Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

"Sylvinite ore from the Saskatoon area typically contains about 5% insolubles, occurring as clays and carbonates. These insoluble slimes must be removed sufficiently well to permit an efficient subsequent potassium chloride flotation, due to their high adsorptive capacity for amines used as potash collectors. The insolubles are liberated from sylvinite by high attrition scrubbing in a slurry. The liberated slimes are separated by multistage cycloning or by a selective flocculation-flotation process.An outline of the potash processing operations at Agrium Vanscoy Potash Operations is given, emphasizing the insoluble slimes froth flotation separation process. This process was originally implemented at the Agrium plant in the mid- 1970's and replaced a hydrocyclone system.IntroductionAgrium Vanscoy Potash Operations is located 40 Km southwest of Saskatoon, almost midway between the communities of Vanscoy and Delisle. Processing operations started in 1969, and the annual production capability was subsequently increased to the current 1.8 MM tonnes per year of muriate of potash.The mining operation at Agrium Potash which was described in a paper by Jones and Pruggerl , is done underground using four large continuous double rotor boring machines for the main production with development done by heliminers. Annual ore production is 5.5 MM tonnedannum. Ore is hoisted 1,100 m to surface for processing."

Stress analysis programs such as MULSIM/NL, LAMODEL, MinSim 2000, and EXAMINETAB are used in the mining industry to analyze stresses and displacements in coal mines, platinum mines, gold reefs, and tabular-type deposits. These relatively simple numerical models can efficiently simulate yielding and failure of a rock mass near a mine opening and subsequent stress transfer. The main input parameters for these models are a family of nonlinear stress-strain curves for the in-seam material. For many applications of these models, such as in coal mining, extensive field measurements and observations exist from which to estimate these stress-strain curves and calibrate the numerical models; however, such measurements are lacking for other types of mines. A three-step method is presented to determine nonlinear stress-strain curves for boundary-element (BE) programs used in many mining applications. The method requires a suite of laboratory-scale strength tests at various confining pressures. Note that this analysis uses laboratory-measured strength and modulus properties of alluvium. The dependency of the mechanical properties of alluvium on scale has not been established, although more tests are being planned. However, it is believed that the relative comparisons performed are valuable regardless of scale effects. First, the FLAC2D computer program is used to model the laboratory tests and determine cohesion (c) and friction angle () for a Mohr-Coulomb material model. Second, another FLAC2D model uses the c and values to calculate vertical stress and strain around a single opening in the rock mass. This model calculates the stress-strain path of points at various distances from the opening boundary. Finally, based on these stress-strain paths, the stress-strain curves needed for a BE analysis are derived. This three-step method was demonstrated in a large, flat-lying underground test facility in very weak rock. The BE analyses agreed well with observations of failure at the test facility and provided a basis for evaluating the behavior of alternative layouts.

Asimismo, los beneficios obtenidos por usar las mallas, no se limitan al ahorro en costo material de relleno, sino que se logra un mejor desempeño- en tanto optimiza la superficie de circulación de los vehículos mineros, reduciendo los tiempos de operación, así como prolonga los períodos de reparación y mantenimiento.

Blast vibration in the highwall from a cast blast in open pit mines or in the hanging walls from a stope blast in underground mines is a common concern. Vibration in such cases is a typical near-field situation where the distance from a blasthole to a point of interest varies significantly compared to the distance between the blast as a whole and the point of interest. Most existing blast vibration models are designed for far-field vibration using a single seed wave to represent all blastholes within a blast and do not simulate wave shape change over the distance.

Minor subsidence damage to the Burgettstown Junior-Senior High School building and grounds near Burgettstown, Washington County, Pennsylvania, prompted an investigation of the site in early 1985 by the Bureau of Abandoned Mine Reclamation of the Pennsylvania Department of Environmental Resources. The investigation determined that subsidence over an abandoned coal mine was occurring and that additional damaging subsidence would occur if reclamation measures were not taken. A Pittsburgh Coal Seam Mine which was abandoned in the 1920's underlies the school at a depth of sixty-five (65) feet. This sixty-five foot section is comprised of five (5) feet of unconsolidated overburden and sixty (60) feet of thinly bedded, highly fractured shale. Approximately five and one-half (5-1/2) feet of Pittsburgh Coal was extracted at the school site. A thin shale binder and one (1) to one and one-half (1-1/2) feet of roof coal were left in place. Within the Contractor's Underground Working Area (See Figure 1) approximately thirty (30) percent of the coal was extracted. It appears that the mine was just being developed in the vicinity of the school when it was abandoned for no known reason. Other nearby portions of the mine show extraction approaching sixty-five (65) percent.

This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

Two bridges were constructed for extension work of Central Hokkaido Connection Road in 2005 at two different sites. Pile group foundations were employed for the foundations of abutments of the two bridges. In order to assess the performance of the constructed piles in the sites and to obtain design parameters for design in future, static alternating cyclic horizontal load test was carried out on one of the open-ended steel pipe piles constructed at each site. The ground at one site was characterised as a thick deposit of volcanic soils, and the ground at the other site was characterised as a very soft peat layer near the surface. In this paper the results of static alternating cyclic horizontal load tests on the piles at the two sites are presented and discussed in detail.

