The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine's Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

This story of the salting of a supposed diamond mine is a part of our Western history and deserves to be recorded in this book. It was more than a local affair, because it was concerned with persons in London and New York, as well as San Francisco. Part of the story has been told by Asbury Harpending in a little book published 12 years ago. Harpending (who died at New York in 1923) was in London in March, 1872, when he received a cable dispatch from William C. Ralston, the president of the Bank of California, stating that "a vast diamond field" had been discovered "in a remote section of the United States". Before starting for San Francisco, Harpending had an interview with Baron Rothschild, who showed a lively interest in the story, which was as follows: two weather-beaten prospectors went to the Bank of California and deposited some uncut diamonds and rubies for safe keeping; these precious stones were estimated to be worth $125,000. The men said that they had found the gems in "a desert portion of the West". They departed quietly, but the story was told in business circles; whereupon George D. Roberts, a mining engineer of wide experience and an associate of Ralston, sought an interview with the prospectors. One of them proved to be a man that had been in the employ of Roberts. Both prospectors, named Slack and Arnold, appeared "coy and cautious"; they were "simpleminded fellows", and were "afraid to trust anyone with the momentous secret ". They refused to divulge the place of discovery and declined "to part with their rights", but later "they became more amenable to reason" and expressed willingness to sell a half interest to

STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

EVERY mathematical statement of a measure of anything (as distin-guished from a count) is followed by a qualification always implied if not explicity stated--that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accu-racy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applica-tions-and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this ques-tion of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not, readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject them-selves. There is great need for more widespread understanding of what has been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments.

The year 1935 was mostly quiet in West Virginia, and devoted to routine drilling in old pools and extensions. A notable exception to this general rule, however, was the further development and proving of a field of gas discovered in 1930 in the deep Oriskany sand (L. Dev.) in Kanawha County, as later discussed. No new pools of oil were found and little or no attempt was made to search for them. No new pools of gas were recorded but various extensions of old pools were made. There were no new pipe line extensions of consequence, either for oil or gas. Operating technology was much the same as in recent years, there having been some further advances in repressuring oil wells and in the use of acid for treating small wells in calcareous formations, and some change in the technique of shooting gas wells. Financially, there has been a full market for all crude oil produced and a fair market for gas. There have been occasional transfers of producing oil or gas properties, mainly between established companies. Most of the attempts made to finance mergers and new developments have failed largely because of difficulties encountered under the Federal securities act. This situation has prevented the normal turnover of properties by small operators who frequently desire to sell partly developed interests and then step out into new ventures. New Development In 1935 the State issued 569 permits for drilling and records the same number of completions. One trade journal records 533 completions and another 483. A running record kept by the writer accounts for 713 completions, with 156 oil wells, 417 gas wells and 140 dry holes (Table 3). Some of these completions may be old wells drilled to deeper sands. Some, apparently, have been drilled without legal permit. Extensions of Producing Areas Ritchie County has again led all others in new drilling, with 137 completions as compared to 74 in Calhoun and 61 in Cabell. In 1803 the purchase of the immense territory called the province of Louisiana wm arranged between Thomas Jefferson, President of the United States, and Napoleon Bonaparte, First Consul of France. This central portion of what is now the United States was claimed in 1682 by the explorer Robert de La Salle for France, who continued to hold her title to the vast domain until 1762, when it passed by treaty to Spain, only to be retroceded to France in 1802, in consequence of Napoleon's military domination of Spain. Jefferson did not care to see New Orleans and its extensive hinterland pass into the hands of France. Spain did not matter so much; she was quiet and feeble, whereas France was restless and aggressive under Napoleon, who had dreams of founding a French colonial empire on the American continent. The expression of American feeling that Jefferson elicited came as a surprise to Napoleon, who concluded that a contest was not worth while, for his navy had been shattered by the English, and it was evident that only maritime supremacy could enable him to retain this trans-Atlantic possession; so he resolved to put it out of the grasp of England and at the same time replenish his military chest by selling Louisiana to the United States. The price was 60 million francs. By the terms of the Louisiana purchase a magnificent territory was added to the national domain; it covered more than a million square miles, or more than the total area of the United States at that time. Louisiana included the present States of Louisiana, Arkansas, Missouri, Kansas, Iowa, Nebraska, South Dakota, North Dakota, Wyoming, Montana, Oklahoma, with parts of Colorado, Idaho, and Minnesota; but

