Reduction bleaching is used to improve the brightness and color of the kaolin pigments sold to the paper and speciality industries. The bleach re¬duces the iron oxide associated with kaolin deposits to a colorless form by the following reaction: Na2S2O42+ 6Fe+3 + 4 H2O -> 2 NaHSO4 + 6Fe+2 + 6H+ (Conley et al., 1964). At present, sodium hydrosulfite is used by the kaolin industry as the reductive bleach. It is often purchased commercially as a liquid solution and added into an acidified slurry. Before the use of commercial sodium hydrosulfite, kaolin plants manufactured zinc hydrosulfite on site by adding zinc dust to sulfurous acid made by passing SO2 gas into water. This process was abandoned in the 1970s due to environmental concerns about zinc in waste waters. In the 1970s, Engelhard patented a process that made sodium hydrosulfate from an iron hydrosulfate (Tiethof, 1978). Difficulties with separating the iron hydroxide byproduct from the bleach and a decrease in the cost of commercial bleach caused the project to be abandoned.

Ion flotation of gold is a process continuing to be developed to selectively beneficiate dilute aurocyanide liquors using a novel surface­active complexing agent. Aeration of these liquors causes accumulation of the precious metal species in the froth concentrate produced in a flotation column. Successful development of ion flotation for concentrating solids-free liquors would offer a low--cost method for recovering specific metals from heap leach runoff or waste tailings solutions. The cost of constructing and operating a 100 tph gold ion flotation facility has been compared with the relevant carbon adsorption plant costs. Reductions in operating costs of 25% and installed capital of 40% are possible in relevant expenditure areas. For an 'average' processing plant, this equates to annual operating savings of A$ 170 000 and a capital saving of A$ 515 000, with a three-point increase in total (mine and plant) site DCF ROI. High gold inventories are eliminated and the number of processing steps is reduced. The application of gold ion flotation will initially be confined to heap leach operations in the western U.S.A., although use of the process in mine abandonment programmes elsewhere is also an area of future development.

The net acid generation (NAG) pH method is an important analytical tool that supplements static and kinetic tests for assessment of the acid generation risk of rock samples. This method is useful because it is simple, rapid and cost-effective; it combines features of the static and kinetic tests; and it can be conducted at mine assay labs. The NAG pH test is particularly effective for operational testing programs used to classify, selectively handle, and route potentially acid-generating waste rock. The NAG pH procedure is based on a 24 hour oxidation of a pulverized rock sample with hydrogen peroxide and subsequent measurement of the sample's pH. If the NAG pH is below a critical value, determined empirically, then the sample has the potential to generate acid in the field. The critical NAG pH value is typically within the range of 3 to 4.5, but the exact relationship between NAG pH and potential acid generation should be determined individually for each mine site, based on comparison with results of acid base accounting, humidity cell tests, and mineralogical analyses. Calibration and use of the NAG test for predicting ARD risk at several mines are described in this paper.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. This paper describes how a knowledge of inherent rock characteristics can aid the mining engineer in his design of a mining method for a massive domelike structure. The paper shows how the pertinent rock characteristics were measured and analyzed and how the data obtained was used for design purposes. This analysis was conducted in 1964 in a producing salt dome, since that time, mine management has tried certain of the recommendations for mine design changes. The results of such changes are presented.

The Endako Mine is an open-pit molybdenum mine located in the north central region of British Columbia, Canada, about 960 km (600 road miles) north of Vancouver. Production for the latter part of 1992 was expected to averaged 63.5 kt/d (70,000 stpd). Of that amount, 27 kt/d (30,000 stpd) was the mill feed. This production is achieved with five 11.5 to 14.5 m3 (15 to 19 cu yd) electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 320 mm (12.25 in.) electric rotary drills. There are three ore zones delineated into pit areas: the Endako, Denak East and Denak West. Present mill feed source is the southeast stage of the Endako Pit. Stripping is carried out in the south wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM-BM-flotation circuits. The majority of the molybdenum sulfide (MoS2) is roasted on site to produce technical grade molybdenum oxide (M003). A portion is further refined and treated to yield a 99.9% pure MoS2 product.

