This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

One third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. . Its whiteness, brightness, fine particle size, platelet shape, surface chemistry, and chemical composition make kaolin an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

In underground mine production units that employ discrete-vehicle face haulage, feeders are used in the belt network so that vehicles can unload rapidly without transmitting to the conveyor network the high material flow rates that result from rapid unloading. They prevent production bottlenecks at the face, while reducing capacity requirements for downstream materials handling equipment. Similarly, surge bins may be installed at intermediate locations in the network to smooth flows from a number of upstream sources, thereby reducing downstream belt capacity requirements. This paper introduces new stochastic process models to temporally describe loading patterns from unit operations and techniques for computing the probability of various fill levels for the feeder or surge bin. These results may be used to analyze the effect of alternative bin or feeder capacities and discharge rates on the performance and costs of the materials handling system.

History of the feldspar industry in the United States has been summarized by DuBois (I)*. The earliest production of feldspar in the United States is reported to have been from Mitchell County, North Carolina, about 1744, with the product shipped to England, In about 1825 several pegmatites were worked to a limited extent in Connecticut, with the production shipped to England. The first feldspar grinding facility was constructed about 1850 in Connecticut, with chaser mills used. Feldspar has been produced continuously in the United States since about 1870. Feldspar is produced from the following states: North Carolina, California, Georgia, Connecticut, South Carolina, South Dakota, Kansas, Oklahoma, Virginia, Arizona, and Wyoming. Total United States production for 1969 will amount to approximately 900,000 tons. The most current published figures for world production is 1966, at which time 2,165,000 tons was produced. It is estimated that world production of feldspar for 1969 will amount to 2,410,000 tons. Historically, feldspar has been produced by hand sorting and hand cobbing of coarse block feldspar obtained from the intermediate and wall zones of zoned pegmatites. In the United States the reserve of known block feldspar, recoverable by hand sorting is nearing depletion. More emphasis is now placed on feldspar sources contained in finer grained rocks, especially coarse granites or fine-grained pegmatite and beach, dune, and river sands from which the feldspar is obtained by beneficiation.

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

[This paper represents a portion of a lager study, concerning dispersion patterns of major, minor and trace elements in wall-rock about ore-bodies in part of the Colorado Mineral Belt. This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. The mining district is located 80 miles southwest of Denver (Figure 1) on the east flank of the Mosquito Range. The area is typified by rugged relief with altitudes from 10,500 to 14,000 feet.]

The Virginia Operations of Consolidation Coal Co. include a diversity of mine fan configurations which have been tested to quantify pressure losses through the inlet ductwork. Airflow and pressure measurements were taken at four shaft sites to calculate losses for the 90-degree bend at the top of the shaft and the self-closing dampers or closing doors located between the shaft and fan. Velocity contours were then developed from the test data to determine flow patterns in each fan system component. In addition, yaw and pitch angles of airflow through the fan annulus were measured to evaluate turbulence levels created by various inlet ductwork designs. The test results indicate that proper design of the shaft collar and ductwork arrangement for main mine fans can substantially reduce system pressure losses and air turbulence. BY minimizing the pressure drop experienced on the surface, these design improvements enable the bulk of the total pressure developed by the fan(s) to be utilized in the mine.

The existing Hetch Hetchy water system, owned and operated by the San Francisco Public Utilities Commission (SFPUC), serves 2.4 million people within the San Francisco Bay Area. The system has existing 1920s-era pipelines crossing under the Bay that are vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The SFPUC plans to replace the pipelines with the first TBM-driven tunnel underneath the San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance machine. The new tunnel will pass under environmentally sensitive habitats and will be approximately eight kilometers (five miles) long with no intermediate shafts. The project challenges will include tunneling through a prominent buried bedrock ridge that transects the alignment and through soft soils under the Bay. Seismic performance criteria include maintaining service flows after a large earthquake on one of the active faults in close proximity to the project site.

Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

The evolution of engineering education and research has been profoundly influenced by computer technology and has concomitantly followed changes in this technology. Today, virtually all faculty have access to at least two hierarchies of computers: desk personal computers and at least one echelon higher (workstations or a variety of mid-sized computers). Most faculty have access to three or even four hierarchies: the two listed, plus super-mini and super computers. The ready availability of computers at a low cost has increased dedicated and site-specific computer technology. This has permitted universities to move into the field of macro-engineering, to address increasingly complex problems in resource recovery, manufacturing and many other areas, including important societal problems, like the environment. The creation of university research centers indicates the growing importance of macro-engineering involving large systems of interactive components. Funding agencies have increasingly favored such centers since they cross disciplines, generate inter-university consortia and foster university-industry programs.

An oversupply of copper on world markets in the early 90' s, coupled with a decrease in demand, resulted in a "tight" market for the sale of copper concentrate. In these conditions small producers of low grade copper concentrates found it difficult to sell their products. The situation was exacerbated for those producers also having reasonable quantities of penalty elements (e.g. As, Bi). The Telfer Gold Mine bulk copper gold concentrate, produced from treating underground sulphide ore, fell into this category (i.e. 16% to 20% copper, 30% to 35% sulphur and 3500ppm to 4500ppm arsenic). The concentrate sulphide minerals are predominately chalcocite and pyrite. Although a higher grade copper concentrate was attainable a substantial decrease in gold recovery ensued. Under the prevailing market conditions a decision was made to stockpile concentrates pending either an easing of market conditions or alternatively finding an on site method for treating the concentrate to recover both the contained gold and copper.

