INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. Silicon nitride (Si3N4 ) is an advanced structural ceramic materia1 which is presently being considered for a number of potential engineering applications, particularly in heat engines, gas turbines, and electronics. With respect to other structural ceramics, silicon nitride has relatively low thermal conductivity and thermal expansion coefficients and a moderate elastic modulus. Thus, during thermal cycling the stresses developed in this material are lower than in other structural ceramics. At the present time silicon nitride is produced via three main processes: thermal decomposition of silicon imide or amide, treatment of silicon tetrachloride or silane vapour with ammonia and nitriding of silicon powder. These three methods of production are discussed with particular attention to the effect of morphology and phase content on the properties of the final product. In this work carbothermal production of silicon nitride has been studied in a high temperature resistance furnace. Compacted briquettes of silica and carbon were produced which were reacted in a nitrogen atmosphere. The optimum reaction temperature and the carbon to silica ratio were found to be 1425OC and ten to one, respectively. The presence of large amounts of ash in the reductant promoted the formation of silicon nitride. The specific surface area of the briquettes did not have a large effect over the range studied in the present work. Briquette seeding with small amounts of Si3N4 was effective in increasing the reaction rates.

Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

"The reliable prediction of service lifetime of tunnel constructions is of essential technical and economic interest. Polymers used for tunnel liners have to fulfill the requirement of 100 years lifetime. However, today no reliably proven test method is available which confirms such long lifetimes. The current paper introduces a recently started research project which focuses on lifetime prediction of highly flexible, very low density polyethylene (VLDPE) for tunnel geomembranes. Different PE grades in combination with different antioxidant packages are conditioned at elevated temperatures and immersed in different media. Initial results confirmed significant material aging of unstabilized resins already after exposure of up to 34 weeks, at least at the highest exposure temperature of 80 °C. To consider application relevant material properties the material characterization was done by means of tensile tests and dynamic oxidation induction temperature tests. High pressure liquid chromatography was used for further investigation of antioxidant consumption kinetics. 1. INTRODUCTION For a reliable service of modern tunnel constructions a sustainable proofing against water infiltration is essential for the lifetime of the structure. Geomembranes made of polymeric materials have been used successfully for tunnel lining since several decades. Whereas previous geomembranes usually were made of plasticized polyvinylchloride (PVC-P), due to several technical advantages today very low density polyethylene (VLDPE) has become a more and more popular material for such applications. For modern geomembranes, current guidelines expect minimum lifetimes of at least 100 years (ÖBV-Richtlinie 2012). In contrast to this requirement it must be considered that today no test methodology is available which reliably confirms such long lifetimes of polymeric materials."

Carbonaceous sedimentary rocks are abundant in the upper part of the caldera or maar that hosts the Puebio Viejo Au-Ag district, and much of the Moore sulfide zone is in these rocks. These rocks are thinly layered and contain scattered plant remains and variable amounts of volcaniclastic debris and pyrite. The carbonaceous matter in the sediments yields no X-ray diffraction pattern and is not graphite. It has C/N ratios of 4 to 10, and &13C values of about -25 per mil, which indicate that it is dominantly of marine organic origin and partly degraded. Atomic S/C ratios in the unmineralized part of the carbonaceous rocks have a median of about 1.2, much higher than most similar unmineralized rocks, reflecting not only the abundance of pyrite in the sediments, but also the fact that the organic material contains several percent sulfur. Extracts from the organic material indicate that it is thermally mature and that it reacted with the hydrothermal solutions. Atomic S/C ratios in the mineralized carbonaceous rocks are generally higher than those in unmineralized carbonaceous rocks, ranging to values of 5 and more. These differences indicate that significant amounts of carbon were consumed by the reduction of sulfate and metal chloride complexes in the mineralizing fluids as they passed through the carbonaceous sediments. Direct reaction between organic material and ferrous chloride-bearing, acid-sulfate hydrothermal solutions probably caused continuous deposition of pyrite during this period. Intermittent deposition of gold from chloride complexes by the same reaction was probably facilitated by boiling or C02 effervescence.

Induction times for a variety of minerals have been measured at a particle bed. Electrostatic repulsive forces between bubble and particle generally are of secondary importance in determining the hydrophobic state; nevertheless, the shortest induction times are measured at the isoelectric point of the solid. More importantly, the study shows that the film-rupture mechanism at a polished surface might be different from that at a particle bed. The induction time measured at a particle bed, besides being dependent on the surface chemistry of the system, shows a definite relationship to particle size and density. Theoretical analysis suggests that such a measured induction time at a particle bed should properly be defined as an attachment time which consists of the induction time and the film-displacement time. Thus one portion of the measured attachment time is the induction time, the time required to thin the water film between the particle surface and the gas bubble to a critical thickness so that rupture of the film takes place ('1)' The other portion of the measured attachment time is the time required for the film to be displaced to such an extent that the attachment is stabilized with respect to the upward motion of the bubble and the downward gravitational force acting on the particle ('2)' Further, the present study illustrates that '2 is related to the hydrophobic character of the surface, the rate of film displacement after rupture, the upward velocity of the captive bubble, and, most importantly, the particle size and density.

Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

This paper presents a history of a successful three year effort in locating a large, economic deposit of high purity limestone. The exploration program has been carried out by Ernest K. Lehmann & Associates, Inc., geological consultants, for Dravo Corporation, owner of the limestone property which is now under development. The permission of Mr. L. P. Struble, Jr, President of Dravo Lime Company, and Mr. M. W. Robinson, Director of Research and Development, to present this paper is gratefully acknowledged. The limestone property is on the Ohio River near Maysville in northern Kentucky, 60 miles east of Cincinnati (Fig. 1). The area lies at the eastern flank of the Cincinnati Arch, a regional structure where the Lower Paleozoic strata crop out below the adjacent younger sedimentary rocks of the Illinois and Apallachian basins. In general, the limestone formations of the Middle Ordovician High Bridge group offer the best potential for industrial limestone in Kentucky and adjacent parts of Ohio and Indiana. These formations are exposed along the axis of the Cincinnati Arch in central Kentucky. Toward the west, east and north, strata of the High Bridge group are progressively deeper, concealed beneath a succession of interbedded fossiliferous limestone and shale. The High Bridge group limestone formations are shallow-marine deposits largely of tidal flat, shallow lagoon and related environments. Principal lithologies include cryptocrystalline micritic limestone and crystalline dolomitic limestone to dolomite. Shale and bioclastic limestone are subordinate but the proportion of shale increases in the basal formations. Characteristic, is the occurrence of several thin beds of bentonite that serve as regional stratigraphic key horizons.

A general study of gold refractory arsenopyrite pyrite concentrate bioleaching has been carried out including two continuous bioleach testworks at different sizes, namely one at a laboratory scale with a 100 1 unit at a 2 kg/d dry solid flowrate and the other at a pilot scale at a 100 kg/d dry solid flowrate. Both tests show a 80% bioleaching of arsenopyrite in about four days of treatment and with the same kinetic. Pyrrhotite is attacked at the earlier stage of the bioleaching but pyrite remains unaffected. The weak potential of oxidation associated with the decomposition of arsenopyrite and the abundance of arsenite leads to a high grade of elemental sulfur in the bioresidue which consumes the major part of the cyanide during the gold recovery, furthermore, the arsenite and ferrous produced in solution have to he oxidized to obtain a stable precipitate in the waste products and as outlined in previous works of other authors on this subject the addition of iron to obtain a Fe/As molar ratio at least above 3 is necessary. The agitation equipment used in the pilot unit allowed an optimisation study calculation for scaling-up the design and power requirements of an industrial installation, For the pretreatment of a gold refractory As high-graded concentrate the reagent cost has the greatest part in the operating cost of the biooxidation step due to the necessary retreatment of the biosolution, In that conditions the power cost is quite marginal, actually it is significant for the treatment of pure pyrite.

Introduction The Gold Quarry gold deposit is the largest bulk tonnage epithermal gold deposit in northeastern Nevada to be developed by Newmont Gold Co., formerly known as Carlin Gold Mining Co. Exploration and development of the deposit extended over a period of nearly 50 years before bulk tonnage mining became economically feasible. Proven reserves at Gold Quarry are currently estimated at more than 255 t (8.2 million oz.) of gold, accounting for more than 40% of the total Carlin Trend mineable reserves for 1986. Milling began in late 1985; dump leaching of lower grade ores began in May of 1986. The mill has exceeded the initial design throughput rate of 6.3 kt/d (7000 stpd) and is now processing more than 8 kt/d (9000 stpd). The dump leach facility will process more than 7.3 Mt (8.1 million st) of lower grade ores in 1986. The Gold Quarry ore body is to be developed by an open pit that will eventually be 1830 m (6000 ft) long, 1220 m (4000 ft) wide and 300 m (1000 ft) deep. The mine currently produces 77 kt/d (85,000 stpd) on a 24-hour-a-day, seven-day workweek. Planned pit production will increase to nearly 168 kt/d (185,000 stpd) in 1988. Production equipment currently includes one Demag H-/285, three Komatsu PC-1500 hydraulic shovels, two Cat 992C loaders and 21 90 to 135 t (100 to 150 st) haul trucks. Introduction Groundwater resource evaluation has historically required extensive field investigative work, usually at great cost. More recently, the advent of the microcomputer has made difficult aquifer and groundwater evaluations comparatively simple and less expensive. A groundwater model is a numeric solution to a set of equations that calculates the water level in an aquifer or other types of water bearing strata. A computer will execute the solution of the set of equations rapidly and thereby permit evaluation of large amounts of hydrogeologic data rapidly. Computer modeling of groundwater resources is very often used to forecast the effects of multiple uses of a single groundwater resource. Modeling of heavily used aquifers has proven to be beneficial for averting problems arising from competitive use of a groundwater resource. This paper describes the work tasks performed in order to evaluate a large alluvial aquifer and thereby predict the hydrologic impact of additional groundwater withdrawal. Purpose and Scope Neyer, Tiseo & Hindo, Ltd. (NTH) was retained to evaluate the groundwater supply potential of the Missouri River alluvium underlying the Fairfax District in Kansas City, Kansas (Figure 1). The proposed groundwater supply is being considered for industrial use as non-contact process water and a heat exchange medium for plant climate control. The anticipated peak groundwater demand is estimated to exceed 30 million gallons per day (MGD) during the summer months, with an average daily demand of nearly 25 MGD. The proposed groundwater supply was to be developed from 15 large-diameter production wells located at positions that would minimize potential interference.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Smallbore tunnels in urban environments often present more technical and managerial problems than major large diameter schemes carried out for transportion, water supply and hydro-electric facilities. The 1.8 km Bath scheme was designed for construction in tunnel using the pipe jacking system. Unforeseen ground conditions meant other techniques were needed during construction. The paper describes the problems encountered and how they were overcome.

