Geologic maps are indispensable tools in the modern search for mineral and fossil-fuel resources. They are the first essential step in understanding the lithologic nature and structure of rock units that form the land surface and that lie beneath it. They provide the basic foundation for planning mineral resource exploration programs and form the superstructure from which subsurface investigations are projected. In view of the economic application of such maps, the Commonwealth of Kentucky and the Federal Government entered a formal agreement in 1960 to map Kentucky geologically on a scale of 1:24, 000, or one inch map distance equals 2,000 feet on the ground. A 7. 5-minute quadrangle would comprise the unit map area. A resolution which urged the preparation of a new geological map of the entire State was passed by the Kentucky Society of Professional Engineers in February 1959, and was presented to the Governor of Kentucky, the Legislative Research Commission, Kentucky Department of Economic Development (now Department of Commerce), Kentucky Chamber of Commerce, and Kentucky Geological Survey with a request for support and action. The request was subsequently endorsed and actively supported by numerous civic and professional societies as well as representatives of various facets of Kentucky government, commerce, and industry. Monies to initiate the program were appropriated by the next session of Kentucky legislature; this appropriation was matched by federal funds (Hagan, 1961). Kentucky's state-wide topographic mapping project was completed in 1956, just four years prior to starting the geologic mapping program. The recently completed modern 7. 5-minute, 1:24,000 topographic maps made ideal bases for plotting areal geology. Had they not been available, it is doubtful if a geo- logic mapping program so large and comprehensive could have been undertaken.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Laboratory and field scale kinetic testing was conducted to evaluate scaling up of laboratory data. Two 20- tonne (field) cells were monitored for internal temperature, pH, conductivity, volume and rate of flow, and water quality. On a surface are. basis, results showed sulfide oxidation rates obtained using 50-kg cells are more sensitive to changes in aeration than those from 1-kg cells. Correcting the laboratory oxidation rates for field temperatures with a pH 7 activation energy, which is in the field drainage pH range, returned oxidation rates an order of magnitude lower than the field cell rates.

The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in southwestern Chihuahua State, Mexico. The prospect was discovered by a Francisco Gold Corp. geologist in1995. El Sauzal was encountered as a result of an extensive grass-root exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas Silver Camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiary age. The mineralization appears to be both structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system including kaolinite, illite, alunite, dickite and pyrophyllite. The deposit’s gold distribution, as recorded from drill-hole data and surface samples, varies from 0.2 to 650.0 g/t. The estimated geological resource, as calculated from an independent study completed in 1998, was 3.0 million oz @ 2.03 g/t including a minable reserve of1.8 million oz @ 3.3 g/t.

Flocculation, the process of coagulation or coalescence of finely divided particles, is commonly used in separating fine solids from fluids. Forces disposing of the particles to flocculate include: ionic forces of attraction, secondary entropic forces, and magnetism. Magnetic flocculation is due to a physical magnetizing process which affects suspended ferromagnetic particles. Such particles, after exposure to magnetic fields strong enough to cause reorientation of the particles and alignment of the induced magnetic poles, tend strongly to retain this induced magnetism, as the magnetic retentivity of ferromagnetic particles is a linear function of its specific surface.1 Thus, because they become small magnets with high residual magnetism, the particles become and remain attracted to one another, forming large agglomerates. Fine magnetic particles close to domain size can exhibit energies of the magnetization of the order of 105 ergs/cm3,2 which is many times greater than the energy affected by chemical flocculents. Therefore magnetic flocculation can be used to agglomerate particles having surfaces ionized with like charges and only a minute quantity of ferromagnetic material will be necessary to develop sufficient force to overcome the repulsive ionic forces and hold together relatively large masses of fine solid agglomerates suspended in fluids. Since flocculation occurs after the fine suspension passes through a magnetic field generated by magnets surrounding a pipe section, the simplicity of the process and economic advantage makes magnetic flocculation very attractive.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. Phosphate mines in Florida are continuing to encounter higher dolomitic content host rock with the phosphate pebbles(1) necessitating a change in grinding conditions and/or circuits, One of these changes is to install hydrocyclones and close circuit the mill as opposed to the traditional open circuit grinding plant. Close circuiting of the grinding mill with hydrocyclones allows one to take advantage of reduced process mill power requirements by circulating the coarse mill discharge back into the mill for multiple chances of particle breakage. Additionally, as in this case, the hydrocyclones de-slime the pebbles, allowing for more efficient use of grinding power by reducing the amount of dolomitic material recycled to the mill.

