INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. 1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. Two aspects of tunnel support design are considered, and for both particular attention is paid to the influence of rock failure around the tunnel on the loads developed on the supports. 1) In general it has not been possible to extend analytical methods for the study of rock failure around tunnels to three dimensions. As a consequence it was not possible to calculate either the influence of the face or the actual sequence of support loading as the face advanced. The finite element method made this extension possible. A simplified analysis of the influence of the face and of the sequence of support installation has been made. The influence of the original stress field and of the rock behaviour on the length of tunnel which can be left unsupported (related to the stand-up time) is shown. The degree to which a 2-dimensional analysis can be used to approximate the final support load is shown to be dependent upon the post-failure behaviour of the rock. 2) Tunnel support design requires a knowledge of the forces and of the -rock displacements which cause stressing and deformation of the support system. A 2-dimensional model incorporating a detailed representation of several support systems, of the rock behaviour in the broken zone and of the interaction between rock and support is given. The model allows the calculation of the stress distribution in the support. The significance of the relative stiffness of support and rock on the stresses developed in the support is shown.

The Washington Metropolitan Area Transit Authority, WMATA, has constructed over 92 revenue miles of rapid transit facilities including some 14 miles of rock tunnel and 12 miles of earth tunnel. The system map is shown in Figure 1. During construction it is not unusual for contractor to encounter ground conditions resulting in major problems and extra cost. Problems such as major rockfalls and a "stuck" boring machine in squeezing rock are not unusual. In recent years, faced with additional tunnel construction projects, the Authority has sought newer tunneling methods which might be less costly. One new method which has been tried is NATM, the New Austrian Tunnel¬ing Method. NATM, which is applicable to both soft ground, mixed face and rock tunneling, relies on miners and comparatively small machines to excavate in conventional ways, but it is unique in its methods of obtaining "stand-up" time at the excavated face and its method of using shotcrete as an initial lining, frequently with a drainage system to reduce hydro-static pressure on the final lining. Lower costs result from use of a cast-in-place concrete liner, and from a reduction in the number of work operations at the mine heading which provides better daily production. WMATA has recently completed three twin bore tunnels constructed by NATM technology. The first was the Wheaton Tunnel and Section, followed by the tail track tunnel to total some 4200 linear feet cut through jointed rock up to 270 feet below ground surface, and the last was in soft ground at Fort Totten. Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

The subjects to be examined in my portion of the session entitled "Technology of Aluminum.. Recovery" will be twofold. 1. Economics of the basic aluminum economy--supply-demand-price. 2. Specifications of aluminum products produced from municipal waste--from the secondary aluminum standpoint. It is the object of this speech to first impress everyone with the excellent long-run markets for the aluminum products from municipal waste and then to acquaint everyone with the rather liberal scrap specifications that the recycling industry can tolerate. The most important statement that can be made about the recycling of aluminum is that it is now and will be an economic necessity. This is true far many reasons; one which hit the headlines recently was Interior Secretary Rogers Morton's statement "Third-world nations could use mineral wealth not to achieve political ends but to jack up economic positions. The result could be sky-rocketing prices and dwindling supplies on world markets." There is no reason why the group of countries that supplies most of our bauxite can't get together the way oil-producing countries got together on the price of oil. (Jamaica and Surinam, are original sources of two-thirds of the aluminum used in the United States.) The worry is not so much that we will end up without the basic raw material but rather that the price might be so high that we could not afford it. So much for the blackmail reason for recycling aluminum; the supply and demand picture in both the primary and recycling sectors of the aluminum economy is far more meaningful.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

