In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

Silver and cupric ions have been proven to play the roles of catalysts to promote the oxidation kinetics of chalcopyrite in acid solution. In this study, the interaction between silver ions and cupric ions during ferric leaching of chalcopyrite in sulfuric acid solution has been investigated. The electrochemical study by Tafel analysis showed a significant boost of dissolution rate for chalcopyrite dissolution in Fe3+- Cu2+ containing sulfuric acid solution after Ag+ was added in the solution. For 10 ppm Ag addition, the dissolution rate of chalcopyrite increased to 7.94 ×10-6 A/cm2 from 3.2 ×10-7 A/cm2, when Ag+ was absent. On the other hand, the effect of Cu2+ on the dissolution of chalcopyrite in Fe3+-Ag+ containing sulfuric acid solution was not obvious from electrochemical measurements. The chalcopyrite leaching tests in different acid solutions showed that silver addition had an obvious catalytic effect on promoting chalcopyrite dissolution. Comparing the leaching rates of chalcopyrite leached in Fe3+ containing, Fe3+-Ag+ containing, Fe3+-Cu2+ containing and Fe3+-Cu2+-Ag+ containing sulfuric acid solutions, it was found in Ag+-Fe3+-Cu2+ containing sulfuric acid solution, the leaching rate was highest among all the aqueous acid systems. Further leaching tests suggested that with increase of the Ag+ concentration from 0 to 20 ppm, the leaching rate of chalcopyrite in Ag+-Fe3+-Cu2+ containing sulfuric acid solution also increased and reached 57.62% with 20 ppm Ag+ addition after 24 h. INTRODUCTION Chalcopyrite is the most important copper mineral in copper hydrometallurgy and it accounts for nearly 80% of the universal copper resource (Olvera, Rebolledo, Mora, Dixon, & Asselin, 2018). The hydrometallurgy of chalcopyrite has been intensively studied with emphasis on solving the slow dissolution kinetics of chalcopyrite in acid environment. A variety of aqueous systems, such as sulfate (Hiroyoshi, Miki, Hirajima, & Tsunekawa, 2001), chlorides (Liu, Chen, & Yang, 2017), and ammonia (Hua et al., 2018) have been studied to improve copper leaching. From another perspective, chalcopyrite leaching studies have indicated that the mechanism of chalcopyrite dissolution in acid solution is essentially electrochemical (Li, Kawashima, Li, Chandra, & Gerson, 2013). Therefore, extensive studies have recently been carried out to explain the dissolution kinetics of chalcopyrite in different media by various electrochemical techniques.

Online education is not new. During the last decade, it has reached the stage where many universities offer a variety of courses, degrees and programs without any associated residency requirements. The most successful of the online universities, University of Phoenix, offers hundreds of accredited programs for close to 100,000 students throughout the world (www.phoenix.edu). Online education is considered to be a valid equivalent to traditional, classroom-based education. It is best suited to the needs of mature students with full-time jobs and a desire to deepen their knowledge. While most of the e-business has experienced severe setbacks during the last two years, e-education shows no signs of slowing down. On the contrary, the number of students and institutions offering online education keeps growing. The value of e-education associated expenditures was expected to reach $300 billion in 2001 (Sanoff,2001), making it a serious and mature industry.