Particle shape characterization is a complex task made more difficult because of the human eye's sophisticated recognition of shapes, giving rise to the assumption that shape analysis is considered a simple problem. Further exacerbating the problem is the question of whether particles have a general shape. Old and new shape measuring techniques are discussed, particularly the new image analysis methods techniques such as Fourier, Haar, Walsh and Delta. Problems with the current image analysis equipment and future research equipment needs are presented.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

Flotation is a surfaced-based separation process that exploits the differences in the hydrophobicities of the components. In the present paper, a review of both established and emerging nonmineral applications of flotation (oil removal, paper de-inking and separation of plastics) is presented and discussed. For each application, the theory of the process is compared and contrasted with mineral flotation. It is shown that the mass-transfer approach to flotation offers a good starting point for the analysis of these separation processes.

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. History Leaching of sulfide ore was first attempted by the Phelps Dodge Corporation about 1900 at Bisbee, Arizona, when Dr. James Douglas conducted experiments in an attempt to apply the leaching techniques then in use at Rio Tinto, Spain. Although this initital attempt was unsuccessful, research work was continued which culminated in successful leaching operations at Tyrone, New Mexico, in 1917 and at Bisbee beginning in 1920. Leaching has continued intermittently since that date, with material from the Lavender Pit being leached today. The Lavender Pit Leach Dump Stripping for the Lavender Pit was started in 1951, with mining operations on stream in 1954 and continuing to the present. All material removed from the pit has been classified as waste, leach material, milling ore, or direct smelting ore, depending upon grade and degree of oxidation. Lavender Pit leach material has been stockpiled in a single dump, called No. 7 Dump. This dump covers an area of approximately 135 acres and average about 300 feet in height. The dump has been deposited over a period of 20 years by truck haulage and contains several layers, each of which has a permeable boulder layer at the bottom and a compacted layer at the top. Leaching of Lavender Pit material was started in 1956 and has proceeded simultaneously with dump construction. Former leach pond areas and haulage surfaces have been ripped with D-9 tractors before deposition of succeeding layers of ore.

This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

The one-day event offers attendees the opportunity to listen to their peers outline what’s new in the underground construction industry, get updates on major projects in North America and have a chance to catch up of old friends.The conference is put on by the Underground Construction Association of SME. This latest conference attracted about 370 specialists in the industry. The theme for this year’s event was “Water Tunnels, Past, Present and Future.”The technical session included talks focused on major tunneling projects, including the massive California Water Fix program and the Massachusetts Water Resources Authority (MWRA) Metropolitan tunnel redundance program in Boston. The conference also included an update on the Gateway Project from Phil Rice from WSP and Mahammed Nasim of Amtrak as well as a Tunnel Industry update.The following is a sample of a few of the presentations. Technical presentationsDEP’s Tunneling Program Evolution. James Mueller is the agency chief engineer of New York City’s Department of Environmental Protection (DEP). Its mission is to plan sustainable infrastructure investments for the future of clean water and the environment in the city and its watersheds, he said. The agency’s goals are to synthesize information across bureaus within DEP to allow data-driven decision-making. It is also to optimize internal agency processes and systems related to the implmenation of engineering programs within a structured assessment process. The agency also prioritizes projects and funding within a structured integrated planning process. And it standardizes project performance and delivery to meet the needs of the agency in alignment with industry standards and market capabilities."

