The U.S. Bureau of Mines investigated column flotation for recovery of a high-grade fluorite (CaF2) concentrate and byproduct concentrates from the Fish Creek fluorite deposit in Eureka County, NY. The recovery scheme consisted of (1) grinding the ore to minus 48 mesh, (2) fluorite rougher and cleaner flotation, (3) desliming the rougher fluorite flotation tailings at 20 Jjm, (4) mica flotation, and (5) silicate rougher flotation. Acid-grade fluorspar, mica, free silica (Si02) sand, and low-grade beryl (Be3Al2S~018) concentrate were produced in a 100 lb/h continuous column flotation unit (CCFU). The highest results achieved were %.6-pct CaF2 recovery in a fIrst cleaner concentrate containing 99.7 pct CaF2. Beryl recovery was as high as 92 pct at a grade of 5.3 pct BeO. The silica sand, which assayed 98 pct Si02, was recovered as the rougher beryl flotation tailings. Collector reagent consumption was reduced 45 pct for fluorite and 58 pet for silicate flotation in comparison with bench-scale conventional flotation. All products were signillcantly improved in both grade and recovery over conventional flotation results, and the recovery scheme was simplifIed by removal of several stages of flotation in the fluorite and silicate flotation steps.

Present day capital costs are analyzed for a 2,000 metric tonne per day (MTPD) pyrite burning plant and compared with a sulphur burning plant of the same capacity. Power, raw material and steam production rates are then compared for the two facility types. A sensitivity analysis is conducted to highlight the impact changing sulphur, pyrite, capital and operating costs have on the relative economics of these feeds. Technological improvement effects on capital cost and energy recovery are also discussed. Besides the steam produced from the burning of pure sulphur or pyrite, plants using an advanced form of heat recovery can produce up to 10 bar steam using heat from acid formation. The quantity depends on the overall water balance which is influenced by such factors as gas strength and product acid concentration. Modern materials and innovative process design also improve the ability to increase the high pressure steam from the roaster boiler in pyrite plants above the traditional 1.25 kg of superheated steam per kg of acid produced.

Since the beginning of this century Boliden Mineral and Atlas Copco have worked together in stages on improving the accuracy and quality of drilling. Navigation of the drill rigs with IREDES has been in use in the Boliden mines for several years. Recently the capability of the system has extended with map navigation to more accurately follow the ore in cut&fill mines. The system allows for changes on the individual round level to follow the ore without changing the whole design for the heading. Those changes are done in a CAD-system and remove the need for face markings and will allow for even better accuracy in both height and wall position. All the information between the CAD-system and the drill rigs is exchanged using the IREDES standard. This paper describes the workflow and the use of the IREDES standard.

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

"Canada developed pioneering rare earth solvent extraction methods to recover the rare earths and thorium as by-products of uranium recovery operations in Elliot Lake, Ontario, and was a major supplier of these key elements from about 1960 until 1990. At one stage, Elliot Lake was supplying perhaps one third of the world’s yttrium as well as much of its thorium. This paper reviews the development of Canada’s early rare earth and thorium production facilities. INTRODUCTIONThe rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960s the invention of rare earth-based phosphors for the cathode ray picture tube used in colour television sets launched a major demand for certain rare earths.The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths.Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available but unquestionably Elliot Lake made a significant contribution to world thorium and the rare earth production. This paper, presented earlier in an abbreviated form (Goode, 2012), is intended to present as much of the information that is available."