Potash is a generic term that includes potassium chloride, potassium magnesium sulfate, potassium sulfate, potassium nitrate, and sodium-potassium nitrate mixtures. In the ceramics industry, potash is also used to refer to potassium oxide. Potash, primarily in the form of potassium carbonate, was the first industrial mineral produced in the United States, and the first US patent issued was for an apparatus and process developed in 1790 for its production (Paynter, 1990). Prior to the 1860s, potash was primarily sold as an impure form of potassium carbonate produced by burning hard- wood trees and leaching the potassium salts from the ashes. The major early uses of potash include soap and glass making, dyeing fabrics, baking, and saltpeter for gunpowder. In 1859, the development of a purification process to remove the sodium and magnesium chlorides was developed for the carnallite found at Stassfurt, Germany, and mined potash became available. With the appearance of mined potash and the earlier (1840) discovery in Germany by Justus von Liebig that potash was a nutrient for crops, potash started to be used for high valued crops such as cotton and vegetables. The German potash companies quickly developed a manufacturing process for producing potassium sulfate for tobacco fertilization. German potash supplied nearly all American needs until the embargo of the First World War when imports from Germany were interrupted (Bateman, 1918). With the discovery of potash deposits in New Mexico in 1931, the United States became self-sufficient in potash. In 1962, the United States began importing potash from Canada, and two years later domestic apparent consumption began to exceed domestic production. Along with nitrogen and phosphorus, potassium is one of the three essential plant nutrients, the "K" of NPK terminology. As a result, 95% of potash production is used as plant fertilizer. In all plants, inadequate potassium diminishes growth, causes increased disease, stalk and stem breakage, and susceptibility to other stress conditions. Plants take up large quantities of potassium from the soil, and potash fertilization replaces this loss so that each new crop can be grown with the same vigor and productivity as the previous year's crop. The potassium depletion of the soil from growing repeated cotton and tobacco crops is well known in the history of southern agriculture in America. George Washington was known to have studied alternative crops that could be grown on soil that had been depleted by repeated tobacco crops. Most of the remaining 5% of potash consumption is by the chemical industry, as potassium hydroxide to produce soaps and detergents, glass and ceramic products, dyes, explosives, alkaline batteries, and medicines. Potash as chemical is used in oil field drilling mud, the aluminum recycling industry, and the electroplating industry. Additional minor uses for potassium chloride include water softener regeneration, sidewalk deicing, and salt substitution for human consumption. Potash is used in the food industry as potassium phosphate, and in production of glass products as potassium carbonate or nitrate. GEOLOGY Potassium is the seventh most abundant element in the earth's crust and the sixth most abundant element in seawater. It is found in silicate minerals of igneous, metamorphic, and sedimentary rocks and is also a major constituent of many surface and subsurface brines. The majority of world potash resources are found in subsurface bedded salt deposits which yield high grade, large tonnage ore bodies and are amenable to low cost mining and beneficiation. Because of the relatively high solubility of potassium minerals, potash from salt deposits is ideal for use as fertilizers. Some potash production is from evaporation of naturally occurring brines, but the vast majority of current domestic and international production is from bedded salt deposits. Sylvite, carnallite, kainite, and langbeinite are some of the more important potassium minerals (Table 1). Sylvinite, a mixture of KC1 and NaCl is the highest grade potash ore. Carnallite can be considered a potash ore when removal of magnesium chloride is included in the beneficiation, but it can also be considered a contaminant when mining for sylvite. Potassium sulfate and potassium nitrate are typically manufactured products. Potassium sulfate is produced from mined minerals through conversion processes in Italy, Germany, and Carlsbad, NM, and from brines in southern California and at the Great Salt Lake in Utah. Natural deposits of potassium nitrate occur only in small amounts in Chile. The majority of potash-bearing bedded salt deposits are believed to have originated from the evaporation of seawater or mixtures of seawater and other brines in restricted marine basins (Schmalz, 1969). The reflux depositional model for evaporite deposition was first described in the literature in 1888 by Ochsenius. A shallow bar, or sill, across the mouth of a basin lets in a restricted flow of seawater which evaporates into a salt-precipitating brine (Fig. 1). The density of the brine at the distal end increases with increased salinity, sinks to the bottom, and sets up a reflux current of higher density brine back toward the ocean. The sill, which restricts the inflow of seawater, allows inhibited flow of evaporation-concentrated brines back to the ocean. The least soluble salts are precipitated nearer the sill, and the most soluble components come out of solution in the deeper parts of the basin. The result is a lateral facies change in a tabular-shaped deposit that is due to the salinity gradients in the brine (Fig. 2A). The asymmetrical facies distribution of the Paradox Formation (Middle Pennsylvanian) Utah (Hite, 1970), the Prairie Formation (Middle Devonian) in Saskatchewan (Holter, 1972), and the Salado Formation (Upper Permian) in New Mexico (Lowenstein, 1988), might prompt explanation by such a model. Other deposits, such as the Salina Formation (Upper Silurian) in Michigan (Matthews and Egleson, 1974), show a facies distribution that could be described as a bull's eye pattern. INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. Many minerals float best with fatty acids in the intermediate pH range. For example, fluorite, a semi soluble salt mineral, exhibits a maximum contact angle and a maximum flotation recovery in the pH range of 6-8 after conditioning in a palmitate solution (fig. 1). The maximum in flotation coincides roughly, as many researchers have observed, with the boundary of bulk precipitation of the fatty acid. According to fig. Z this boundary is in the above case of 5xl0-7 M palmitate approximately at pH 6.3. For assessing the phenomena occurring at the bulk precipitation boundary of fatty acids, the surface tensions of carboxylate solutions have been measured under various conditions. Fig. 3 shows the surface tension development of palmitate and myristate solutions of increasing concentration at pH 12. Also shown are the bulk precipitation edges (BPE) of the respective solid species that is stable under these conditions, that is the potassium acid soap, HKAZ. Both curves display a similar behavior. As the concentration of carboxylat,e increases, the surface tension decreases, until a minimum is reached at which the curves level off. The decrease of surface tension with increasing carboxylate concentration is generally taken to indicate the surface excess of the carboxylate ion. The point where the curve suddenly levels off has not yet been explained. While it is well known that the onset of micellization (CMC) may cause such an inflexion of the surface tension curve, this cannot be the case here because the position of this point depends, as shown in fig. 4 for palmitate, on pH (the CMC is generally independent of pH). We believe that this point indicates the precipitation of a colloidal acid soap (colloidal precipitation edge, CPE) before the bulk precipitation of this species sets in (BPE).

