The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

A typical three-phase submerged-arc furnace for production of silicon metal and ferrosilicon has arc currents ~100 kA, phase voltages ~100 V and total furnace power ~10 - 60 MW. The arcs burn in gas filled cavities or "craters", where the main atomic components of the plasma mixture are silicon, oxygen and carbon. Two quite different simulation models for high-current AC arcs have been developed: the simple Channel Arc Model (CAM), and the more sophisticated Magneto-Fluid-Dynamic Model (MFD). These models have been described extensively and results reported at INFACON-8 and INFACON-9, respectively. The coupling between the arcs and the AC power source is described by a complete three-phase Electric Circuit Model. Recent numerical modelling studies of industrial AC arcs show that the boundary conditions at the cathode and anode are critical for the simulation results. A novel Cathode/Anode Sub-Model for high-current AC arcs that treats both cathode and anode indicates a completely different cathode behaviour than previously assumed. A cathode spot which serves a high-current electric arc is shown to be dominated by the energy impact from the arc. This leads to lower cathode fall voltage than obtained from previously developed models. The anode fall voltage is negative, as the main function of the potential barrier is to repel plasma electrons. The cathode spot is diffuse in the sense that the arc in fact contracts away from the cathode. Simulation results are compared to measurements on both industrial furnaces and smaller scale pilot furnaces. An important conclusion, supported by our arc studies, is that the arc length in silicon metal and ferrosilicon furnaces does not exceed 15 cm and the arc may burn anywhere on the electrode, not necessarily beneath the electrode tip.

The Porcupine Joint Venture operates the Dome Mine in South Porcupine, Ontario. Dome underground began production in 1910. It is the longest continuous operating gold mine in Canada, producing in excess of 15 M ounces. More than 900 underground stopes have been mined and hundreds of miles of drifts, sublevels and raises developed. Underground mining methods included shrinkage, cut and fill and longhole. Not all stopes were backfilled upon completion, particularly the longhole stopes. The Dome open pit was designed above the underground mine workings such that, as the pit is excavated, it intersects underground drifts and stopes. Potential operational problems associated with the interactions between the stopes and the pit walls may occur, necessitating pit wall redesign, ground support installation and operational rescheduling. Each intersection of the pit with the underground mine workings is closely evaluated to maintain a safe working environment and wall stability. This paper discussed how risks to pit wall stability are assessed, mitigated and monitored.

Cook Colliery currently mines in the Argo Seam, beneath old workings in an overlying seam. The Argo seam is up to 4.8 m thick and a continuous haulage system behind an ABM25 is used to develop first workings. Current partial secondary extraction utilises floor stripping and pocketing or sumping first working pillars on retreat. The following paper summarises this recent secondary extraction experience, particularly from a geotechnical perspective, but also considering production and ventilation issues. Outcomes and learnings are presented for mining in this challenging and close multi-seam environment. The sealed castor seam workings are within 20 m, and vary from unmined areas to large first working pillars, to partial extraction panels and full extraction panels. High stress remnant pillars and goaf-edges are notable mining considerations. The mining environment is further complicated by faulting, thrust zones and weak laminated roof.

The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

The realisation of most of the civil engineering works is subordinate to the execution of consolidation works, in order to improve the soil physical-mechanics characteristics. The works classifiable with the term "Soil Improvement" can be realised using several technologies, among which the Deep Mixing Method is distinguished for his remarkable flexibility and productivity characteristics. The Deep Mixing Method is a process whereby a rotary drilling machine mechanically drills a constant diameter hole while cement slurry is injected into the soil at high pressure. The process combines state of the art construction techniques merging mechanical and hydraulic mixing energies at the tool bit. The result is a soil-cement column of engineered strength, consistency and dimension. Whereby the soil cement column formation process is controlled by a computerised device, the result is a speedy installation, thorough mixing, and a high degree of control, repeatability and documentation.