The Telfer concentrator, located in the Great Sandy Desert of Western Australia, consists of a dual train gold/copper operation processing ore from one underground and, currently, two open pit mines with differing mineralogy. The flotation circuit of each train was designed to operate in several modes depending on the feed mineralogy. The majority of ore mined at Telfer is processed in a sequential mode where copper minerals are first floated into a saleable copper concentrate followed by the flotation of an auriferous pyrite concentrate which is treated in an on-site hydrometallurgical plant (carbon-in-leach (CIL)). Gold is recovered as a gravity product within the primary grinding circuit, to the copper concentrate, and to a lesser extent, the CIL circuit.Since Telfer was re-opened, with a new concentrator, in 2004, the processing plant has struggled with poor copper concentrate grades, partially due to the excessive entrainment of non-sulfide gangue minerals in the copper flotation circuit and, more recently, due to composite copper particles produced when processing ore from a supplementary satellite pit that has not previously been processed through the new Telfer concentrator. Gold recoveries in the CIL circuit have also been below industry standard. This paper presents the implementation of recent changes made to the circuit to address these performance issues. The reconfiguration of the circuit has involved the installation of the following major equipment items: two ISAMillsÖ in ultra-fine grinding applications (one in the copper circuit and one in the pyrite circuit), two Jameson Cells to improve fine gangue rejection and a bank of 5 + Outotec TC30s to recovery copper and gold from the reground pyrite stream. As a cheap, renewable and non-toxic material, starch can contribute to the sustainability of the flotation process, albeit in a minor way as one type of reagent in systems involving materials with far greater impact. But the physical and chemical versatility of starch can help address another issue, namely, that of processing complex ores with decreasing grades of valuable minerals and increasing mixtures of gangue. This paper compares the results of two lab scale flotation studies where starches (native wheat starch (NWS), dextrin and two oxidised wheat starches) were used to depress two common gangue minerals, copper-activated pyrite and carbon (graphite), over a range of dosages. The oxidised starch with the larger molecular weight structures depressed copper-activated pyrite best, and the oxidised starch with lower molecular weight structures was better at depressing graphite. In both cases, the oxidised starches allowed greater recovery of chalcopyrite, pointing to selectivity potential. The extent to which the carbonyl and carboxyl moieties of the oxidised starches contribute to depressant performance is difficult to quantify, but it should not be discounted. Importantly, the results demonstrate relatively simple modifications of native starch by oxidation can yield structures suitable for depressing gangue minerals with diverse surface properties. The challenge remaining for greater application of modified starch depressants is being able to replicate the desired structures at scale in cold-water-soluble form.

Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah's coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah's coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah's coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

Sufco coal mine, a subsidiary of Arch Western Bituminous Group, recently purchased a reverse osmosis (RO) system. The systems intent was to remove impurities in the water being mixed with the hydraulic oil to maintain the viability of critical longwall hydraulic systems and to prevent degradation. This project not only ensured hydraulic components from corrosion, but also revealed a cost savings by reducing the percentage of hydraulic oil mixed with the RO water. SUFCO WATER TREATMENT HISTORY Sufco coal mine has been in operation for approximately 70 years. Old works extend up to 15 miles one way, not including adjacent mined out longwall panels. Due to the geologic conditions and strata, water treatment has been as simple as putting water in at a high point of a mined out area and recovering it at a low point to discharge. Doing this reduces the total suspended solids (TSS) to less than 25 parts per million (ppm) and the total dissolved solids (TDS) less than 1,200 ppm which complies with Sufco?s water discharge permit. Even though the requirements for the permit were met, the water is still corrosive in nature. A portion of this water is piped back into the fireline (makeup) water system. It is then boosted to pressures of up to 500 psi to support mining sections, belt systems, equipment, fire fighting systems and the longwall.

The original work statement of this contract was entitles: 'A Accident Analysis Model for Use in Underground Coal Mines.' The contract was scheduled for a duration of 26 months and was to be in three phases: Phase I - Model Development, Phase II - Application of the Model, and Phase III - Installation, Monitoring and Evaluation of the Model. Alter three months in Phase I, it became apparent that much of the needed data for the model was nut available and could not be made available within the original study schedule. Proceeding as plumed would have resulted in a model of limited utility. Personnel from Theodore Barry and Associates and the Bureau discussed the problem in detail and mutually decided to utilize the majority of remaining funds to assist the Bureau in solving these data problems and develop a stronger ongoing capability for safety analysis within the Bureau. Both tie contractor and the bureau officials involved believed that this decision greatly enhanced the Bureau's ability to develop future accident prediction models, whose rigor would greatly exceed what was currently possible.

For the majority of open pit precious metal mines in the western United States, grade control practices have evolved as a direct result of the variable geology of the ore body and the lack of a clear visual or geologic distinction between ore and waste material. These practices often include the extensive use of buffer or choke blasting, in an attempt to minimize lateral movement of the muckpile. The Mackay School of Mines is conducting ongoing research, which aims to develop a practical method of measuring the movement of discrete “targets” placed within the body of the blast. The movement experienced by these targets can then be used to interpolate the movement of the blast as a whole. Typically, the boundaries between different material types are known as digging limits or polygons and are marked using colored flagging on the muckpile. If material movement can be measured using targets placed in the blast, these digging limits can be altered to reflect the blast-induced rock movement, reducing dilution and improving value recovery.

