The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

"An approach slab is the roadway segment that immediately follows a bridge intended to provide a smooth transition between the two elements. Some approach slabs have developed rough rideability with time due to differential settlement between the roadway embankment and the bridge. Soils in south Louisiana are generally poor and highly compressible and, therefore, pile-supported approach slabs were occasionally used. Timber piles of variable lengths are driven into the soft soils where no appreciable toe support exists. This resulted in the soils both supporting loads through shaft resistance and yet experiencing long-term consolidation settlement. Field testing and review of the records of over 120 approach slabs constructed in south Louisiana yielded the conclusion that their performance is primarily governed by negative skin friction (downdrag) imposed on the relatively short timber piles. A software (TU-DRAG) was developed to evaluate the deflection profile of a pile-supported approach slab based on its geometry and conditions of the underlying soils. It evaluates the effect of dragload considering the number and spacing of the piles at each transverse row and their variable lengths along the approach slab. TU-DRAG was utilized in the design of two transportation related projects which have been in service for more than 10 years.INTRODUCTIONThe problem of differential settlement at bridge approaches or “the bump at the bridge” has been recognized for many years. Research studies (1986, 1989, 1997, 2009 and 2013) by the Transportation Research Board (TRB) and the Federal Highway Administration (FHWA) provided comprehensive evaluations of the performance of bridge approach slabs by assessing their field conditions and construction and maintenance records. Various states have also performed their own studies to investigate the performance of bridge approach slabs. The studies considered various types of structures including soil- and pile-supported approach slabs, integral bridge abutments and open-end abutments. Recommendations were provided for the design of new structures and for maintaining and repairing existing structures. Guidelines were offered regarding tolerable movements of bridges and their foundations based on measurements of vertical and horizontal movements of 580 bridges Moulton (1986). Vertical and horizontal movements greater than 102 mm (4 inches) and 51 mm (2 inches), respectively, were considered intolerable. Tolerable limits for angular distortion (differential settlement to span length) were suggested to be 1/250 and 1/200 for continuous and simple spans, respectively. It was reported that a differential settlement greater than 13 mm (0.5 inch) at the bridge interface would be sufficient to constitute a “bump” requiring mitigation."

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

The Buick mine, located 195 kilometers (120 miles) southwest of St. Louis in the Viburnum Trend, is owned and operated by Homestake Mining Company. The mine produces lead and zinc ore from a room and pillar mining method at a depth of approximately 335 m (1 100 ft). The Buick orebody typically averages 60 to 120 m (200 to 400 ft) in width with ore thicknesses ranging from 2.4 to 36.6 m (8 to 120 ft). The mine is divided in two; the halves are referred to as the North mine and South mine orebodies. The North mine orebody contains the higher grade ore; however, the developed reserves for the South mine orebody comprise about 60 percent of the total developed reserves for the Buick property. Existing pillars represent one-third of the total developed reserves.

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. Very few cases of Cast Blasting use in phosphate mining are reported. However, in open-cast coal mining, Cast Blasting is a common practice. And yet, the geological structure of both types of deposits is similar. Accordingly, advantages for phosphate open-cast mines are manifest, especially as future conditions of phosphate deposits fit quite well with the approach.

"High quality activated carbon is essential in the recovery of gold in Carbon-in-Leach (CIL), Carbon-in-Pulp (CIP), and Carbon-in-Column (CIC) circuits. Goldcorp’s Campbell complex at Red Lake Gold Mines (RLGM) experienced a period of low soluble gold (Au) recoveries during Q3 2013, during which time the processing plant saw higher than typical Au grades in the CIP tails solution stream. A technical review identified that the CIP circuit may be experiencing a carbon-fouling issue. To further understand the degree of fouling, and to troubleshoot the low recovery problem, samples of carbon were collected from the CIP, elution, acid wash, and regeneration circuits, and submitted for characterization test work. This paper summarizes the steps taken to remedy the carbon-fouling problem at RLGM resulting in increased overall Au recovery.Overview of Red Lake Gold MinesRed Lake Gold Mines is located approximately 450 kilometres northeast of Winnipeg, Manitoba, in Ontario’s western boundary region.All mining is carried out through underground operations, utilizing overhand cut and fill, underhand cut and fill, and long-hole mining methods. Ore types include: silica-replaced carbonate veins with free milling gold, siliceous replacement-type mineralization (rich with arsenopyrite) marginal to veins, broad disseminated sulphide mineralization along major shears, and some minor sulphidized chemical sediment-hosted ore. The operation is supported by two milling complexes: Red Lake, and Campbell.Process DescriptionThe Campbell processing plant's main unit operations consist of grinding, gravity concentrating, flotation, autoclaving, leaching, carbon-in-pulp (CIP), carbon elution and reactivation, electro-winning, bullion smelting/refining and cyanide destruction, and concentrate handling. A schematic of the plant flowsheet is shown in the figure below.BackgroundHigh quality activated carbon is essential in the recovery of gold at many CIP/CIL/CIC processing plants. At RLGM, gold-bearing ore is milled and cyanide is added to leach the gold from the solids into solution. The dissolved gold then comes into contact with activated carbon, and adsorbs onto its highly porous surfaces. Gold is then recovered by separating the activated carbon from the main slurry for further refining. As such, the characteristics and quality of the activated carbon have a significant and direct impact on overall gold recovery."