Full-column anchored resin bolts were first used in underground mines in 1972. These bolts appear to improve support in many roof bolt applications, as indicated by the use of about 30 million resin bolts in 1980. In the mid-1970's, Bureau of Mines in-vestigators began looking for a substitute for resin because of its short supply and rapidly increasing price. The investigators selected accelerated gypsum plaster (CaSO. ·1/2H20), which becomes gypsum (CaSO.· 2H20) when mixed with water. Gypsum makes an effective alternate grout material because it hardens quickly, is readily available, and is inexpensive in comparison with other cementitious materials. The Bureau received a patent (U.s. patent 4,096,944) for a system combining water capsules (wax-encapsulated water) with plaster into cartridges resembling resin cartridges. This report presents the results of tests conducted by the Bureau on the plaster, the water capsules, and their combined use in cartridges. The tests were designed to determine how the gypsum-plaster water capsule bolting system performs and what happens in the hole while the bolt is being inserted through the cartridge. The test results indicate that water capsule plaster cartridges are a workable alternative to resin cartridges under normal or dry conditions.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The conventional practice in open cut coal strip mining has been to blast the overburden or coal layers in separate blast events. This is done in order to maximise the benefits from throw blasting and also to limit coal losses. Each blast event usually has a particular design of hole diameters, burdens and spacings, explosive charges and blast timing in order to achieve the required blast outcome for either the overburden or coal. This means that each blast has to be separately cleaned on the surface after excavation of the previous blast. Hole locations then have to be individually surveyed and marked, holes drilled, explosives and initiators loaded and the blast fired. Each of these actions takes considerable time and resources and therefore impacts on mine productivity. The mine has to be cleared for each blast event and every blast presents a new potential source for noise, dust or vibration disturbance to the neighbouring population. Exposed highwalls are also subjected to vibration and damage from each subsequent blast event

As part of the Woodrow Wilson Replacement Bridge project several damaged wetland and environmental areas were to be mitigated. One of the mitigation projects consisted of constructing a Denil fish ladder around Peirce Mill Dam in Rock Creek National Park, Washington, D.C. The dam is a historic structure operated by the National Park Service. The fish ladder is located between the east abutment of the dam and Beach Drive, a major collector road. Construction of the fish ladder required removal of a portion of the east abutment and an excavation that extended about 22-ft below the pavement of Beach Ave. It was not possible to close Beach Drive except for very brief intervals or at night; therefore, a support of excavation system that would minimize disruption to the public was required. The high groundwater required that the groundwater be cut off prior to excavation; the random rubble and soil fill, and shallow but erratic rock surface precluded driving sheet piling. A jet grout system was selected because the grout probe could penetrate the rubble fill, stabilize a variety of soil conditions, and cut off the ground water prior to excavation. It was not possible to construct a stable wall without tiebacks or soil nails. Given the schedule and tight working conditions it was decided that soil nails through the jet grout wall facing would be the most cost effective method, as it did not reduce the working space as rakers would and would be more cost effective than prestressed tiebacks.

The individual or company director who ignores his or her obligations under the Resource Management Act 1991 and under the proposed hazardous substances legislation, ignores them at their peril. Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

The Florida phosphate industry currently produces more than 80 pct of the total U.S. marketable output of phosphate rock. Because phosphate is one of three principal nutrients used in formulating a complete fertilizer, it is imperative that an uninterrupted supply of this material be available to meet the agricultural requirements of the United States while maintaining a viable phosphate industry which is competitive in world markets. As a result of an evaluation made by the Bureau of Mines, five areas were identified that affect the overall production and projected growth of the phosphate industry in Florida. These areas relate to the technological ability of the industry to comply with environmental regulations and performance standards by using the best available technology. The most significant technical problem facing the industry is the management of the clay fraction rejected during the beneficiation of phosphate ores. Other areas of concern are environmental restrictions and regulatory requirements, issues associated with mining and reclamation of wetlands, reclamation of other disturbed lands, and consumptive water use. Each of these areas is reviewed, with major emphasis placed on the current state-of-the-art processes for treatment and management of phosphatic clays.

