The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

"The bad effects upon the health and output of miners that result when the ventilating current in a mine lacks sufficient cooling power have been described by Harrington and Sayers in a previous report (1)*** The normal temperature of the human body is about 98.5°F. and whenever work is done by the muscles, indeed even when sitting still, the normal bodily processes generate heat which must be given off, otherwise the body will become overheated and a number of bad effects will be produced. If it were possible to so enclose a man that he could continue to breathe and no heat could escape from his body he would die within a short time. In a series of experiments made at the Pittsburgh Station of the Bureau of McConnell and Houghton (2) found that a dry-bulb and a wet-bulb temperature of 112.5°F could he borne for only 35 minutes, even when the subject was at rest. A wet-bulb temperature of 100.4°F (dry-bulb 157°F) could only be tolerated for 45°F minute. Under such conditions the bodily temperature rises as much as 45°F above normal and the pulse is accelerated. Very uncomfortable sensations are felt when the pulse rate exceeds 135. The human body, like any other internal combustion engine, must be cooled in order to function properly.Under ordinary circumstances the air surroundings people is enough coder than themselves to permit this heat generated within the boiy to be river off with¬out difficulty. At higher temperatures, or when the rate of work, with its corresponding generation of heat is high, the body can not throw off heat fast enough, so it begins to sweat and the evaporation of the sweat cools the body. But the results of the experiments cited above indicate that in still air, even with the body at rent, it can not adjust its temperature when the air is above 90° wet- bulb. J. S. Haldane (4) says ""at a wet-bulb temperature of 60°F the actual amount of work done by the miner begins to fall off; as the wet bulb temperature rinse farther the work Bona gradually diminishes to the vanishing point. Then the temperatures indicated by the wet-bulb exceeds 85°F hard work in a mine seems hardly or the commercial working of a mine the wet-bulb thermometer should not in generaI, be allowed to rise above 80°F, unless perhaps where there it a good current."

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

Long tendon support systems provide several challenges when used in-cycle as part of the secondary or primary support cycle. A two-component pumpable resin, Carbothix, has been in development for use with self-drilling rock bolts, but many of the attributes of this new resin system make it ideal for grouting long tendon support systems. While neat Portland cement grouts or polyester resin capsules have been used with long tendon support systems for many years, two-component pumpable resin systems overcome many of the shortcomings in these systems. The two-component systems dramatically improve the set-time to enable mining face advance with fewer delays, enable longer pumping distances, improve quality control, and enhance load transfer mechanisms. This paper describes the key benefits associated with a new pumpable resin and details the Australian Department of Mines and Petroleum department atmospheric testing results and cable load testing completed by Minova personnel to date. It also details the results of the Australian mine site trials and the introduction of these systems into production use.

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

At the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper-Smelting,"' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, FeS. They arrived at this inference from the observed fact that a matte containing Cu,S, 90.4, and FcS, 9.6 per cent. (or, in round figures, Cu2S, 90, and FeS, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent. of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent. of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples gave them a grayish-black field of very uniform appearance, except that five of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the ferrous sulphide-cuprous sulphide series, and to see how the constitution could be further revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, " The Concentration of Gold and Silver in Iron-Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. HE Tonopah Extension property consisted originally of three claims, with an area of 38 acres. In 1902 a shaft, now known as No. 1, was started near the eastern end of the property, close to the Tonopah Mining Co.'s boundary line, in the. andesite cap rock' which covers the ore-bearing formations in the western end of the Tonopah district. A short distance below the 60-ft. level, the orebodies pinched out, although the veins continued. This shaft has not been used since 1916. Before 1910, the production was small, coming mostly from small shoots of high-grade shipping ore. In that : year, the, company started its 30-stamp mill and cyanide plant; the mill was later enlarged to 50 stamps, with a corresponding increase in the cyanide-plant capacity, which brought the capacity of the mill up to 350 .tons per day. The total production of the mine to Oct. 1, 1920, is 871,177 tons of ore, from which was recovered 15,267,216 oz. of silver and 156,241 oz. of gold.' This makes an average recovery per ton of 17.5 oz. silver and 0.179 oz. gold. The average price received for silver since' the beginning of operations is 65.87 c. per oz., and the average value recovered from the ore-'is $15.25. The area of the property has been gradually increased by purchases and consolidations of adjoining ground until it is now 647 acres. A new shaft, known as No. 2, was started in 1912, 1600 ft. west .of No. 1, and in the following year a crosscut on the 750-ft. level of this shaft resulted in the discovery of the. Murray Vein system, from which the greatest prosperity of the mine has come. This vein, with its related veins,

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

Expansive soil formations can be found throughout the United States. When subjected to wetting, these formations have the potential to swell and exert large uplift forces on buildings and foundations. Lightly loaded structures, such as single family residences founded in areas of expansive soils, can be significantly damaged due to uplift movement from swelling actions. Designing an economical deep foundation that can resist uplift forces is critical to prevent damage to these structures. The current solutions to control uplift due to swelling soils, such as over-excavation and replacement of the expansive material or the use of drilled shafts can be costly. Piles made from recycled polymer materials could provide a solution. Due to a lower coefficient of friction along the interface of the soil-pile interface compared to traditional pile materials, solid recycled plastic piles can allow expansive soils to move nearly independently from the pile when wetted. This results in a much smaller magnitude of uplift force being transferred to the structure, which minimizes the risk of significant structural damage from excessive movements. This paper presents the results of research conducted on the use of recycled plastic piles in an expansive shale environment. The preliminary phase of the project involved the installation of six recycled plastic piles at a test site on the South Dakota School of Mines and Technology campus. Two of the piles were subjected to a full-scale compression load test in order to determine ultimate capacity. The remaining four piles were subjected to long-term monitoring of uplift movement during the course of the project. A concrete anchor was also installed at the test site for uplift monitoring. Data gathered during the field and laboratory testing was utilized in a non-linear soil-structure interaction model to predict the displacement behavior and internal stresses within a plastic pile and concrete anchor subjected to uplift forces from the swelling shale. While more research is needed to further understand the application for recycled plastic piles, the results from this research indicate that their use is a viable alternative for support of lightly loaded structures in expansive soil environments.

ALTHOUGH the midday lunches of business associations have been re-echoing the phrases that re- search would lead us out of the depression and that the last place to economize is on research, nevertheless most executives apparently concluded that it was their neighbor who ought not to economize in research, and that in their own plants what had been discovered in 1929-30 was sufficient to lead them out of the wilderness. At any rate, I have discovered much less that seems worth noting, and compared with 1931, the report volume of the committee members is off about 40 per cent, and compared with 1929, about 80 per cent. Evidently there is some hookup with the +tee1 industry as to output, and the Report Reading Committee should investigate this and the relative use of commas and periods.
