The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

From Sept. 22-24, the Las Vegas Convention Center will be home to MinExpo 2008, the world?s largest mining equipment show that comes along once every four years. Sponsored by the National Mining Association (NMA), this year?s show is on pace to be the largest ever. Nearly 1,300 exhibitors have purchased nearly 55,700 hm2 (600,000 sq ft) of booth space. At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products. In addition to the show that will take place in Center Hall and North Hall of the Las Vegas Convention Center, MinExpo 2008 includes a conference program with 20 educational sessions that will tackle the most timely and pressing issues affecting the mining industry. Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

The Wharf Resources mine, located in the Bald Mountain Mining District approximately 6.4 km (4miles) west of Lead, South Dakota, has operated a surface gold and silver mine and heap leaching processing facility since 1983. Wharf Resources intends to mine and process gold and silver ore from the Wharf Expansion area which is located on the eastern flank of the currently permitted Foley Ridge Mine. The Trojan Pit for the Wharf Expansion area was initially designed with an overall highwall slope angle of 45o. During mine permit presubmission meetings with personnel from the SD Department of Environment and Natural Resources (SD DENR), the question arose as to whether a detailed slope stability analysis of the proposed Trojan Pit highwalls was completed to justify the 45o slope. Wharf’s response was that the highwall design was based, in part, upon studies completed in1987 on the Annie Creek and Foley Ridge Mines; and, in part, upon subsequent slope stability analyses conducted by Wharf mine personnel through 1996. It was suggested by the SD DENR that the stability study be updated to reflect structural geological conditions in the Wharf Expansion area.

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

Concentrating Line 6 just went down again. The control room operator checks the graphic display. Only one piece of equipment shows an alarm. Clicking on the ball mill icon, he discovers the culprit was the low flow lube switch. The flow looks okay now, but it is the third time this week the switch has stopped the line. Maintenance is called, the switch replaced and the line is up running again. Sending the right person to the right spot immediately can save hundreds of hours of downtime every year. This paper discusses the principles behind implementing smart First-Out Fault Detection to dramatically reduce equipment downtime in new, or existing control system architectures. Methodologies are presented to maximize the system benefits, while minimizing development costs. Case histories are presented for a number of successful implementations in mineral processing plants.

The ability of companies and countries to mine copper and other mineral commodities competitively and in the process to generate new wealth depends on their mineral endowment. Chile, for example, produces and exports copper because it is well endowed with high-quality, low-cost deposits. This production creates wealth that benefits mining companies and their stockholders, the government, local communities, as well as copper consumers around the world. The widespread perception that mineral endowment must largely determine competitiveness, or what economists call comparative advantage, must be true at any particularly moment. Countries with abundant reserves must be competitive. This follows from the definition of reserves — the quantity of a mineral commodity found in discovered deposits that are profitable to exploit under current conditions. As a result, it is a tautology and not particularly interesting. The important question is what causes reserves to change over time, producing in the process new wealth and shifts in competitiveness?

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond&apos;s Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). "The second prime area within the Interoceanmetal Joint Organization exploration area named H22 was delineated in 2013 with the goal to ensure sufficient nodule reserves for profitable mining operations and processing.The knowledge base for area H22 has been obtained from archive materials. The geological situation can be characterized as follows: the sea bottom is represented by tectonic blocks oriented in a sub-meridional direction. According to swath mapping, the depressions (troughs) are contoured at depths of 4500-4600 m while the tops of horsts occur at 4300-4350 m. Volcanic relief occupies 6% of the H22 area; in the eastern part a multicone volcano was detected. Its area at the base is 153 km2. The maximum height of a cone above the base is 850 m. The crystalline basement composed by tholeiitic basalts of late Oligocene age is covered by about 100 m of sediments. Semi-consolidated to consolidated calcareous nanofossil sediments of the Marquesas formation are deposited on the basement. Higher up in the profile sediments of the Clipperton formation occur. They are represented by unconsolidated siliceous (Radiolaria, Diatom) ooze. Sediments containing calcium carbonate have not been detected. Where opaline silica (or CaCO3 if any) content is below 5%, the sediments belong to zeolitic clays or red pelagic clays. Grain size composition of the seabed and the near-seabed sediments in H22 classifies them into clayey silts."