This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

Deep-hole blasting operations in opencast mines are always associated with some annoyance to the surrounding areas in terms of ground vibration, noise, flyrock, etc. These become more severe when underground mines run parallel to them. Blasting in opencast mines may pose danger to the underground mines in terms of roof/side failures, damage of water dams, isolation/ventilation stoppings and other underground installations. The paper discusses a case study in India on the impact of deep-hole blasting in Ramagundam Opencast Project ? III on the stability of various water dams of GDK-6B Incline coal mine operating in close proximity. The stability of underground water dams of GDK-6B Incline mine was endangered due to deep-hole blasting at OCP-III. There were 15 water dams in seam 3 and 16 dams in seam 4 of the underground mine. The physical strength tests using a Schmidt Hammer instrument were carried out in all the 15 water dams of No. 3 seam and 16 water dams of No. 4 seam. The test revealed that there is a decrease in compressive strength values of three dams of seam 3, namely 6A, 6B and 7. Theose three dams were also directly connected to the water source. Water seepage was also observed from the surfaces of the three dams. However, they were found to be stable in accordance with their design parameters and damage point of view while considering a threshold value of ground vibration as 25 mm/s. It was found that the value of tensile stress generated by a vibration of 25 mm/s was much lower (i.e. 0.171N/mm2) than the tensile strength of the two weakest concrete dams (1.85 N/mm2). Ten experimental blasts were conducted at different working benches of the opencast mine and the ground vibration data were recorded in roof and pillars near various underground water dams. The maximum value of vibration data recorded was 5.9 mm/s in roof near dam no. 1 in seam 3 with the dominant peak frequency of 22 Hz. No adverse effect on either of the dams was observed after that blast. During the period of study, no deterioration/adverse impact was found in any dam of the mine. Based on the results of the study and the analyses of the data, optimized blast design parameters and explosives weight per delay were suggested for the opencast mine to maintain the safety of the underground water dams. "The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

A brief summary of the propagation characteristics of rock provides the necessary understanding to design effective radar surveys. Measurements of the electrical properties of the major Bushveld platinum-bearing horizons and their host rocks show that radar is an excellent tool for both short -and longer-range mapping. Experimental work confirms the performance predictions. High frequency, 500 MHz ground-penetrating radar (GPR) is a first-rate tool for mapping features in the hangingwall of the orebody, locally known as a ?reef?, for the purposes of determining hangingwall stability. The triplet chromitites above the UG2 have been clearly mapped, as has the Leader Seam above the UG2. Borehole radar at lower frequencies has been used over longer ranges to map reef elevation. Potholes in the UG2 are clearly distinguished in range and elevation to within metre accuracy. The nature of the slump in the various footwall horizons is also apparent. In future, as GPR is routinely applied, it is likely to become used for other purposes. Borehole radar is being developed to operate at higher frequencies, which will allow it to be deployed from boreholes that are within 5 m of the target horizon. The closing of the gap in the European waterway- net is one of the big and challenging traffic projects following the German reunification. The water canals in the North German plain connect the Rhine river, the border between Germany and France, with the Oder, the German border river to Poland. As early as in the 30's of the 19th century the planning and construction of a ship- lift and a canal bridge started, in order to close this last big gap in the system between the Mittelland Canal and the Elbe- Havel Canal near Magdeburg. This main waterway connects the West of Germany, known for its coal mines and steel mills, with the capital Berlin, and from there it goes on into Poland. The building activities started in 1934 but came to a complete stop in 1942 because of the war. The communist government in East Germany was not interested in continuing this huge project, including the ship lock Rothensee, the canal bridge crossing the river Elbe, the former border river between West and East Germany, and the lock Hohenwarthe due to lack of political backing along with low construction capacity. Now this important project is in progress and this report describes the special foundation techniques used on the great ship lock Hohenwarthe. Hohenwarthe is a double- bay ship lock of considerable scale, which is notable for recirculating water rather than letting it flow. It includes 44 800 m2 ( 481 720 sq. ft) of up to 55 m ( 180 ft) deep cut- off walls, ground water control, 1248 bored piles with a depth of 22 m ( 72 ft ) serving as foundation and 28 000 m ( 91 864 ft) of soil densification with vibroflotation equipment for ground improvement. In the year 2003 the project shall be completed and all ships can travel from the West to the East through Germany without expensive and time- consuming detours through other canals and locks.

This paper describes the back analysis of the Pavoncelli tunnel, an hydraulic tunnel which was excavated between 1904 and 1915 in South of Italy and experienced severe damages during the 1980 Irpino-Lucano earthquake. A numerical simulation which is intended to study the behaviour of the tunnel during this seismic event is presented, also accounting for the swelling phenomenon that took place during and after construction.