This paper discusses the geotechnical condition of bedding shears and small- and large-scale faults and shears in Archean banded iron formation (BIF) bedrock, based on observations of core and televiewer images. Information that can be collected includes the orientation of defects, infill thickness, strength and material type, defect shape and surface roughness.The spacing and continuity of bedding shears may be critical to slope design where performance is structurally controlled with bedding dipping out of a wall. The intensity of development of the bedding shear is a useful indicator of the amount of shearing a bedding surface has been subjected to. This can allow for engineering judgement to be used in adopting peak or residual shear strengths along defect surfaces when developing the design.The spacing and continuity of bedding shears may also contribute to the blockiness and degradation of a rock mass where the structural orientation is otherwise favourable. Additionally the condition, thickness and strength of infill of major fault structures can affect slope design and performance, depending on orientation.Comparison of the condition of structures observed in core with the corresponding in situ televiewer image has been made to assess what characteristics are most accurately captured by each technique and whether the additional information gathered from using the televiewer technique is justified by the cost. The question of whether the data collected by a televiewer is sufficient to ultimately replace the need for core is considered.CITATION:Baxter, H and Eggers, M, 2013. To investigate the effect on coal spontaneous combustion with high geo-temperature, an experimental apparatus was developed to measure characteristic parameters of two kinds of coal samples at different temperatures: one was 40°C (G coal sample) and the other was a rising temperature from room temperature (C coal sample). Based on the relationship between CO concentration and the temperature variation, a calculation model of the apparent activation energy of coal was established. The results indicated that the oxygen consumption rate, the generation rate of CO and CO2, and heat release intensity of G coal sample were higher than C coal sample. This trend was more and more obvious as the temperature increased. Furthermore, the apparent activation energy of G coal sample was lower than C coal sample, especially at low temperature stage, which demonstrated that the more the oxidation and exothermic reaction of G coal sample was enhanced, the less energy was required to break the barrier of oxidation reaction. Under the same condition, the speed of oxidation reaction was faster for the coal in the high geo-temperature environment, which was more liable to spontaneous combustion.CITATION:Lei, C, Deng, J, Xiao, Y, Shu, C, Wang, K and Wang, W, 2017. One of the least known geologic regions in the U.S. is the area now called the Basin and Range Province. It is paradoxical that so little geologic information has been compiled for a province that has yielded billions of dollars worth of metals and is currently producing a small amount of oil. Regional stratigraphic studies of parts of this large territory have been published only recently, and regional structural interpretations of even parts of the province are rare in the literature. This, of course, does great injustice to the earliest workers: Gilbert,1,2 Russell,9 Le Conte,4 Spurr,5 Louderback,8 and others, who recognized the area as distinctively different from the rest of North America. Their simplified picture of the structure of the ranges and the province as a whole is the groundwork for present understanding and has never been superseded. Since their early works, however, geologic data from the province has consisted largely of detailed reports of widely scattered mining districts. Each district has been described as though it were an island in an unknown sea. More recent syntheses of the geologic history have been prepared by Lindgren,7 Ransome,8 Nolan,9 Bill-ingsley and Locke,30 Longwell,11 and Eardley.12 The tentative nature of the present interpretation, which treats the structural evolution of the Utah and Nevada area, must be considered in light of the scarcity of geologic information from the province as a whole. The methods of interpreting tectonic history from stratigraphy are based largely on the concepts of Marshal Kay.23 Discussions with Hoover Mackin also have aided in organizing the Tertiary history. TECTONIC AND STRATIGRAPHIC SETTING Two approaches to the subject of the tectonic history are possible; they correspond to looking through opposite ends of a pair of binoculars. One involves an expansion and extension of detailed work and the other an interpretation based on regional geological relationships. It is believed that the second approach, used here, is not in disagreement with detailed observations. The area of the Basin and Range Province is shown in Fig. 1. Within this area middle Tertiary to Recent high-angle faulting has controlled development of mountain ranges and valleys. Only the part of the area north of Las Vegas, Nev., and south of the Snake River in Idaho will be considered in this article. Within this part of the province most of the ranges trend north-south. Approximately two thirds of the area is covered by late Tertiary to Recent valley fill and lake deposits.

The recovery of copper from oxide ores containing from 2% to 4.1% acid-soluble copper from the Sarcheshmeh mine in Kerman province of Iran was investigated by agitation leaching in sulfuric acid media. Quartz, as a major constituent, and malachite, as the major copper mineral, were identified in the ore by X-ray diffraction (XRD) and microscopic studies. A series of leaching experiments on the ore was performed over a concentration range of 10 to 20 g/L and temperatures from 15° to 50°C for a maximum of 3 hours. An initial high dissolution of copper was followed by a very slow reaction. By increasing acid concentration and temperature, the dissolution rate of copper was accelerated. However, by increasing acid concentration, the acid consumption of ores was also increased. Surface morphology of solid residues at various leaching times was examined with a scanning electron microscope (SEM). All SEM micrographs of the partially reacted particles displayed a needle structure. The kinetic studies showed that the malachite dissolution rate could be modeled in two stages. About 85% of the malachite dissolution occurred in Stage 1, while the remaining 15% occurred in Stage 2. The data obtained for the leaching kinetics indicate that the dissolution for Stage 1 was a diffusion-controlled reaction with an activation energy of about 20.6 kJ/mole, and the dissolution for the Stag 2 was a chemical-controlled reaction with an activation energy of about 87.6 kJ/mole.

