"The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

The Copper Flat Property is located approximately 6 miles NE of the small town of Hillsboro in Sierra County, N. M. (Fig. 1). Hillsboro was the center of considerable mining activity in the late 1800's and early 1900's following the discover, of gold bearing vein deposits and later discovery of, placer gold along the east slopes of the Animas Hills. The Copper Flat orebody is a porphyry type deposit occurring in a small quartz monzonite porphyry stock that has intruded the center of a circular andesite plug (Fig. 2). The primary ore mineral is chalcopyrite. By-product values are contained in gold, silver and molybdenum.

Friction Rock Stabilizers, trade name Split Set*, is a new support system invented by the author and under development by Ingersoll-Rand and Lee-Norse Company. Split Sets are a substitute for standard bolts or fully grouted resin bolts and have certain advantages which are: 1. Improved safety for the miner 2. A rational design is possible based on rock mechanics principles 3. Supports can be made either to be yieldable or rigid 4. Supports can be used to build a roof beam or to suspend roof material 5. It is cheaper than the resin system and costs about the same as standard bolts.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

Operating data adjustment to achieve a consistent balance is demonstrated for a typical concentrator operation.

High-grade uranium ores of Cluff Lake and Key Lake mines from the province of Saskatchewan in Canada are treated with nitric and hydrochloric acids with the objective of leaching 230 Th and 226Ra simultaneously with uranium to produce environmentally safe mill tailings, h is found that optimum conditions for uranium leaching are 50°C, 4 h, 30% solids in leach slurry and an acid concentration of 1 mol/L for HNO, for both the ores. In the case of HCl, a 3 mol/L acid concentration is needed and addition of an oxidant is required because otherwise 230Th and 226Ra extractions remain poor.

A new device was successfully developed in order to overcome the difficulty of drilling longer holes for anchors in soft soil bedrocks or swelling bedrocks, which is one of the major impediments to rapid excavation by NATM (New Austrian Tunnelling Method). With higher rotation (1200 - 1800 r.p.m.) and lower percussion energy (4 - 6 kg.m), the new drill has following advantages: (1) Applicability covers soils and medium hard rocks with the same drifter. (2) Longer hole (more than 9m) is achievable only with air flushing even in cohesive soils or rocks. (3) Better borehole stability is obtainable even in earth or in fissured rocks.

The Misima deposit is on Misima Island in the Lousaide Archipelago, 240 km east-southeast of the Papua New Guinea mainland, and 600 km east of Port Morseby. Misima is a narrow mountainous island 40 km long and up to 10 km wide. The highest point is 1035 m above sea level. Gold mineralization is restricted to the eastern and less rugged third of the island. The Melanesian population lives in coastal villages. Subsistence agriculture is the main activity, although copra and cocoa are grown in plantations on the eastern and southern coasts. Prior to 1950, mining was important in the economy of the island. Climate is tropical, with little seasonal variation in temperature or rainfall. Tropical cyclones occur about every 10 years (Fig. 1).

Long-term production scheduling design is a very important part of mining because it determines the economic outcome of a project There have been many attempts to solve the optimum pit scheduling problem, but there has been no success in developing a scheduling method to give optimum results in maximizing net present value of a mining project. Open pit production scheduling problem can be formulated as a mathematical programming problem and solved using Mixed Integer Programming technique. However, it is not possible to solve the formulation within a reasonable time since the number of integer variables required for the mathematical model is too great to do that by today's available computer technology. There- fore, a methodology is required to combine, or aggregate, the mining blocks and to decrease the number of integer variables in scheduling without losing the optimality. Therefore, the fundamental tree concept was developed in this paper to combine the blocks. A fundamental tree is defined as any combination of blocks such that: 1. the blocks can be profitably mined, 2. the blocks obey the slope constraints and, 3. there is no subset of the chosen blocks that meets 1 and 2. A Linear Programming (LP) formulation is developed as a mathematical model to find a set of fundamental trees that exist for a deposit. Since the blocks are combined to form the fundamental trees, the number of variables required for the scheduling model is decreased significantly. This decrease in the number of variables makes it possible to mathematically formulate the multi-time period scheduling problem as a Mixed Integer Programming (MIP) model. A case study is performed on a multi-mineral copper deposit in Peru, South America. NPVs of annual after-tax cash flows generated based on the schedule provided by the "Fundamental Tree Algorithm" is compared with NPVs resulted from the schedules coming from three of the computer packages presently available to the mining industry. These are Mintec's M821V, Earth- work's NPV Scheduler, and Whittle's Milava open pit mine schedulers.

The U.S. Department of the Interior, Bureau of Mines, has developed a data acquisition system to continuously monitor radon, working level, absolute pressure, temperature, relative humidity, and air velocity. Data have been taken in intake and exhaust drifts, working stopes, and sealed-off areas of positive and negative ventilated uranium mines. Radon emanation rates, ranging from 1.7- to 12.2 x 2 10-l4 Ci/cm /sec were determined in four mines. The ratios of short duration, primary fan shutdown time to radon normalization time were 1 to 2 and 1 to 4, respectively, for-negatively and positively ventilated mines. Blasting and slushing caused radon increases of 160 and 67 percent, respectively.

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).