Lack of reliable detailed production figures for earlier years, together with the loose nomenclature in reference to producing horizons and the application of the term "field" without any definite meaning or restriction, has made it impossible to gather statistical data suitable for the Institute's form. In common with all other producing areas in the United States, Ohio has felt severely the economic ills of the entire industry during the past year. With overproduction, not only of crude but also of refined products, going on throughout the country, the price structure as a direct consequence has weakened on Ohio oils. Valuable crude is being sold at a big loss today because producers arc willing to, and do, sell more than the market can absorb. The axe hangs heavy over the heads of Ohio producers, and will until something constructive is done to keep supply in proportion to demand. This not only applies to Ohio but to the entire industry. Production of Pennsylvania grade in Ohio was under 50 per cent proration, which has been in effect since Oct. 1, 1937. Three price cuts since February have lowered the posted price from $1.70 to $1.18, a 30 per cent reduction; other grades were less drastically reduced. Pipeline storage facilities were limited; many producers were faced with the problem of providing their own storage or the risk of ruining their wells. If they wanted to pull and abandon wells, there was no market for junk equipment. Many employees have been cut to half time and in a number of instances their services entirely dispensed with. Summary of Production and Drilling Both oil and gas production in the state during 1938 showed a definite decline over the previous year. (A table showing production by years from 1876 through 1937 was published in Vol. 127 of the Transactions.) The total production of crude oil in the state for 1938 was 3,357,914 bbl., as compared with 3,654,000 bbl. in 1937, a decrease of 7.1 per cent. At

Many excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry. Collection and Disposition of Scrap Until about five years ago, much of the factory scrap, with little or no preliminary treatment, was sold to secondary-metal smelters. Of late years the factory salvage department has become an important part, of the plant in reclaiming everything of value and incidentally does much of the work formerly done by the smelters. Like most good things, it is sometimes overdone, and much work is done at the factory with inexperienced men that could be done much better by experienced skilled labor at the custom smelting plants. Employees of the salvage department collect the waste products in all departments at the source and in that way avoid much contamination. Every reasonable precaution is taken to keep the scrap clean. It is hand-sorted, cut, burned, magnetized, concentrated, separated or compressed, as the case may be, preparatory for re-use in the plant or for selling to others.

THE increasing need for the products of our mines, mills, and processing plants, the loss of mine manpower to plants other than those concerned with the mineral industry, and the drafting of our younger men into military service have created an acute situation in many places as to workers and production. This, in turn, has focused attention on the need for conserving manpower by conserving the health and life of our mining people. Health A world-wide tendency is noticeable in the mineral industry toward protecting the health of workmen,-particularly younger workers, as well as older workers who can continue to produce in many places where manpower is lacking. This matter was emphasized at the Geneva Labor Conference for Coal Mines at the Committee's fourth session, held in Geneva, Switzerland, May 7 through 19, 1951. Papers concerning the health of workers were presented at the annual meetings of the mining sections of the National Safety Council, the Coal Mine Inspectors' Institute of America, the American Public Health Association, and other organizations. Safety Conferences Without exception, the attendance at mining-safety conferences in widely separated places throughout the country during the year was the largest to date. What is needed at the safety meetings throughout the country is more-widespread attendance by those who can sell the idea to the workers that they are the focal point in accident prevention and that safety is not going to be achieved alone or even in part by laws, decrees, or commands, but by quiet influence, unconscious suggestion, and personal' guidance. If these are acquired by the workmen, a safe environment and ample, capable supervision supplied by management, accidents will be fewer and less severe. Many safety conferences attempt to develop the foregoing idea by enumerating and describing training programs for supervisors and workers alike. Nothing can replace a course in first aid for all persons employed at any mine or plant as an introductory and basic step to a successful safety program. OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

