The Mercur Mine's autoclave is an alkaline pressure oxidation system, operating at 220°(428°F) and 3061 kPa (444 psig) (total). Up to 725 metric tons (800 st) of ore, grading 2.02 g per mt (0.059 oz/st) Au and containing 1 to 2% sulfide sulfur, are treated daily in this circuit. A mineralogical and chemical investigation was initiated to locate the cause of lower than anticipated gold recoveries. Greater than 70 wt. % of reduced sulfur is oxidized; therefore, the autoclave is operating at specification. The low recoveries were attributed to increased concentrations of organic carbon in refractory ore. Activated carbon concentration in the attached CIL circuit was increased from 15 to 40 g per 1, leach temperature held below 21°C (70°F), and carbon flow changed to counterflow. These measures resulted in gold recovery improving from 75 to 82%.

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

Although the markets for coal in the United States have changed rapidly over the last three decades, the uses of coal, namely, to produce heat and power or coke have been left almost unchanged. The coke is used either as a chemical reducing agent alone or as a reducing agent and source of heat. Most of the heat and power markets for coal require no coal processing, although for more than 50 years, many proposals to skim the more valuable substances in coal before burning have been advanced. Thus, the only large tonnage market requiring processing of coal is high-temperature carbonization to make coke. At present, coal requires processing for some small markets, but for future potential large markets, such as gasification, conversion to liquid and gaseous fuels, and conversion to chemicals, coals will require more processing than is now being done.

For new coal-fired power plants, federal regulations require that emissions of sulfur dioxide be limited to 1.2 pounds for every million BTU'S burned. This is equivalent to coal with a sulfur content of roughly 0.7 percent for Eastern bituminous coals and roughly 0.6 percent for Western sub-bituminous coals. The states and their political subdivisions are free to apply more stringent standards and to develop implementation plans covering existing and new units. Most Western-sub-bituminous coals contain less than 1% sulfur and hence their use, in many cases, will allow a utility to meet the regulations. However, there are problems in using such coals in furnaces designed for Eastern bituminous coals, and furthermore it will take many years to open mines and provide transportation facilities to utilities which are now burning coals with a higher sulfur content. Moreover, pending federal legislation would outlaw strip mining on land to which the federal government owns the mining rights. Those utilities who, for one reason or another, intend to continue burning Eastern bituminous coals with sulfur contents in excess of 1 percent are faced with removing SO2 from the stack gases. The alternative of utilizing coal gasification where the sulfur is removed prior to burning in a power plant is still in the early stages of development. Therefore, a large number of processes are under development for SO2 control.

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. Paper presents project results investigating current techniques for dragline wire rope removal and the development of less hazardous means of performing the task. The cannon is the most prevalent method used in American surface mines. A cannon test program was conducted that used 40-and 50-grain primer cord to establish force produced using a 56-pound projectile. Socketlwedges were separated to establish separation force data. Two alternative removal methods, pendulum ram and portable hydraulic pusher, were developed and tested. Both provide sufficient force to effect separations under normal conditions on draglines with up to 78- cubic yard buckets.

Studies carried out over the last 10 years reveal that precipitating particles which may appear in alkaline solutions of long-chain amines and in acidic solutions of fatty acids exhibit clear isoelectric points around pH 10.6-1 1 for dodecylamine and around pH 2.5-3 for fatty acids. These colloidal species can accumulate at solid/liquid and liquid/gas interfaces and affect flotation. While the precipitate in solutions of fatty acids apparently can chemically interact with the mineral surfaces and is flotation-active if sufficiently long conditioning time is available, the cationic flotation of quartz in alkaline solutions is depressed by the colloidal precipitate. The experimental data available in literature on the adsorption, electrokinetic, contact angle and surface forces measurements in the solutions of the weak electrolyte collectors are analyzed and the role played by the precipitate is discussed. It is shown that these concepts allow for an explanation of the selective flotation of sylvite from halite with long-chain amines in potash ore flotation.