INTRODUCTION The Newtown Creek Pollution Control Project (P.W. 53) is a major system of facilities designed to collect wastewater from large areas of the Boroughs of Manhattan, Brooklyn and Queens, then channel it to a treatment plant where the wastewater is processed and discharged. The North Branch interceptor collects wastewater along the east side of Manhattan and transports it downstream to a Junction Chamber at Avenue "D" near East 13th Street. The South Branch interceptor similarly collects wastewater from the southern part of Manhattan Island on both east and west sides of Manhattan and transports it to the same Junction Chamber from where both flows are delivered to the adjacent Manhattan Pumping Station which pumps the wastewater under the East River to a treatment plant in Brooklyn. This system is shown in Figure 1. Construction of the Manhattan Pumping Station began in the Summer of 1966 and was delayed by a number of mishaps. In the vicinity of the North and South Interceptors, approximately 3,060 cubic meters (4,000 cubic yards) of soil flowed into the excavation: 765 cubic meters (1,000 cubic yards) at the North Branch Interceptor, and approximately 2,300 cubic meters (3,000 cubic yards) at the South Interceptor. These movements were accompanied by surface subsidence, collapse, or both. On June 4, 1973, while pumping station construction was underway, approximately five to seven cubic yards of sand entered the junction chamber through a temporary bulkhead valve in the North Branch Interceptor.

The Klondike symbolized one of mankind's driving forces - the desire to lay one's hands on a scarce resource, gold, in that case - and in doing so to make some money along the way. It can be argued that construction aggregates - a once lowly and ignored sector of the natural resource industries - have become the desired targets of their own "Klondike." This began in the 1970s and accelerated to a frantic pace in the 1980s. The scope of industrial minerals is very wide. It ranges from high value minerals such as talc, bentonite and kaolinite to the truly humble minerals of sands and gravels, limestones and granites. Their major end uses are in construction aggregates. A rich variety of different mineral types all make good construction aggregates. However, those successfully used have two fundamentals in common: • Their technical characteristics are appropriate for the requirements of their end use. • They are located within an economic distance from the market. The North American market This is the largest construction ag¬gregate market in the world. Consumption in 1990 reached 2.2 Gt/a(2.5 billion stpy). This rate of consumption has grown steadily over the past decades. In the United States, from 1963 to 1989, it averaged a 1.6% compound growth rate. Within this long-term trend, there are business cycles, because aggregate demand is closely linked to economic strength or weakness. The North American market also displays the greatest per capita demand for aggregates when compared to the major industrial economies (Table 1).

Defining Productivity Productivity is a principal concern to all organizations - industrial, commercial, government, and academic. As a ratio of output to input, productivity measures the efficiency of an industrial process, much as thermodynamic efficiency measures the useful work obtained from the available energy consumed. However, there is one important difference. Whereas thermodynamic efficiency is a dimensionless a ratio of energies, productivity output and input are usually measured in different physical units. Nevertheless, the resulting ratio is a normalized expression for unit of output per unit of input to the process. In the early days of coal, mining was essentially a hand loading operation. There was little expenditure of alternative forms of energy within the process. Loading required expenditures of human energy on the order of 1.2 MJ/t (1,000 Btu per st). And if we accept the conventional value "you load 16 tons," the output to input ratio is 14.5 t (16 st) per manshift. In energy terms, it is on the order of 116 MJ/t (100,000 Btu per st) produced per labor Btu expended. However, the latter measure of efficiency was not meaningful in economic terms, while the 14.5 t (16 st) per manshift was significant. Since labor was the principal component of cost, it represented a direct relationship to the cost of production: [ ] Furthermore, when workers were paid directly on the basis of tons produced, the labor cost per ton was specified directly by this rate. With the introduction of mechanized loading, significant increases in productivity occurred, when measured on the basis of tons per manshift. Electric power consumed about 11.6-116 MJ/t (10,000-100,000 Btu per st). This makes the 29-GJ/t (25 million Btu per st) coal output/input ratio between 100 and 1,000. That is one or two orders of magnitude lower than hand loading. However, electric energy was quite inexpensive compared to labor, which made the mechanization economically efficient. The accepted productivity measure continued to be tons per manshift. This measure includes some of the effects of mechanization: namely, the additional manpower needed to maintain the machines and support the equipment that uses electrical energy. However, it does not consider the capital and operating costs that relate to mechanized equipment. As a result, the concept of tons per machine-shift has emerged as an accepted measure of shift productivity. The only appropriate measure that encorporates the productivity of men and machines is an economic one. The output is the tonnage per shift and the impact is the cost per shift. [ ] This is simply the inverse of the cost per ton. In addition, much flexibility is available in allo¬cating costs to the three categories. This adds a level of intangibility to the measure. The amount of information needed to obtain all of the required costs is appreciable compared to the simple matter of counting tons and workers. Furthermore, financial information relating to production costs is closely held by mining companies, so historical statistics on economic productivity are not publicly available. To extend the concept further, consider the value of the tonnage produced, to obtain a dimensionless ($/$) measure of economic productivity.

One function of the U.S. Bureau of Mines is assessing potential economic impacts of federal land withdrawal policies. This often requires performing economic ana1ysls for an area with limited geologic information available. Input to the economic decision process relies heavily on estimates of mine and mill costs for the potential resources in the area being considered. A methodology for performing these cost estimates was needed to address this situation.