THE great event in American affairs was the sudden death of President Harding, on Aug. 2, in San Francisco. A few hours later Vice-Presi¬ dent Coolidge took the oath of office while in his father's farmhouse in Vermont and forthwith proceeded to Washington as the 30th president of the United States. The French and Belgian governments' replied to the British refusing the proposed discussion of the German offer and declaring that they would pursue their policy in the Ruhr until the German government abandoned its resistance and surrendered unconditionally. The economic collapse of Germany .appears to be nigh. Chancellor Cuno and his cabinet resigned the govern-ment of Germany on August 12, and Gustav Strese-mann, head of the People's party, accepted the task of forming a four-party coalition government. Coinci-dentally, there were food riots throughout Germany, and many persons were killed and wounded. The , National Assembly of the Turks at Angora ratified the Lausanne treaty, in the latter part of August, whereupon the retirement of the military forces of the Allies from Constantinople and the Straits began. Thus, Turkey was fully reinstated as a European power. The Greek government also ratified the Lausanne treaty and commenced to put its army on a peace basis. The number of unemployed persons in Great Britain is again increasing, which is causing much concern. The flood of crude oil and gasoline, which is severely taxing storage capacity, had its natural economic effect. Some small refiners were constrained to liqui-date in distress. The Governor of North Dakota, having acquired a supply of such cheap gasoline, insti-tuted a drastic cut in price, deliberately egging on the big refiners to do likewise. The Standard Oil Co. of Indiana accepted the challenge with enthusiasm, say-ing that it had always been its policy to sell as cheaply as any competitor. There was a humor in this situation which paved the way for the Standard to extinguish its small competitors and do by invitation of the State exactly what the muck-rakers had always charged as its greatest crime. The gasoline war spread to other states and reductions in price were made even on the seaboards. All of this was purely economic.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

The Giesche Spas Akcyjna, in Polish Upper Silesia, produces zinc, lead and coal, together with many byproducts emanating from the zinc-lead ores. The development of the concern in the 230 years of its existence has been influenced not only by metallurgical improvements but also to an unusual extent by political and economic factors. The company was founded by George Giesche, who was born in 1653 and died in 1716, and who in 1704 received from Emperor Leopold I the exclusive privilege of mining and selling galmei1 in Silesia. His children, who retained the business, gave the name to the firm—George von Giesches Erben. After 1802 modifications in the Prussian mining and corporation laws limited the rights formerly enjoyed. The family concern became a corporation and expanded its activities, building smelters and opening new mines. The establishment of the present eastern boundary of Germany resulted in the transfer of nationality of a large part of the mines and surface plants to Poland, which, in turn, necessitated the formation of a Polish company, the Giesche Spólka Akcyjna. The first concentrators at the Bleischarley mine were built between 1854 and 1860 and owing to dual ownership were two in number. They were used only for the treatment of galena. In 1873 a concentrator was built for the treatment of sulfide ore preparatory to treatment in the Recke roasting plant, which was the first to have an acid plant for recovery of the sulfur gas. This concentrator was replaccd by a larger one in 1888, when the present orebody was opened up. At the same time, a mill was built for the treatment of the galmei. The concentration of the sulfide ore resulted in a much higher grade of feed for the zinc plants after the first troublesome steps of the roasting process had been worked out. THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim their own metallic wastes. MAGNITUDE OF THE MODERN INDUSTRY No particular thought is given to the kitchen accident whereby a ruined saucepan is sorrowfully tossed into the ash can, yet it is a fairly safe guess that within a month this saucepan, together with hundreds of its fellows, will again be in service, perhaps in an automobile crankcase, or in an electric vacuum sweeper. It is by this conversion of the useless into the useful, whether from home or large manufacturer, that the secondary tonnage is built up.

The writer would define the term "Use Classification" as a discussion of the qualities that coal should possess to fulfill the requirements of the industry or process in which it is to be used. The general problem of the gas industry is to transform the maximum amount of the thermal energy in coal into a gas of specified quality. The qualifications that a coal should possess to be useful in the gas industry are complicated by probably a greater number of factors than in most industries. The most important of these is the delivered price of the coal. While the- general problem of the industry is as given above, yet the actual problem is the production of gas of a specified quality at the minimum cost. The relative cost of coal and the selling prices for the residuals which are influenced to a large extent by geographical locations are of determining importance as effecting the cost of the gas. It is unfortunate that we cannot disassociate cost figures from a discussion of the desirable characteristics and this results frequently in the use of coal in one location that will be looked upon as quite impossible in another location more favorably situated. Without going into any discussion of the freight rate problem we might merely point out that in general the freight on the coal is equal to or greater than the mine price. It must be evident, therefore, that price must always be considered in any discussion of the effect of the characteristics of a given coal. Two Classes of PRocesses In discussing the characteristics of coals for use in the industry, we must divide the processes in use into two classes: (1) where the coal is destructively distilled at high temperatures resulting in the formation of coke in the liberation of gas and by-products, and (2) where the coal is consumed by combustion in air or steam with a production of gas and by-products leaving only clinker as a residue. The Germans differentiate these two types of processes in their words"' entgasung'" and'" vergasung."'