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

The Chaucha porphyry copper/molybdenum deposit was discovered by a United Nations team of geologists working with a ?counter- part" team of staff of the Ecuadorian government's General Directorate of Geology and Mines (DDGM) in July 1968. The exploration program formed the latter part of phase I work plan of a two-phased exploration project financed by the United Nations Development Programme and initiated in late 1964. The author was a team geologist during the period 1965-1967 and subsequently project manager for the period 1968-1972. The Chaucha property lies some 10 km (6 miles) east of the north- south-running western boundary of what was known as Operation Area No. 5. This area of some 10 500 km2(4050 sq miles) is a square truncated to the southeast and centered on the city of Cuenca, the major provincial capital (Azuay Province) of southern Ecuador. The eastern half of the exploration area is dominated by the Cretaceous- Tertiary sedimentary valley (basin) of Cuenca (Caar-Azuay) and its related drainage area. The western half, in which Chaucha lies, is dominated by the high Cordillera Occidental volcanic plateau and the western erosional valleys of the Andes draining to the Pacific. The valley that dominates the eastern part of the area [I500 m (4920 ft) above sea level] is transected by the Pan-American Highway. Because of increased agricultural activity associated with the Cuenca Valley, the area is reasonably well covered by a road network of varying quality. The high western area up to 4000 m (13,120 ft) in altitude is largely barren and completely inaccessible by vehicle. The geological reconnaissance map of the region is shown in Fig. 1.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. Plant management determines which individuals or groups of employees are accountable for the following functions:
