These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

This paper presents the design and construction of a deep basement in a steeply sloping site in glacial till in Glasgow city centre. Existing foundations, adjacent structures and services, in tandem with asymmetric loading, presented particular challenges in the planning, execution and design of the project. The construction methods and temporary works, analysis by the Finite Element method and monitoring carried out are all described.

A mining company plans to extend its surface coal-mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accountings for the site shows an overall Neutralization Potential to Maximum Potential Acidity Ratio (NP:MPA) of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to be mined. If traditional dragline-mining methods are used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of acid mine drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. To prevent the formation of AMD, the company has proposed to mine the area using truck-shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, amine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil to achieve an overall net alkalinity in all spoil areas. Therefore, mining this site should not result in the formation of AMD.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

"A shored enclosure was required to access a control structure upstream below the dam of a deep lake. The shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures. However, traditional analysis does not take into account soil-structure interaction. Numerical modelling offers better means to analyze soil-structure interaction. This paper presents a 2D finite element (2D-FE) analysis of a deep excavation support structure that was required to remove and replace a control structure at the upstream toe of a dam. The sheet-piling shoring was designed to withstand the lateral pressures from 14 m deep free water and 5.5 m deep excavation below the free water to reach the required excavation level to replace the gate structure. Elastic-plastic analyses were performed to predict the stresses and deformations of the complicated shoring structure and excavation bottom. The soil parameters, procedures used to develop the 2D-FE model, and the results are discussed in this paper. The shoring system is currently under construction.INTRODUCTIONA deep shoring system enclosure is required to keep out water and soil and to provide a support for unbalanced loadings due to dewatering and/or, excavation in order to permit construction of the permanent structures in the dry. A braced shoring system consists of a single wall sheet piling which is driven into the ground to form a “box” around the excavation site and is braced on the inside. After bracing the sheet piling, seal concrete is placed into the bottom to prevent water from seeping into the open excavation from underneath the sheet piling, and the water is pumped out to provide the dry work area. The braced shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures, (active, passive, or apparent pressures). There have been some uncertainties regarding the actual distribution of earth pressures due to influence of the support wall flexibility, as these traditional methods do not take into account soil-structure interaction. Numerical modelling offers better means to analyze soilstructure interaction."

"INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

Better utilisation of electric power and coke is vital in reducing production costs and CO2-emissions in production of ferromanganese. All FeMn smelting operations consume 10 to 30 % more carbon than the carbon needed to reduce MnO and FeO to metal and the carbon contained in the alloy. Potassium which re-circulates and builds up in the furnace has been shown to be the main culprit causing both excessive carbon consumption, by catalysing the Boudouard reaction, and increased electric power consumption. The reaction between CO2 and ordinary metallurgical coke or coke impregnated with potassium has been studied at temperatures from 800 to 1100°C in a thermobalance apparatus. Ordinary coke did not react to any great extent at temperatures up to 1000°C, whereas the addition of potassium (2-10 %) resulted in a huge increase in reaction rates. The ultimate goal is to fit the results into a reaction rate model containing the equilibrium constant for the solid-gas heterogeneous reaction between CO2 and a free active site on the carbon reactant producing CO and adsorbed oxygen (an occupied site). The model includes the partial pressures of CO and CO2, a reaction rate constant that is a function of both the total number of reaction sites of carbon, and the potassium content. The potassium dependency is taken care of by introducing activity coefficients for the carbon sites. As the first step towards such a model, a regression line for the Boudouard reaction rate has been established.

Based on the geological-geometric characterization of the basaltic rock at the site of a factory for chemical products situated in the Southern region of Brasil, and on results of a significant number of packer tests, the principal directions of flow were estimated, taking into consideration the intersection and the orientation of the joints and the amount of contaminant flow measured in each interval. The tests were performed using the multi-packer hydraulic multitest probe of IPT (HMTP) instrumented with an electric conductivity meter. A method of analysis for three-dimensional evaluation of the amount of contaminant flow in the area was proposed for future mitigation of the problem. Basé sur une caractérization géologique-géotechnique de la roche basaltique existant sur un site dune fabrique de produits chimiques située au sud du Brésil et sur les resultants dún nombre significantif déssais du type packer, les directions principales d´écoulement ont été estimées en considerant l´intersection et orientation des joints et la quantité de contaminant mesurée sur chaque intervale d´essais. Ceux-ci ont été realizes en utilisant une sonde multipacker developée au IPT – São Paulo (HMTP) instrumentée avec un mesureur de condictivité électrique. Auf Grund der geologischen Struktur des Basalts auf dem Gelände einer chemischen Fabrik in Südbrasilien und der Ergebnisse einer ansehnlichen Zahl von Pumpversuchen wurden die Hauptfließrichtungen bestimmt unter Berücksichtigung des Kluftgefüges und der in jedem Intervall gemessenen Menge kontaminierten Wassers. Die Versuche erfolgten mit dem im IPT entwickelten Verfahren (HMTP) mit Mehrfachpackern und elektrischen Leitfähigkeitsgebern. Ein analytisches Verfahren zur dreidimensionalen Ermittlung der Mengen kontaminierten Wassers wurde für die künftige Befassung mit dem Problem entwickelt.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

In 1963, the full-scale engineering study for the development of an iron, steel, and vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steelworks that produced steel and vanadium-bearing slag from a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for prereduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to open slag bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of the higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies.