Shallow seismic reflection methods were successfully used to delineate the subsurface extent of roof failure associated with the dissolution mining of a 120-m (400 ft) deep and 60-m (200ft) thick salt bed in central Kansas. Surface subsidence at North American Salt's Hutchinson, KS, salt-dissolution well field represents a potential risk to surface structures and transportation facilities. Three intersecting common depth point (CDP) seismic reflection profiles, targeting the subsurface around an actively subsiding sinkhole, possess sufficient resolution to delineate the horizontal and vertical extent of subsurface rock failure associated with the subsidence. The three seismic profiles showed a disturbed subsurface area 90 to 105 m-diam (300 to 350 ft-diam) at a depth of between 60 to 75 m (200 ft and 250 ft). Confirmation drilling verified the interpretation of the seismic data. The seismic reflection method has the potential to resolve disturbed subsurface areas greater than 23 m-diam (75 ft-diam) at this site.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. In Australia, Safe Work legislation requires mines to have a documented ‘Safety Case’ explaining how a mine will safely manage all major hazards. A similar requirement is legislated or inferred by regulation in all jurisdictions. For small scale, instabilities leading to day-to-day seismic hazards, a ‘Stability Safety Case’ built around observational methods and measurement triggered responses can be effective because adverse situations are easily identified and the costs of lower control measures are not onerous. Also, if the influence of a volume of yield on the mine load system is small, the response of the system will be more predictable. However, for episodes of large scale mine instability, the hazard derives from the widespread, multi component influence of the event on the mine load system. As the system response depends on interactions between many parts, the resolution of predictions will be lower and situations can arise without local precedent. Further, as episodes of large scale instability change the stiffness and nature of the connectedness between parts of the mine load system, the behavior of the system before the event will be a poor empirical basis for forecasts of event related hazards. Most importantly, Triggered Action Response Plans (TARPs) and ‘traffic light’ warning systems cannot make design choices or identify new hazard phenomena. They are ‘lower’ control measures targeting explicit human-made instability hypotheses. As such, the Safety Cases related to management of hazard from potential large scale seismic events and mine instability cannot rely solely on TARPs. Mines that successfully manage meaningful dynamic instability always acknowledge the ultimate reliance on expert human intuition, knowledge and imagination to appreciate the range of possible hazard scenarios, to make stability hypotheses and propose solutions. Complex analysis, TARPs and measurements are critical steps in the human decision cycle, but only support the making and testing of ‘Stability Hypotheses’ made by expert engineers. Relying on expert skill and judgement as essential components of a Safety Case, however essential, introduces human vulnerabilities. Another challenge is that the expert decision making process is hard to document. Beck et al 2019 first described an organizational and procedural framework for maintenance of an ongoing large-scale ‘Stability Safety Case' where a degree of expert judgement and imagination is needed to manage a seismically active mine. The structured data appreciation process outlined sufficient measurements, analysis and appreciation to confirm the stability state of the mine and was applicable to all underground mines. After several years of implementation in various forms in stoping, caving and room and pillar mines, this update addresses lessons learned and describes some considerations for numerical forecasting to establish a base case, and some challenges for empirical hazard identification.

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.

The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

This paper makes five major points which may be contributions to the art of limestone sinkhole engineering. First, solution cavity development in limestones is dependent in great measure on pyrite contained within the limestone. Second, rock failure is rarely involved in sinkhole problems, while soil failures are almost always the mode of occurrence. Third, draw down, depression of the water table, is a primary causative factor in sinkhole development. Fourth, lateral movement of vadose water along the soil-rock interface, sub-soil erosion, is the mechanism by which soil is stoped, raveled, piped, or removed from the soil cavern. Fifth, the ultimate or triggering factor in localizing a sinkhole collapse is any superposed mechanism which disrupts the continuity of an impermeable clay soil overburden. The above theses are presented as extensions of our observation and of published literature, with the suggestion that additional study of these mechanisms is warranted.

Mill flotation tailings impounded at the Gooseberry Mine site between 1976 and 1984 were determined to be an economic source of gold and silver. The tailings would be recoverable by standard heap leach technology in conjunction with feed agglomeration. Metal recovery at 85% gold and 75% silver is attained on properly agglomerated (pelletized) tailings that average 85% -75 µm (-200 mesh). The impounded tailings averaged more than 18% moisture (32% moisture maximum at depth) in place behind the storage dam. Therefore, the mining method, mixing and agglomeration technique, and materials handling practice were major considerations in making this operation a financial success. The Gooseberry Tailings Project is located about 35 km (22 miles) east of Sparks, NV. The project is owned by Asamera Minerals (US) Inc. The company's Western Nevada Gold prop¬erty surrounds the Gooseberry Mine by several miles on all sides. Gold and silver mineralization at the Gooseberry Mine is restricted to a narrow calcite-quartz vein. Calcite makes up more than 80% of the vein throughout the mine. The host rock consists of porphyritic andesites and dacites constituting volcanic flows. The rocks are propylitized or silicified to a varying degree. This ore mineralogy, then, also describes the tailings processed by heap leaching. The Gooseberry tailings were auger sampled in 1983 and again in 1987 after a final lift of 109 kt (120,000 st) was deposited in 1983 and 1984. The total volume behind the dam was calculated from planimeter measurements from tailings surface to original area topography.