[The Yarnell gold deposit in the Weaver mining district, Yavapai County, Arizona, occurs in a structurally controlled, hydrothermally altered zone in a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rocks around and above the low-angle, northeast striking Yarnell fault are known to host economic gold mineralization. A wider envelope of weakly-propylitic altered rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz (±adularia) veining, stockwork formation, localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized) and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit, although the thickness of the zone and associated alter avian envelope diminish away from the orebody A sample of undo formed illite taken from the Yarnell fault zone was K/Ar dated at 69 + 1.6 Ma. This date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As. Cu and Mo content. Both CO2- and H2O- rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit. Ninety-six reverse circulation holes and four diamond drill holes outline a bulk-minable mineral reserve of'4.1 million tons at 0.051 oz of Au per ton. An additional 2.7 million tons at 0.017 oz of Au per ton occurs in a low-grade zone above and subparallel to the main mineralized zone. Total calculated mineral inventory stands at 6.8 million tons at a grade of 0.038 oz of Au per ton, with a waste-to-ore ratio of 1.45:1. Column leach tests indicate that cyanide heap leach gold recoveries should exceed 70%.]

8.1 INTRODUCTION Several methods currently exist by which gold may be recovered from a pregnant leach liquor. Two of these methods are discussed in this chapter, the Merrill-Crowe (zinc cementation) process and the carbon adsorption process. These two methods represent the most frequently used techniques for gold extraction and are, -in fact, used almost exclusively in U.S. heap leaching operations. Because of the efficiency and ease of use of these two methods, it is extremely likely they will continue to be quite prevalent within the gold mining industry in years to come. The remainder of this chapter includes information on the history of the two processes, descriptions of the actual processes, criteria to consider in selecting a recovery process, and commercial design and construction considerations for both of the gold recovery methods. As with other chapters in this book, some fairly technical information is presented for the benefit of those readers needing a greater level of detail. However, the overall intent of the chapter is to provide an overview of the processes likely to be used in gold extraction, thus giving the reader a firm basis for more technical research into the topic, should this be needed. 8.1.1 History of Zinc Cementation During the late 18901s, zinc cementation was introduced for the precipitation of gold and silver from cyanide solutions. This occurred at about the same time as the introduction of the cyanidation process, the history of which is recapped in Chapter 1. The initial cementation process involved introduction of a gold-bearing cyanide solution onto a bed of zinc shavings. It proved to be quite inefficient because the reaction rate was very slow. The zinc quickly became "passive", inhibiting further gold deposition. Shortly after this first introduction, zinc precipitation was improved by adding a lead salt (usually lead nitrate) to the zinc. This allowed a zinc-lead couple to form on the surface of the shavings, eliminating passivation of zinc surfaces and thereby allowing continued deposition of gold. Further improvements were shortly forthcoming. The first of these involved the use of zinc dust rather than zinc shavings. This provided a much

