Seafloor polymetallic sulphides are distributed in the EEZ of Japan, including substantial deposits in the Okinawa Trough and Izu-Bonin back-arc basin. In this new frontier, the successful development of these resources in Japan is expected to bring about a new domestic supply of mineral resources. The initial stages of this development are authorized by the Basic Plan on Ocean Policy, approved by the Japanese Cabinet on April 26, 2013, and the Plan for the Development of Marine Energy and Mineral Resources, formulated by the Ministry of Economy, Trade and Industry (METI) on December 24, 2013. In 2008, the Japan Oil, Gas and Metals National Corporation (JOGMEC), commissioned by METI, began a survey and technological development programme for the development of the seafloor polymetallc sulphides (PMS) based on these Plans. The examination of four different fields: the evaluation of the amount of the resource, environmental assessment, mining technology, and processing & smelting technology, are concurrently promoted, aiming for commercialization as soon as possible. Based on the results of research for properties of geomorphology and marine environments of the target test sites in the Okinawa trough, which have been ongoing for several years, the preparation of the pilot lifting test included an in-situ excavation and crushing test conducted using test excavating and crushing systems.

It is the nature of the initial detonation to the powder around the cap which governs the greater or less effect of the explosion of the whole charge. The cap communicates to the first particles of powder a disruptive impulse, which, according to the nature and strength of the cap, more or less completely overthrows their equilibrium and decomposes the powder with great energy, setting up sympathetic vibrations that explode the particles of powder in turn by the violent disturbances or friction between them in a regular succession of impulses and decompositions, which, if started with sufficient energy, are of such intense heat and velocity that the rupturing force of the explosive is developed practically instantaneously. This detonation has already been shown to be not only the result of mechanical force, but a combination of extremely sudden chemical and dynamical reactions which set up vibrations to which different powders are more or less susceptible, and these explosive reactions will be propagated through the mass of the powder according to the intensity of the vibrations and the resistance with which their motion is opposed by the nature and consistency of the powder, whether it be difficult or easy to oxidize, soft and plastic like dynamite, or hard. If the initial detonation of the powder surrounding the cap is of the highest degree, the vibrations will be most intense and will be propagated further through the mass than by a poorer detonation. Hence the different degrees of detonation. Unless the first particles of powder are so thoroughly decomposed by a detonation of high order, or first degree, as to convey the necessary heat and energy to detonate the whole charge, the greatest force of the powder will not be developed. There will frequently be unbottomed holes or pieces of unexploded powder scattered about, or both, and the air in the mine will be contaminated with some obnoxious gases that have not been completely oxidized.

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

In one step extraction cycle, the following results are obtained:[Ni]/[Co]>4000 and [Ni]/[Cu]>40000 in nickel sulphate solution, [Co]/[Ni]>1000 and [Co]/[Cu]>30000 in cobalt chlorinate solution, [Cu]/[Ni]>10000 and [Cu]/[Co]>200 in copper sulphate solution. It was elucidated that the above-mentioned synergistic mixtures can effectively separate cobalt and copper from nickel sulphate acid solution and achieve a greater synergistic effect.

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. The transformation of Polish economy, has contributed to the significant ownership changes and the way of management. Most of non-ferrous metals producers are now joint stock companies or stock companies, which shares are owned mostly by Polish shareholders, the State Treasury, banks or trading companies. However, as compared to the international tendencies, the cost of production of base metals in Poland are still relatively high, and the utilization of secondary sources is still very low. In this sense, the paper point out that some positive results of the current pro-ecological mineral policy in Poland have been already clearly visible in the case of non-ferrous metals smelters, where the emission of dusts and gases was significantly reduced. Therefore, if the current increasing tendency of world production of non-ferrous metals continues, Poland’s role as their primary producer will be reduced.

A non-transferred arc thermal plasma assisted cyclone reactor has been designed, built and operated to evaluate its use in vitrification of wastes. Simulated waste (liquid, slurry or fine particulate) is injected near the plasma flame, where nearly instantaneous dehydration and calcination reactions happen. A non-transferred arc plasma torch was attached tangentially to the cyclone and is utilized as both an enthalpy source and to provide the gas velocities required to generate the cyclonic gas flow patterns. The closed top cyclone flow sends the solid particulates to the wall, where they are captured by a thin film of molten glass that is injected as a powder at a position lower in the reactor. The molten glass is then collected in a crucible. The feasibility of simulant injection directly into the flame zone and its effect on electrode lifetimes has been studied. Several candidate refractory systems have been evaluated for their suitability for extended use under the demanding conditions present in the cyclone reactor.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).

