dynamic business performance information at the right time to the right person or process unit is crucial to successfully achieving corporate goals. The process automation architecture selected must, therefore, be able to integrate to the various networking enterprises and business systems.The mining industry is generally known as an extractive industry that is physically oriented with respect to operations and the activities in which workers engage. Large numbers of people performing manual tasks in difficult surroundings, produce variable outputs. But times are changing – and so are industry best practices. While the nature of work still consists of activities such as ore extraction, ore movement, ore concentration, refinement and logistics, automation innovations are starting to change the nature of many of the production steps. The industry has transitioned from requiring more physical activities by workers to more information management, automated control and collaboration within the operation. Humans are good at situational intervention and nonlinear reasoning and do best when empowered with an overall production perspective. Machines and automation are good at repetitive functions, steady state operation, and managing transitions. Thus, a combination of advanced technology solutions, reliable and useful information and full human contributions are necessary to mining operations for value generation."

While the COVID-19 pandemic has dominated the headlines, another epidemic in the United States has continued apace — the opioid epidemic. Half a million opioid overdose deaths have occurred in the United States since 1999, when the opioid epidemic began. The causes of the epidemic include the rise in prescriptions for opioid pain medications, including for work-related pain. Miners and other occupations identified as physically demanding and at higher injury risk have been found to be at increased risk for opioid overdose [1]. However, awareness of the risk factors that might lead to opioid use, the potential hazards associated with their use, and resources to prevent addiction and death can allow miners to make choices that can reduce these risks.

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design.
