The LA Effluent Outfall Tunnel is the first tunnel in the United States to incorporate post- tensioning into the precast segmental lining. Several unique components were integrated to ensure that the post tensioning could be carried out successfully in the tunnel, even concurrently with the TBM excavation. This also required the development of new processes both in the casting facility and in the TBM to ensure that the almost 3,700 rings could be successfully manufactured, threaded, stressed, and grouted. This paper will discuss the material selection, fabrication, and installation of, as well as lessons learned from, this first in country tunnel lining.

The strength of anchorage of various types of roof bolts in permafrost depends on the types of rock in which they are installed. Variation in the mine thermal regime results in weakening of the roof and walls, and at times total loss of ice cement bonds takes place in the surrounding rockmass. In mines with positive ventilation air temperature, the wedge or expansion types of bolts may become weakened due to the transfer of heat into the anchorage through the metal rod and subsequent thawing of rocks. Effective operation and evaluation of roof bolt systems for mine workings in permafrost require predictions of the dynamics of wall thawing by warm ventilation air. This paper presents an analysis of the temperature distribution in the frozen host ground surrounding roof bolts, the area of interest being the vicinity of the anchors for point anchored bolt and the entire length for split set bolt

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

Atlantic Richfield Company began operating a commercial uranium solution mining project in April, 1975 in Live Oak County, 10 miles southwest of the town of George West (Figure 1). The operation is designed to produce 250,000 pounds of U303 per year and is jointly owned by Atlantic Richfield Company, Dalco and U. S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural -- cattle ranching and farming -- but several producing gas fields are present in the areas as well.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

Significant quantities of nuclear wastes were first generated in 1944 as a byproduct of the national defense program. To establish the current inventories and future projections of nuclear waste products is not a simple task. The Oak Ridge National Laboratory recently issued a report which now constitutes the official basis for nuclear waste inventories and projections. Radioactive wastes originate from five major sources (U .S. Department of Energy, 1980b) : (1) From the commercial nuclear fuel cycle related to the production of electricity , (2) From defense related activities, (3) From institutions such as hospitals, universities, and research foundations, (4) From industrial uses of radioisotopes, and (5) From mining and milling of uranium ores.

In 1989, for the third consecutive year, both the production and consumption of coal in the United States reached record levels. Domestic coal consumption totaled 806.5 Mt (889 million st) in 1989, a 5.4 Mt (6 million st) increase from the year before (Table 1). US coal exporters also had a banner year. For the first time since 1982, exports ex¬ceeded 91 Mt (100 million st). US coal production in 1989 rose by a surprising 27.3 Mt (30 million st), reaching 889 Mt (980 million st) for the year. To a certain extent, the sizable difference between production and demand growth was due to smaller consumer stock withdrawals. Coal consumers withdrew only 12.7 Mt (14 million st) of coal from their stocks in 1989, com¬pared to 22.7 Mt (25 million st) in 1988. Despite strengthening coal consumption, exports, and production, coal prices to all domestic sectors declined slightly during the year. That essentially continued the trend of the past several years. On the labor front, the United Mine Workers of America struck the Pittston Coal Group in 1989. It was a bitter work stoppage that was not settled until February of 1990. This was the first major coal strike since 1985. The strike also precipitated a series of wildcat outages by UMWA members in June and July. At their peak, more than 40,000 UMWA members participated in the wildcat strikes. Except at Pittston, however, most miners were back to work by August. It is estimated that perhaps 4.5 to 9.1 Mt (5 to 10 million st) of coal production was lost due to the Pittston and associated wildcat strikes. However, some of this production may have been recouped by other coal companies not affected by the wildcat strikes, and by the affected companies after the strikes ended.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

In many cases the roof strata of a bedded deposit may be considered as a composite of rock beams of rectangular cross section, whose component layers differ in thickness and may or may not be separable from each other when they are subjected to loading by their own weight. An analytical study of the behavior of such multiple-layer beams is extremely difficult owing to the heterogeneity and anisotropy of rock materials. The complexity is revealed by the fringe photographs obtained from several series of barodynamic photostress experiments conducted on various types of multiple-layer model beams of a medium-grained Bedford limestone. Further discussion on the applicability of barodynamic photostress techniques to the model study of the behavior of mine roofs in stratified geologic media is presented by comparing the phenomenological observations recorded in this investigation.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

A kinetic model for batch leaching of various metals with different lixiviants has been developed. Overall material balances for reactants and products at the solid/liquid interface were formulated with various types of heterogeneous reactions in place at the interface. The solutions to these mass balances have been identified analytically as well as numerically using a Runge-Kutta method. Applications of these numerical solutions to various leaching systems using the rotating disc or powders have been discussed. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. The problems of slope stability in open-cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the ore body, This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ.

It can be useful to model the mean grade values for a metal in mineral deposits containing that metal as representing the extreme value tail of a lognormal frequency distribution for the concentration values of the metal in rocks of all types. Results for copper and zinc in the Abitibi area of the Canadian Shield are compared to results previously obtained for the Canadian Appalachian Region. The lognormal model is also applied to a set of 162 large gold deposits in the Abitibi area. In the second part of the paper, 1311 large and small gold deposits in the Abitibi area are modelled as discrete events. By means of a newly developed spatial clustering model it is possible to predict the variances of random variables for frequencies of deposits in cells of different sizes.

In 1970 Texasgulf (Australia) introduced natural gamma radiation logging of drill holes for exploration in the Hamersley Iron Province of Western Australia. Drill hole logs have allowed positive stratigraphic and structural correlations within complexly folded secondary hematite ore deposits and between individual iron ore deposits separated by distances in excess of seventy-five miles. A Neltronics model KPD logging system and gamma-ray sonde are being used to measure the natural gamma radiation of the enriched Brockman and Marra Mamba banded iron formations. The parent banded iron formations are composed of thick, chemically precipitated iron oxide, chert, iron silicate, and carbonate with thin intro-formational clastic horizons. These clastic horizons give a greater natural gamma radiation than the banded iron horizon, and each clastic horizon has a characteristic radiation profile related to its composition and thickness. Because the natural gamma-radiation profile is unchanged during secondary enrichment of the iron formation, the present stratigraphic position of each drill hole can be established and complex folding can be accurately traced in the sub-surface. Gamma ray logging of percussion drill holes has made feasible a significant reduction in diamond core drilling without loss of accuracy. At the same time, it has provided a means of rapid evaluation of complexly folded iron ore deposits.

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.