All things being equal optimal productivity and cost is achieved when the capacity of the hauling equipment is matched at all times with that of the loading equipment.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

Eight mine weather stations (MWSs) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system are helping to simulate real time ventilation scenarios. Seasonal weather extremes can result in variations in the natural ventilation pressure (NVP), which can significantly affect the ventilation system. The eight MWSs, which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations, were upgraded to provide continuous real time data to the site-wide central monitoring system. These data can now be utilized by the ventilation engineer to create real time ventilation simulations and can indicate trends that assist in the prediction and mitigation of NVP and psychrometric related events.

Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Due to time constraints, the reserves associated with each occurrence were not determined. All data points were random. The analysis was limited to occurrences in Colorado, Wyoming, and Utah. Haul trucks have the potential to generate large amounts of respirable dust. This respirable dust has been shown to be a health hazard to personnel, especially if it contains a high silica content. Lack of dust sampling data from haul trucks prompted the completion of a study to quantify respirable dust concentrations. These field studies were conducted measuring instantaneous respirable dust at stationary locations from passing haul trucks at a stone quarry and a coal mine site. Fugitive dust levels from haul trucks were analyzed to characterize dust dispersion. This analysis will indicate safe following distances for haul trucks and other heavy equipment to avoid over-exposure of respirable dust from the lead haul truck.

At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. In 1996, the Office of Surface Mining (OSM) and the U.S. Fish and Wildlife Service (FWS) completed an Endangered Species Act (ESA) programmatic Section 7 consultation. From the resultant Biological Opinion, it was found that coal mining operations conducted under federally approved state regulatory programs would not likely jeopardize the continuation of federally listed species nor result in the destruction or adverse modification of critical habitats. The requirements of the ESA and their integration into the SMCRA permitting process and the responsibilities of the regulatory agency, the FWS and the coal operator will be discussed. Guidance on the development of protection and enhancement plans will be provided and site-specific examples given.

Information gained at the site investigation stage of the Carsington aqueduct project led the designers to suspect that methane might be encountered during tunnelling and therefore gas detection techniques, including emergency shutdown systems, were introduced. After construction, on completion of the excavation and lining of the tunnels, a survey showed that methane was entering the aqueduct dissolved in infiltrating groundwater. General body air concentrations were very low but on closure methane concentrations rose rapidly within the aqueduct. A research project has now been initiated to investigate the mechanism of methane generation and entry rate into the system, the results of which are being taken into account in the preparation of future operating procedures.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

INTRODUCTION This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the US Bureau of Mines (USBM) and made possible through the cooperation of many mining companies in the US and foreign countries. The data presented have been obtained from papers previously published by the Bureau dealing with indi¬vidual mines, from the technical press, and from infor¬mation furnished by the mining companies. DEFINITIONS Top Slicing The term top slicing is commonly applied to that method of mining in which the ore is extracted by a series of timbered slices, beginning at the capping; the slice is caved, bringing down the capping to the floor of the slice; the succeeding lower slices are mined up to the overlying mat or gob, consisting of an accumulation of timber from the upper slices and broken capping, which follows the mining progressively downward (Fig. 1). The term has also come to be applied to the mining of ore bodies only one slice thick, by a series of tim¬bered slices one beside the other. The timbers are blasted out, bringing the capping down to the floor, suc¬ceeding slices being driven alongside those already caved (Fig. 2). In USBM classifications of mining methods, top slic¬ing has been placed under the heading caved stopes. The method differs fundamentally, however, from the cav¬ing methods of mining in which the breaking of the ore itself is accomplished by caving action induced by undercutting. In top slicing the ore is broken by the ordinary methods of drilling and blasting, and only the capping is broken up by caving. Main Levels or Haulage Levels Main or haulage levels are the main extraction levels on which the ore is hauled to the shaft. These levels and the shaft constitute the preliminary development of the mine.