"Micropiles are often installed to retrofit existing foundations that experience distortion and to underpin structures prior to future construction. The Dublin Road Pump Station project is an example of retrofitting due to a basal failure during construction that compromised the bearing capacity of the soils. A completed pump station settled and had to be restored to its original position, and work could not proceed until a new support system for the partially completed wet well could be designed and installed. The project involved the construction of three below-grade structures for a new pump station in a growing area of Jackson Township, N.J. The general contractor constructed three pump station structures consisting of a pump chamber, wet well and an inlet chamber in early 2006.The geologic conditions beneath the project site (Figure 1) consisted of loose/soft to medium dense/stiff sand, silt and clay to a depth of 40 ft below ground surface, underlain by medium dense to dense glauconitic silty fi ne sand. When the general contractor was constructing the wet well, which involved an internally supported sheet pile excavation 32 ft below the ground surface and 28 ft below the static groundwater level, basal failure, boils and ground loss occurred. Driven piles were installed to support the wet well structure, but additional ground loss was observed within and outside the sheet pile excavation, followed by settlement of the adjacent pump chamber structure. Post-failure investigations were conducted by Mueser Rutledge Consulting Engineers, N.Y. (MRCE), a geotechnical and foundation engineering consultant. Their investigation concluded that the ground losses around the pump station structures had compromised the supportive capabilities of the natural subsoils.The owner engaged Moretrench, a geotechnical specialty contractor, to work with MRCE to develop a constructible solution to support the pump station structures in general and to restore the pump chamber to its original position. Knowing that ground loss had already occurred as a function of the initial basal heave and subsequent pile driving, the team selected micropiles as the preferred foundation element, primarily due to their flexibility in bypassing these disturbed zones and generating capacity as a function of grouting volume and pressure. Drilled piles were also recommended due to concerns about causing additional settlement of the pump chamber if driven piles were used."

"The Twin Tunnels, originally constructed in 1964, have become a major choking point for trafficheading up to and returning from the Colorado high country along the I-70 corridor. To increase traffic flow, the Colorado Department of Transportation undertook the first widening of the East Bound Tunnel in 2013. After the successful completion of that project, CDOT began the widening of the West Bound Tunnel in 2014. Both projects had a limited schedule for tunnel construction of just nine months. The innovative blasting and demolition of the existing tunnel lining was a crucial component to the success of both projects. During the construction of the West Bound project in 2014 a large amount of surface bench blasting using conventional methods ran concurrently to the West Bound tunnel excavation to allow for enough room for the new tunnel portals."