The 1½-day workshop was held on October 15-16, 2015 at the Oakland Marriott City Center in Oakland, CA.Post-grouting, in the context of this workshop and report, refers to the alternative design and construction of base-grouted drilled shafts wherein a grout distribution system is installed during construction and used to grout the base under pressure after the drilled shaft concrete has gained adequate strength, resulting in a stiffer axial-compression load-displacement relationship and additional possible ground improvement effects.The primary goals of the workshop were to•?Identify and summarize the state of the practice for design, construction, inspection, verification, acceptance criteria, reliability and performance of post-grouting.•?Identify gaps and needs in quality assurance that should be addressed for successful use of post-grouting.This report is structured to follow the workshop program: workshop presentations outlined the state of practice and views from owners, engineers and contractors on acceptance of post grouting methods for drilled shafts; and subsequent workshop discussions attended by a small invited group of participants focused on identifying areas of agreement and disagreement on post-grouting best practices, acceptance criteria, design and verification procedures, and inspection requirements. An accepted statement of fact is that, next to agriculture, transportation is the second most important industry in the world. The transportation networks of the United States have greatly contributed to our nation's growth and prosperity. The objective here is to make the reader aware of the need for communication between geologists, mining engineers, purchasing agents, and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, and covered wagons. There is much more. Corning Inc. Corning Glass Works is a worldwide organization with more than $2 billion in annual sales. It supplies more than 60,000 different products a year to some 47,000 customer firms and millions of individual consumers. Corning operates 32 of its own plants worldwide and is also an investor with a 50-50 or minority position in 24 affiliated companies in 11 countries. Corning competes in four broad business categories: • specialty glass and ceramics; • consumer housewares; • laboratory sciences; and • telecommunications Binding these four sectors together is the glue of technology. Coming's research laboratory, established in 1908, was one of the first in American industry. That early commitment to research has never wavered. Today, Corning spends annually on research and devel¬opment, as a percentage of sales, at double the average rate for all manufacturing industry in the US. Some 1500 scientists, engineers, and support personnel are now employed at the company's research and development centers in the US, Japan, and France. Petalite background A family of materials melted conventionally as a glass, then converted by special processing to a ceramic was invented in 1957. One of the basic minerals in this glass ceramic product is petalite. Petalite is a monoclinic mineral with a framework silicate structure and a low iron content, about 0.06% Fe2O3. Petalite is found in very few places throughout the world and no commercial petalite deposit has been found in the United States. Sizable deposits occur in Zimbabwe, Southwest Africa, Brazil, Australia, the Soviet Union, and Sweden. Coming's purchasing and geology departments located a source of petalite with proven reserves in what was then known as Rhodesia. The supplier was Bikita Minerals. The relationship with Bikita was one in which Bikita supplied bulk ore that Corning processed into a finished material at its US facility. This bulk ore method of shipment resulted in high losses through contamination and processing. It also caused tank upsets at the Corning plant because of iron contamination picked up through the numerous handlings of this product in bulk. The relationship with Bikita continued until 1965 when the white political leadership of Rhodesia declared its independence from Great Britain. This led to the imposition of international sanctions. The sanctions were lifted in 1980 and the relationship with Bikita was reestablished in 1983.

AT the Eagle mine, near Gilman, Colorado, where the Empire Zinc Company have installed an underground mill, transportation problems were comparatively simple. A railway siding on the Denver and Rio Grande railway is equipped with an unloading dock or platform at the portal of their service incline adit to the mill. This 18-degree incline is approximately 600 feet long from the unloading track to the head of the mill skipway. For the Big Missouri mill, upwards of 2,500 tons of material and equipment had to be trucked from tidewater at Stewart, B.C., a distance of 21 miles to the Big Missouri camp at elevation 2,800. From that point, this freight had to be moved either over or through the Big Missouri ridge, rising to elevation 3,450, to its final location 800 feet from the surface between elevations 2,150 and 2,350. Immediately after leaving the government dock at Stewart, the road crosses the International boundary line into Hyder, Alaska, and then follows a water grade for eleven miles along the lower stretches of the Salmon river. leaving the river, the road climbs for two miles before crossing back into British Columbia territory at Silver Heights, and then continues for another mile and a half to where the Big Missouri road branches off from the main road to the Premier mine. For a distance of four miles from the junction of the roads, the Missouri road is very narrow, with many sharp curves and with irregular up and down pitches and grades up to 25 per cent until it reaches the Summit. From there on, a fairly easy grade leads a mile and a half to the end of the road on Joker Plats. In winter, the last stretch of road is subject to heavy snow drifting, especially through a narrow funnel-shaped gulch, known as 'The Gap', where the snow may pile up to a depth of over twenty feet.

Sources of sulfur have varied based on technology and societal needs. It has been mined in its elemental form for centuries. Twentieth century technology brought thermal mining (Frasch, 1894) to the forefront of sulfur extraction. Then, by the 1980s, petroleum processing generated almost 40 percent of the 50 Mt (55million st) of sulfur in all forms (SAF) produced in the world. Metals processing (the reclamation of effluent gas by various means as “sulfur in other forms,” or SOF) followed at 30 percent of all sulfur values produced and then Frasch at 22 percent. Petroleum and gas processing now generate most of the elemental sulfur produced in the world. Single Two Frasch mines remain, one each in Iraq and Poland. Conventional mining of small to insignificant volumes also survives in Russia, Latin America and Indonesia. The volume of “recovered” sulfur (the name commonly given by the industry to hydrocarbon-derived material) generated will increase faster than energy consumption as oil and gas with greater amounts of sulfur are used and environmental restrictions on the sulfur content of the fuel consumed become more stringent.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. "Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety.
