INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The United States is being invaded... by foreign capital: marks, francs, pounds, yen, lire, riyals, you name it: On almost any given day the Wall Street Journal will contain a new report on a department store, newspaper, bank, hotel, agricultural land, supermarket chain, et a1 being bought into by overseas investment. Xenophobic reaction to this revised national condition has begun to set in. Several farming states have and are introducing legislation to monitor foreign land buying. In Congress a mandatory reporting requirement for foreign purchasing is currently under study. In a relatively short period the country has reverted from world leader- ship in overseas acquisition and involvement to become itself one of the prime investment opportunities in existence. Interestingly enough, one of the industries where this changed status has become most apparent and pronounced is within that small/regional/segmented/low value-to-weight bulk commodity enterprise ranked as the backbone of the nation's construction activity. U.S. cement making is not only undergoing internationalization in its ownership, but also in its product, equipment, and engineering expertise.

The objective of this paper is, firstly, to summarize several field developments utilizing the art of hydraulic fracturing as it has been extended into various mining applications. Secondly, to summarize the understanding of the hydraulic fracturing processes; and lastly to discuss researchable areas and possible future applications. Hydraulic fracturing was developed as a method of stimulating production of oil from oil producing formations. The primary paper by Clark (1) in 1949, describes the process of placing a hydrostatic pressure of sufficient strength on the producing formation of an oil well that the rock apparently cracked, and then, on allowing the well to flow back, a higher rate of recovery of oil was enjoyed. The interpretation of the process mechanism was that the formation rock was cracked to a considerable distance from the well bore, increasing the drainage area; thus, the productivity of the well was measurably improved. Figure 1 is illustrative of this process. This development was of major significance to the oil producing community and considerable research and development ensued. Improvements in method, engineering development of equipment, and research to ascertain the optimum application of fracturing practice led to a highly sophisticated, but specialized technology. The Production Research Division, Continental Oil Company, vigorously pursued research in this area in the 1950's with a resulting number of process improve¬ments. The research group, published a significant number of technical papers on these various researches. One of the developments was the process aimed at controlled orientation of the fractures, either in the vertical (2) or horizontal (3) orientation.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo's Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo's capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Separation of dolomite from apatite, because of nonselective adsorption, cannot be achieved by conventional froth flotation technique. Results obtained in the present study also indicate, that this can be attributed to the depletion of the collector molecules due to complexation with the calcium and magnesium ions, dissolved from the two minerals. However, it has been established in this investigation that conditioning the material at pH 10, followed by reconditioning, without any additional collector, at pH 4, results in selective flotation of dolomite from the mixture. The recovery of apatite, in the proposed reconditioning process, is much higher than with the conventional conditioning under similar pH conditions. The mechanisms involved in the conventional conditioning, and the reconditioning process are presented.

PPC (Public Power Corporation) operates a new power plant at the South-West part of Crete. Recently the extension of the Power Plant started. ATHENA SA the main contractor of the project assigned to EXORIXI SA the implementation of a blast vibration monitoring program and prevention-evaluation of risks caused by construction blastings inside or very close to the operating part of the power station. The blasting parameters and characteristic elements that had been evaluated, the measures that had been taken and materialized, the overall risk management and the results of the whole program are presented in this paper.

In this paper, an effort was made to get more in-sight about the parameters that can affect air sparging technique optimization. Numerical simulations were used in predicting the effects of different parameters utilizing Shell?s in house MoRes simulator. The case of using air sparging to remediate source zone is considered in this work. Different air injection scenarios using continuous and pulsed air injection techniques, with different frequencies and durations, were compared. The amount of MTBE mass removed from the saturated zone and arrived to the ground surface, through the vadose zone, was the main criterion while comparing different air injection scenarios. The simulations results showed that pulsed air injection is better than continuous air injection in removing the MTBE and that the longer the OFF time is the better the MTBE removal.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

The setting of tasks for the process control of coal cleaning, and in this connection the requirements for instrumentation can be classified into the following three fields: - Monitoring the operation of individual units, or process steps, - Control of units or process steps, - Control of the entire coal cleaning process with the intention of optimizing the operation and the profitability of the process. Instrumentation is affected by the type of cleaning processes. For introduction Figure 1 shows the simplified flow sheet of coal preparation which is usual in the German Ruhr District and in which desirable places for the measurement of ash, moisture and sulfur content are marked. The preparation plant is supplied with run-of-mine coal from the shaft via a homogenization facility. In a first step of primary classifying the raw feed coal is screened at about 10 mm. The raw coarse coal ( = 10 mm) is sorted by jig washers or heavy-medium separators. the raw fine coal (< 10 mm) at first is pneumatically sized at about 0.5 to 0.75 mm. The fines, the aspirated dust, are a finished partial product which will be added to the final metallurgical or steam coal. The material 10 to 0.75 mm subsequently is sorted in fine coal jigs and dewatered in centrifuges. The sludge obtained with the wet cleaning processes is dewatered in thickeners and fed to the flotation. Concentrate and tailings are dewatered by filters or bowl centrifuges and by chamber filter presses or belt filter presses, respectively. The partial products coarse coal, fine coal, flotation concentrate, aspirated dust, and middlings are blended to result in the sellable products metallurgical and steam coal.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. For many years there has been increasing pressure on mining companies, not without some justification, to design tailings storage facilities which guarantee some degree of protection against process solutions entering local groundwater and surface water flows. A fairly straightforward approach to achieving this has been to design conventional water-retaining type structures, and this has often been reinforced by the need to store large volumes of process water and seasonal run-off within the tailings facility. The conventional design uses naturally occurring geological barriers and a conventional embankment with possibly a grout curtain, or artificial barriers around the entire facility, using either imported low permeability soils, admixtures, or synthetic liners. While these approaches may achieve the primary objective of minimizing seepage, various other factors should be considered. Firstly, by depositing the tailings slurry in a sub-aqueous manner, the tailings, especially if relatively fine grained, will settle to very low densities and little or no on-going consolidation may occur over the operating life of the mine, There have been many cases where measured pore pressures within the tailings mass equal the total overburden stress, i.e., no consolidation and no strength, many years after decommissioning.

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.
