In several of the States of Australia, mining on private property has been seriously hampered by the fact that large areas of land have been alienated from the Crown before the discovery of gold or other minerals. In Western Australia this difficultyhas only occurred to a small extent, and has largely been overcome by an act entituled "An Act to Permit Mining on Private Property, No. XXIX., 'October, 28th, 1898." Under this act, the holder of a miner's right can apply for a gold mining lease on private land; such applicant may treat privately with the owner of such land as to the amount of compensation to be paid for surface ,damage, or the case may be brought before the Warden who will assess the damages. Private land used as a garden, orchard, or vineyard is exempt from lease, unless the applicant has authority from the owner, or such lease is limited to a greater depth than 100 feet from the lowest part of the surface.No lease shall be granted of any mines under any private land in any municipality unless either the applicant has authority from the owner, or such lease is limited to a greater depth than two hundred feet from the lowest part of the surface.The same regulation applies to leases of private land on which any hospital, asylum, or public building is situated or under or within one hundred and fifty yards laterally of any...

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. Coal mining by the longwall method typically causes seismic events. This paper describes the research on mining induced seismicity around two specific longwalls at 1100m depth under several old longwalls. A local network featuring 21 geophones has been installed, underground core drilling and an extensive rock testing program were executed. A rock mechanical model featuring a multi-layer strata was created for use with numerical analyses. Seismic events were localized and three different event types are described. Focal analyses yielded distinct modes of failure. Those types are explained by different failure mechanisms, namely fault activation, remnant pillar punching and beam failure. The use of rock mass classification, rock mass strength criteria and in situ stresses together with 2D and 3D numerical analyses allows evaluating the findings from seismology approaches. Conclusions are drawn that the orientation of longwall with respect to the major horizontal stress orientation plays an important role in mine induced seismicity.

The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

In 1989, the Connecticut Department of Transportation authorized the evaluation and design for a reconstructed Route 1 bridge over the Quinnipiac River in the City of New Haven, Connecticut. The project extends from the intersection of Route 1 with East Street, easterly for approximately 3/4 mile to the intersection of Route 1 with Wheeler Street and Stiles Street. The reconstructed roadway will be relatively on-line and widened to provide for four lanes of vehicular traffic and a single-track railway line. The existing bascule bridge and approach spans, which were constructed in 1924, will be replaced by a 270-foot span lift bridge and new approach spans. The lift bridge will have a main lift span weighing approximately 3000 tons, second largest after the Burlington Northern Bridge over the Williamette River in Portland, Oregon. The new bridge will widen the navigation channel to 24 0 feet and provide vertical clearances of 13 feet when closed and 62 feet when open. The project is located in an industrial area. Adjacent properties include retail gasoline sales, auto repair, railroad transport and bulk storage of petroleum. Existing structures include the Yale Boathouse and several retaining walls serving as containment dikes for petroleum storage tanks. The Yale Boathouse, located on the east bank of the river, was constructed in 1909-1910 and is eligible for listing in the National Register of Historic Places.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

Nodular-graphite cast iron (GGG) is a material similar to steel, and one which exhibits excellent properties, in particular for components exposed to pressure. GGG cast iron has been used in many cases when sinking mine shafts with conventional tubbing. With linings made of cast iron tubbings (the backfill concrete is not integrated into the calculations, and merely serves as bedding) the properties of the cast iron can be made full use of, provided the tubbing is made to the appropriate cross-section. Calculations have shown that better static values can be arrived at when using cross-sections other than those of tubbings made to conventional German standard. The cross-sectional design of the new types of shaft lining made from GGG is to be developed on these lines irrespective of the cast iron structure being only stressed component or its restistance function being combined with the one of concrete. GGG 50 is used for the first time to make the reinforcing inner liner of a main shaft currently sunk in Germany. The physical properties of nodular-graphite cast iron, strength and deformability, suggest that, in the future, its application will not be restricted to shaft support but also in tunneling. New moulding techniques with better three-dimensional modelling resulted in new tubbing designs as installed e.g. for the Hannover underground at present. Shield-driven tunnels have to withstand earth and water pressure, apart from axial machine loads. In this field time is money as well. Therefore easy handling and quick installation are necessary for successful, use. Last but not least, safety is of first-order importance for work in shaft sinking and tunneling. Cast iron lining systems, accordingly, are adequate systems, in particular for excavations underneath water for transport systems and for goods and passengers.