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

"Mineral resources are typically informed by multiple data sources of varying reliability throughout a mining project life cycle. Abundant data which are imprecise or biased or both (‘secondary data’) are often excluded from mineral resource estimations (the ‘base case’) under an intuitive, but usually untested, assumption that this data may reduce the estimation precision, bias the estimate, or both.This paper demonstrates that the assumption is often wasteful and realized only if the secondary data are naively integrated into the estimation. A number of specialized geostatistical tools are available to extract maximum value from secondary information which are imprecise or biased or both; this paper evaluates cokriging (CK), multicollocated cokriging (MCCK), and ordinary kriging with variance of measurement error (OKVME).Where abundant imprecise but unbiased secondary data are available, integration using OKVME is recommended. This re-appropriates kriging weights from less precise to more precise data locations, improving the estimation precision compared to the base case and to Ordinary Kriging (OK) of a pooled data-set. If abundant secondary data are biased and imprecise, integration through CK is recommended as the biased data are zero-sum weighted. CK consequently provides an unbiased estimate with some improvement in estimation precision compared to the base case."

Seismic While Drilling (SWD) is a newly developed technology in the mining industry. Improving upon Measurement While Drilling (MWD) systems, SWD measures mechanical properties of the rock at incremental depths down a blast hole at a much higher resolution. SWD is also immune to common failures and inconsistencies of MWD such as operator and drill specific variation. Seismic While Drilling records the velocity and elastic modulus of the rock with centimeter accuracy in real-time. These properties measured while drilling blastholes are then used as a proxy for density which can be used for: • High resolution geologic modeling • 3D ore control • Drill and blast optimization • Drill to mill tracking One of the distinct challenges with SWD systems is the sheer volume of information acquired. With thousands of measurements per blasthole, the data can be overwhelming for even an experienced engineer. To overcome this complex challenge, the latest cloud computing and analytics models have been simplifying and organizing the data. These newer technologies can amplify an engineer’s capability by delivering actionable insights into their drilling and blasting workflows. The paper presents new results from Datacloud during recent Seismic While Drilling trials in iron ore, metallurgical coal, and hard rock mines around the world. The measurements are compared with wireline geophysical logs, core data, drill cuttings, and conventional measurement while drilling (MWD) systems to validate the technology and show how the data can be used.

The kinetics of sulfidization of hematite (Fe203) by H2S gas at various partial pressures have been determined over the temperature range of 170° to 500°C. The process was controlled by thin films of pyrite (FeS2) and troilite (FeS) which were protective and formed diffusional layers. At higher temperatures the thermodynamic drive to form FeS2 decreased, and consequently the rate of formation of FeS, decreased. Conditions for the development of thin layers of FeSz consisting of 10 to 100 atomic diameters are presented. Laboratory flotation results on synethetic ores indicate floatability identical to that of pyrite of normal xanthate flotation. The prospect of high-temperature sulfidization of metal oxides using H2S, S, or other sulfur bearing compounds is intriguing as a potential activation process for flotation since the thermodynamics are very favorable for a large number of systems. If the kinetic parameters are sufficiently well understood it may be possible to provide surface sulfide layers a few angstroms thick, thus imparting normal sulfide floatability characteristics to the oxide. For thin layers the total sulfur pick-up would be small except for very high surface area materials but in most cases this sulfur could be readily removed by roasting if necessary. The general reactions for the sul-fidization of metal oxide MxO, to a metal sulfide MpSq using H2S may be written for the three conditions py > xq; py < xq; and py = xq: A large thermodynamic advantage is obtained in many systems because of the relatively large negative free energy of formation of H,O compared to H,S. For the temperature range 2S° to 1500°C &apos; where AFOis the standard free energy and T is absolute temperature. As is evident from Eqs. 4 and 5, the free energy of formation of H ,0 is approximately 35 to 37 kilocalories per mole greater than that for H,S over broad variations of temperature. For oxide-sulfide systems as outlined above, sulfidization may be expected to occur for the conditions: Groups I and 111: that is, if the terms on the right are more negative than those on the left the reaction is expected to occur thermodynamically. "The results of humus and overburden geochemical surveys over the Doyon, Bousquet and Page-Williams gold ore deposits are presented.These studies show that humus sampling for gold gives negative results over the Doyon deposit. The lack of response is probably caused by the presence of 1 m of relatively impermeable glaciolacustrine clay and silt that overlies 1 m to 2 m of till over the surface expression of the ore zone. By contrast, positive responses for gold occur in humus samples over the Page Williams A and C gold deposits. The ""A"" ore zone is covered by several metres of exotic calcareous till over 0.5 m to 1 m of older, locally derived till. Anomalous values for gold in humus range from 10 to 35 ppb over the orebody. Overburden over the ""C"" ore zones is much thinner, generally it consists of less than 2 m of sandy till. Trenching humus anomalies that range from 10 to 1360ppb Au uncovered the gold mineralization. The geochemical dispersal trains in till from the Doyon orebody and the Page-Williams ""A"" zone are relatively short (i.e. less than 200 m) because both deposits occur in the lee of bedrock highs that shielded them from extensive glacial quarrying. Dispersal trains from all three pyritic gold deposits can be defined using either the fine fraction or heavy mineral fraction of the till.The intensity of the gold in till anomalies over the ore zones is variable. Therefore, it would be misleading to attach rigid significant threshold gold values to overburden drilling results. Each case must be evaluated based on bedrock topography, sample density, overburden type, thickness of till, as well as size, type and orientation of the target exposed to glacial erosion."

