Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Equilibrium relation between B2O3 slag, RExOy-B2O3 (RE = rare earths) slag and Fe-C alloy formed by melting treatment of neodymium magnet and B2O3 was investigated. When neodymium magnet was melted together with B2O3 and Fe-C alloy in carbon crucible, 3 liquid phases of B2O3 slag, RExOy-B2O3 slag and molten Fe-C alloy formed and clearly separated by the difference of the specific gravities. In the case that excess amount of Cu was also introduced in that system, molten Cu phase additionally formed. Almost all amount of RE were concentrated in RExOy-B2O3 slag. The concentration of RE in RExOy-B2O3 slag increased with the decrease of the melting temperature. While chromium, phosphorous, nickel, cobalt, and copper were concentrated in molten Fe-C alloy, silicon and aluminum were distributed in B2O3 slag and RE2O3-B2O3 slag.

Keywords: Pyrometallurgy, furnace, open slag bath, Evraz, Highveld In 1963, the full-scale engineering study for the development of an Iron, Steel, and Vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steel works that produced steel and vanadium-bearing slag by using a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for pre-reduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to Open Slag Bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of a higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

In December 2009, the Italian High Speed Rail Network AV began running over the full 1000 km system length from Turin, at the foothills of the Alps to Salerno, on the seacoast south of the volcano Mt. Vesuvius. It runs through Alpine rivers, highly seismic active zones, mountains, river plains, and through some of the most densely populated areas in Europe as well as some of its most expensive real estate. The Italian High Speed Network?s technical/economic constraints and its regulatory/socio-environmental concerns well may mirror similar obstacles set to confront the nascent California High Speed Rail Program. The two types of constraints must be dealt with together to reach the best construction solution. It is estimated that more than 20% of Italian High Speed Rail Network costs were spent on ground engineering including over 150 km of tunnels, 200 km of viaducts and bridges and 650 km of embankments and trenches. However, it also is estimated that 25% of costs were spent on social and environmental integration of the new rail lines including over 6 square miles of green offsets, 160 km of anti-noise walls, and 300 agreements for socio-environmental work. This paper will look at four examples of innovative ground engineering solutions, each with its own intricate set of constraints: ? Site specific geotechnical data, deposit characteristics and method of mining are key factors when assessing an appropriate slope design philosophy. Mining geotechnics should be viewed as an iterative design process linked closely with mine planning, development and operational safety constraints. This case study presents geotechnical investigations for slope design at Macraes Flat Gold Mine using kinematic, probabilistic and economic analyses tempered with knowledge of site specific conditions. The recommended designs not only reduce early waste stripping tonnages but also provide data to optimise final walls.

The Canadian Rare Earth Elements Network (CREEN) was formally launched at the Rare Earth Symposium at The Metallurgy and Materials Society of CIM (MetSoc) Conference of Metallurgists in October 2013. CREEN is an industry-led, multi-stakeholder network focused on providing collaborative solutions that will advance Canada’s REE sector to produce a significant proportion of the global production of separated critical rare earth products by 2018. The Network is industry driven by companies with REE projects under development and supported by universities, engineering firms, national and commercial laboratories, and government. CREEN aims to accelerate the development and delivery of timely solutions to technical and economic issues specifically facing Canada’s emerging rare earth sector. It will facilitate partnerships with other national and international organizations to leverage existing research initiatives. It will also support training and education to ensure that the needed qualified human resources are available to achieve the sector’s goals. CREEN membership spans the full rare earth supply chain and technical support organizations, from prospective producers, advanced project developers, national and commercial laboratories, engineering consultants, university researchers, and other innovators. The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

The extraction and processing of minerals from surface mines and quarries can produce significant fugitive emissions as a result of site activities such as blasting, unpaved road haulage, loading, primary crushing and stockpiling. Uncontrolled fugitive dust emissions can present serious environmental, health, safety and operational issues impacting both site personnel and the wider community. Simulation technology is finding increasing use for the purposes of advanced warning of potential problem emissions in addition to providing a basis for future planning applications where demonstrable compliance with regulatory requirements are necessary. The initial re-entrainment and subsequent dispersion of fugitive dust presents a process complicated by the combination of the in pit topography, the surrounding natural topography and the dynamic nature of emissions from these sites. These factors impact upon the accuracy and reliability of the conventional Gaussian plume based computational prediction methods employed for regulatory compliance and IPPC applications. This paper proposes that optimal modelling of open pit emissions may be more accurately achieved by the use of a multi-scale predictive modelling approach utilizing computational fluid dynamics (CFD) methods for high resolution near source dispersion and conventional Gaussian based methods for far field dispersion modeling. This paper presents a numerical based flow and dispersion analysis of a typical UK based open pit utilizing CFD in conjunction with a conventional Gaussian plume based methods. Typical operating emissions and meteorological conditions are obtained from long term data records collected at a large operating quarry extraction operation in the UK. Emissions are modelled using a Lagrangian framework within conventional atmospheric boundary layer (ABL) profiles expressed as functions of turbulence and velocity parameters under assumed neutral conditions. Results are presented in terms of the impact of site topography on in pit retention as compared to the Gaussian based method.