Solvent extraction has recently been introduced into Australian hydrometallurgical practice for the production of a high grade uranium concentrate from El Sherana ore by a sulphuric acid leach and solvent extraction process. The solvent is a 5 per cent solution of tri(iso-octyl)amine in kerosene modified with 4 per cent of a long chain alcohol. The stripping reagent is a molar solution of sodium chloride.Preliminary testing for the development of the process showed that the leach liquor was quite amenable to the solvent extraction process and that the equilibrium and rate considerations of both the extraction and stripping steps were very favourable.The industrial plant contains four stages of extraction, three stages of chloride stripping and one stage of secondary carbonate stripping. An internal type of mixer-settler is used for the stagewise contact, the design being based on tests with model equipment.The performance and control of the industrial plant is satisfactory; 99·7 per cent of the uranium is recovered for a loss of 0·3 gallons of kerosene and 0· 4 pounds of amine per 1,000 gallons of liquor treated.INTRODUCTIONThe processing of El Sherana uranium ore from the South Alligator River valley commenced in April, 1959, and thereby introduced into Australian hydrometallurgical practice the unit operation of solvent extraction on an industrial scale. Although there are now some twelve mineral processing plants in the United States and Canada using solvent extraction, its application to the field of primary hydrometallurgy is quite new. Prior to 1956 none of these twelve plants was operating and hydrometallurgical application waslimited to the refining of comparatively high grade uranium compounds and fission products from nitrate and nitric acid solutions.

The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

This paper presents a numerical simulation method to predict rock fragmentation and to verify a fracture mechanism by bench blasting. The rock fragmentation, which has been used as a means of the index to estimate the effect of bench blasting, affects the expenses for loading, conveyance and crushing of blasting muck piles. The developed numerical simulation method is based on the finite element method and fracture mechanics and includes the re-meshing procedure to express the fracture process of the rock mass. This paper discusses a procedure for a determination of size distributions of the results, which were calculated by numerical simulation, including the tines.

Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

Rich Hill, also known as Weaver District No. 2, is among the most productive placer gold locations in Arizona. Located near Congress, AZ (Fig. 1), this district hosted major placer rushes in the 1860s and1930s. Those rushes were followed by an electronic metal detecting rush that started in the 1980s and continues today. Thousands of ounces of gold have been produced by these modern amateur and professional metal detectorists. Many of them see more gold in an afternoon than Nevada mine workers will ever see outside of the mill. Rich Hill discovery Inspired northeastward by Spanish legends, a party of 10 men left Yuma, AZ on April 1, 1863. Included in the group were Pauline Weaver (Fig. 2), Henry Wickenburg and Abraham Peeples. Wickenburg left the group near the Hassayampa River and discovered the Vulture deposit. The rest of the group arrived at the base of Rich Hill in late May. While drying antelope meat on the first day, a few of the men prospected a nearby creek bed and immediately found gold. In a couple of hours they picked up more than 2.8 kg (90 oz) of gold. The next day, four members of the party went searching for their horses and returned with news that a nearby hilltop was literally graveled with nuggets.

A weak airborne radiometric anomaly was examined in the field and the presence of uranium confirmed. Rotary-percussion drilling showed the presence of uranium but a subsequent programme of diamond and rotary percussion drilling indicated that the concentration of uranium was uneconomic. Within the tufts and volcanics of the prospect the uranium existed as uranyl phosphates within the oxidized zone. Geological mapping and the diamond drill core showed that the Stag Creek Volcanics are part of the Lower Proterozoic Masson Formation, probably with member status, rather than the expression of an Archaean basement ridge. This change in the interpretation of the fundamental structure of the Pine Creek Geosyncline has led to a reexamination of the stratigraphy and to suggestions which differ from the current concept.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Further Reports of Investigations (RI) in this series present in-depth analyses of the effects of backfill on rock bursting and calibration of a stope numerical model.