The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. DR . JOHN A . CHURCH, in his treatise on the Comstock Locle 1 gave a full and clear account of the conditions of the mine during the period of greatest activity. The difficulties in the way of deep mining at that time were excessive water and high temperature. The drainage of the mines taxed the financial resources of the mining companies, and the high temperatures restricted the capacity of the miners for underground labor. In spite of these difficulties exploratory work was continued until the financial burden of removing the water became too great. The companies then restricted the work to the upper levels. The years 1883 to 1886 marked the period of cessation of deep mining. For 12 years thereafter mining was confined to the levels above the Sutro tunnel; and, while the question of drainage was more or less agitated, nothing of importance was done until the formation of the Comstock Pumping Association in 1898. Since that time successive levels have been drained until, at present, on the north-end mines, a depth of 700 ft. below the Sutro-tunnel level has been reached. Mining is now carried on in the Ophir mine from the 1,700- to the 2,200-ft. levels, and a winze is being sunk to make connection with the 2,300-ft. level (the 2,450 ft. of the C. & C. shaft). In 1903-the Ward Shaft Association was formed to undertake the draining of the Central and Gold Hill group of mines, and at the present time a depth of 2,500 ft. has been reached in the Ward shaft. The situation at the Ward looks promis¬ing, and the 3,000-ft. level may be reached in the near future. It is proposed to establish a large pumping-station on this level, and then begin the opening of known ore-bodies and the prospecting for new ones. The main factors which have contributed to the successful solution of the drainage problem are the Sutro tunnel, the use of the hydraulic elevator as a sinking-pump, the concentration of pumping-units, and cheap electrical power. The question of high temperature and its control still remains as a minor but important problem. The temperatures encountered in the new workings are as great as those in the earlier periods. The Comstock was considered the hottest group of mines in the world, and I am not aware of similar conditions in any other mining-district. A water-temperature as high as 160° F. has been reported from the Ward shaft, and temperatures below the Sutro tunnel are very high in many instances.

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

Much has been said and written about the need to reduce South Africa's dependence on gold. To compensate for the decline in the country's foreign-exchange earnings resulting from the phasing out of gold, which must inevitably occur at some future date, a far higher priority will have to be placed on the mining, beneficiation, and export of the 59 other mineral commodities produced in South Africa. The basic strategy of the mining and metallurgical industries should be to move from the traditional approach of establishing a resource base to the establishment of a market base; to turn from production orientation to market orientation; and to rely less on exploration and economies of scale and more on process innovation and product development. The enthusiasm, entrepreneurial spirit, and commitment of the leaders in the mining and metallurgical industry will clearly be of decisive importance in the establishment of new industries for the beneficiation and export of added-value mineral-based products. The State can make a significant contribution by the provision of a welldeveloped and efficient infrastructure, including rail and harbour facilities, communications and health services, roads, and of electricity and water supplies. In our search for a new development strategy for the beneficiation and export of South Africa's minerals, we need to recognize that no one nation has all the mineralresources that it needs. Commercial and strategic manipulation of mineral supplies should no longer be tolerated. The future of the human species lies in international cooperation and in a greater understanding of the limitations of the world we live in.

Underground 802.11 wireless communications has become widely adopted for automation and communication purposes but maximizing the wireless signal presents many obstacles given the harsh environment as well as the presence of materials and conditions that can reduce signal propagation. Changes in elevations and curvatures in ramp to drift transitions also affect the wireless signal. Based on the requirements of wireless applications such as voice, data, or location tracking, the wireless site survey is the key tool for measuring and predicting signal strength and signal-to-noise ratio. These readings help determine the maximum distance between access points in order to sustain an overlapping wireless signal where required. This paper describes the methodology and tools used for measuring 802.11 wireless signal strength in an underground mine environment in Northern Ontario. The physical characteristics of the mine and the actual recorded wireless signal data will be presented in order for the audience to gain an understanding of the factors that affect signal throughput. Antenna selection used for the site survey will also be discussed as it played a key role in propagating the wireless signal.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

Previous laboratory and field experimentation has demonstrated the effect of several variables on drilling rate.1-5 These results have been incorporated into optimization theories6-" for the purpose of reducing drilling cost. Minimum-cost drilling theories rely on a combination of historical data and empirical prediction techniques for selecting optimum bit weight and rotary speed. Past solutions have required extensive use of computing equipment because of both the complexity of the mathematical formulations and the large number of parameters involved. Field attempts to apply these computed results have frequently failed because of the uncertainty of input data requirements. Humble has developed an on-site computer system to control bit weight and rotary speed and thereby implement the concepts of minimum-cost drilling. This system can (1) perform short interval drilling rate tests for formation evaluation, (2) use the results of these tests as input information to solve minimum-cost drilling formulas, and (3) control bit weight and rotary speed in accordance with these computed solutions. The purpose of this paper is to describe the computer control system and present results of initial field testing. Theoretical Considerations Minimum-cost drilling (MCD) requires a quantitative evaluation of the variables involved. Several forms of a basic mathematical model have been sug-gested.'?,' "he relationships reported here form the basis for the solution programmed in this work. Four equations are used, expressing drilling rate, bit bearing wear, bit tooth wear, and cost. A solution for minimum-cost drilling assuming constant bit weight and rotary speed over the entire bit life has been programmed for use in computing MCD schedules. This solution is subject to certain limiting assumptions such as those discussed by Graham et a1.I2: 1. Drilling cost is the summation of bit cost, rotating cost, connection cost and hoisting cost. 2. Diamond bits are excluded. 3. Bit life is limited by either bearing failure or tooth wear, or by a combination of operational factors that make it cheaper to pull an incompletely consumed bit. 4. Circulating hydraulics are adequate and do not limit drilling rate. 5. Bit weight considerations exclude hole deviation. 6. Drilling rate is a function of only bit weight, rotary speed, and degree of tooth dullness; that is, the effects of pressure, lithology, fluid properties hydraulics and drill string dynamics are ignored. Some large blocks of acreage were leased in Marion and Clay counties near the central part of the Illinois structural basin. Production of oil in the state totaled 4,305,000 bbl., a decrease of 4 per cent from that of 1934 There was some curtailment of production in the early part of 1935 but none after April 30 as shown in the following table.