This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

"INTRODUCTION The Santa River Valley of northern Peru contains extensive deposits of a good-grade anthracite that offer one of the most accessible sources of solid-fuel supply for South America. This region is served by the narrow-gage railroad of the Corporation Peruana del Santa, which taps the coal fields along the Chuquicara River and terminates at the port of Chimbote, where facilities have been provided for loading coal into ocean-going vessels.This Government-sponsored corporation is prosecuting a vigorous program of development in this region, envisaging an intensively industrialized area around Chimbot Bay, fueled and powered by the anthracite of the upper valley and a hydroelectric generating plant now being constructed in the Cahn del Fate, where the Santa River has cut through the coastal range of the Andes.This development also includes the construction of extensive irrigation works to greatly expand agricultural production in the valley and thus estab¬lish the basis for a prosperous, well-balanced, industrial and agricultural community. It is hardly necessary to point out the importance of the local anthracite-mining industry to this general plan.At the invitation of the Peruvian Government, through the agency of David Dasso, chairman of Corpoacion Peruana del Santa, a technical mission was sent to Peru in March, April, and May 1945 to examine these coals and assist the corporation in promoting preparation of the coal for most effective use in the contemplated expansion of industry and trade."

The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

Bubble attachment time measurements for the rare-earth phosphate minerals monazite and xenotime were made as a function of oleate concentration, sodium fluoride addition, and temperature. Results indicate that the rare-earth phosphates behave similarly to other phosphate minerals, notably collophanlte and fluorapatite, which have been studied previously. The addition of sodium fluoride yielded a modest decrease in bubble attachment time with fluoride additions below the apparent fluoride surface precipitation point, while at fluoride additions greater than the apparent precipitation point a significant decrease in attachment time occurs. Increasing the temperature or the system gave a slight decrease in bubble attachment time in the absence or sodium fluoride. With sodium fluoride addition and below the apparent fluoride surface precipitation point, an increase in temperature actually increased the attachment time. For sodium fluoride additions above the apparent fluoride surface precipitation point, a temperature increase significantly decreased the attachment time.

In recent years the Augered Cast-In-Place (ACIP) Pile industry has seen a substantial increase in the quality control options available to Contractors, Engineers, and Owners. Quality control methods range from the simple, manual techniques that have been used for years to new computerized installation monitoring equipment and nondestructive testing methods. Our ability to monitor and test ACIP piles has grown to such a degree that the industry is struggling to determine how much quality control is enough. This paper reviews the many options available and describes the pros and cons of each. The various nondestructive testing methods, in particular, have been difficult to apply reliably due to misapplications of methods and misinterpretation of the results. ACIP piles have unique properties that require the various nondestructive testing methods available be considered very carefully in determining the method most appropriate for a particular use. Some nondestructive testing methods, as well as automated monitoring equipment, potentially can be applied effectively to increase the level of quality control for ACIP piles. The experience gained on real projects using these new methods, in conjunction with the old procedures, provides valuable information for future applications.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world&apos;s largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels. &nbsp; Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders. &nbsp; The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities. &nbsp; Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children&apos;s play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry. &nbsp; Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure.