"With the background of water shortages and serious water pollution, issues of water involved in energy exploration and utilization have become critical problems affecting urban water usage. In order to identify the relationships of the energy-water nexus, this paper characterizes the energy-water nexus literature using a bibliometric method and based on the Chinese National Knowledge Infrastructure database platform. The results reveal that 1) Scientific outcomes in this field have increased sharply since 2003, with a slightly higher growth rate than that of general disciplines. 2) China Water Resources, Yangtze River and Express Water Resources & Hydropower Information are the dominant journals, and the main research fields include industrial economics, environmental science, and management, among other disciplines. 3) Hohai University, the Chinese Hydraulic Engineering Society, the Institute of Geographic Sciences and Natural Resources Research, and the Changjiang Water Resources Commission are the main research institutions in this field. However, the proportion of publications of these institutions is not high, which suggests that there is no institution dominating this field. 4) According to the keyword analysis, the hot spots in this field include ecological environment, sustainable development, environmental protection, climate change, etc. Energy-mining related keywords have increased over time, implying that the energy-water nexus from the perspective of the energy exploitation industry can become a key issue. At the same time, the frequency of keywords related to sustainable development has been maintained at a high level, and the studies concerned with the impacts of climate change were introduced into this field relatively late. The conclusion of this study provides a foundation for a comprehensive understanding of the current situation as well as for further research in the energy-water nexus field.Introduction As an important strategic resource for national economic and social sustainable development, water has been increasingly focused on by the Chinese Government. Over the next decade, the total water demand of China will continue to grow steadily, which lead to a significant trend of increasing water consumption in the future (Zhang 2013). To reasonably exploit, utilize, conserve and protect water resources, the Water Law of the People's Republic of China was enacted by the members of the 9th National People's Congress Standing Committee in 1988 and after multiple revisions, the latest of which, in September 1, 2016, has involved water infrastructures in the national economic and social development plans of the government at all levels and regulated the rationale for water engineering construction. Thus, in the context of serious water shortages and water pollution, China’s government has taken several measures to make rational use of water resources."

Magnesium is the eighth most abundant element in the earth's crust and the third most plentiful element in seawater. It is found in more than sixty minerals and in brines and seawater as a magnesium salt. One of the more important magnesium minerals is magnesium carbonate, MgCO3, with a theoretical maximum magnesia, MgO, content of 47.6%; this carbonate form represents the world's largest source of magnesia. The next most used sources for magnesia are magnesia-rich brines and seawater, where it occurs as magnesium sulfate and magnesium chloride. Other commercially important magnesium-bearing minerals are dolomite, CaMg(CO3)2, which serves the aggregate industry as well as the chemical industry; brucite, Mg(OH)2, which is used in the production of both caustic and sintered magnesia; olivine, ([MgFe]2-SiO2), which serves the refractory and heat storage industries; talc, (H2Mg3(SiO3)4), which serves several industries as a filler and as an ingredient in cosmetics; and serpentine, (H4Mg3SiO9). All these minerals are of commercial value because of the desirable characteristics given to them by magnesia and by its placement in the crystal structure. These minerals are the starting raw materials for a wide range of products. These include the production of magnesium metal, and several grades of magnesia used for the production of both sintered magnesia for refractory manufacture and lighter fired caustic magnesia, the latter is used in fluxes, fillers, insulation, cements, decolorants, fertilizers, chemicals, in the treatment of waste water including pH control, and in the removal of sulfur compounds from exhaust stacks. Magnesite is one of several major minerals possessing a dual character, i.e., non-metallic industrial mineral because of its principal end use as a calcined/dead burned raw material in non-metallic end products and magnesium metal. A large percentage of the magnesia used to produce magnesium metal comes from seawater1 brines. The total primary metal production worldwide is about 350 ktpy. This report reviews magnesite solely as an industrial non- metallic raw material. Magnesite for most refractory purposes must have a content of sintered magnesia above 85%, with a preference for those sources that have the potential for 90 to 98% magnesia values. Dolomite, used in large tonnages because of its physical properties in the construction industry, also has a use in the chemical and the refractory industry. In its calcined form, dolomite is used as a slag addition in the making of steel, and it is used in a high-purity calcine to precipitate magnesium hydroxide from brines or seawater. The precipitated magnesium hydroxide is intermediate for the production of deadburned clinker for refractories and the production of magnesium metal. In many cases the high-purity magnesium hydroxide obtained by precipitation with calcined dolomite, or in some cases limestone, has supplanted much of the world's production of magnesia from the natural mineral magnesite. This is especially true of the United States and in major industrialized areas of Europe and Japan. The best known of the minerals directly and widely exploited for its magnesia content is magnesite (MgCO3), one of the calcite group of rhombohedra1 carbonates, which includes calcite (CaCO3), siderite (Fe2CO3), and rhodocrosite (MnCO3), among others. The members of this group enter into a wide range of substitutional solid solutions when the positive ions have similar radii. The radii of magnesium and iron ions are within 6% of each other; hence magnesite and siderite form a complete series, of which the mineral breunnerite (ferroan magnesite) is a well known end member. The radii of calcium ion is 36% larger than that of magnesium ion and only limited substitution exists at each end of the MgC03-CaCO3 series. Dolomite is not a member of the calcite group, but it occurs when calcium and magnesium ions alternate in equal number in an ordered structure among carbonate ions. The result of this relationship is that calcite and dolomite are commonly found intermixed with magnesite. They occur, commonly, as identifiable crystal entities, which can be separated to a varying degree from the magnesite by benefication techniques. Magnesite, when pure, contains 47.8% MgO and 52.2% CO,. The pure mineral is found occasionally as transparent crystals resembling calcite. Magnesite principally contains variable amounts of the carbonates, oxides, and the silicates of iron, calcium, manganese, and aluminum. Although the genesis of natural magnesite deposits can be complex, it is distinguished in nature in two distinct physical forms, namely crystalline, (with a wide range of visible crystal sizes) and cryptocrystalline, sometimes referred to as amorphous, where the crystal size is not detectable to the eye and will range from 1 to 10 pm. The two types not only differ in crystal structure but in the sizes of the deposits and in modes of formations. The crystalline form has a Mohs hardness of 3.5 to 4.0. The color range is from white to black with shades of yellow, blue, red, or gray. The color is not a significant indicator of purity but in a given deposit an experienced person can often roughly grade the magnesite by observing color and crystallinity. Macrocrystalline deposits occur in relatively few, but generally large, deposits on the order of several million tons. The ore shows a marble-like crystal structure and belongs to the sedimentary or metasomatic groups of origin. The cryptocrystalline variety of magnesite frequently occurs in many small deposits, although there are exceptions. Cryptocrystalline magnesite is typically massive with no cleavage and is sometimes descriptively called bone magnesite. The fracture is usually conchoidal, with a hardness of 3.5 to 5.0. The color is mainly white, but it can have tints of yellow, orange, or buff. Accessory silaceous minerals such as serpentine, quartz, or chalcedony are usually present. Calcium minerals are normally absent or in low concentration, this contrasting with the macrocrystalline form where calcium minerals are almost invariably present and some- times in high concentration. INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. The Marysvale volcanic field of west-central Utah contains large areas of argillically altered rocks (fig. 1) that, in turn, enclose smaller areas of fine-grained, medium-grade, replacement alunite deposits and coarsely crystalline, high-grade vein-type alunite deposits. The largest replacement alunite deposits are [ ] located peripheral to a 23-m.y.-old monzonite stock called the Central Intrusive (fig. 1). The deposits formed in near-surface, highly oxidizing environments at the tops of hydrothermal plumes that were spaced irregularly around the stock. The deposits are horizontally zoned from alunitic cores through kaolinitic to propylitic envelopes. Vertically, characteristic alteration minerals progress from a pyrite-propylitic alteration assemblage at the base, upward through alunitic, jarositic, and hematitic assemblages to a flooded silica cap as shown on figure 2. The silica caps are cut by hydrothermal explosion breccias. d34Sso4 values of + 11.5 to + 15.4 permil indicate that sulfur in the hydrothermal plume was derived from underlying Mesozoic evaporites. The sharp upward transition from pyrite- propylite to alunite probably marks the paleowater table, and the top of the flooded silica cap represents the paleoground surface. Basin-Range extensional tectonism began shortly after alteration, and buried the replacement alunite deposits in basins beneath sediments eroded from uplands. The deposits were only recently exhumed.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