Philsaga Mining Corporation (Philsaga) had three main aims in converting their lining system from steel to metal cap. They wanted to increase mill availability, minimise localised high wear and optimise particle breakage to deliver increased efficiency within the milling circuit. Combining Discrete Element Method (DEM) modelling and empirical interpretation of liner wear resulted in a rigorous approach to understanding the impact of mill liners on overall mill performance. This new understanding was subsequently used to not only derive a new lining design to optimise performance and thereby improve overall plant economics, but also to guide further lining development.In this work, detailed DEM modelling, developed from actual plant data, together with optimising liner design for wear paved the way towards the installation of a Metal Cap lining system at Philsaga’s Ø6100 mm SAG Mill. The results were a reported increase in SAG mill throughput of 16 – 20 per cent due to improved breakage through more efficient use of installed power, a reduction in localised high liner wear with overall increase in liner life and reduction in liner replacement time. Site also reported an increased gold recovery of 2 per cent which the improved breakage might have contributed to. This paper will present the design challenges and compare the Metal Cap lining systems performance against Steel lining system. "Mount Isa Mines (MIM) acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry starting in the 1978’s through until the early 2000’s. The ISAPROCESSTM tank-house technology has been licensed to copper refineries throughout the world, and a significant per cent of the world’s copper is refined using this technology. Since development in the late 1980’s more than 20 ISASMELTTM copper and lead smelting furnaces are now installed in countries around the world. Jameson Cell flotation technology developed jointly by Mount Isa Mines and Professor Graeme Jameson is widely used in the Australian coal mining industry and increasingly in the base-metal and gold industry. The IsaMillTM’s developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies and has been successfully implemented into base metal fine grinding applications around the world. The most recent commercialised innovation is the atmospheric leach Albion ProcessTM with its supersonic HyperSpargeTM gas sparger, is being adopted as a solution to the increasing complexity of orebodies. MIM’s contribution to the industry was significant given the size and the remote location of its operations with Townsville Copper Refineries more than 1350 km and Mount Isa 1800 km from the nearest state capital of Brisbane. This paper will briefly discuss the development of each of these technologies and why MIM – now owned by Glencore - was so successful innovating and developing such technologies over a period of nearly 40 years.INTRODUCTION Mount Isa is located in the Gulf Country region of Queensland about 1800 kilometers North West of Brisbane (see Figure 1). It came into existence because of the world class mineral deposits found in the area. In 1923 the orebody containing lead, zinc and silver was discovered by the miner John Campbell Miles. Mount Isa Mines Limited (MIM) was founded in 1924 to develop the minerals discovered by Miles, but production did not begin until May 1931. It paid its first dividend in 1947 after 16 years of troubled production. In 1954 the 1100 copper orebody was discovered and with rapidly rising reserves during the 1950’s and 1960’s led to the construction of new concentrators to treat lead/zinc/silver ores in 1966 (#2 concentrator) and copper ore’s in 1973 (#4 concentrator). The difficult nature of the Mount Isa lead-zinc orebodies has meant that the company had always needed to be at the forefront of mining technology. In the 1970’s through to the 1990’s, it became a world leader in developing new mining techniques and processing technologies as a response to declining metal prices and rising costs. Mount Isa has been smelting copper since 1953 and lead since the early 1930’s. Copper Refining at Mount Isa’s fully owned subsidiary of Copper Refineries Proprietary Limited (CRL) had commenced operations in 1959."

The "Pile Prediction Event" at the ASCE GeoInstitute's Deep Foundation Conference in February 2002 involved prediction of drivability and capacity of three 14m long, 324mm diameter, closed-toe pipe piles driven into loose to compact fine sand to slightly silty sand. Predictors were provided the results of two soil borings and three cone penetrometer tests, as well as type and model of hammer to be used for the pile driving. A total of 33 persons submitted predictions. As to penetration resistance distribution, many predictions were far below actually observed values. As to capacity in compression, the predicted values ranged from 270KN through 2,340KN with a mean of 1,070KN. As to capacity in tension, the predicted values ranged from 100KN through 1,650KN. The maximum load applied to the compression pile in the static loading test was 1,25OKN, at which no more reaction load was available. The reaction system for the tension test failed early in the test. CAPWAP analysis on End-of-Driving blows showed capacities at the end of the driving for the push and pull piles of 670KN, and 710KN, respectively. No restrike tests were made. Additional CPT soundings indicate that the pile driving had densified the soil. Static analysis and calculations from the CPT indicated that capacities ranged from 1,000KN through 2,000KN. The paper presents the data and discusses the various methods of determining pile capacity and addresses influence of set-up Lessons useful for future similar events are indicated.

The intent of geomorphic landform design is to mimic the function of the natural landscape. In a surface mine reclamation application, geomorphic landform design has the potential to mitigate stream loss. This research quantified features of reference landforms and performed computer modeling of a conceptual valley-fill design using geomorphic landform principles. A design was created using published design parameters with a software design tool (Carlson Natural Regrade with GeoFluv). Three additional designs, incorporating field-obtained regional geomorphic landform parameters, were completed and resulted in a geomorphic landform design specific to southern West Virginia. This work illustrates the importance of field determination of the ridge to head-of-channel input and drainage density parameters. Values of ridge to head-of-channel distance measured in this study were consistently an order of magnitude greater than software recommended values (SRV); SRV = 24 m (80 ft) versus field= 220 m (720 ft). Similarly, for the drainage density parameter, the software recommended range is 6 to 9 km-1 (80-120 ft/ac). The field measurements for central Appalachia quantified the drainage density to range from 5 to 5.3 km-1 (67-70 ft/ac). This affects Appalachian valley-fill stream construction by making the stream lengths shorter and the land slopes steeper with straighter headwater channels compared with areas in the southwestern United States. While the application of geomorphic landform design to surface mine sites presents challenges, this work provides support for future applications.

SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.