Radian Corporation (Radian) has developed a process for treating Cr(V1)-contaminated soils that involves: 1) soil washing using an alkaline extractant, 2) biological reduction of Cr(V1) to Cr(II1) in the soil wash effluent, and 3) separation of Cr(II1) from the biologically treated effluent. Biological treatment has been demonstrated for immobilized cells in fluidized bed bioreactors and suspended cells in slurry bioreactors for Cr(V1) levels ranging from 30 to 600 mg/L which have been reduced to non-detectable levels (< 0.05 mg/L; method detection limit [MDL]) during hydraulic residence times as short as 12 hours. The resulting Cr(II1)-containing effluent stream was chemically treated to precipitate chromium hydroxide for removal by physical separation.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA&apos;s predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA&apos;s projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners&apos; average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. Calcium carbonate (CaCO3) is one of the most ubiquitous and versatile minerals found in the earth&apos;s crust. Its availability, attractive physical properties and relatively low processing cost make CaCO3 the most widely used filler material today. It is mined in three different forms - chalk, limestone and marble. Each physical form of CaCO3 has different qualities due to differences in postdepositional geology. But the chemical composition remains the same, with CaCO3 an inert component of the finished product. In the past, the paper industry largely left CaCO3 by the wayside, as it cannot withstand the acid-based papermaking process. But conversion to an alkaline system by many US mills changed this picture. Carbonate suppliers have put time and effort into research and development, demolishing barriers and creating new possibilities for what is a simple, natural product. By controlling particle size, size distribution and particle charge, the industry uses ground calcium carbonate (GCC) as a performance enhancer and as an extender for more expensive ingredients. It is estimated that the United States uses 3.6 to 4.1 Mt/a (4 to 4.5 million stpy) of CaCO3. Consolidations and mergers are taking place in the industry. Of the 12 major GCC producers in operation nine years ago, seven are left. Mineral Technology (US) is the dominant precipitated calcium carbonate (PCC) producer with more than 50 satellite plants worldwide. Other producers include Georgia Marble (French); Franklin Industries (US); OMYA (Swiss); J.M. Huber (US); ECC (English); and Filler Products (US). Global Stone PenRoc (Canada) is the only newcomer. In addition to this group, there are three small producers left in North America, each with a capacity of less than 100 kt/ a (.110,000 stpy). The trade organization operating as the Pulverized Limestone Division of the National Stone Association renamed itself the Pulverized Mineral Division, to increase its membership pool. The US paper industry is a predominant GCC con¬sumer, using approximately 800 kt/a (882,000 stpy) at an approximate cost of $130/t ($1.43/st). European paper mills pioneered alkaline papermaking. In the early 1960s, they began using GCC as filler and soon thereafter added GCC to their coating formulations. A decade later, the North American paper industry followed suit. The conversion from acid to alkaline paper production benefits the economic and performance aspects of the industry. Less pulp is needed, paper machine maintenance and effluent treatment costs are reduced, and sheet strength, opacity and brightness are increased. Perhaps most important to the reader, the sheet is desensitized to ultraviolet light, extending the paper&apos;s archival ability. CaCO3 can provide the papermaker with additional control of his paper. For example, PCC has long supplied the tobacco industry with a means to slow down the burning rate of cigarettes. Due to enhanced performance with regard to bulk and opacity, filler PCC use has risen to 1,500 kt/a (1,650 stpy) in the United States, at an approximate price of $130/t ($143/st). The majority is produced onsite at the paper mill, using "satellite plants." This concept reduces freight cost because only quicklime (CaO) is shipped to the mill, not CaCO3 slurry. The future of CaCO3 is encouraging. The amount of natural ground CaCO3 used is expected to double by the year 2005 to approximately 8 Mt (8.8 million st) worldwide. Acid papermaking practices will feel an increasing pressure to convert to an alkaline process as larger volumes of GCC containing paper enter the recycling market. CaCO3 reserves are plentiful. They will supply the ever growing demand for increasingly sophisticated paper. The plastics industry is supplied with almost 900 kt/ a (990,000 stpy) GCC at an annual growth rate of 4% to 5%. The price of a functional, inorganic filler, surface modified for the plastics industry, has an average selling price of $220/t ($243/st). GCC represents the most common filler, creating a product with higher gloss, better dielectric properties, impact resistance, weatherability and shrinkage control. CaCO3-filled plastics surround us - auto hubcaps and dashboards, shower enclosures, floor tiles, wire coatings, microwave dishes and Tupperware. The caulking and sealant industry is an enormous GCC user, with annual consumption requiring 1.13 Mt (1.2 million st) at about $44/t ($48.50/ st). Caulking and sealant may be highly filled with GCC yet undergo no adverse flow effects, with a narrow particle-size-distribution filler decreasing the binder demand. The CaCO3 industry, as well as the carpet industry, are more or less tied to the growth rates of the construction industry. It is estimated that the carpet industry uses some 680 kt/a (750,000 stpy) of GCC at about $25/t ($27.50/st). The paint industry uses approximately 300 kt/a (331,000 stpy) at a 1 % to 1.5% annual growth rate. Here, too, GCC is the dominant filler. It is used to enhance flow characteristics and color uniformity. It also extends costly titanium dioxide, creates sheen and controls roughness, hardness and tack. More CaCO3 should be used in the future as industry shifts from solvent-free or water-based formulations that can accommodate higher GCC volumes. CaCO3 is not imported or exported in any great quantity. Most areas have reserves of their own and the selling price is relatively low. Even so, quality varies from deposit to deposit. As our needs become morespecific, it remains a challenge to provide varying industries with a fitting product.