"The profitability of mining and metallurgical operations continues to lag behind that of other industries despite the technical advances that have occurred in recent years. A primary reason for poor performing in this economic sector is the lack of integration of mining and metallurgical information. The mine cut-off grade can be optimized if mining and metallurgical engineers have the data to optimize milling for the type of ore in hand.Integration of mine transactions, stockpile inventories, process flows and assays is the key to determining the economics for each blast strategy in a mining site. Real-time information from manufacturing assets greatly affects the profitability and flexibility of a company, but gross errors from faulty sensors, inaccurate instrument calibration, or incorrect process models may corrupt actionable information. New software tools can model the process, sift through available data to identify and eliminate gross errors, and use statistical data reconciliation to create materially balanced and consistent readings. The reconciled data is unified for use by both monitoring and decision making processes.Creating a real-time information environment where upgrade and change are allowed is becoming an accepted methodology to accelerate and simplify the integration of applications such as production monitoring, equipment performance management and yield and inventory management."

Mining and metallurgical processing of gold and base metal ores often results in solid wastes and effluents containing high concentrations of arsenic. In addition, arsenic can be released to the atmosphere from gold roasters and base metal smelters. Speciation of arsenic in roaster products, in a stack sample from a copper smelter, in organic soils impacted by smelter emissions, and in an anaerobic effluent treatment system at a smelter site was determined in order to broaden our understanding of the nature and occurrence of arsenic in a wider range of metallurgical wastes. Micro-XANES spectra obtained from iron oxide particles forming in a gold roaster indicate preferential enrichment of As3+ species in maghemite-rich domains and microlayers. In comparison, haematite-rich iron oxide particles are dominated by As5+ species. It appears that maghemite is retarding oxidation of arsenic and its volatilisation during roasting. Arsenic occurs as both As3+ and As5+ species in a stack sample emitted from a Cu smelter, confined to fine-grained secondary product layers accumulated on the surfaces of spherical Cu particles. This is probably resulting from condensation of As species upon cooling following their volatilisation during the combustion process. Soil samples collected at various distances from the Cu smelter are dominated by As5+ species including monomethylarsonic acid and tetramethylarsonium iodide as the organic arsenic species. The presence of reduced As3+ species highlights the importance of organic material influencing the speciation of arsenic and mineralogical transformations taking place within the soil profile. The XANES spectra indicate that arsenic occurs predominantly as aqueous arsenite species in the anaerobic treatment system, contrary to the conventional thinking of As retention by the formation of secondary sulfides.

"A kinematically admissible velocity field is applied to study the arching phenomenon in a cohesionless granular backfill placed between two rough vertical inflexible walls. The study is different from the previous works which are almost entirely based on statically admissible stress fields. It is shown that the development of arches is strongly influenced by the previous loading history of the backfill which controls the nature of the constitutive laws that govern the mode of stress deformation of the backfill. This preliminary study employs simple models in order to show the potential use of such an approach in evaluating and understanding mine backfill behaviour in the underground excavation. The pressure exerted on the floor supporting the backfill is also studied in some detail.INTRODUCTIONAlthough the importance of the design of mine backfill has been discussed extensively by a number of authors, i.e. Hassani et al. (1985), such theories have not as yet been incorporated in design criteria for underground mine backfilling operation . One factor that such theories must incorporate is the so-called arching action .The phenomenon of arching has been the subject of study by many researchers in the field of civil engineering and mining engineering. Among these scholars the works of Terzaghi (1943), Krynine (1945), Lusher and Hoeg (1964) and Handy (1985) are noteworthy. All these authors use a statically admissible stress field as a starting point to develop their theories. The approach taken by the authors of the present paper is completely different because they employ a kinematicallyadmissible velocity field. It is their belief that the arching phenomenon is closely linked to the interlocking of grains as manifested by the degree of dilatation of the granular mass when subjected to a shearing process.This paper is written in the following sequence. To define the interlocking quantitatively it is necessary to state the constitutive law governing the stress deformation characateristics of the granular mass. This is done in the next section as the law proposed by Poorooshasb and Pietruszazck (1985, 1986) is stated and simplified to suit the present analysis. Next the mode of formation of an arch in a simple system consisting of a mass of backfill sandwiched between two vertical rough walls of infinite extent is examined. The velocity field obtained from the above example is used to obtain solutions to two more complicated situations. The first situation assumes that the backfill is supported, in addition to the vertical rough walls, by a Winkler foundation at its base. The second situation assumes that the Winkler foundation has been replaced by a horizontal beam of uniform section and simply supported at its extremities. The findings of the study are summarized and their practical implications discussed in the concluding remarks."

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

Flotation of rare earths is complicated by the number of mineral classes that carry rare earth elements, including carbonates, phosphates, and silicates that often co-occur within the same deposit. Gangue constituents often belong to the same mineral classes as the rare earth minerals themselves. Chemical regimes developed for specific separations employ customized combinations of collectors, modifiers, and depressants that are not directly translatable to other operations. In this rougher flotation case study, a reagent suite including phosphate ester and sulfosuccinamate, originally developed for the recovery of bastnasite and monazite from silicate hosted ore, could not be applied to a synchysite ore hosted in carbonate gangue because the suite was aimed at silicate gangue rejection only. The separation of a fluorocarbonate mineral from carbonate gangue required a different chemical regime involving the use of hydroxamate and sodium silicate. Maximizing rare earth recovery was complicated by the presence of slimes. The effect of desliming and the increase in grind size was explored.

The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.