Editor's Note: For purposes of uniformity throughout this book, Coal Preparation, 5th Edition, the editors have advocated the use of the U.S.A. Sieve Series of testing sieves (see Table 6-2) as the testing sieves of modem choice. The adoption and use of the U.S.A. Sieve Series and its forerunner, the Tyler Standard Screen Scale, has for over seventy-five years introduced uniformity into reports; has simplified the comparison of results; and has provided control for operation of modem coal preparation circuits. While a full explanation of the differences, and more importantly the similarities of these two measuring systems cannot be stated here, it is felt that a brief clarification of terms is in order. The difference between the U.S.A. Sieve Series and the Tyler Standard Screen Scale Sieve Series is the identification method. Tyler Screen Scale sieves are identified by mesh designation with the width of opening varying by the square root of two, or 1.414 times the width of opening in the previous sieve. The U.S.A. Sieves are identified by openings in millimeters or microns and also arbitrary numbers which do not necessarily mean the mesh count; this series uses width of opening variations in the order of approximately the ratio of the fourth root of two, or 1.189. Tyler Standard Screen Scale and U.S.A. Sieves can be used interchangeably, and to avoid confusion the nameplate of all Tyler Screen Scale sieves show the U.S.A. Number, while all U.S.A. Sieves show Tyler Screen Scale mesh equivalent numbers on the nameplate. INTRODUCTION Sizing is the process of separating mixed mineral particles into groups of particles all of the same size, or into groups in which all particles range between definite maximum and minimum sizes. This chapter applies the modem mechanical screen and the liquid-solid cyclone (hydrocyclone) to the process of sizing solid particles as applied to coal preparation. Screening is a mechanical process that separates particles by size. Modem coal preparation is made possible by efficient sizing. Sizing of coal is defined in terms of the opening through which an individual particle will or will not pass, or as two openings, the larger of which passes the particle and the smaller of which retains the particle. Screening accomplishes sizing by passing coal of a wide range of sizes through a series of screens, each of a decreasing size. The individual screen discharges are then directed into different screen products for subsequent sale or processing. Screening in modem preparation plants is done for the following reasons: 1. Removal of fine coal before a size reduction step. 2. Size separation of the coal into a coarse and fine fraction for sized products or for processing in coarse and fine coal circuits. 3. Recovery of heavy media from heavy media coal cleaning circuits.

4.1 INTRODUCTION Metallurgical testing is required on any ore, waste or tailing material before amenability to heap leaching treatment can be accurately determined. The amount of testing necessary to determine and optimize heap leach amenability and conditions for any feed material is determined by the ore type, grade, size of deposit, and the overall financial commitment a particular company is willing to make. It is very easy to either "under-test" or "over-test" a particular deposit or feed material. A good heap leach testing program will provide the necessary design information without "bogging" down in too much detail. The three basic stages of ore testing include: • Preliminary--bottle roll tests and small column percolation leach tests; • Detailed--larger column tests, different feed sizes, and feed size optimization; and • Pilot-Scale--Column or field heap. The following subchapters describe the stages of heap leach testing necessary to put a viable property into production. 4.2 PRELIMINARY METALLURGICAL TESTING The two types of preliminary tests that can be undertaken include bottle roll or cyanide agitation tests and small column leach tests. Each of these is described below, along with information about what the test results provide in terms of furthering knowledge of ore qualities. 4.2.1 Bottle Roll Tests The first step in a heap leach testing program is preliminary bottle roll tests at a relatively coarse feed size to determine the ore's leachability. Bottle roll tests are usually conducted on reverse circulation drill cuttings samples (= 1/4 inch (6 mm) in size). Bottle roll tests provide initial information about precious metal recovery, recovery rate, and reagent requirements. The recovery results are to be considered maximums because attrition grinding creates fines and liberates recoverable values that would not be liberated from the material during a static leach. Bottle roll tests can be conducted on up to 25 lb (11 kg) ore charges of up to two inches (50 mm) in size. However, the coarser the feed the more attrition grinding occurs during rolling.