The Manapouri Power Station is an underground hydro-electric station located in the South Island of New Zealand, and was constructed in the 1960s. Between 1997and 2002, a second 10m diameter tailrace tunnel was constructed to increase the out-put and to improve the overall hydraulic efficiency and output of the station. A critical economic and project approval consideration for the second tunnel was the outage time required for the breakthrough into the power station. The power station is in part dedicated to providing power to an aluminum smelter with the balance to the National Grid, and apart from the physical problems associated with providing an alter-native power supply to the smelter, the loss of generation revenue and supply risk were significant issues. Innovative planning reduced the planned outage time from several months to21 days, and the breakthrough was eventually achieved in 11 days as a result of additional value engineering measures implemented during construction. This paper describes the engineering optimization that took place during the planning stages of the project and later during construction, as well as describing the construction methodology used.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. Wireless electronic blasting systems are a new technology that enable truly wireless initiation through rock, air and water. This is achieved using low frequency magnetic induction waves to wirelessly send a firing command to groups of in-hole primers. Fully wireless initiation not only removes the limitations imposed by a wired connection to each primer in a blast, but also enables users to alter the paradigm of conventional mining techniques to advance operational productivity and reduce personnel exposure to high-risk activities. While initially deployed in underground applications, wireless electronic blasting is now being used in the open cut environment. To capture the early impacts in surface mining operations, case studies conducted at three surface mines evaluated blasts utilizing a wireless electronic blasting system against baseline blasts using conventional, wired initiation systems. The purpose of this paper is to outline the specific learnings associated with wireless electronic blasting in surface mining to date. The paper will include references to these specific case studies as well as benefits realized and applications for the future.

A few months ago, Congress passed, and President Bush signed, a national energy bill. Designed to decrease the nation’s dependence on foreign sources of energy, the bill earmarked several billion dollars to increase the use of U.S. coal reserves. The bill also modified permitting regulations to speed up development of the coal reserves located on federal land. Coal currently supplies more than half of the nation’s electricity needs. And as housing starts continue to in-crease and with the nation’s appetite for electronic gadgetry, the demand for energy in the United States will only go up. That means coal producers must expand production while at the same time containing costs so they can enjoy this period of improved coal prices.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

"Rock falls involving a relatively small amount of material are a leading cause ofinjuries in underground mines in the United States. A contributing factor is unwantedblast damage and over-break. A goal of the United States National Institute forOccupational Safety and Health is to reduce the number of ground fall-related accidents by improving drift driving practices through the introduction of perimeter control blast designs. This paper presents a blast design technique based on a hydrodynamic method. Using commonly available explosive and geometry data, the theoretical particle velocity is calculated as a function of distance away from a cylindrical charge. A calibration factor is introduced to account for actual conditions by comparing the predicted values to a set of field data. The calibrated curve can then be applied for design. The paper introduces modifications to account for different explosives from those used in a calibration test. The application of the approach is demonstrated with respect to a data set from a large-scale concrete block test."

A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

Optimizing production scheduling in open pit mines is important for managing cash flows of mining operations. This paper describes a new, probabilistic, mixed integer programming (MIP) formulation which has been developed to minimize the risk of not achieving planned production targets, in terms of metal production and ore tonnage feed for the mill during production, while considering maximization of total discounted economic value. The new MIP model also recognizes that to minimize movement of excavators over long distances and accommodate equipment access, the blocks scheduled for mining within a period cannot be spread too widely. The model is applied to a laterite nickel-cobalt deposit, as an example of multi-element deposits that have complex ore quality constraints. The results show that the proposed model generates feasible schedules. When compared with traditional optimization techniques, the new model is superior in terms of minimizing the risk of not meeting production targets, especially at the early stages of production, and in terms of generating practical scheduling patterns.

In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.

This paper presents and describes the South Interceptor Parallel Phase III Contract C93012C, which involved construction of a nominal 2.7 m (9-ft) finished diameter sewer conveyance using both pipe jacking and conventional tunneling methods. Earth Pressure Balance (EPB) excavation was required to minimize the potential for settlement beneath a main rail line, overpass, sensitive wetland, areas of contaminated soils, and nearby structures. Ground conditions predicted in the Geotechnical Baseline Report included low plasticity, clayey silt (40 to 10%) and silty sand (60–90%) with pieces of wood such as logs, stumps, branches and other tree fragments. Soil cover ranged from 2.7 m (9-ft) to 5.4 m (18-ft) over the tunnel crown with a groundwater table between 1.5 m (5-ft) and 3.7 m (12-ft) deep.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

The lignite deposits of the United States represent a huge potential source of fuel for power generation. It has been estimated that lignite constitutes about 24 percent of the remaining National reserves of solid fuel on a tonnage basis and about 15 percent of the reserves on a B.t.u. basis. (See sec. 3, part 1.) The major portion of these reserves is in North Dakota. Lignite has been used locally for domestic heating since the first settlers burned it at forts and fur-trading posts as early as 1855. Some of the first studies of the use of lignite in steam boilers were conducted by the Federal Bureau of Mines from 1910 to 1920 (15, 19) 1/ However, the commercial utilization of lignite as fuel for producing power developed slowly. Not until about 1925 was any really successful lignite industrial fuel-blaming equipment developed. Since then the commercial use of lignite as a fuel for producing power has been increasing steadily.