A Knowledge of the amount of time the material spends in a continuous mill in a closed-grinding-circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of tracers in residence-time-distribution (RTD) experiments. In a typical wet process the RTD measurements are usually done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article a simple to use mathematical method for the calculation of the closed circuit material residence time in the mill is developed. Using this method there are no restrictions on the location of the tracer injection or detection points. Any convenient location in the closed circuit can be chosen without affecting the simplicity of the method. This method also enables the calculation of the degree of mixing in the mill. The use of this method for the analysis of impulse response data obtained from several commercial grinding circuits is presented.

INTRODUCTION Construction of a major intercepting sewer in Brooklyn, New York involved tunneling in soil over several subway lines. In two instances the clearance between the subway and sewer was sufficiently close that concern was raised about the influence of the new construction. Prior to each critical crossing, analytical studies were performed which characterized the tunneling influence. It was demonstrated that with adjustments in construction procedures the crossings could be made without affecting the integrity of the subway linings. A comprehensive program of instrumentation and full-time monitoring was undertaken to ensure that any unforeseen adverse developments during crossing would be recognized. The successful crossings were subsequently made with minimal influence. Reported herein are the special construction conditions for the two crossings, the analytical simulation of behavior, and the results of monitoring on the subway linings. SEWER TUNNEL CONSTRUCTION AND EXISTING SUBWAYS The Red Hook Intercepting Sewer is a 2600 m (8600 ft) long tunnel which is part of a major water pollution control project in New York City. For clarity of nomenclature, the sewer is termed a 'tunnel' while the rapid transit structures are termed 'subways'. For routine construction, the tunnel was mined by hand with a 3.2 m (10 ft-5 in.)

Proceeds from industrial mineral mining in Nevada were approximately equal to those from metal mining during the barite boom in the late 1970s and early 1980s; however, since then the economic importance of industrial minerals has been overshadowed by gold mining (Fig. 1). The total value of industrial minerals mined in Nevada increased by about 60% during the 1980s, reaching an estimated $306 million in 1990 before falling slightly in 1991. The state's most important industrial mineral commodities, in order of estimated value, are aggregate, lithium carbonate, diatomite, lime, cement, gypsum, barite, clay, silica, and magnesia (Fig. 2). Industrial minerals produced on a smaller scale are colemanite, dimension stone, dolomite, perlite, salt, and zeolite. In 1991 industrial mineral commodities other than aggregate were produced at 39 operations in Nevada. Most of these operations are located near the two major metropolitan areas of the state, or along the major transportation routes (Fig. 3).

"INTRODUCTION Contrary to popular belief, Arizona State Trust land is not public land. All uses of the land must benefit the Trust, a fact that is considered with the review of each application received for sale, lease, or permit. This includes applications for activities ranging from commercial development to recreation. In 1863, the Territory of Arizona was established by an act of Congress. This act reserved sections 16 and 36 in each township to be held in trust for the benefit of the common schools. Later, the Enabling Act of 1910 allowed the Territory of Arizona to prepare for statehood. This act reserved the additional sections 2 and 32 of each township for the common schools and granted another 2,350,000 acres to be held in trust for other beneficiaries. In all, Congress granted the State of Arizona almost 11 million acres. The State was to manage those lands and maximize revenue for 13 separate beneficiaries. To meet this mandate, the State established the Arizona State Land Department (ASLD) in 1915. During fiscal year 2015, the ASLD contributed $136 million to the permanent fund, bringing the total value to over $5.1 billion, through the sale and leasing of the land and natural products which includes minerals. The current inventory of State Trust lands includes 9.2 million acres representing about 12.7% of the State.The ASLD Minerals Section manages the exploration, development, and leasing of mineral products on State Trust land. We are not a regulatory agency, but a department guided by our fiduciary responsibilities to the Trust. Our mineral programs include: Exploration Permits, Mineral Leases, Mineral Material Leases, Geothermal Leases, Oil & Gas Leases, and Special Land Use Permits. INDUSTRIAL MINERALS ON ARIZONA STATE TRUST LAND Industrial minerals fall under the category of either Mineral or Mineral Materials Leases. Common industrial minerals found on Arizona State Trust land include potash, limestone, gypsum, salt, specialty clays, zeolites, crushed stone, and sand and gravel."