INTRODUCTION - CURRENT RAISE BORING PRACTICES Raise boring is a comparatively new tool to the underground mining and construction industries. Underground raise boring, in this country, had its beginning in the early 1960's, in the iron mines of Michigan. These first raises were bored 40 in. and 48 in. in diameter with maximum lengths of approximately 200 ft. Since the late "sixties", the raise boring machine has been accepted by the mining industry as an important machine to increase excavation rates, provide adequate ventilation airways, improve safety, and reduce costs, to name a few of the benefits. The construction industry is now accepting raise boring techniques for hydro-electric power projects, water supply projects, tunnel projects, waste water projects, etc. Raise drills are now capable of boring raises to diameters as much as 12 ft, in the softer rock types. Raise lengths range from 200 ft to as long as 1700 ft. Bored raises, in general, are bored at dip angles ranging from 45º to 90º, depending on the requirement of the raise. The general practice is to drill the pilot hole down to an opening below and up ream the pilot hole to the required diameter. The pilot hole (9-7/8", 9", 11", or 12-1/4" diameter) is generally drilled with compressed air to remove the cuttings. In the event that ground water is encountered and removal of cuttings is impeded, a foaming agent is added to assist in lifting the cuttings. When excessive water is encountered, water is used as the circulation medium and the cuttings are removed by pumping. During the reaming cycle, the cuttings fall by gravity and are removed from the bottom of the raise by conventional methods.
